    The purpose of this study is to develop a Learning Strategy Program for College students(LSP-C). In this study, Learning strategy in this investigation was operationally defined as the total scores of the three factors assessed by the Learning Strategy Scale for College students(Hwang, 2011). The three factors are learning cognition, learning emotion, learning behavior.
    The study investigated the following research questions:
    1. Will the Learning Strategy Program for College students be developed properly?
    2. Will the validity of the Learning Strategy Program for College students be verified empirically?
    2-1. Will the Learning Strategy Program for College students increase the scores of Learning Strategy in the treatment group more effectively than those in the control group and the comparative group?
    2-2. Will the Learning Strategy Program for College students increase the scores of sub-factors more significantly in comparison to those in the control group and the comparative group?
    The Learning Strategy Program for College students was developed based on the program development model previously designed in this study. The developed program consists of the following areas.: 1) outline of program development 2) formulation of goals and objectives 3) analysis of preceding studies 4) selection of the content 5) sequencing of the content 6) evaluation planning 7) program execution 8) program evaluation and revision of program.
    The Learning Strategy Program for College students was made up of twelve sessions, each lasting one hour and forty minutes. The Learning Strategy Scale for College Students(Hwang, 2011) was administered to students of Y College in Daegu. Participants for the study consisted of 45 students, all of which had lower mean scores. They were then randomly split into 3 groups of 15 students.
    The Learning Strategy Program for college students was evaluated based on the program evaluation model previously designed in this study. In the program evaluation, the Learning Strategy Scale for College Students(Hwang, 2011) was used as a measuring instrument to test the effects of the Learning Strategy Program(LSP-C) and participants satisfaction was evaluated based on the questionnaire designed in this study. To verify the effects of the program, a variance analysis was used. The program used for data analysis was SPSS 15.0 for Windows and the significance level for hypothesis testing was set at .05.

    The results were as follows:
    First, the treatment group obtained significantly higher scores than the control group and the comparative group
    Second, the treatment group had significantly higher scores than the control group and the comparative group in 3 sub-factors which consist of learning cognition, learning emotion, learning behavior.
    These results prove that the Learning Strategy Program for College students was developed properly.
