How can we fitly readjust the local government areas and reasonably establish the tier system to maximize the administrative efficiencies in democratic local bodies? This is one of the issues to which we are faced today. It is necessary, to solve the problems, for us to review the historical and traditional backgrounds of the existing local government area as well as to find new administrative techniques. For almost of the existing local government areas originated from those of the Chosun dynasty, the careful study of the formation and management of the local administration system of Chosun dynasty give us the possibility to measure the importance of the problems to which we are faced and to determine the way how we effectively solve them. This paper, however, is focused on the limited perspectives in local administration of Chosun dynasty (1) the purposes and the process of the adjustment of local administration areas and their suborganizations. (2) the structures of local administration bodies and the problems appeared in their operations. The conclusion of the study could be summarized as follow ; Chosun had the highly centralized bureaucratic political system based on the confucian ideology. The political power was centred on the king, who exercised his power through the Yangban bureaucrats. The local administration system therefore, was set up to protect the interest of the king and yangban class. Especially the chu. Bu·Kun·Hyun areas which are now the bases of local government bodies, were demarcated for the purpose of strengthening the power of the king and the Sooryung, the head executive and King's delegate in the Chu·Bu·Kun and extending the efficiencies of central control. This is the reason why the existing local government areas are inadequately larger than those of foreign democratic countries. And we, therfore, have to reorganize the existing local government areas adequately in order to practice the local self governing system.

This study intends to consider the editing principles and the important doctrines in the pa ̄li Di ̄gha-Nika ̄ya and chinese Di ̄rgha-A ̄gama The editing principles in the Di ̄gha-Nika ̄ya are composed of two aspects of form and content, First of all in the aspect of form, the suttas which include the Practice-way(修行道)are arranged in the first volume. those to which the modifier 'Maha' is attached in the second volume, and the remainder in the Third. In the aspect of content, the suttas which deal with the philosophical subject are arrayed in the first volume, those which treat the theological theme in the second, and those which deal with the historical subject in the third. This editing principles are more clarified by examiming the important doctrines of the Di ̄gha-Nika ̄ya The philosophycal character in the 1st Volume of the Di ̄gha-Nika ̄ya is expliatly realized on considering the sixty two-fold opinions (六十二見), the opinions of six religious pioneer(sad-ti ̄rthakara) and the seventy three fold-tapas. Examining the past seven Buddhas and the history of universe(loka) and mankind, we can know that second volume takes on the theological character and the third one includes the historical theme.
