How do you know that who hit your vehicle while it was parked and when nobody saw it? Obviously, you cannot do anything expect disappointing yourself and go to the garage for the repair. Or what do you do if you want to show the evidence to police about the person who involved in hitting your vehicle or car? For all these kind of questions, we can find the solution using the new advanced system in the vehicles called ‘Black Box’ which records the data while you are driving the vehicle or even when it is parked. This paper explains about the major applications of ‘Black Box’ and its hardware functionalities.
경험적 증발량 공식을 적용한 용담댐 시험유역의 수면증발량 추정

This study introduced a method of estimating water surface evaporation using the physical-based Penman combination equation (PCE) and the Penman wind function (PWF). A set of regression parameters in the PCE and PWF models were optimized by using the observed evaporation data for the period 2016-2017 in the Yongdam Dam watershed, and their effectiveness was explored. The estimated evaporation over the Deokyu Mountain flux tower demonstrated that the PWF method appears to have more improved results in terms of correlation, but both methods showed overestimation. Further, the PWF method was applied to the observed hydro-meteorological data on the surface of Yongdam Lake. The PWF method outperformed the PCE in the estimation of water surface evaporation in terms of goodness-of-fit measure and visual evaluation. Future studies will focus on a regionalization process which can be effective in estimating water surface evaporation for the ungauged area by linking hydrometeorological characteristics and regression parameters.
수사기관의 압수에 있어 관련성 요건의 해석과 쟁점에 대한 검토

2011. 7. 18. 형사소송법 개정으로 그동안 학계와 영장 실무에서 인정되어 오던 압수·수색의 관련성 요건이 명문화 되었다. 이는 그간 수사기관의 압수·수색이 무분별하게 이루어져왔다는 데 대한 반성적 고려에 기인했던 것인 만큼, 압수영장 발부와 집행에 있어 그 입법 취지를 충분히 반영해줘야 한다는 점에는 이견이 있을 수 없다. 하지만 개념의 추상성과 구체적 사실관계의 복잡·다양성으로 말미암아 관련성의 해석에 많은 논란이 있었고, 일부 법관들은 이를 매우 협소하게 해석했다. 이와 같은 상황에서 관련성의 의미를 ‘영장 기재 범죄사실과 기본적 사실관계가 동일한 범행 및 동종·유사의 범행과 관련된다고 의심할 만한 상당한 이유가 있는 범위 내’ 라고 확인해준 대법원 2015도9784 판결(일명 충북교육감 사건)이 시사하는 바는 상당하다. 생각건대 최근 압수·수색영장 실무에 있어 관련성 요건의 신설과 참여권 보장을 강조하는 경향으로 인해 수사기관과 피압수자 간 법적 지위의 균형이 이루어지고 있는 상황임을 고려할 때, 관련성 요건은 적법절차의 보장에만 치우치지 않고 실체적 진실 발견과의 균형점을 모색할 수 있는 조화로운 해석이 요구된다. 그리고 그 판단에 있어 현장 수사관의 인식과 상황을 일정 부분 고려해 주어야 할 것이다. The relevance had been acknowledged as a legal condition of search and seizure warrant only by the court administrative work and academia, until the revision of the Criminal Procedure Code made in the year 2011 which stipulated the relevance condition. The revision came from self- examination that the search and seizure process by investigative agencies had been executed indiscreetly until now. There can be no dissent on the fact that we must now reflect legislative intent in the search and seizure process. However, due to the diversity and complexity of abstractness and fact relation, there have been much controversy over interpretation of the relevance, some judges narrowly interpreted the relevance condition. In this circumstance, the Supreme Court’s ruling so-called ‘Superintendent of education in Chung buk’ defines the relevance as a identity of the criminal fact written in a warrant or a probable cause which may doubt that a similar crime is associated with the criminal fact. Meanwhile, the warrant practice lately emphasizes the right to participate in the execution of a warrant as well as the relevance condition, which is forming a balance between suspects and investigative agencies. Considering these circumstances, when we interpret the relevance condition, we must consider protection of human rights in the criminal justice as well as the finding of substantial truth. And the court has to take account of cognition and conditions of a criminal investigator who executes search and seizure warrant on the spot.
다중 레이블 인문 데이터의 효과적인 특징 선별을 위한 이주 개체 정제연산 기반 다중 개체군 유전알고리즘

Multi-label feature selection is a preprocessing method that can be used to analyze, for example multi-label humanity data. In particular, a multi-population genetic algorithm is verified to exhibit a better performance for identifying an appropriate subset compared with existing genetic algorithms in that a variety of populations was preserved, and premature convergence was prevented. However, with this method, the inflow of closely related features to multi-labels is unlikely to search for the solution. This study proposes an effective multi-population genetic algorithm for multi-label feature selection. In the proposed method, a multi-population genetic algorithm with a refinement process in migrated individuals maintains a variety of populations, promotes the inflow of features closely related to multi-labels, and ultimately enhances the search performance. Experimental results indicate that the proposed method exhibit better performance than the compared multi-population algorithms.
