        Since the 7.7 Declaration and economic open-door policy toward North Korea and through the Berlin Communique of 2000, the inter-Korean summit talks in Pyongyang of the same year, and the North-South Economic Cooperation Agreement of 2003, trade between North and South Korea has been growing in quantity and activized in quality as well. The ways and works of exchange process was expanded from the private sector to the government level. This trend is also reflected in the policy of peace and prosperity of the present Roh government. Deepening the extend of North Korea's dependency to South, expansion of inter-Korea economic cooperation will intensify the North's vulnerability and make high the cost for military threats toward South Korea, which is the essence of our policy of stability and peace building on the Korean Peninsula Therefore we can expect the inter-Korean economic exchange will be more broadened and upgraded by the present administration. The question is that the category of trade items with North Korea is approching to the limits of Strategic Materials Export Control System as the inter-Korean trade and investment have been growing. The work of control on the export materials to North Korea is responsible for the Ministry of National Unification and the MNU is now taking the system of comprehensive permission not of case-by-case permission, which has the dangerous possibility of exportation of dual-use items easily transferred to military use. In other words, it is needed to take serious consideration of the so-called 'security boomerang effect of economic assistance' by which we mean the direct and indirect influences of economic cooperation upon the South Korea's security. It is not so easy a task to control the dual-use materials, service and technologies, which can be transferred to the 'Rogue States' and used in producing WMD. The western developed states including the USA has strengthened or softened the degree of control for dual-use items and technologies according to their policy priority in economy and security areas, and South Korea has now been encountering with this classical problem. This report is analyzing domestic and international export control systems and proposing some alternatives for heightening the control efficiency of dual-use items and technologies exported to North Korea with a view to balancing economic interests with security affairs. Chapters 2 and 3 analyze how the export control systems are working at the regional and international levels, especially concerning with the way of controlling strategic material exportation to North Korea. At international level, they deal the Wassenaar Arrangement on Export Controls for Conventional Arms and Dual-Use Goods Technologies(WA) and its meaning toward North Korea as the main theme, and at regional level, compare our export control policy and system with those of USA and Japan, which would be the basis for multilateral coordination in this area. Chapter 4 explains the present situation and prospects of inter-Korea economic cooperation and the contents and category of exporting items, and proposes some better ways of controlling the dual-use goods. And chapter 5, being a policy proposal, produces the realistic way of domestic system arrangement and international multilateral cooperation system for effective and efficient building of strategic material export controls. Actually it proposes the necessity for the strategic materials list to be flexible and realistic lest the trade with North Korea should be used for North Korea's transferring dual-use items to armaments and also should be the barrier against inter-Korea economic cooperation.         노후 아파트단지 재생에 적용가능한 계획요소에 관한 연구 - 에너지저감형 생태계획측면을 중심으로 -

        본 연구는 국내 노후 아파트 단지의 에너지 저감형 생태주거단지 재생시에 적합한 계획요소의 도출을 그 목적으로 하였으며, 이를 위하여 다음과 같은 과정을 통하여 연구를 진행하였다. 첫째, 국내외 문헌고찰을 통하여 주거지 재생과 에너지저감형 생태주거단지 계획요소의 개념을 정리하고, 에너지저감형 생태주거단지의 4가지 계획측면;생태주거단지, 건축계획, 신재생에너지, 자원의 재활용을 설정하였다. 이를 바탕으로 국내외에서 성공적 효과를 거둔 선진사례를 바탕으로 계획요소의 적용현황과 경향파악을 하였다. 둘째, 계획요소의 재생시 국내 적용성을 평가하기 위해, 우선 전문가를 대상으로 설문조사를 실시하여 계획요소의 국내 아파트단지에 적용성을 검토하였다. 국내 적용가능성이 높게 나타난 계획요소를 바탕으로 2차 전문가 설문을 실시하여 노후아파트 재생시에 적용가능한 계획요소를 도출하였으며, 이를 통해 아파트단지에 적용가능성과 계획요소별 기술적, 경제적, 심미적 개선요구를 조사하여 가능한 계획요소를 도출하였다. 마지막으로 앞선 설문을 종합하여, 노후 아파트단지 재생시에 적용가능한 에너지저감형 생태주거단지 계획요소의 적용방향 및 시사점을 도출하였다. 그 결과 다음과 같은 결론을 얻을 수 있었다. 계획요소의 국내 아파트단지 적용성을 살펴본 결과 21개의 계획요소가 국내 아파트단지에 적용가능한 것으로 판단되었다. 이중에 12개의 계획요소는 현재 국내 여건상 적극적 적용이 가능하였으며, 9개의 계획요소는 선택적 적용이 가능할 것으로 판단되었다 This study aims to find out regeneration strategies of the old apartment estates in terms of energy saving ecological planning concepts. The progress of this research as following. First, As far as the main aspect of energy saving ecological planning are concernd, we can identify four main planning aspects; eco-housing planning, green building&passive house, renewable energy, reuse&material flow). With these four main point we try to analysis the planning treasures of successful housing estate, which were established since 1990 focused on eco-planning aspect; Vauban, Rieselfeld, Kronsberg Riem, Hammarby and established the latest domestic case focused on energy-saving planning aspect: Hakha, Daedong. Second, The result of adaptable element of energy saving ecological planning in the housing estate were transport to the selection aspect(which can be recommend for the urban regeneration of old housing estate). To identify these we question to expert group ; for work at the University or in related design studio or research institute. Two steps of questionnaire were made to find out the detailed planning element of Housing Estate(low-energy) old apartment regeneration. Third, suggested systematic methodology of energy saving ecological planning through integrated research institute analysis. In conclusion, the applicable twenty one elements are judged for the old apartment estates. The twelve elements of them are able to apply in domestic current conditions as aggressive applications. and others are able to apply as optional applications.

        생활권 개념을 적용한 주거성능 평가모형

        본 연구는 주거단지의 노후나 성능저하의 문제를 단지 내 건축물의 물리적 주택 성능으로 한정하고 있는 평가범위에서 벗어나 도시적 관점에서 거주민의 생활권을 범위로 하는 주거성능 평가모형을 제시하고자 하였다. 이를 위해 주호 및 주동, 단지, 생활권 영역에 대한 평가항목을 도출하고, 적합성 검정 및 가중치 적용을 통해 13개 평가속성, 45개 평가항목을 갖는 평가모형을 도출하였다. 평가모형의 가중치는 전문가 설문과 ANP 및 AHP분석을 통해 속성별, 항목별 가중치를 도출하였고, 이를 통해 주거환경성능에 큰 영향을 미치는 요인으로 기존 노후도 및 성능평가에서 제시하고 있던 주호 공간이나 주거단지 내 시설물에 대한 물리적 노후 문제뿐만 아니라 근린생활권의 다양한 도시기능의 확보와 이용편의성이 매우 중요한 요인임을 확인할 수 있었다. 이는 과거와 달리 사회경제 및 환경변화로 주민생활의 변화를 초래하였고, 주거성능의 질적 수준을 결정하는 요인이 주택성능에서 주거성능으로 확장되어가고 있음을 반영한 결과라 할 수 있다. 이는 지속가능한 도시 및 주거단지 구현을 위해서는 주택성능은 물론, 생활권 차원에서의 주거환경 성능이 주거단지의 지속가능성을 높이는 중요한 결정요인임을 확인해 주는 결과라 볼 수 있다. This paper presents the residential performance evaluation model for living area (neighborhood) of the residents from urban perspectives, which are beyond the limits to the physical performance of buildings in residential complex, such as aging and degradation of buildings.. We have reviewed the properties and developed a weight system for suite, building, complex and living area, and then devised an evaluation model made up of 13 evaluation properties and 45 assessment questionnaires. The property and questionnaire weights were derived by expert survey and ANP & AHP analysis. We verify that a lot of urban functions of neighborhood living area and ease-of-use are very important factors, which have significant impact on the residential environment performance as well as on physical aging of facilities within suite or residential complex, provided by the existing aging or performance evaluation. Unlike the past, the life of residents were changed due to socio-economic and environmental changes and the requirements of residents revealed that the factors for quality of residential performance are expanding from housing performance to residential performance. It shows the residential environment performance of living area is an important factor to enhance the sustainability of residential complex as well as the residential performance of complex in order to implement the sustainable city or residential complex.

        도심재생 측면에서 본 고속철도 역세권 개발(계획) 분석

        This study aims to find out the development strategy of high speed railway station areas in terms of city center regeneration. It consists of four parts. The first part of this paper reviews the concept and role of the high-speed railway station area in the city center. In addition, it includes the strategies of city center regeneration as a theoretical review. The second part is a case studies that analyzes the features of the six development cases with respect of four critical aspects like urban housing, mixed-use development, public transportation network, and open spaces in city center including pedestrian malls. The third part is a priority analysis above mentioned strategies in city center regeneration through the questionnaire. In particular, we take questions to three expert groups of urban planning fields: architect, urban planner, public official in urban planning. The last part is a synthesis of case studies and questions, which find out the crucial development strategies of the high speed railway station areas on city center for city center regeneration.
