This study tried to analyze the case of the National Multicultural City Council, an organization that was launched with a leading motive in the process of promoting immigration administration by local governments, by applying them to the components of the cooperative governance theory, and to suggest practical development plans. As a result of the study, it appeared that the following policy improvements are necessary to become a successful model from a vertical and horizontal perspective. From a vertical point of view, first, a department in charge of foreign residents should be established in local governments, and manpower to carry out immigration administration should be reinforced and placed and the budget should be supported. Second, in addition to the current system of collecting opinions from local governments and discussing policies at the Foreign Policy Council, by adding a conference for communicating opinions of local governments to all ministries related to immigration policy and comprehensively discussing solutions to problems, it is necessary to form a unified policy promotion system. Third, local governments need a strategic approach to set priorities for policy proposals with the Foreign Policy Council and to make them step-by-step and continuous proposals. Fourth. It is necessary to support policy measures such as education and specific guide materials that help local government officials in charge of immigration administration to effectively implement policies by enhancing their professionalism through an understanding of the overall immigration policy. Fifth, the central government needs to recognize local governments as partners in the promotion of immigration administration. On the other hand, from the perspective of horizontal cooperative governance, the following policy improvements are needed. First, it is necessary to prepare a legal basis for the stable operation of the National Multicultural City Council. Second, it is necessary to develop the capacity of local governments to promote immigration administration through efforts to attract more member cities of the National Multicultural City Council. Third, it is necessary to change the name of the council to the Intercultural City Council. 이 연구는 지방자치단체가 이민행정을 추진하는 과정에서, 주도적인 동기를 가지고 출범한 조직인 전국다문화도시협의회 사례를, 협력거버넌스 이론의 구성요소에 적용하여 분석해보고, 실질적인 발전방안을 제시하고자 하였다. 연구 결과, 수직·수평적 관점에서 성공적인 협력거버넌스 모델이 되려면 다음과 같은 정책개선이 필요한 것으로 나타났다. 수직적 관점으로는, 첫째, 지방자치단체에 외국인주민 담당부서를 설치하고 이민행정을 수행할 인력을 보강하여 배치하고 예산을 지원하여야 한다. 둘째, 외국인정책협의회에 현재와 같이 지방자치단체의 의견수렴 및 정책논의를 하는 체계에 더하여, 이민정책과 관련된 범부처들에게 지방자치단체의 의견을 전달하고 문제해결 방안을 포괄적으로 협의해 나갈 통로인 회의체를 추가하여, 일원화된 정책 추진체계를 형성할 필요가 있다. 셋째, 지방자치단체는 외국인정책협의회와의 정책제안 방식에 우선순위를 정하고, 단계적이고 지속적인 제안이 되도록 전략적 접근이 필요하다. 넷째. 이민행정을 담당하는 지방자치단체 공무원의 이민정책 전반에 대한 이해를 통해 전문성을 제고하여 효율적으로 정책추진을 할 수 있도록 돕는 교육 및 구체적인 안내자료 등 정책수단의 지원이 필요하다. 다섯째, 중앙부처는 지방자치단체를 이민행정 추진의 동반자로 인식할 필요가 있다. 한편 수평적 협력거버넌스 관점에서 다음과 같은 정책개선이 필요하다. 첫째, 전국다문화도시협의회의 안정적 운영을 위한 법적 기반 마련이 필요하다. 둘째, 전국다문화도시협의회의 회원도시 규모를 확대하기 위한 유치 노력을 통해 지방자치단체 이민행정 추진 역량을 키워나가야 한다. 셋째, 전국다문화도시협의회 명칭을 상호문화도시협의회로 변경할 필요가 있다.

감정노동자의 직무소진과 직무만족도와의 관계: 회복탄력성의 매개효과

The purpose of this study is to examine the effect of resilience on relationships between job satisfaction and job burnout of emotional labor. The subjects of this study were 206 people. From January 8, 2024 to January 11, 2024, workers who are working as emotional labor were recruited and analyzed. Frequency analysis, mean value analysis, correlation analysis, and hierarchical regression analysis were conducted using SPSS 22.0. The main results of the analysis are as follows. First, In terms of age and job duration, job burnout and job satisfaction showed statistically significant differences between groups. Second, job burnout and resilience had a negative relationship, job burnout and job satisfaction had a positive relationship, and resilience and job satisfaction had a positive relationship. Third, as a result of examining the mediating effect of resilience, it was found that resilience acted as a partial mediating factor. Based on these results, this study discusses practical implications for preventing job burnout and promote the resilience of emotional labor. In addition, it suggested practical and policy implications to support job maintain and career interruption prevention by creating a positive environment to improve job satisfaction of emotional labor.

정부는 2008년 세계 최초로 스마트시티 관련 법률을 제정하고, 스마트시티 정책을 추진해오면서 지난 5월에 제4차 스마트도시 종합계획안을 발표했다. 그간 신도시와 정보통신기술을 접목한 스마트 인프라 확대로 이어졌으나 정부가 주도하는 하향식(Top-down) 접근이라는 한계도 함께 노출되었다. 최근 스마트시티 챌린지 사업과 통합 플랫폼 보급 사업 등 스마트시티 정책 동향의 변화과정에서 시민이 참여하는 스마트시티 리빙랩의 중요성이 더욱 부각되고 있다. 이런 과정에서 정부는 스마트시티 혁신인재 육성을 위해 대학 특성에 맞는 스마트시티 융∙복합 과정 개설을 추진하고 있으며, 이런 흐름에 맞춰 국내 대학들도 리빙랩을 추진하기 시작했다. 이런 흐름속에서 본 연구는 최근 지방자치단체로 확산되고 있는 스마트시티 리빙랩 사업을 효율적으로 운영하기 위한 정책적 방향을 제시하고, 대학이 참여하여 주민이 주도하는 리빙랩 운영방안과 그 함의를 도출하는데 있다. 본 연구는 당진시 리빙랩 사례연구를 통해 국내 대학의 리빙랩 활성화와 운영 방안을 탐구하였다 The government announced the fourth comprehensive plan for smart cities in May, following the enactment of the world's first smart city-related law in 2008 and the implementation of smart city policies. Although it has led to the development of smart infrastructure that integrates information and communication technology into new cities, the government's top-down approach has also faced criticism. Recently, the significance of the Smart City Living Lab, involving citizen participation, has gained prominence in the evolving landscape of smart city policies. Initiatives like the smart city challenge and integrated platform supply projects underscore the shift toward citizen engagement. The government is now advocating for a smart city convergence course tailored to university characteristics to nurture innovative talents for smart cities. Domestic universities have started to embrace living labs in response to this trend. This study proposes a policy direction for the efficient operation of the Smart City Living Lab project, which local governments increasingly adopt. It also delves into the management of the Resident-Participatory Living Lab, which is university-led and involves citizen participation and its implications. This study of living labs in Dangjin, this research explores strategies to activate and manage living labs at domestic universities through a case study of living labs in Dangjin city.
