        북한 김정은 정권의 국가목표와 군사정책 방향: 새로운 위협 요소의 등장과 한국의 대응전

        지난 2018년 초 대남 유화국면으로 급전환하며 대미협상을 주축으로 한 새로운 생존 전술을 구사하는 모습을 연출한 김정은 북한 국무위원장은 약 2년 만인 2019년 말 노동당 중앙위원회 제7기 5차 전원회의 개최를 계기로 다시 강경 노선 쪽으로 선회하며 “조·미 간의 교착 상태는 불가피하게 장기성을 띠게 되어있다”고 선언했다. 세계적 대유행 양상을 빚고 있는 신종 코로나바이러스(코로나19)는 대북 문제에 대한 관련국들의 집중력을 떨어트리고 있으며, 북한 또한 ‘셀프제재’로까지 불리는 사실상의 교류·교역 전면차단 조치를 취하면서 방역에 전력투구하고 있다. 이런 상황 속에서 북한이 향후 어떤 전술이나 전략을 앞세워 대남, 대미 정책을 펼쳐나갈지는 한반도와 주변 정세에 결정적 영향을 미칠 수 있는 변수가 될 수 있다. 하지만 2012년 김정은 체제 등장 이후에 북한의 핵 실험과 장거리 미사일 도발이 이어졌음에도 불구하고 이에 대한 면밀한 연구나 대응책 마련이 북한의 국가목표나 군사정책 차원에서 깊이 있게 다뤄지지 못한 측면이 있다. 김정은 집권 이후 통치노선이나 스타일에서 드러난 두드러진 특징 가운데 하나는 ‘국가’로서의 북한체제를 공식화하고 부각시키고 있다는 점이다. 김정은 스스로 ‘국무위원회 위원장’이란 직함을 사용하고, ‘조선인민군 최고사령관’이란 호칭 대신 ‘조선민주주의인민공화국 무력 최고사령관’으로 칭해지고 있는 점에서도 이를 확인할 수 있다. 김정은 체제는 대남 및 대미 외교와 경제·사회 등의 분야에서 이전과 다른 전향적 조치들을 취함으로써 변화와 개혁·개방에 대한 기대를 불러일으키기도 했으나 △당 국가 체제의 유지 △핵보유국 지위 굳히기 △경제·핵 병진 노선과 그 변용 △대미접근과 미국에 대한 이중적 인식 등에서 북한 체제의 국가목표 근간이 그대로 유지·고수되고 있음을 드러내고 있다고 볼 수 있다. 김정은 정권의 중요한 국가 목표 중 하나는 핵과 미사일의 완성을 기반으로 하는 한반도 적화통일이며, 군사정책도 이런 대목에 초점이 맞춰진 것이다. 북한의 이런 국가목표나 군사정책에 대한 우리의 정책적 대응은 △북핵 불용에 대한 공감대 형성과 대북압박 △사실상의 ‘핵보유국’ 북한에 대한 현실적 대응 △개혁ㆍ개방 및 국제무대 유인 등이 고려될 수 있다. North Korea"s policy in the midst of rapid changes in the situation on the Korean Peninsula can have a major impact on inter-Korean relations and surrounding circumstances. The need for closer analysis on North Korea"s military policy directions, the nature of its national strategy as well as its nuclear weapon and missile has grown. The purpose of this article is to analyze the ultimate national goal and military policy direction pursued by the Kim Jong-un regime and to diagnose Korea"s counterstrategy. One of the prominent features of Kim Jong-un"s policy line after his inauguration was his emphasis on the North Korean regime as a “state”. The Kim Jong-un regime"s national goals and visions were presented concretely at the Labor Party"s 7th Labor Party Congress held in May 2016, setting a five-year strategic period for national economic development (2016-2020) and building a socialist economic power as a banner. Yet, more national goals and visions still remain undisclosed, considering most of them are often secretly established and promoted. North Korea"s appeasement toward South Korea and the United States since 2018 has changed the impression of the Kim Jong-un regime from an aggressive, provocative regime to open, reconciling and cooperation-oriented regime. However, North Korea showed no more than superficial and tactical gestures, failing to take fundamental actions like denuclearization. As military policy line of Kim Jong-un regime backed by nuclear missile weapon gets more sophisticated and belligerent, importance of South Korea"s countermeasures have grown. Strategic counteractions based on military power should be taken against North Korea’s two-sided strategy such as nuclear and missile provocations and unification frontline tactics. Furthermore, counter strategies that can closely analyze and cope with the United States and China’s policies refer to Korean Peninsula are nessesary.

      • Comparison of trophic factors changes in the hippocampal CA1 region between the young and adult gerbil induced by transient cerebral ischemia.

        <P>In the present study, we investigated neuronal death/damage in the gerbil hippocampal CA1 region (CA1) and compared changes in some trophic factors, such as brain-derived neurotrophic factor (BDNF), glial cell line-derived neurotrophic factor (GDNF) and vascular endothelial growth factor (VEGF), in the CA1 between the adult and young gerbils after 5 min of transient cerebral ischemia. Most of pyramidal neurons (89%) were damaged 4 days after ischemia-reperfusion (I-R) in the adult; however, in the young, about 59% of pyramidal neurons were damaged 7 days after I-R. The immunoreactivity and levels of BDNF and VEGF, not GDNF, in the CA1 of the normal young were lower than those in the normal adult. Four days after I-R in the adult group, the immunoreactivity and levels of BDNF and VEGF were distinctively decreased, and the immunoreactivity and level of GDNF were increased. However, in the young group, all of their immunoreactivities and levels were much higher than those in the normal young group. From 7 days after I-R, all the immunoreactivities and levels were apparently decreased compared to those of the normal adult and young. In brief, we confirmed our recent finding: more delayed and less neuronal death occurred in the young following I-R, and we newly found that the immunoreactivities of trophic factors, such as BDNF, GDNF, and VEGF, in the stratum pyramidale of the CA1 in the young gerbil were much higher than those in the adult gerbil 4 days after transient cerebral ischemia.</P>

      • 非晶質合金의 物理的 및 化學的 性質 Ⅲ. : 液體急冷法 Fe-Cr-B-Si系 및 Fe-Co-Cr-B-S系 合金의 諸特性 The Properties of Rapidly Quenched Fe-Cr-B-Si and Fe-Co-Cr-B-Si Alloys

        Some physical and chemical properties of liquid quenched Fe_75-χ Cr_χB_15Si_10(0≤χ≤6) and Fe_5Co_70-χ Cr_χB_15Si_10(0≤χ≤9) amorphous alloys are investigated. The χ dependencies of saturation magnetization B_s, coercive force H_c, magnetostriction λ, Young's modulus E, resistivity ρ and magnetoresistance ρ_mρ_m are measured with varying tension σand magnetic field H. When χ increases, B_s, H_c, λ and ρ_m decrease monotonically, while E and ρ increase monotonically. Effective moments of Cr and B_15Si_10 are estimated about -5 and -1∼-0.5 Bohr magneton respectively. Uniaxial Anisotropy of Fe_75B_15Si_10 is about 2.2×10^4 erg/c.c by thermodynamical calculation. Magnetoresitance is closely related to magnetostriction, and shows maximum value about 0.13% at magnetic saturation and no stress in Fe riched alloy. Giant ΔE effect of Fe_75B_15Si_10 alloy is about 70% by static tension experiment. Effect of the amount of Cr on the corrosion behavior of amorphous Fe_5Co70-χ Cr_χ B_15Si_10 alloys are compared by immersion tests. The addition of Cr to this alloys lowers the corrosion rate in 1N HCl, but it has a little effect in 1N H_2SO_4.

        Actinomycosis is a chronic suppurative infection, whitch infiltrates mucosa-associated tissues. Thoracic, pelvic and cervicofacial infections of actinomyces are not uncommon, but endobronchial actinomycosis is rarely reported. We report a case of a 29 year old man who presented with a recurrent pneumonia and chronic cough. Fiberoptic bronchoscopy revealed occlusion of the right. lower medio-basal segment bronchus with exophytic endobronchial mass. The diagnosis was confirmed histologically by demonstration of sulfur granules in the bronchoscopic biopsy of the mass. Intravenous administration of amoxacillin and clindamycin followed by oral amoxacillin and clindamycin therapy resulted in complete recovery.

      • 성인에서 Haemophilus influenzae 감염증의 임상양상과 미생물학적 특성

        목적 : H. influenzae는 성인에서 흔히 호흡기 감염을 일으키는 균주로, 최근 ampicillin 내성 β-lactamase 생성 균주들이 지속적인 증가를 보이고 있어, 이에 국내 성인에서 H. influenzae에 의한 감염의 임상양상과 분리된 균주들의 미생물학적 특성을 조사하고자 하였다. 방법 : 1998년 3월부터 1999년 9월까지 고려대 구로병원에 내원한 환자중에서 H. influenzae가 분리된 68명을 대상으로 임상양상을 조사하고 항균제 감수성 검사를 시행하였다. 분리된 33주에 대해서 혈청형, 생물형, 세포외막 단백분석을 시행하였고, β-lactamase 생성여부에 따른 감염 환자군간 임상상 및 예후의 차이를 비교하였다. 결과 : 환자의 평균연령은 68세였고, 지역사회 획득감염이 전체의 85%를 차지하였다. 폐렴과 기관지염과 같은 하기도 감염이 전체환자의 75%를 차지하였고 분리 검체 역시 객담이 84%로 가장 많았다. 환자의 71%가 기저질환을 가지고 있었으며, 그 중에 만성 폐쇄성 폐질환, 심혈관 질환, 악성종양, 당뇨병이 대부분이었다. 혈청형으로는 nontypeable 형이 68%로 가장 많았고 b형은 한 예도 없었다. β-lactamase 생성율은 63.2%였고, β-lactamase 양성균주의 항균제 내성율이 음성균주에 비하여 높았으나 β-lactamase 생성 여부에 관계없이 cefotaxime, azithromycin, ciprofloxacin에 대하여 100%의 감수성을 나타내었고 cefaclor, cefuroxime에 대해서는 10% 이하의 낮은 내성율을 보여 이들 항균제들이 치료에 효과적일 것으로 사료된다. 세포외막 단백분석에서는 C형과 D형이 전체의 64%로 가장 많았으며, 혈청형과의 유의한 연관성은 보이지 않았다. 결론 : 성인에서 H. influenzae는 주로 만성 기저질환자에서 급성 호흡기감염 또는 만성 폐쇄성 폐질환의 급성 악화를 유발한다. 기존의 보고에 비해 β-lactamase 양성율이 증가하였고, 이에 따른 항균제 내성율도 증가하여 항균제의 선택에 유의하여야 할 것으로 생각된다. 세포외막 단백분석상 특정한 유형의 균주에 의해 감염이 집중적으로 발생하고 있어 향후 역학 조사의 도구로 이용할 수 있겠다. Purpose : H. influenzae is one of the common causative microorganisms of respiratory tract infections in adults. Recently. β-lactamase producing, ampicillin-resistant H. infiuenzae has become worldwide problem as well as in Korea. We studied to investigate the clinical features and microbiologic characteristics of H. infiuenzae infections in adults. Materials & Methods : From March 1998 to September 1999, 68 patients were enrolled in this study. Clinical features of H. infiuenzae infections were investigated, 68 isolates were subjected to the β-lactamase test, and 33 isolates were used for serotyping. biotyping, antibiotic susceptibility and outer membrane protein (OMP) analysis. Results : Mean age of study patients was 68 years-old and the acquisition rate in community was 85%. Pneumonia and bronchitis were the most common type of infection such as 80%, sputum was the most common clinical specimen for H. mQuenzae isolation. 70% of patients had chronic underlying diseases. Non-typeable strains were 68% and β-lactamase producing rate was 63%. There was no difference in the clinical features and prognosis of H. influenzae infection between the β-lactamase positivie and -negative groups. The susceptibility of cefotaxime, azithromycin, and ciprofloxacin was 100% and that of cefaclor, cefuroxime was under 10% in spite of β-lactamase positivity. In OMP analysis, C and D types were dominant (64%). Conclusion : H. influenzae caused acute respiratory infections in adults with chronic underlying disorders. This study shows higher β-lactamase producing rate and antibiotic-resistance rate than that were reported previously. OMP analysis shows that two major types of strains cause clinical infections intensively.

      • FET형 CO₂센서의 제조 및 감응특성

        A FET type micro CO_(2) sensor based on a Severinghaus type arrangement has been prepared and its response characteristics were examined. The sensor was fabricated by formation of hydrogel layer containing bicarbonate/chloride ions on the PH-ISFET and the Ag/AgCl reference electrode prepared by the thermal evaporation and chemical chloridation methods. And then gas-permeable membrane was dip-coated on the hydrogel layer of the sensor. Gas-permeable membranes were fabricated with silicon rubber and polyurethane dissolved in toluene and THF, respectively. The CO_(2) sensor with the silicon rubber membrane showed better sensitivity and lower detection limit than the CO_(2) sensor with the polyurethane membrane for dissolved CO_(2). The sensor with silicon rubber membrane at optimal conditions showed a good response: linear range of 1.60X10^(-4) ~ 4.40X10^(-2) M CO_(2), sensitivity of 57.30 mV/decade, and detection limit of 7.50x10^(-4) M.

        産業災害로 인한 手脂切斷 患者의 療養期間과 診療費의 變異

        This study was conducted to analyze variation in patient days and medical care benefits among finger-amputated patients due to industrial injury. The 242 personal data on medical care for finger-amputated patients due to industrial injury(131 in 1994, 111 in 1995) of Regional Labor Office were analyzed. The major results of this study were as follows: Patient days per case were 69. And the ratio of the maximum and the minimum among patient days for case was 26.6. Patient days per case in university hospital were 134.8 and the longest than other medical facilites. The ratio of the maximum and the minimum among the patient days per case was higher in hospital(24.7) than in other medical facilities. Benefits per case were 1,258,000 Won. And the ratio of the maximum and the minimum among benefits of case was 232.0. Case benefits was higher in university hospital (2,685,000 Won) than in other medicl facilities. The ratio of the maximum and the minimum among the benefits per case was higher in hospital(232.0) than in other medical facilities. Variation in patient days and medical care benefits per finger-amputated patient in industrial injury was large. This study results indicated need for a new industrial injury compensation insurance policy initiative for efficient utilization of medical resources and quality assurance. And the author thought that the results of this study would influence the policy for the industrial injury compensation insurance policy.
