3자 물류업체의 정보화 수준 평가를 위한 모형 개발

급변하는 기업 환경 속에서 기업들은 선택과 집중 전략의 일부로 기업의 역량을 전문영역에 집중하고, 물류관리 등의 업무들은 3자 물류업체에 아웃소싱하고 있다. 이로 인하여 물류관련 산업이 전 세계적으로 급성장하고 있으며, 국내 3자 물류업체들 역시 경쟁우위를 확보하기 위하여 규모의 경제를 통한 비용 절감, 물류 기업들 간의 파트너십을 통한 고객서비스 향상, 신속하고 정확한 업무처리를 지원할 수 있는 정보화에 노력하고 있다. 그러나 대다수 국내 3자 물류업체들은 규모가 영세하고, 정보화 투자 및 운영을 하기에는 자금과 인력이 부족하여 적극적인 정보화 추진이 어려운 실정이다. 이에 따라 3자 물류업체들의 정보화 수준 향상을 위해서는 정확한 정보화 수준 파악과 그에 기초한 정보화 정책 수립이 선행되어야 한다. 그러나 국내 3자 물류업체의 정보화 수준 평가에 있어 정부기관 및 다른 산업을 대상으로 한 기존의 정보화 수준 평가 모형을 그대로 반영하기에는 적합하지 않다. 따라서 본 연구에서는 국내 3자 물류업체의 정보화 수준을 파악하기 위하여, 3자 물류업체들의 특성을 반영한 평가 모형을 개발하고, 이를 국내 3자 물류업체들을 대상으로 설문 조사하여 평가 모형의 타당성을 검증하고자 한다. 본 연구모형은 물류산업에서 가장 활발한 활동을 하고 있는 3자 물류업체들의 정보화 수준 파악을 위해 잣대가 될 수 있으며 향후 정보화 정책 수립, 정보화 효과 분석 등의 사후 평가 자료를 얻는 데 활용 될 수 있다.

중국 물류정보화의 활성화방안에 관한 연구

중국에서 물류정보화는 비교적 새로운 개념에 속하는데 이는 중국에서 현대적인 물류의 개념이 도입된 것이 1980년대에 불과하기 때문이다. 중국의 물류산업도 아직 초보적인 수준에 머물러 있다. 중국의 물류정보화를 위해서는 중국 정부의 지원이 필수적이다. 효율적인 물류정보화 시스템을 구축하기 위해서는 포괄적인 정보의 통합이 필요하고 이는 정부의 강력한 추진력으로만 가능할 것이다. 이를 위해 중국 정부는 기업과의 협력과 연계를 강화하여야 한다. 중국 정부는 물류산업의 발전계획과 법률제도를 완비하여 산업주체들이 장기적인 물류전략을 세울 수 있도록 하여야 한다. 또한 종합물류시스템을 강화하고 높은 수준의 서비스를 구축하여야 한다. 특히 중국의 물류정보화 발전에 큰 장애요소로 작용하고 있는 물류인력문제를 해결하기 위해 물류전문인력 양성을 위한 제도적 장치가 시급히 마련되어야 할 것이다. 본 논문의 연구목적은 중국 물류정보화의 현황을 분석함으로써 중국의 물류정보화의 이해를 제고하여 중국물류의 발전에 기여하는 것이다. In China, logistics informatization is a new concept since the concept of modern logistics was brought into China in 1980. So the development of Chinese modern logistics informatization is still staying in a lower level. In order to realize China’s logistics informatization, the Chinese government assistance and support is a must. Establishing effective logistics information system needs a large number of comprehensive information to integrate together, the realization of which needs the strong support from the government. The government should improve logistic industry development planning and legal system, and the industrial departments should establish a long-term strategic development planning, and strengthen the construction of logistics information system and provide a higher service level. In particular, in the process of the development of logistics informatization, the government should focus on the training of personnel, overcome obstacles to the development of logistics informatization. The purpose of this paper is to contribute to understanding of logistics informatization in China by studying status of logistics informatization in China.

물류산업 내 블록체인 기술 도입 가능성 연구

최근 4차 산업혁명의 진행과 함께 물류 산업계도 스마트물류 전환을 위해 노력하고 있으며 선행 조건인 물류정보화 확산을 위해 다양한 시도를 하고 있다. 이러한 가운데 블록체인 기술 은 정보화 확산에 이바지할 기술로 여겨지며 다양한 분야에 적용되고 있다. 본 연구에서는 국 내 물류산업에 블록체인 기술 적용 가능성을 논하기 위해 블록체인 기술의 특성을 정의하고 관련 사례들을 검토하였으며 산업계를 대상으로 활용 가능성에 대한 설문조사를 수행하였다. 블록체인 기술은 업무 효율성 측면의 경제성, 신속성, 투명성과 부가가치 창출 측면의 확장성, 탈중개성, 신뢰성의 특징이 있는 것으로 정의할 수 있으며 물류산업과 연관이 있는 운송, 유통, 금융, 개인정보관리, 공공서비스 등의 분야에 대한 도입이 시도되고 있는 것을 확인하였다. 국 내 물류 산업계를 대상으로 한 설문조사 결과 정보화 수준은 정보활용 단계에 진입한 것으로 파악되지만, 정보유출 우려로 정보의 공유와 활용에는 소극적인 것을 확인할 수 있었다. 그럼 에도 불구하고 정보화 필요성에 대한 인식과 기대가 높아 향후 블록체인 기술의 도입을 계기 로 물류산업 정보화 및 이에 기반한 스마트화가 한단계 발전할 수 있을 것으로 기대된다. With the recent progress of the 4th industrial revolution, the logistics industry is also making efforts to introduce smart logistics, and various attempts are being made to spread logistics informatization, which is the core of smart logistics. Among these, blockchain technology is considered as a technology that will contribute to the spread of logistics informatization and is being applied to various fields. Accordingly, in this study, to discuss the applicability of blockchain technology to the logistics industry, the characteristics of blockchain technology were defined, related cases were reviewed, and a survey was conducted on the possibility of application in the industry. Blockchain technology can be defined as having the characteristics of economic feasibility, speed, transparency in terms of work efficiency, and scalability, decentralization (decentralization), reliability (security) in terms of added value creation. It was confirmed that many are being introduced in the fields of distribution, finance, personal information, and public services. As a result of the survey on the logistics industry, it was confirmed that the level of informatization of the logistics industry had entered the stage of generating profits by using information, but the industry was passive in sharing and utilizing information due to concerns about information leakage. Nevertheless, the awareness and expectation of the need for informatization is high, and it is expected that the informatization of the logistics industry and realizing smart logistics based on it will advance one step further with the introduction of blockchain technology in the future.

종합물류정보망의 서비스와 시스템의 추진방향

전자상거래의 발달은 산업구조와 상거래의 변화를 가져왔다. 기존의 제조업체와 도, 소매상과 소비자와의 관계 변화에 따라 물류에 대한 중요도가 더해 가고 있다. 인터넷상에서 실시간으로 이루어지는 전자상거래에서 물류는 그 성패를 가늠할 만큼 중요한 요소라 할 수 있다. 국내에서는 변화하는 정보화시대에 대비하여 정부차원에서 지난 90년대 중반부터 물류분야에서 종합물류정보망을 구축하여 수출입물류와 국내물류의 정보화를 추진하고 있다. 통관망과 더불어 종합물류정보망은 수출입물류에 있어 전자문서교환(EDI)과 컨테이너터미널에서의 게이트자동화와 터미널운영정보서비스를 제공하고 있다. 육상에서는 첨단화물운송정보시스템(CVO)을 구축하여 화물차량실시간추적 및 수배송주선서비스를 제공하고 육상과 수출입물류에서 정보관리와 통계서비스를 제공하고 있다. 전자상거래에 따른 산업구조와 기술개발 등의 변화 외에도 남북한 긴장완화, 동북아시아 환경변화, 환경친화형 사회 구축 등에 따른 물류정보화에 대한 접근이 필요하게 되었다. 이에 따라 외국에서의 전자상거래의 발달에 따른 물류정보화의 추세, 통신 및 정보기술(IT)의 발달에 따라 구현가능한 물류정보화 서비스를 살펴보고 국내에서 추진중인 종합물류정보망의 서비스와 시스템의 추진방향에 대해 다루어 보았다. 종합물류정보망에서는 향후 수출입물류정보서비스, 첨단화물운송(CVO) 서비스, 통합물류DB서비스, 물류거점시설정보서비스, 물류 e-Marketplace 서비스를 구축, 제공할 예정이다.

유라시아 교통물류 네트워크 기반 구축을 위한 한국적 시각에서의 정보공유 플랫폼 도입방안

최근 미국의 보호무역 기조에 따라 대미수출이 위축되어 유라시아 신흥시장의 개척 필요성 이 한층 커졌고, 대형 국적선사인 한진해운의 파산으로 인해 아시아-유럽 해운항로를 대체할 수 있는 운송로 확보의 필요성이 대두되었다. 더욱이 전자상거래의 확산으로 인해 국제교역 및 물류환경이 급변하고 있어 국제 물류활동에 IT기술을 적용하는 환경에 대비해야 하는 시점 이다. 따라서 본 연구는 유라시아 각 국의 물류정보 수준비교를 통해 한국의 시각에서 유라시아 물류정보 공유플랫폼 정보화전략을 수립하는 차원에서 수행되었다. 본 연구는 유라시아 국가 간 물류활동 지원을 위한 표준화 방향, 단절 없는 통관·물류서비스 제공, 무역업체의 비즈니스 확대를 위한 정보제공, 국가 간 물류기업 간 협력확대를 위한 정보연계 기반구축 등을 목표로 한다. 본 연구를 통해 국가 간 정보공유를 통한 물류활동이 활발히 이루어지기를 기대한다. Recently, with the US protection trade trend, South Korea 's exports to the US have shrunk and the need to pioneer emerging markets in Eurasia has increased. Due to the bankruptcy of Hanjin Shipping, a large Korean national shipping company, the necessity of securing transportation that can replace the Asian - European shipping route has emerged. Moreover, as the international trade and logistics environment is rapidly changing due to the spread of electronic commerce, it is time to prepare for the environment where IT technology is applied to international logistics activities. Therefore, this study was carried out to establish information strategy of Eurasia logistics information sharing platform from Korean perspective through comparison of logistics information level of Eurasian countries. This study aims at standardization direction for supporting logistics activities between Eurasian countries, providing customs clearance and logistics services without interruption, providing information for expanding business of trade companies, and building information linkage infrastructure for expanding cooperation between logistics companies across countries. Through this study, it is expected that logistics activities through information sharing among countries will be actively carried out.

중국의 물류정보공공플랫폼에 관한 연구

최근 운송기술과 정보기술의 발달로 인한 물류의 발전은 대내적으로는 기업경쟁력의 향상과 대외적으로는 교역량의 증대를 실현시켜주고 있다. 특히 최근 중국에서 물류정보의 중요성이 커지고 있으며, 정부가 주축이 되어 물류정보공공플랫폼을 구축하고 있다. 물류정보공공플랫폼으로 중국은 기존 물류자원의 통합과 물류정보의 흐름을 단일화하여 물류효율을 증진시키려고 하고 있다. 그러나 아직까지 중국의 물류는 낙후되어 있는 상태이며, 정보화ㆍ표준화 문제, 물류정보공공플랫폼의 통일화 문제, 중소 물류기업의 낮은 인식 문제 등이 발생하고 있다. 본 논문은 중국의 물류정보공공플랫폼에 대한 정책, 구축현황을 살펴보고, 우한(武漢)시ㆍ난창(南昌)시ㆍ롄윈강(蓮雲江)시의 사례를 분석한 후 중국의 물류정보공공플랫폼의 구축상의 문제점과 발전방안에 대해 연구함으로써 중국 물류정보공공플랫폼의 활성화에 기여하는 것을 그 연구목적으로 한다. Recently, the development of logistics has leaded improvement of business competition internally and growth of trade volume externally due to the development of transport and information technology. Especially, the importance of logistics information is getting bigger in China and government has establishment logistics information public platform by operating a key role. By applying logistics information public platform, China has carried forward a integration of the existing logistics information and unification to promote logistics efficiency. However, level of chinese logistics is still low and there are many problems such as the problems of informatization and standardization, unfication of the logistics information public platform and low awareness of logistics company in China. The purpose of this study is to contribute the revitalization of logistics information public platform by studying the problems and solutions of logistics information public platform by cases of Wuhan, Nanchang and Lianyungang city.

지속가능 新산업물류혁신방안에 관한 연구

Korea has the plans to improve nation and corporate global competitiveness through reducing the logistics costs. Ministry of Knowledge Economy, as the government department of in charge of the plan, establish industrial logistics policies in 2002 and 2007 and it’s about time to set up the third industrial logistics policy in 2012. There are new trends for the logistics environment in terms of environment-friendly logistics, logistics securities, win-win collaboration etc. This study propose some harmonious plans between logistic productivity and the new trends in the field of logistics. For the purpose of that, we have evaluated the second industrial logistics policy. We propose the vision and objectives of the new industrial logistics policy. The vision is entering the line of industrial logistics developed nations through the sustainable logistics innovation, and the objects are smart & green logistics, win-win collaboration, lead the new logistics trends etc. We also propose the set the system and rules to push promote the new plan. In addition, industrial logistics is the new terminology setting out use by Ministry of Knowledge Economy.

국적선사 법정관리에 따른 대체 운송로 확보, 국내 대미수출의 위축 등 유라시아 신흥시장 개척 필요성이 커졌다. 또한 국제전자상거래의 확산으로 국제교역 및 물류환경이 급변하고 있어 국제화물운송의 전자화에 대한 대비가 필요한 시점이다. 본 연구에서는 유라시아 각 국의 물류정보 수준비교를 통해 국내 시스템을 활용한 유라시아 물류정보 공유플랫폼 정보화전략계획을 마련하였다. 본 유라시아 물류정보 공유플랫폼을 통해 유라시아 국가 간의 물류지원을 위한 표준화 서비스 제공, 프로세스 전주기 지원을 통한 단절 없는 통관·물류서비스 제공, 무역업체의 비즈니스 확대를 위한 정보 제공, 국가 간 물류기업 간 협력확대를 위한 정보연계기반 구축 등 국가 간 정보공유를 통한 물류 활성화를 지원할 수 있도록 방향성을 제시하였다.
