영국기업은행(BBB)의 역할과 기능이국내 정책금융에 주는 시사점

본 논문은 영국 BBB(British Business Bank; 영국기업은행)의 정책금융 운영의 목표와 방침, 주요 프로그램을 개관하고 국내 정책금융 운영과 관련한 정책 시사점을 도출한다. 주요 내용은다음과 같다. 첫째, BBB는 정책금융의 바람직한 정책방향으로 부가성(additionality)과 대체성(displacement)을 강조한다. 이를 위해 정책금융 제공의 전제 조건으로 민간금융기관으로부터자금공급이 불가능했는지 확인하도록 의무화하고 있다. 둘째, BBB는 최종 수요자에게 직접 자금을공급하지 않는다. 정부가 투자하는 1 파운드에서 민간금융공급 2~3 파운드를 창출하는 것이정책 목표이다. 셋째, BBB는 부채펀드에 대한 재무적 투자, 유동화증권투자, 대출 위험인수 등신사업 프로그램을 도입하여 중소기업에 대한 자발적인 금융공급을 늘리는 데 주력한다. BBB의 이 같은 사례는 시장의 대체가 정책금융의 목표가 될 수 없으며, 정책금융은 시장을활성화하는 데 주력해야 함을 시사한다. 또한 중소기업 금융공급의 확대를 위해서는 민간금융기관 간 경쟁을 유인하고 중소기업이 선택할 수 있는 금융공급 수단을 다양화하는 것이 핵심적임을 강조한다. 국내 정책금융은 오랜 시행을 통한 보증 및 융자 경험의 축적과 안정적 금융지원의 성과를 확보하고 있으나, 정책금융의 유효성과 지속성을 확보하기 위해서는 정책금융의 역할과 기능을 민간금융의 촉매로 설정한 BBB의 방침에 주목할 필요가 있다. 보증과 은행 융자에 과도하게 의존하고 있는 국내 중소기업 금융의 현실에서 BBB의 사례는 정책금융의 재해석을 요구한다.

보육시설의 피난안전 관련 주요 기준 분석 및 실태조사에 관한 연구

Recently, the number of child care facility and social demand for high quality child care service increase suddenly. Especially, social atmosphere about fire safety is more sensitive in Korea. The majority of the residents in a child care facility are composed of early childhood having difficulty to evacuate, and therefore the number of stories of a building and the appropriateness of a evacuation equipment play an important role in the evacuation safety. In this study, problems and improvements for the evacuation safety are dealt with the present conditions of child care facilities, the comparative analysis between domestic and foreign standards, the research on the actual condition of evacuation equipments, and so on. The study brings to a conclusion that it is necessary to systematize the regulations regarding fire safety, to connect fire-fighting facilities for design standards and operations of emergency preparation equipments, to improve the regulations for fire protection system such as the sprinkler system, and to restrict the facilities having fire hazards. 최근 보육시설의 확충과 보육환경의 개선, 보육서비스 질 향상에 대한 사회적 욕구는 급속히 증가하고 있으며, 특히 화재 등으로부터 안전환경 확보가 범국가적 이슈로 대두되고 있다. 보육시설은 영유아 등 재 실자의 대부분이 피난능력이 떨어지는 재해약자로 구성되어 건물 내 설치층수, 피난시설의 설치 적정성 등 이 피난안전을 좌우하는 중요한 요소이다. 본 연구에서는 보육시설 설치현황, 국내외 관련 기준의 비교분 석, 피난 관련 시설의 실태조사 등을 통하여 보육시설 피난안전성 측면에서의 문제점과 개선요소를 파악 하였다. 그 결과 화재안전 관련 법규정의 체계화, 비상재해대비시설의 설치기준 및 관리에 대한 소방기관 과의 연계, 스프링클러 등 보다 강화된 소방설비 설치규정의 개선, 화재위험시설과 동일 건물 내 설치금지 등이 필요한 것으로 분석되었다.

Objective : Early descent of the diaphragm sellae (DS) during endoscopic endonasal transsphenoidal surgery (EETS) for pituitary macroadenoma surgery is occasionally a troublesome event by blocking the surgical field. Here we introduce an alternative technique with the new pituitary retractor and present our clinical experiences. Methods : We designed a simple and rigid pituitary retractor with the least space occupation in the nasal cavity to be compatible in EETS. The pituitary retractor was held by external holder system to support the herniated DS stably. We retrospectively reviewed a clinical 22 cases of pituitary macroadenomas underwent EETS using the pituitary retractor. Results : The pituitary retractor stably pushed up the herniated DS in all cases, and the surgeon proceeded the procedure with bimanual maneuver. The pituitary retractor was helpful to remove tumors around the medial cavernous sinus and behind the DS in 16 and seven cases, respectively. In four cases, the meticulous hemostasis was completed with the direct visualization by the DS elevation with this retractor. Gross total tumor resection was performed in 20/22 patients (91%). The impaired visual function and hypopituitarism were improved in 18/20 (90%) and 7/14 (50%) patients after surgery, respectively. There was no complication related with the pituitary retractor. Conclusion : During EETS for pituitary macroadenomas, the novel pituitary retractor reported in this study is a very useful technique when the herniated DS block the surgical field and bimanual maneuver. This pituitary retractor can help to result in the excellent surgical outcomes with minimal morbidity.

급속한 성장세에 있는 서비스기반의 B2B전자시장에 대하여 본 연구에서는 서비스 이용기업의 서비스 지속적이용의도에 영향을 주는 요인을 파악하고, 이들 요인간의 관계를 실증적으로 분석하였다. 실증분석을 위하여 우리나라 대표적인 ASP 방식의 Web analytics 회사의 서비스 이용기업에 대한 실증분석을 실시한 결과 기존채널 교체에 관한 전환비용은 의존도에 유의한 영향을 미쳤고, 신규채널 수용에 관한 전환비용과 사용기간은 의존도에 유의하지 않는 것으로 나타났다. 서비스품질은 ServQual을 사용하여 측정하였으며 이중 신뢰성과 공감성이 만족도에 유의한 영향이 있었지만, 응답성에는 유의하지 않는 것으로 측정되었다. 또한, 만족도는 의존도에 유의하게 나타났고, 만족도와 의존도는 서비스의 지속적이용의도에 유의하였다.

Purpose: This study was performed to compare and analyze practice self-efficacy, paramedics image, and major satisfaction according to paramedic students practice experience. Methods: The subjects of this study were 224 paramedic students from universities across the country. The analysis methods were completed using the SPSS/WIN 23.0 program as the frequency percentage, mean±standard deviation, independent samples t-test, Pearson correlation, and logistic regression. Results: It was found that students who experienced practical training had higher levels of practical self-efficacy compared to students who did not (adj OR=3.947, 95% CI=1.932-8.061). Conclusion: Based on the results of this study, it is thought that educational strategies and measures in the absence of practice in the paramedic students.

Complete blood cell count(CBC) is a technique that counts leukocytes for each type of blood cell being analyzed. The principle is that laser is incident to ex vivo flowing leukocytes in a microcapillary tube and scattered light occurs by laser and leukocytes. By collecting the scattered light, we can count the types of cells because different cells generate different light-scattering patterns. However, the technique has an intrinsic limitation, scattering pattern is shown in a wide range region in the resulting, which makes it difficult to accurate analyze and use fluorescent dyes. To overcome this limitation, a new design of CBC with a dual laser, which irradiates with orthogonal angles for collecting quad-scattering information was proposed. Before development, the scattering difference depending on wavelength must be investigated to only catch up to the scattered signal by angles. Some studies, which focused on simple particles, have been conducted to theoretically and experimentally investigate different scatterings by wavelength. In this study, we propose an optical system for measuring scattered light and investigate a complex particle. As a result, the green laser made strong scattering signals in both the forward and side direction: 10% and 30%, respectively.
