        공동 자원 거버넌스와 자연의 신자유주의화: 페루 북부 안데스의 경험을 중심으로

        The aim of the study is to understand the roots of water conflicts in Peru, despite the fact that the country has established an ‘Integrated Water Resource Governance’ in 2010, in which the state, private sector as well as communities participate in order to manage common-pool resources(CPRs). In particular, it analyses one prominent case of water conflict in the Peruvian northern Andes, associated with large-scale mineral extraction. By doing this, the study attempts to examine the causes of mining-related water conflicts and thus uncover limitations of Integrated Water Resource Governance. In the Peruvian Andes, local peasants(campesinos) have maintained a communal management tradition of common-pool resources(CPRs) such as land and water. This is significant not only because of the importance of those resources for their livelihoods, but also of their associated social organisations as well as identity. However, this socio-ecological relationship has undergone a dramatic transformation with the arrival of the multinational mining company and its large-scale open-pit mineral extraction in the region. The newly established water governance has efficiency, equity and sustainability as de jure aims, but it resulted in what so-called ‘accumulation by dispossession’ indeed. As a result, local peasant communities organised massive demonstrations and demanded their commons back. By examining the nature of water conflicts and limitations of water governance in Peru, the study attempts to get engaged in debates on ‘neoliberalising nature’ after the late twentieth century. 신제도주의자들은 공동 자원 거버넌스를 구축하였을 때 공동 자원의 보존과 관리의 효율성, 형평성, 지속 가능성 등을 확보할 수 있다고 주장하였지만, 실제 공동 자원 거버넌스의 형성과 운영 과정을 살펴보면, 공동 자원을 둘러싼 권력 관계의 동학에 따라 다른 경험적 결과를 가져옴을 알 수 있다. 본 논문의 목적은 페루의 광산 개발과 관련된 대표적인 물 분쟁으로 꼽히는 페루 북부 안데스 지역의 경험에 대한 사례 분석을 통해, 공동 자원을 둘러싼 권력 관계의 동학을 살펴보고, 통합적 물 관리 거버넌스의 한계와 이와 관련된 사회 운동의 성격을 분석하는 것이다. 전통적으로 페루 안데스 고산 지대에서 물과 토지는 이 지역 농민들이 공동으로 관리하고 유지해 온 공동 자원으로, 단순히 이들의 생계활동을 유지하기 위한 자원이라는 의미를 넘어 지역 사회의 조직 및 농민들의 정체성을 형성하는 데 영향을 미쳐왔다. 하지만 1990년대 이후 다국적 기업의 주도로 이뤄진 대규모 노천광 개발이 지역 농민과 공동 자원(특히 물) 간의 관계에 급격한 변화를 가져왔으며, 페루 수자원 거버넌스의 명목상의 목표와는 달리 실질적인 운영에서 ‘탈취를 통한 축적’의 결과를 가져옴으로써, 농민들이 공동 자원을 둘러싼 생태-사회관계 회복을 위한 커먼즈 운동을 전개하게 되었음을 밝혔다. 이를 통해 본 논문은 페루 안데스 고산 지역에서 전개된 공동 자원을 둘러싼 분쟁의 성격을 분석하고 통합적 수자원 거버넌스의 실제를 살펴봄으로써 20세기 후반 이후 신자유주의 세계화 과정에서 나타나는 ‘자연의 신자유주의화(neoliberalising nature)’에 대한 이론적 논의의 경험적 사례 분석으로서의 의미를 가진다.

      • 강접골조-전단벽구조의 수평변위 제어를 위한 재분배기법의 정식화

        The rigid frame-shear wall building system is one of the most popular lateral force resisting system for tall buildings, Due to the interaction of rigid frame and shear wall, drift design of the rigid frame-shear wall buildings is much more complex than simple lateral load resisting systems. More practical algorithm has been reported on the control process of the lateral displacement of the rigid frame-shear wall buildings. In this paper, three resizing methods for drift design of rigid frame-shear wall buildings are formulated in the form of optimization problems. Based on the resizing method the drift design processes are presented and applied to drift design of a 30-story building. As demonstrated in the example, the efficiency and performance of resizing methods are tested by comparing distribution of lateral displacements along the height of the building.

        A pilot study on the evaluation of medical student documentation: assessment of SOAP notes

        Purpose: The purpose of this study was evaluation of the current status of medical students' documentation of patient medical records. Methods: We checked the completeness, appropriateness, and accuracy of 95 Subjective-Objective-Assessment-Plan (SOAP) notes documented by third-year medical students who participated in clinical skill tests on December 1, 2014. Students were required to complete the SOAP note within 15 minutes of an standard patient (SP)-encounter with a SP complaining rhinorrhea and warring about meningitis. Results: Of the 95 SOAP notes reviewed, 36.8% were not signed. Only 27.4% documented the patient’s symptoms under the Objective component, although all students completed the Subjective notes appropriately. A possible diagnosis was assessed by 94.7% students. Plans were described in 94.7% of the SOAP notes. Over half the students planned workups (56.7%) for diagnosis and treatment (52.6%). Accurate documentation of the symptoms, physical findings, diagnoses, and plans were provided in 78.9%, 9.5%, 62.1%, and 38.0% notes, respectively. Conclusion: Our results showed that third-year medical students’ SOAP notes were not complete, appropriate, or accurate. The most significant problems with completeness were the omission of students’ signatures, and inappropriate documentation of the physical examinations conducted. An education and assessment program for complete and accurate medical recording has to be developed.

        The knowledge of motility disorders of the gastrointestinal tract has increased over the past decades. The development of newer therapies for bowel motility disorders has been disappointingly slow. Prokinetic agents are medications that enhance coordinated gastrointestinal motility and transit of material in the gastrointestinal tract. These agents are pharmacologically and chemically diverse. However, life-threatening adverse effects of prokinetic agents such as cisapride was present. In this review, pharmacologic effects and use of prokinetic agents in children was introduced.

        부재 그룹과 하중 조합을 고려한 고층건물 변위조절 설계법

        Drift design methods using resizing algorithms have been presented as a practical drift design method since the resizing algorithms proposed easily find drift contribution of each member, called member displacement participation factor, to lateral drift to be designed without calculation of sensitivity coefficient or re-analysis. Weight of material to be redistributed for minimization of the lateral drift is determined according to the member displacement participation factors. However, resizing algorithms based on energy theorem must consider loading conditions because they have different displacement contribution according to different loading conditions. Furthermore, to improve practicality of resizing algorithms, structural member grouping is required in application of resizing algorithms to drift control of high-rise buildings. In this study, three resizing algorithms on considering load condition and structural member grouping are developed and applied to drift design of a 20-story steel-frame shear-wall structure and a 50-story frame shear-wall system with outriggers. 재분배 기법은 민감도 해석 없이 변위에 대한 각 부재의 변위기여도를 간단하게 계산 한 후, 변위기여도에 근거하여 물량을 분배함으로서 변위를 제어할 수 있는 실용적인 고층건물 변위 설계법으로 인식되고 있다. 그러나 에너지 이론에 근거한 재분배 기법은 하중 조건에 따라서 서로 다른 변위기여도를 가질 수 있게 되며, 특히 횡력 뿐만 아니라 상당한 량의 연직하중도 함께 받고 있는 고층건물의 재분배 기법 적용시의 변위기여도 계산에는 연직하중의 영향이 고려하여야 한다. 또한, 고층 건물의 변위설계에 재분배 기법을 적용하기 위해서는 실용성을 높이기 위해서 부재 그룹핑이 고려되어지는데 부재 그룹핑 고려에 따른 연직하중의 영향을 다르게 나타나게 된다. 그러므로, 본 연구에서는 하중의 종류와 부재 그룹핑 여부를 변수로 하여 세 가지의 재분배 알고리즘을 개발한 후, 이를 20층 강접 골조 전단벽 예제와 60층 아웃리거 예제의 변위 설계 적용하였다.

        Management of Acute Gastroenteritis in Children: A Survey among Members of the Korean Society of Pediatric Gastroenterology, Hepatology, and Nutrition

        Purpose: No national survey has yet described the guidelines followed by Korean pediatricians to treat acute gastroenteritis (AGE). An online survey was performed to investigate the management of AGE followed by members of The Korean Society of Pediatric Gastroenterology, Hepatology, and Nutrition, and the results were compared between pediatric gastroenterologists (PG) and general pediatricians (GP). Methods: Questionnaires were sent to pediatricians between June 2 and 4, 2018 regarding the type of hospital, indications for admission, antiemetic and antidiarrheal drugs and antibiotics prescribed, and dietary changes advised. Results: Among the 400 pediatricians approached, 141 pediatricians (35.3%) responded to the survey. PG comprised 39% of the respondents and 72.7% worked at a tertiary hospital. Both PG and GP considered diarrhea or vomiting to be the primary symptom. The most common indication for hospitalization was severe dehydration (98.8%). Most pediatricians managed dehydration with intravenous fluid infusions (PG 98.2%, GP 92.9%). Antiemetics were prescribed by 87.3% of PG and 96.6% of GP. Probiotics to manage diarrhea were prescribed by 89.1% of PG and 100.0% of GP. Antibiotics were used in children with blood in diarrheal stool or high fever. Dietary changes were more commonly recommended by GP (59.3%) than by PG (27.3%) (p<0.05). Tests to identify etiological agents were performed primarily in hospitalized children. Conclusion: This survey assessing the management of pediatric AGE showed that the indications for admission and rehydration were similar between GP and PG. Drug prescriptions for diarrhea and dietary changes were slightly commonly recommended by GP than by PG.

        재분배 기법 적용에 따른 모멘트 저항골조의 비선형 특성 평가

        최근 전통적인 구조 최적화 알고리즘의 단점을 극복하기 위해서 부재 변위기여도를 이용뼈 부재 사이즈를 조절함으로써 건물의 변위을 만족시키는 재분배기법이 실용적인 고층 건물 변위설계법으로 인식되고 있다. 재분배 기법을 이용한 변위 설계법은 변위에 효과적인 부재는 물량은 증가시키고, 변위제어에 효과적이지 못한 부재의 물량은 감소시키는 방법으로 변위를 제어한다. 기존 연구에서 재분배 기법은 동적 변위기여도에 근거하여 지진하중을 받는 철골 구조물의 변위를 효과적으로 제어할 수 있었다 기존의 연구에서 재분배 기법은 정하중과 지진하중을 받는 고층 건물의 변위를 효과적으로 제어할 수 있었으나, 재분배 기법으로 설계된 구조물의 비선형 성능에 대한 평가는 이루어 지지 못했다. 본 연구에서는 변위 제어 뿐 만 아니라 비선형 특성을 함께 개선할 수 있는 재분배 기법을 개발하기 위한 기초 연구로서, 재분배 기법의 비선형 특성 평가 모델을 개발하고, 이를 구조 시스템 중에서 가장 단순한 형태인 철골 모멘트 저항 골조 예제에 적용히여 철골 모멘트 저항 골조에 대한 재분배 기법의 비선형 특성을 평가하였다. In recent years, to overcome drawbacks related to the aplicati on of classical structural optimization algorithms, various drift design methods based on factores of member displacement participation factors have been developed to size members if they satisfy stiffness criteria. In particular, a resizing algorithm based on dynamic displacement participation factors from the response spectrum analysis has been applied in the drift design of steel structures subjec ted to seismic lateral forces. In this aproach, active members are selected for displacement control based on the displacement participation fa ve members may be taken out and added to the active members for the drift control. The resizing algorithm can be practically and effectively applied to drift design of high-rise buildings however, the inelastic behavior o f the resizing algorithm has not ben evaluated yet. To develop the resizing algorithm considering the performance of nonlinearity as well a s elastic stifness, the evaluation model of resizing algorithm s is developed and aplied to the examples of moment-resisting steel frame, which is one of the simplest structural systems. The inelastic behavior of moment-resisting steel frame designed by the resizing algorithm is also discussed.
