        지방자치단체 이민행정의 수직·수평적 협력거버넌스 연구 - 전국다문화도시협의회 사례를 중심으로 -

        This study tried to analyze the case of the National Multicultural City Council, an organization that was launched with a leading motive in the process of promoting immigration administration by local governments, by applying them to the components of the cooperative governance theory, and to suggest practical development plans. As a result of the study, it appeared that the following policy improvements are necessary to become a successful model from a vertical and horizontal perspective. From a vertical point of view, first, a department in charge of foreign residents should be established in local governments, and manpower to carry out immigration administration should be reinforced and placed and the budget should be supported. Second, in addition to the current system of collecting opinions from local governments and discussing policies at the Foreign Policy Council, by adding a conference for communicating opinions of local governments to all ministries related to immigration policy and comprehensively discussing solutions to problems, it is necessary to form a unified policy promotion system. Third, local governments need a strategic approach to set priorities for policy proposals with the Foreign Policy Council and to make them step-by-step and continuous proposals. Fourth. It is necessary to support policy measures such as education and specific guide materials that help local government officials in charge of immigration administration to effectively implement policies by enhancing their professionalism through an understanding of the overall immigration policy. Fifth, the central government needs to recognize local governments as partners in the promotion of immigration administration. On the other hand, from the perspective of horizontal cooperative governance, the following policy improvements are needed. First, it is necessary to prepare a legal basis for the stable operation of the National Multicultural City Council. Second, it is necessary to develop the capacity of local governments to promote immigration administration through efforts to attract more member cities of the National Multicultural City Council. Third, it is necessary to change the name of the council to the Intercultural City Council. 이 연구는 지방자치단체가 이민행정을 추진하는 과정에서, 주도적인 동기를 가지고 출범한 조직인 전국다문화도시협의회 사례를, 협력거버넌스 이론의 구성요소에 적용하여 분석해보고, 실질적인 발전방안을 제시하고자 하였다. 연구 결과, 수직·수평적 관점에서 성공적인 협력거버넌스 모델이 되려면 다음과 같은 정책개선이 필요한 것으로 나타났다. 수직적 관점으로는, 첫째, 지방자치단체에 외국인주민 담당부서를 설치하고 이민행정을 수행할 인력을 보강하여 배치하고 예산을 지원하여야 한다. 둘째, 외국인정책협의회에 현재와 같이 지방자치단체의 의견수렴 및 정책논의를 하는 체계에 더하여, 이민정책과 관련된 범부처들에게 지방자치단체의 의견을 전달하고 문제해결 방안을 포괄적으로 협의해 나갈 통로인 회의체를 추가하여, 일원화된 정책 추진체계를 형성할 필요가 있다. 셋째, 지방자치단체는 외국인정책협의회와의 정책제안 방식에 우선순위를 정하고, 단계적이고 지속적인 제안이 되도록 전략적 접근이 필요하다. 넷째. 이민행정을 담당하는 지방자치단체 공무원의 이민정책 전반에 대한 이해를 통해 전문성을 제고하여 효율적으로 정책추진을 할 수 있도록 돕는 교육 및 구체적인 안내자료 등 정책수단의 지원이 필요하다. 다섯째, 중앙부처는 지방자치단체를 이민행정 추진의 동반자로 인식할 필요가 있다. 한편 수평적 협력거버넌스 관점에서 다음과 같은 정책개선이 필요하다. 첫째, 전국다문화도시협의회의 안정적 운영을 위한 법적 기반 마련이 필요하다. 둘째, 전국다문화도시협의회의 회원도시 규모를 확대하기 위한 유치 노력을 통해 지방자치단체 이민행정 추진 역량을 키워나가야 한다. 셋째, 전국다문화도시협의회 명칭을 상호문화도시협의회로 변경할 필요가 있다.

        This thesis treats the Mansebo News and the Daehan People's News which were founded to rouse public opinion, searching for the opportunity to regain national sovereignty, during the period between a Treaty of Protection In 1905 and the Annexation of Korea to Japan in 1910 The Mansebo News was established In June 1906 as a Chondogyo(Religion of the Heavenly Way) organ, introducing Occidental civilization to the people Realizing the Importance of modern education and education for women for the enlightenment of Korean people, the newspaper aimed at the effectuation for Its object. It also played a role of a bridge between the Old and the New Novels by printing serially "ars of Blood"nd "und of Soul"the first New Novels On the other hand, the Daehan People’s News was published In August 1909 by Oh, Se-Chang, ex-president of the Mansebo News, as a mouthpiece of the Daehan Association, the meeting of the national elites Emphatic about the necessity of the unifying the then split public opinion as a means of the most effective struggle against Japan, the newspaper took upon itself the mission of unifying national opinion It also showed the appearance of the more advanced modern newspaper by inserting the first caricatures and illustrations of the Korean history Though short-lived due to their character of organs of the nationalist groups, the above two newspapers may leave unforgettable marks on the earlier history of Korean newspaper.

      • 일부 여성들의 유암에 관한 지식·태도 연구

        Main purpose of this study was to determine the extent of breast cancer, and breast self-examination (BSE) knowledge and behavior among women and to provide data which might help in developing effective educational programs on beliefs and behavior, and to be stimulated women to practice BSE. The 21-item questionnaire used to 162 women in Dae Jeon. The questionnaire consist of four sections. The first deals with demographic data and subjects were asked whether they had ever had surgery for cancer or had breast lumps. Section 2 deals with factual knowledge about cancer covering some of the common misconceptions often held by women-prevalence, age groups affected. Sction 3 measure and qualify the behavior, BSE practice. Section 3 and 4 consist of the subject responds to nine statements on an agree-disagree continum, and to statements in terms of a comparison with other women. These items are intended to measure the respondent's health beliefs as reflecting the individual's perceived susceptibility to breast cancer, and perceived benefits of BSE in reducing the threat of breast cancer. Data were analyzed by use of descriptive statistics. The findings of this study point up four major factors. 1. The final sample ranged in age from 21 to 55. 53.1 percent of the sample consisted of married women, and 98. 8 percent had more than high school education. A majority of sample listed nurse, teacher, housewife as occupation. No respondent had ever had surgery for cancer or had breast lumps. 2. Only 13.6 percent of the sample selected the correct answer related prevalence-less than 10 percent-whlie the majority overestimated the prevalence of breast cancer, a common misconception. 19.1 percent correctly believed that most breast lumps are not malignant. Almost respondent believed a women's chance for developing breast cancer increase the age 30. In describing the women more at risk for developing breast cancer, 5.9 percent of the sample knew about the relationship if relatives have breast cancer. 3. 20.4 percent of the sample practice of BSE. And only 1 person practice of BSE in monthly. The sample reflected 63.6 percent of respondent who believed confidence in the technique of BSE. 30.3 percent of the sample had learned about BSE from medical team. 17 subjects of nonpractices respond which they did not know how to do BSE 4. Regarding perceived benefits, the nurse scored in the high range. Perceived suceptibility, the other respondent scored in the high range than nurse. Mean score of regarding perceived benefits and susceptibility is 14.7 and 12.9.
