An Ac-type Plasma Display Panel (PDP) operating with Ne-Ar(0.1%) Penning mixture gas is fabicated. The characterics of the panel with electrodes covered with thin and thick dielectric layers are studied. The brightness of the Neon-orange light emitted by the panel measured as function of applied voltage and frequency. As an application, a graphic display system equipped with PDP showing still and moving pictures is made.

In an effort to optimize tissue culture responses of zoysiagrass (Zoysia japonica Steud.) for genetic transformation, factors affecting callus induction and plant regeneration were investigated. MS medium containing 3 ㎎/L 2,4-D was optimal for embryogenic callus induction from mature seed. The plant regeneration frequency of 73.3% was observed when embryogenic calli induced in this medium were transferred to N6 medium supplemented with 0.1 ㎎/L 2,4-D and 5 ㎎/L BA. Among several basic media, MS and N6 medium were optimal for callus induction and plant regeneration, respectively. Regenerated plants were grown normally when shoots transplanted to the soil. A rapid and efficient plant regeneration system established in this study will be useful for molecular breeding of turfgrass through genetic transformation.

정부운영 방식으로서의 정부3.0 재조명: 문재인 정부의 정부3.0 정책 계승을 위한 제언

본 연구는 박근혜 정부 4년 동안 국가운영의 한 패러다임으로서 위상을 가졌던 정부3.0 정책의 추진 현황을 회고하며, 그 핵심적 내용을 정리하고, 일반국민, 공무원, 전문가들이 정부3.0을 어느 정도로 중요하게 인식하고 필요성을 체감하고 있는지를 탐색하였다. 본 연구에서 제시한 조사결과에 의하면, 일반국민, 공무원, 전문가 모두 정부3.0의 필요성을 절감하고 있으며 정부3.0의 제 목표 및 핵심과제가 중요하다는데 인식을 같이하고 있다. 그러나 정부3.0 핵심과제에 대한 만족도 및 주관적인 추진성과에 대한 평가는 중요성에 비하여 낮게 인식하고 있다. 이는 정부3.0의 정착은 아직 미흡하고 더욱 발전시킬 여지가 있음을 말해준다. 좋은 제도가 정착되기도 전에 정권의 변동으로 폐기되는 것은 그동안 투입되었던 매몰비용 및 국민들이 누리는 편익을 고려할 때 비효율적이라 할 수 있다. 문재인 정부는 전문가들과의 공론화 과정을 거쳐 미완의 정부3.0 정책을 승계하여 보다 높은 수준으로 발전ㆍ완성시킴으로써 국민에게 유익한 정책은 정권이 교체되더라도 지속될 수 있음을 보여주는 첫 모범 사례가 되기를 기대한다. This study recalls the implementation progress of the Government 3.0 policy, which has been the paradigm for government administration for four years during the Park Geun-hye Administration, and summarizes its core contents. It also explores how the public, public officials and experts assessed the significance of Government 3.0, and whether they felt its necessity. According to the results of this study, the general public, public officials and experts all felt the need for Government 3.0 and shared an understanding that the goals and core tasks of Government 3.0 are still highly relevant. However, their overall assessment of the satisfaction level and subjective performance of the core projects of Government 3.0 was relatively lower than their perceived importance of the initiative, suggesting that Government 3.0 has yet to take root firmly in place and that there still is a room for further development. It would be a waste of valuable resource to junk the policy initiative even before the good system has been firmly established, considering the immense sunk cost and the benefits enjoyed by the people. We suggest that the Moon Jae-in Administration would promote and complete the unfinished missions of the Government 3.0 policy initiative through a public deliberation with related experts, thereby establishing itself as the first best case to demonstrate that beneficial policies for the people can be maintained even after the regime has been replaced.

수입각증후군에 의한 급성 복증 1례

Afferent loop syndrome is an uncommon complication of a gastrectomy and Billroth Ⅱ reconstruction. It may cause symtoms at any time from the first postoperative day to many years after the gastrectomy. Afferent loop syndrome is characterized by abdominal pain, vomiting and elevation of serum amylase. Thus, it is difficult to differentiate afferent loop syndrome from other cause of acute pancreatitis. However, the history of gastrectomy can be an important clue for diagnosing afferent loop syndrome. We experienced one case of chronic afferent loop syndrome with acute pancreatitis. After appropriate management, the abdominal pain disappeared and serum amylase level decreased. We report this case with a review of relevant literatures.

Background : In recent years, gonorrhea has been pandemic and remains one of the most common STDs in the world, especially in developing countries. Objective & Methods : For the detection of a more effective therapeutic regimen and assessing the prevalence of PPNG, we have been trying to study the patients who have visited the Venereal Disease Clinic of Choong-Ku Public Health Center in Seoul since 1980 by means of the chromogenic cephalosporin method. Results : In 1997. 99 strains of N. gonorrhoeae were isolated, among which 45(45.5%) were PPNG. Conclusion : The prevalence of PPNG in Seoul, which had been decreased to 39% in 1996 after a peak of 74.3% in 1993, is increased to 45.5% in 1997.

Background : In recent years, gonorrhea has been panedemic and remains one of the most commom STDs in the world, especially in developing countries. Objective & Methods: For the detection of a more effective therapeutic regimen and assessing the prevalence of PPNG, we have been trying to study the patients who have visited the VD Clinic of Choong-Ku Public Health Center in Seoul since 1980 by means of the chromogenic cephalosporin method. Results: In 1996, 139 strains of N. gonorrhoeae were isolated, among which 53(39.0%) were PPNG. Conclusion: Our results suggests that after a peak of 74.3% in 1993, the prevalence of PPNG in Seoul is gradually declining.

Most of pile foundations are a condition of fixed head on pile, but lateral loading test of pile have performed to free head on generally This study performed field lateral loading test accompanying lateral displacement by depth of pile for two cases(fixed head and free head) and analyzed lateral behavior of large drilled shaft. Further more compared theoretical equation with result of lateral loading test.

한국 경호환경의 동향과 전망에 대한 분석

It is neccesary to facilitate the developments of the systems, principles and instructions of guarding in order that the security guard be able to meet the needs of the environments of guarding regardless what kind of government system our country may be. The guard also need the nationality and brilliant brains rather than the political power so that the guarded be safe always and everywhere and all people in the country feel peaceful and safe, which requires it that every bodyguard investigate and develope the new technology of guarding through reasonable and scientific methods. And I think followings are necessary for the development and advance of future the Security guard : the strong relations with the related organizations, the education facilities for supporting good and strong bodyguards, the related information bureau with mood image against the internation terror croups, and professionalization for better adaption in the idustralized various society, and the department for study on the principles of guarding. In addition to those, it would be important to be equipped with enough amarments and strong wills. Anyway, the next 21th century requires big change of the everyone's opinions on guarding and it would not be impossible to provide complete guard with only the system of guard itself, so it needs everyone's help. Of course will it require the professionals of Information technology too, in the future information society. I suggest that it need to combine various functions and specialize each fuction of the security guard at the same time. Then it would be more easy to maintain the system to prevent the future dangers, so to acomplish the complete guarding system. As a conclusion, it would be possible to meet the 21th environment of guarding only with the scientific, reasonable and specialized guard system.

Background and Objectives : Several speech manifestation are observed in temporal lobe epilepsy(TLE). We studied the frequency of ictal speech manifestations and their localizing and lateralizing value in TLE. Methods : We reviewed 379 seizures recorded on videotape in 135 patients who underwent temporal lobectomy for intractable TLE. We divided patients into group A(n=75) who became seizures free after surgery, and group B(n=60) who were only slightly benefited or unchanged after surgery. Speech manifestations were classified as normal speech, vocalization, or abnormal speech. Abnormal speech was subdivided into speech arrest, dysarthria, dysphasia, or nonidentifiable speech. Results : Speech manifestations occurred in 70(18.5%) seizures of 28 patients. Forty eight seizures of 20 patients were observed in group A, and 22 seizures of 8 patients were observed in group B. In group A, 25 seizures of 11 patients were originating from dominant hemisphere, 23 seizures of 9 patients from nondominant hemisphere. In group B, 13 seizures of 5 patients were originating from dominant hemisphere, and 9 seizures in Lt. side and 6 seizures in Rt. side, respectively) of group A(P>0.05), and eleven seizures of 4 patients(8 seizures from Lt. side and 3 seizure from Rt. side) in group B(P>0.05). Normal speech was observed only seizures from Rt. side in both groups(3 seizures in 1 patient, each group). Dysphasia occurred only in seizures originating from Lt. side. Nonidentifiable speech occurred in 22 seizures of 9 patients(11 seizures from each side) in group A(P<0.01), and 3 seizures of 1 patient occurred only from Lt. side in group B. Conclusion : Ictal speech manifestations were not uncommon(18.5%). All kinds of ictal speech manifestations except normal speech have no reliable lateralizing and localizing value in TLE. Normal speech could be a good indicator of seizure originating from nondominant hemisphere.
