새로운 사회구조변화에 대응한 지역사회서비스의 개선방안 모색

보건복지부는 2007년 지역사회의 창의적 아이디어를 통해 지역별 여건 및 수요 등을 고려한 사회서비스 개발, 양질의 일자리 창출 등을 목적으로 하는 지역사회서비스투자사업(Community Social Service Investment)을 시행하였다. 지역사회서비스는 2007년 국고보조사업으로 시작되어 불과 몇 년 사이에 양적인 측면에서 매우 급속한 성장을 보였다. 이러한 성장에 기초하여 지역사회서비스투자사업도 초기 개별보조방식에서 지난 2012년 포괄보조방식으로 전환되었다. 이는 지역 수요를 반영한 보조금 총액편성을 통해 지역 실정에 맞는 사업운영과 지방 재정운영의 자율성이 확대된 것이다. 이에 본 연구는 양적인 성장을 해온 지역사회서비스가 과연 그동안 지역 실정에 맞는 사업운영을 해왔는지 그 관리 실태를 점검해보고자, 전남 지역사회서비스투자사업의 실태조사를 공급자 측면(서비스 제공기관)과 수요자 측면(서비스 이용자)으로 양분하여 실시하였다. 공급자 측면에서는 제공기관들의 서비스 제공현황, 사업추진 상 애로사항 등을 파악하였고, 수요자 측면에서는 서비스 이용현황 및 만족도, 신규사업 발굴 의사 등을 파악하였다. 동 조사결과 향후 지역사회서비스의 지역성과 자율성을 담보하고 활성화되기 위해서는 공급자 측면에서는 지역의 욕구에 기반한 다양한 대상자 발굴 및 사업 개발, 전남형 지역사회서비스 모델개발 및 확산, 대상자 선정기준의 조율, 표준매뉴얼의 개발 및 보급이 필요하였고, 이용자 측면에서는 이용자 선택권 증진을 위한 보다 적극적인 정보제공 방법 강구, 다양한 계층의 이용대상자 확대를 위한 신규사업 개발, 자생적 시장형성을 위한 이용자 기준 확대가 시급한 것으로 나타났다. The Ministry of Health and Welfare started 'Community Social Service Investment' which had a purpose of development of social service and making qualifiable job corresponding local condition and demand. Community social service has been grown rapidly quantitatively just in a few years since 2007. Based on this growth, community social service investment has been changed from individual subsidy to comprehensive subsidy in 2012. In consequence, it can be possible to manage business in response to local demand and financial autonomy. In this respect, this study is purposed to examine the management of current community social service, and divides analysis unit into supply and demand to achieve this goal. This study analyses the present providing condition of service, the managerial difficulty on the side of supply and the current access of service, satisfaction, and producing new business on the side of demand. According to this result, it is needed that the supply must discover various recipients and businesses based on local need, develop model building, agree on selecting criteria, create standard manual and the demand need more active information to increase choice, producing standard manual and the demand need more active information to increase choice, producing new business for diverse target, extending per-user in order to making voluntary market. All of this is needed to ensure and actualize locality and autonomy of community social service.

조직문화에 대한 일선공무원의 수용성에 관한 연구

본 연구는 조직문화가 조직성과에 유효한 영향을 미치는 가치 있는 자원이라는 전제 하에, 일선 공무원의 조직문화 수용 정도를 실증 분석하여, 조직문화의 현재를 고찰하고 차후 조직문화가 나아가야 할 방향성을 모색해보고자 한다. 분석결과 일선 공무원의 조직문화 수용성은 공직관이 가장 높고, 의사소통, 리더십, 인사공정성은 상대적으로 낮게 나타났다. 조직차원의 수용성은 공직관이 가장 높고, 개인차원의 수용성은 팀워크가 가장 높게 나타났다. 직급별 조직문화 수용성에서는 6개 항목 모두의 평균값이 상위 직급은 높지만 하위 직급은 낮은 것으로 나타났다. 연령별 조직문화 수용성에서는 리더십을 제외한 5개 항목에서 유의미한 차이를 보였다. 이상의 결과를 보건대, 조직 관리자는 조직문화가 다차원의 속성을 지닌 실체임을 인지하고, 한 조직 내에도 부처별, 직급별로 다양한 문화차이가 존재할 수 있으므로 이를 융합할 수 있는 프로그램을 마련해야 한다. 또한 공무원이 긍정적으로 인식할 수 있는 수준까지 인사의 공정성을 기하고, 구성원 간 친밀한 유대감을 형성할 수 있는 프로그램을 구상해야 한다. 결국 관리자는 조직문화를 구성하는 각각의 요소들에 차별화된 방법론으로 접근해야 한다. 이는 조직문화의 수용성을 제고하여 건전한 조직문화를 착근하고, 이를 통해 조직성과를 제고해야하는 관리자들에게 주는 중요하면서도 당연한 함의이다. This study aims at analysing empirically the acceptancy of public officials toward organizational culture on the premise that organizational culture is a valuable thing which influences on organizational performance, diagnosing current situations, and proposing desirable orientation. Finding Results is as follows. In general, most of all, thought of public service ranks highest in the acceptancy and communication, leadership, fair personnel management ranks relatively low. Meanwhile thought of public service ranks highest in the acceptancy of organizational level, teamwork ranks highest in individual one. Further to this, six contents all are located high in upper position but low in subordinate rank. In contrast, five contents except leadership seems different meaningfully in the aspect of age. Given these results mentioned above, It is needed that manager, first of all, should recognize the real character of multi-dimensioned organizational culture and plan variety programs which can converge differences emerged from department and position. Besides he must establish a fair personnel management that members can agree with good feeling, and prepare a program to make an intimate bond among members. The core, ultimately, is to approach differential ways to each part of organizational culture. This means an important and rightful method to take root sound culture in organization by increasing acceptancy, and, accordingly, to improve organizational performance.

Cisplatin의 투여 후 사구체여과율 및 신혈류량의 변화

N/A While cisplatin has been widely used in the treatment of a variety of cancers, nephrotoxicity is one of the major problems which frequently limit clinical usefulness of cisplatin. This study has been conducted to investigate nephrotoxicity of cisplatin in terms of changes in glomerular filtration rate (GFR) and effective renal plasma flow (EFPF) measured by the simultaneous use of Tc-99m-DTPP and-131I-OIH, before and after administration of cisplatin, in 12 patients with lung cancer and four patients with esophageal cancer. Cisplatin was administrated at total doses of 75∼100 mg/㎡ with two hour hydration and diuresis method. GFR determined by the use of Tc- 99m-DTPA had a good correlation with 24-hour creatinine clearance rate (r=0.77, p〈0.001). GFR and filtration fraction decreased immediately after administration of cisplatin, however, they showed a tendency to be in completely recovered four weeks after administration. ERPF was not changed immediately after and four weeks after administration of cisplatin. GFR before and immediately after administration of cisplatin were analyzed with regard to age, sex, performance status, previous adminstration of cisplatin and method of administration. None of these factors had any influence on the rate of decrease in GFR except method of administration. Administration of cisplatin as a single dose lowered GFR more compared with that as divided doses. In this study, we have also demonstrated that the simultaneous use of Tc-99m-DTPA and 131I-OIH was a useful tool for the measurement of GFR and ERPF respectively.

To investigate the research of the tumor seeker using liposomes with negatively stained. The fine structure and size in liposomes composed of PC, DSPC, DAPC and SM phospholipid were observed. And the yield of vesicle affected with sonication by mechanical force were determined. The results were as follows. 1. The stain of 2% UA are obtained a good resolution from electron microscopic observation to compare the negatively liposomes with PTA, AM and UA solution. 2. The fine structure of liposomes except DAPC, PC and CH alone samples could be observed from EM experiment of liposomes composed of PC, DSPC, DAPC and SM phospholipid. 3. The results of experiment from 10, 20, 40 and 60 times sonication with 30sec, prepared 0.1mM NTA-SM-liposomes were obtained unilamella vesicles from groups of multilamella vesicles of phospholipid. 4. About 50nm diameter liposomes obtained through membration filtration step to prepare homogenized liposomes.

병영문화 변화에 따른 테러 대응 방안에 관한 연구 : 병사들의 휴대전화 사용 전면 허용을 중심으로

의무복무 중인 병사들에게 영내에서 휴대전화를 전면 사용하자고 했을 때 큰 우려가 있었다. 그러나 2018년 시험적용을 거쳐 2020년 7월부터 일과 이후와 휴일에 휴대전화기 사용이 전면 시행됨으로써 많은 긍정적인 결과가 도출되었다. 2021년 11월부터 육군의 병사 5,000명을 대상으로 일과 중과 훈련병을 대상으로 하는 시험적용이 2022년 2월까지 시행된다. 휴대전화기 사용을 전면 시행하면서 많은 긍정적인 결과가 도출되었다. 무엇보다도 사회와의 소통 여건이 개선되고 자기 계발 기회가 확대되었으며 건전한 여가 선용, 동료 및 간부와의 소통 여건이 개선되면서 예년보다 군내 극단적 선택을 한 비율이 44%가 감소 되었고 탈영도 30%가 감소하는 등 구체적인 성과로 나타나고 있다. 반면에 인터넷에 과의존하는 현상이나 불법 사이버도박 등 휴대전화 오·남용으로 인한 부작용이 발생하였고 군사비밀 유출 및 일탈행위 등이 발생 되어 우려되고 있다. 최근 IS 등 이슬람 극단주의 테러 조직은 IT 기술 발전과 코로나 등의 영향으로 온라인을 통한 선전·선동을 강화하고 전사를 모집하는 등 인터넷과 SNS를 통한 홍보 및 테러 기법 전수, 전 세계를 대상으로 광범위하게 선전을 하는 실정이다. 이에 따라 이들의 선전에 현혹되어 그들을 추앙하거나 사이버상 영웅으로 받들려는 추세가 있고 실제로 테러 조직으로부터 멀리 떨어져 있는 세계 여러 나라에서 소위 ‘자생테러’가 발생 되는 실정이다. 이러한 차제에 우리나라에서도 2015년에 김 군이 IS 대원이 되고자 시리아로 직접 건너가서 가입 후 전투에 참여하는 사례가 발생하였고, 최근에는 폭파병으로 전역한 박 씨가 입대 전부터 IS를 추종하고 입대 후에는 폭발물 점화장치를 훔치는 등 테러를 준비하려는 의심스러운 활동들이 온라인과 오프라인에서 발견이 되는 실정이다. 이러한 시기에 군에서 병사들에게 휴대전화기 사용을 전면 허용함으로써 모바일 인터넷의 환경에 전면 노출되는 상황이 조성되었다. 이에 본 연구는 전면 시행을 앞둔 휴대전화기 사용에 대한 관리시스템의 실태, 보안 취약점을 살펴보고, 병영문화 변화에 따른 부정적인 영향을 줄이기 위한 대응 방안을 제시하고자 한다. 이를 위해 먼저, 선행연구와 국방백서, 언론에 보도된 내용을 토대로 문헌 연구를 진행하였다. 그 결과를 토대로 휴대전화기 전면 사용이 미치는 테러 영향을 분석해 보고, 휴대전화기 관리시스템의 보완과 자생테러를 예방하기 위한 대응 방안을 제시하였다. 군의 기본 임무인 국민의 생명과 재산을 수호하기 위해서 병사 스스로가 실천하는 자율적인 보안점검 문화를 조성함으로써 부정적인 병영문화의 해소와 군사 기밀 유출 및 일탈행위 등을 예방하고자 한다. There were many concerns when asked to use cell phones in the compound to soldiers in mandatory service. However, many positive results were derived as mobile phone use was fully implemented after work and holidays from July 2020 after the 2018 test application. Since November 2021, the application of tests for 5,000 soldiers in the Army has been in effect until February 2022. Many positive results were derived from the full implementation of mobile phone use. Above all, as communication conditions with society improved, self-development opportunities expanded, and communication conditions with healthy leisure and colleagues and executives improved, the proportion of extreme choices in the county decreased by 44% and the desertion decreased by 30%. On the other hand, side effects due to misuse and abuse of mobile phones, such as over dependence on the Internet or illegal cyber gambling, have occurred, and military secrets have been leaked, and deviant activities have raised concerns. Recently, Islamic extremist terrorist organizations such as IS have been extensively profiting through the Internet and SNS, transferring terrorist techniques, and targeting the world, such as strengthening propaganda and agitation online and recruiting warriors due to the development of IT technology and Corona. As a result, there is a tendency to be deceived by their propaganda to honor them or accept them as cyber heroes, and self-sustaining terrorism is actually occurring in many countries around the world, far from terrorist organizations. Under these circumstances, in 2015, Kim went directly to Syria to become an IS member, joined, and recently, Park, who was discharged as a bomber, followed IS from his enlistment and stole explosive ignition devices after enlistment. At this time, the military allowed soldiers to use mobile phones completely, creating a situation where they were completely exposed to the environment of mobile Internet. Therefore, this study aims to identify the actual conditions and security vulnerabilities of the control system and system for the use of mobile phones currently in operation and suggest measures to overcome them. To this end, literature research was conducted based on previous studies, defense white papers, and contents reported in the media. Through this, I would like to analyze the factors influencing terrorism on the full use of mobile phones, supplement the control system and system, and recommend three measures to prevent self-sustaining terrorism in the military as an alternative. It is expected that this study will contribute to achieving the purpose of the military, supplementing vulnerabilities, and preventing the possibility of self-sustaining terrorism.

N/A Treatment for the brain tumors consist of surgery, chemotherapy, and a variety of methods of irradiation. Therapy is aimed to destroy the tumor, but necrosis and edema occur concurrently. Conventional structural imaging techniques such as CT or MRI are unable to reliably distinguish persistent and recurrent tumor from necrosis or edema. T1-201 has been shown to be useful in the evaluation of the myocardial viability by comparing the early uptake and redistribution image. The aim of this study is to evaluate the clinical usefulness of the early uptake and delayed washout images of the T1-201 brain SPECT in the brain tumors. In the pathologically diagnosed various brain tumor patients, brain SPECT was done with rotating gamma camera 15 minutes and 3 hours after T1-201 injection, and the T1-201 uptake in the tumor was compared with the skull and scalp activity. In the glioblastoma multiforme, meningioma and metastatic tumor, the T1-201 uptake was higher than low grade glioma in both 15 minute and 3 hour images (p〈0.02). In the low grade glioma, 3 hour T1-201 uptake was significantly lower than 15 minute uptake (p〈0.05) but in the glioblastoma, meningioma and metastatic tumor there was no significant difference. There was no significant difference in the T1-201 uptake among the glioblastoma, meningioma and metastatic tumors. In one matastatic tumor, T1-201 uptake was decreased after radiation therapy. T1-201 brain SPECT could distinguish the benign and malignancy, and seems to be useful in the follow-up after treatment. But one of the early or delayed SPECT seems not to be necessary for these purposes.
