생활계 재활용 폐기물 반입 성상별 전처리 시스템 사례 연구

In general, recyclable items are separately discharged from households and then, hand-sorting into different types of valuables at materials recovery facilities(MRFs). However, most of residues after hand-sorting are finally end up with landfill and/or incineration due to lack of separation technologies and economical reasons. In the present study, physical properties on recyclable items obtained from three different recycling centers are investigated to improve the recovery of valuables. The pretreatment equipments such as 2-stage conveyor separator, air classifier, elastic separator, etc. were tested to recover heavy and light materials, respectively. Based on the test results, optimum automatic sorting system could be developed to improve the separation efficiencies. As a result of this study, fundamental information is now available for full-scale testing of the automatic sorting system. The system has proven to be one of the viable pretreatment and subsequent separation processes in recycling of the recyclable item and MSW.

The goal of the present study is to construct LCI database of recycling process on material recovery from waste eletric appliances mainly consist of refrigerator, washing machine, etc. The recycling process for each product consists of hand-picking, crushing, sorting and secondary crushing for recovery of waste plastics. One of the key issues identified is the use of utilities in the processes for material recycling. Utilities associated with the recycling system are examined in detail to find out the main unit processes which require relatively large amount of utilities. As a result, the utility used for the recycling process of the refrigerator is amount to 61% of the total utility consumption, It is also found that the environmental load for refrigerator is much higher than that of the washing machine. On the contrary, in case of process unit weight, the washing machine showed higher environmental load than that of the refrigerator.
불법행위에 대한 예방청구권 - 민법전으로의 체계조화적 편입을 위한 소견 -

사법상 권리보호수단의 완비와 법적 안정성 확보를 위하여, 민법전에 불법행위에 대한 예방청구권의 근거조항을 일반조항 형식으로 도입할 필요가 있다. 이 글에서는, 그러한 입법시도에 앞서, 체계조화적 관점에서 예방청구권의 요건 및 효과와 민법 기존규정의 보완 요부를 살펴보았다. 불법행위법의 권리보호수단으로서, 사전적 예방청구권과 사후적 손해배상청구권을 완비하기 위해서는, 그 핵심적 표지인 “위법행위”의 의미와 판단규준이 불법행위법 내에서 일의적으로 제시되어야 한다. 이를 위해서는 위 표지가 사법상 권리주체의 권리보호 방어선 획정기능을 수행하는 의미를 지니고, 그 방어선은 객관적으로 사회생활에서 요구되는 행태규범으로 그어진다고 이해함이 체계조화적이다. 그러한 행태규범에 해당하는 타인의 권리·법익을 침해 또는 위태롭게 하는 것을 방지하고 회피할 주의의무는 이익형량을 통해 구체적으로 형성할 수 있다. 예방청구권의 요건에 가해자의 주관적 과책사유를 포함할 필요는 없다. 또한 손해배상청구권에 대한 보충성 요건도 요하지 않는다. 불법행위에 대한 예방청구권의 법적 효과는 다양한 양태로 형성될 수 있다. 반드시 금지청구권이나 그에 부수하는 제거청구권에 한정할 이유는 없다. 다만, 그 효과 내용을 정할 때는 비례성 원리를 적용하여야 한다. 사안에 따라, 상대방에 대하여 비례관계를 넘어서는 침해결과의 제거가 필요할 수 있는데, 이때의 당사자 권리구제를 위해 과책 요건을 갖춘 손해배상의 방법으로 일방적 원상회복청구권 근거조항을 마련할 필요가 있다. 불법행위에 대한 예방청구권의 근거조항은 불법행위법의 마지막에 위치함이 적절하다.
폐기물매립지 Clay Liner 복합재료로서의 벤토나이트의 응용

In the present work, physical and chemical properties of bentonites deposited in Korea was evaluated for the application of zeolitic bentonite to liner materials for landfill sites. Bentonites composite liner system (BCL) was developed using the liner materials and the resistance of the system was also evaluated. The swelling properties of the bentonites treaded with soda ash were improved by 200∼300% compared to untreated ones. Field testings also showed that the hydraulic conductivity of the present system was higher than 1×10-7 cm/s, which is minimum requirement for the liner systems.
폐소형가전의 물리적 성상 분석 및 플라스틱 재활용에 관한 연구

전기밥솥, 청소기, 선풍기 등 폐소형가전 기기들은 종류 및 품목에 따라 내부 구성 물질과 플라스틱 재질이 다양하기 때문에 해체 및 선별에 특정기술의 적용이 어려운 실정이다. 본 연구에서는 폐소형가전 제품 중 재활용 업체에서 비교적 취급양이 많은 품목 중, 전기밥솥 등 5개 품목을 대상으로 수작업으로 해체 후 물리적 성상을 분석하였다. 또한, 폐소형가전은 대형가전제품에 비해 플라스틱의 함량이 비교적 높을 뿐만 아니라 재질이 다양하여, 재질별 선별이 어려워 플라스틱의 재활용에 걸림돌이 되고 있다. 특히, 폐소형가전의 경우 검정색 플라스틱의 비율이 상대적으로 높아 재질 선별이 제대로 이루어지지 못하여, 혼합물의 형태로 저급 재활용되고 있다. 본 연구에서는 중액선별, 정전선별 그리고 근적외선 선별 등 기존의 선별 기술을 적용하여 검정색 플라스틱에 대한 재질 선별 가능성을 검토하였으며, 각 기술에 대한 문제점 및 제한사항을 제시하였다. Small household appliances such as electric rice cooker, a vacuum cleaner, an electric fan, etc. are diverse and complex due to the materials and components and waste streams from the manufacturing processes. In the present study, physical characterization of small e-wastes was analyzed on major items including electric rice cooker after manual dismantling. Small household appliances is an important potential source of waste plastic, however, recycling plastics from small e-waste is still unusual. The present communication gives results of separation processes on black plastics and the limitations of these sorting processes in used small household appliances.

Objectives: The present study evaluated the effects of sa-am acupuncture (SAA) simpo-jeongkyeok (SPJK) treatment on the blood pressure (BP), pulse rate (PR), and body temperature (BT) of patients with hwa byung (HB). Methods: This patient assessor blind, randomized, placebo controlled trial included 50 volunteers, divided randomly into two groups. The treatment group underwent SPJK (PC9, LR1, PC3, KI10) while the control (sham) group received minimal needle insertion at non acupoints. The BP in both arms, PR, and BT at several acupoints were measured before and after treatment at the 1st, 2nd, 3rd, and 4th visits and before treatment at the follow-up visit. We analyzed data by using the repeated measured analysis of variance (RM ANOVA), Mann-Whitney U, and wilcoxon signed rank tests; differences at P < 0.05 were considered significant. Results: No significant differences in the systolic blood pressure (SBP), diastolic blood pressure (DBP) and PR between the treatment and control group were observed at each visit. However, the decrease in the SBP for the treatment group before and after each visit was significantly higher than it was in the control group. The SBP in both arms in the treatment group was decreased between visits 1 and 2, 1 and 3, 1 and 4, and 1 and follow-up. The DBP in both arms and in the right arm between visits 1 and 3 in the treatment group showed decreases. A minimal BT increase for treatment at CV06 and CV12 and a minimal BT decrease for treatment at CV17 and (Ex) Yintang were found. Patients in the treatment group who visited more frequently experienced a greater decrease in the PR, but that effect was not maintained. Conclusion: The results suggest that SAA SPJK treatment has instant positive effects on the BP, PR, and BT in patients with HB, but the effects on the BP and PR are not maintained.
