The New Rural Development program (NRD) is among the top developmental policies of Vietnam’s government to cope with imperative issues in the rural regions, especially a widening income gap between the urban and rural regions. This paper is the first trial for studying on key social, economic, and natural conditions affecting communes’ adoption of the NRD and factors impacting on rural households’ income based on the NRD’s implementation criteria using a Heckman Selection model to substantiate the NRD’s performance of increasing rural households’ income. The estimation model signifies that the poverty rate has a negative impact on the NRD’s adoption in contrast to geographical aspects, average ages, and cooperative variables. At the outcome estimation, rural infrastructure development and technology transfer exert a strong influence on rural households’ earnings. This implies that promoting investments in infrastructure and technology transfer are crucial for rural development, especially with the income increase purposes.
Targeting CD46 Enhances Anti-Tumoral Activity of Adenovirus Type 5 for Bladder Cancer

<P>CD46 is generally overexpressed in many human cancers, representing a prime target for CD46-binding adenoviruses (Ads). This could help to overcome low anti-tumoral activity by coxsackie-adenoviral receptor (CAR)-targeting cancer gene therapy viruses. However, because of scarce side-by-side information about CAR and CD46 expression levels in cancer cells, mixed observations of cancer therapeutic efficacy have been observed. This study evaluated Ad-mediated therapeutic efficacy using either CAR-targeting Ad5 or CD46-targeting Ad5/35 fiber chimera in bladder cancer cell lines. Compared with normal urothelia, bladder cancer tissue generally overexpressed both CAR and CD46. While CAR expression was not correlated with disease progression, CD46 expression was inversely correlated with tumor grade, stage, and risk grade. In bladder cancer cell lines, expression levels of CD46 and CAR were highly correlated with Ad5/35- and Ad5-mediated gene transduction and cytotoxicity, respectively. In a human EJ bladder cancer xenograft mouse model, with either overexpressed or suppressed CD46 expression levels, Ad5/35-tk followed by ganciclovir (GCV) treatment significantly affected tumor growth, whereas Ad5-tk/GCV had only minimal effects. Overall, our findings suggest that bladder cancer cells overexpress both CAR and CD46, and that adenoviral cancer gene therapy targeting CD46 represents a more suitable therapy option than a CAR-targeting therapy, especially in patients with low risk bladder cancers. </P>

베트남의 1986년도 정치경제 개혁, 즉 도어머이(Doi Moi)는 베트남의 경제를 개방적 사회주의경제로 전환시켰으며, 이를 계기로 베트남 경제는 획기적으로 근대화되었다. 그러나 이 과정에서 급속한 도시화는 도농 간 불균형을 가져왔으며, 이 도농 간 격차를 줄이기 위해 베트남 정부는 2006년에 새농촌개발(NRD) 프로그램을 도입하기에 이르렀다. 이 프로그램은 농촌 지역의 사회기반시설의 확충과 생활환경의 개선, 생산 활동의 종합적 발전, 소득증대, 농민들의 육체적ㆍ정신적 건강 증진 등을 목표로 하고 있었다. 이 논문의 주된 목적은 NRD 프로그램의 시행이 NRD의 궁극적 목적 중 하나인 농가소득 증대에 미치는 영향에 대한 과학적 증거를 제시하는 데 있다. 또한 이와 더불어 새마을운동의 시범사업을 실시한 지역과 그렇지 않은 지역 간에 소득 증대에서 차이가 있는가를 다중회귀분석을 통해 밝혀보고자 한다. 분석 결과는 NRD의 시행이 상당히 긍정적 결과를 가져왔으며 코민 수준에서 농가소득 증대와 생활환경의 개선에 중요한 영향을 미쳤다는 것을 보여주었다. 또한 도로 건설, 전기 도입, 주민 역량 강화, 제도의 발전 등이 농가소득 증대에 큰 영향을 미쳤음을 확인했다. 회귀분석의 결과는 또한 새마을 사업을 시행하고 있는 코뮌들이 그렇지 않은 코뮌에 비해 연소득이 1200만 동(미화530달러) 더 많다(또는 41.8% 더 높다)는 것을 보여주었다. The economic and political reform of Vietnam in 1986 (the Doi Moi) has transformed its economy positively and significantly into an open socialist-oriented market economy. This caused a dramatic change of Vietnam’s economy towards modernization. However, the urbanization process created an unbalanced development between the urban and rural regions. To solve the gaps between these regions, the government of Vietnam firstly introduced the New Rural Development (NRD) program in 2006 to encourage and mobilize a revolutionary and campaign to improve local infrastructure, living condition, comprehensive development of related-production activities in rural regions, as well as increase income, and improve physical and mental health of people living in rural communities. One of the main purposes of this research paper is aimed at providing a scientific evidence for justifying whether the NRD implementation could have an impact on rural households’ income, one of the ultimate goals of the NRD, and examining the difference of incomes between Saemaul Undong (SU)-piloted provinces with the other provinces by employing a multiple regression model. The analysis results show that the NRD implementation has shown positive results and significant impacts on increasing rural households’ income and improving living conditions at the communal levels. Criteria such as road development, access to electricity, capacity building, and institutional development have significantly influenced on the households’ income. The regression model also indicates that the communes currently implementing SU pilots have a better annual income of 12 million VND (~US$ 530) or 41.8% higher than the other communes.
Stilbenes and Oligostilbenes from Leaf and Stem of Vitis amurensis and Their Cytotoxic Activity

Chromatographic separation of the EtOAc fraction from the leaf and stem of Vitis amurensis led to the isolation of six oligostilbenoids (i.e., r-2-viniferin (1), trans-amurensin B (2), trans-ε -viniferin (3), gnetinH (4), amurensin G (5), (+)-ampelopsin A (8)) and four stilbenoids (i.e., trans-resveratrol (6), (+)- ampelopsin F (7), piceatannol (9), and trans-piceid (10)). The structures have been identified on the basis of spectroscopic evidence and physicochemical properties. The isolates were investigated for cytotoxic activity against three cancer cell lines in vitro using the MTT assay method. Amurensin G (5) and trans-resveratrol (6) showed significant cytotoxic activity against L1210, K562 and HTC116 cancer cell lines with IC50 values ranging from 15.7 ± 2.1 to 30.9 ± 1.8 μM. (+)-Ampelopsin A (8) and trans-piceid (10) exhibited considerable cytotoxic activity against L1210 (IC50 values of 30.6 ± 4.1 and 28.7 ± 2.81μM, respectively) and K562 (IC50 values of 38.6 ± 0.82 and 24.6 ± 0.76 μM, respectively). Gnetin H (4)showed only weak cytotoxic activity against L1210 with an IC50 value of 40.1 ± 4.23 μM. On the other hand, r-2-viniverin (1), trans-amurensin B (2), trans-ε -viniferin (3), (+)-ampelopsin F (7), and piceatannol(9) exhibited no activity on three cancer cell lines.

The research aims to investigate the impact levels of determinants on the conversion of financial statements from Vietnamese accounting standards (VAS) to International financial reporting standards (IFRS) in the multinational firms in Vietnam. The method of data collection was done through the survey and subjects are accountants in Multinational Firms doing business in Hanoi and ten neighboring provinces. After checking the information on the votes, there are 170 questionnaires with full information for data entry and analysis. We use Cronbach‟s Alpha, EFA analysis and run regression model to investigate the impact levels of each independent variable on dependent variable of the conversion of VAS financial statements to IFRS. The results show that five determinants including Economic, Politics, Law, Culture, and Conditions for implementation have positive relationships with the conversion of VAS financial statements to IFRS. In particular, Economic determinant is the most strongest. Based on the findings, some recommendations are given for improving the conversion of VAS financial statements to IFRS of multinational firms doing business in the context of Vietnam. The results are considered a useful reference for firms when making financial statements to transparently change the financial statement information and improve the quality of financial statement information.

<P>The aim of this work was to study the structure–activity relationships of the antioxidant activity of natural coumarins isolated from four Korean medicinal plants (1–17) and four purchased coumarins (18–21). The free radical scavenging and lipid peroxidation assays revealed that five phenolic coumarins, scopoletin (1), aesculetin (2), fraxetin (3), umbelliferone (18) and daphnetin (19), possessed considerable antioxidant activities. The coumarins having a catechol group, 2, 3 and 19, showed significant free radical scavenging activity and inhibitory effects on lipid peroxidation, indicating that the catechol group significantly contributed to the antioxidant activities of coumarins. In contrast, the sugar moiety markedly reduced the activities of coumarin glycosides. The results also demonstrate that the α-pyrone ring of coumarins significantly enhanced the capacity of inhibiting oxidative reactions of coumarins. Copyright © 2009 John Wiley & Sons, Ltd.</P>
