근대 대전략 사상의 발전과 한국 대전략 연구에 대한 함의

오늘날 한국은 매우 복잡한 안보환경을 마주하고 있다. 미국과 중국 간 경쟁이 점점 치열해지고 있고, 북한이 지속적으로 핵 개발을 시도하고 있으며, 일본도 군사력을 강화하는 등 안보환경의 불확실성이 증대하고 있다. 따라서 국가의 장기적인 평화와 번영을 보장하기 위해 대전략 논의가 필요한 시점이다. 그러나 전략연구자들이 제시하는 대전략에 관한 정의는 목적, 의미, 위상 측면에서 서로 다르다. 물론, 모든 연구자가 대전략에 관해 반드시 통일된 정의를 사용해야 하는 것은 아니다. 다만 대전략의 개념을 논의할 때 특정 개념이 발전된 맥락에서 일관된 정의를 사용하는 것은 매우 중요하다. 정의가 불분명하면 논리도 불분명해질 수 있기 때문이다. 이러한 배경에서 이 논문은 근대 대전략 개념의 발전과정을 논의하였다. 먼저 이 논문은 나폴레옹 전쟁을 계기로 전략의 개념이 어떻게 등장했는지를 논의하고, 이후 해양전략의 발전과 더불어 전략개념이 확장된 계기를 살펴본다. 또한, 제1차 세계대전 이후 대전략 개념이 태동하게 된 과정을 논의하였다. 이어서, 이 논문은 냉전시기 핵무기의 등장으로 인해 대전략에 관한 논의가 침체한 과정과 베트남 전쟁 이후 장기적이고 일관된 전략의 필요성이 제기되면서 국가안보 담론의 전면에 떠오르게 된 과정을 연구하였다. 이후 탈냉전 시기, 많은 전략연구가가 대전략의 개념을 실제 정책분야에 다양하게 적용하기 시작하였다. 위의 연구 결과를 바탕으로 이 논문은 대전략이 불확실한 동북아 안보환경에서 한국의 장기적이고 안정적인 평화를 기획하는데 유용한 개념적 도구이며, 다양한 접근법을 통한 대전략 연구가 필요하다는 결론을 제시한다. With the growth of South Korea’s military, economic, and diplomatic power, it has become increasingly necessary to discuss South Korea’s grand strategy as it integrates and employs national instruments to ensure the country’s long-term peace and prosperity. In the strategic studies literature, authors have arrived at different definitions of grand strategy in terms of its purpose, meaning, and status vis-à-vis other national policies. There need not be a sole authoritative definition of grand strategy among researchers; however, when discussing grand strategy, it is important to use a single definition consistently in the context in which the concept was developed. If a definition is unclear, then its logic can also become unclear. Against this backdrop, this paper discusses the historical background and the genealogy of the concept of grand strategy. This paper first examines how the concept of strategy emerged in the wake of the Napoleonic Wars, how the development of maritime strategy drove its expansion, and later how the idea of grand strategy evolved after World War I. Then, this paper investigates how discussion of grand strategy declined during the early Cold War, but the need for a long-term and consistent strategy after the Vietnam War once more brought it to the fore of national security discourse. In the post-Cold War era, many scholars have studied grand strategy and further diversified applications and understandings of the concept. This paper concludes that grand strategy is a useful conceptual instrument for planning long-term and stable peace for South Korea in an uncertain security environment in Northeast Asia, and that it is necessary to study grand strategy through various approaches and methodologies.

한국의 전략연구 발전을 위한 제언: 이론과 실천의 결합

본 논문은 한국의 바람직한 전략연구의 방향과 발전방안은 무엇인가에 대한 저자들의 고민의 결과물이다. 이 연구의 목적은 전략연구를 실행하는 연구자들에게 전략 및 정책현장에서 유용하게 활용될 수 있는 바람직한 연구 방향을 제시함으로써 국내 전략연구에 내재된 이론과 실천의 간극을 좁히는 것이다. 이를 위해 본 논문은 먼저 전략연구의 대상인 “전략”의 개념과 “전략실행과정”을 논의하였고, “전략연구”의 정의와 유용성에 대해 살펴보았다. 이어서 전략연구에서 적용할 수 있는 연구 유형과 방법론 등을 차례대로 검토한 후, 한국의 전략연구 현황을 토대로 실천 가능한 발전방안을 도출하기 위해 대표적인 전략연구 학술지에 발표된 논문 1,337편의 제목에 포함된 주제어를 분석하였다. 그 결과 본 논문은 국내의 전략연구가 주제와 분석방법 측면에서 지나치게 편중되어 있다는 문제점을 식별하였다. 이를 토대로 본 논문 한국의 진화적 전략연구를 위해 다음의 세 가지를 제안한다. 첫째, 전략연구는 명료한 이론적 논거를 바탕으로 실제 전략문제를 해결하는 데 유용한 지식과 정보를 제공하는 실천적 연구가 되어야 한다. 둘째, 전략연구는 전략실행과정의 전체 또는 특정 부분과 연관되어야 하며, 그 관련성이 명확하게 설명되어야 한다. 셋째, 전략연구는 특정 주제에 국한하지 않고, 다양한 전략문제들을 폭넓은 과학적·분석적 방법을 통해 연구해야 한다. This paper arose from the authors’ concerns about what constitutes desirable strategic studies in South Korea. The purpose of this research is to bridge the gap between theory and practice of strategic studies by presenting desirable research directions that strategy researchers can use. To that end, this paper first examined the definition and utility of “strategic studies,” as well as the concepts of “strategy” and “strategic process,” which are the subjects of strategic research. This paper then reviewed the research types and methodologies of strategic studies. Following that, the paper surveyed the titles of 1,337 strategy research papers published in several major South Korean journals in the field over the last ten years. This paper, as a result, identified an important problem in strategy studies that researchers have been focusing on a limited number of topics and research methods. The paper makes three claims in support of South Korea’s evolutionary strategic research. Strategic studies should, first and foremost, be practical research that provides useful knowledge and information to address real-world strategic problems based on solid theoretical foundations. Second, strategic studies should be linked to the entire or a specific part of the strategic process, and their relevance to the strategic process should be explained. Third, strategic studies should not be restricted to a single topic; rather, we encourage scholars to investigate a wide range of strategic issues using a variety of scientific and analytical methods.

China is inaugurating an era of bipolar order in East Asia with the United States as its chief rival. China’s economic and military growth and its competition with the United States are exerting a major influence on the national security strategies of East Asian countries, including South Korea. In the era of great-power rivalry, the regional countries need to recalculate their expected gains and losses; South Korea, for example, faces increasing pressure to choose between the United States and China. As the power dynamics in East Asia change, China is modernizing and reforming its military to increase its influence in East Asia and protect its geographically expanding national interests. At the same time, Chinese leaders are using military diplomacy and security cooperation to make the case that reinforcing the expeditionary capability of the People’s Liberation Army plays a positive role in regional security. China also intends to enhance deterrence by increasing interoperability with other countries through joint military exercises. Due to China’s growing military power and geographical proximity to South Korea, understanding and evaluating China’s evolving military strategy is particularly urgent and will provide valuable implications for the national security strategies of South Korea. Using open-source data, this study aims to analyze what China’s expansion of its national interests and the impact of this expansion on the security environment mean in terms of its current and evolving military strategy. By doing so, this paper will provide useful knowledge in establishing South Korea’s own evolving national security strategy.
