핀란드의 극우 포퓰리즘 정당에 관한 연구: 핀란드인당(Finns Party)를 중심으로

이 논문은 2011년 총선에서 비약적 성공을 이룬 뒤 2015년, 2019년, 2023년 총선에서 4회 연속으로 높은 득표율을 올리며 지위를 공고히 한 핀란드의 극우 포퓰리즘 정당에 관한 체계적 분석을 제공한다. 반조세, 반복지국가 의제를 통해 도시 중산층 중심의 신자유주의적 우파 포퓰리즘으로 출발한 덴마크, 노르웨이 사례와 달리 핀란드의 우파 포퓰리즘은 전후 농촌-소농 기반의 우파 포퓰리즘 정당(농촌당, SMP)으로 출발했다. 1995년 핀란드인당(PS, Finns Party) 창당을 계기로 현대적 우파 포퓰리즘으로의 변화가 시작되었고, 2017년 리더십 교체와 노선 변화를 통해 극우 포퓰리즘 정당에 가까운 모습으로 변화하였다. 2015년 연정 참여 후 지지율 하락과 분당 사태를 겪었으나 불평등 심화와 난민 위기 등 급격한 사회변동에 따른 대중의 불만과 불안을 효과적으로 조직, 동원하는 데 성공했고, 2023년 총선 이후 다시 연정에 참여하고 있다. 북유럽 우파 포퓰리즘의 중요한 버전이라 할 수 있는 핀란드 사례는 극우 또는 우파 포퓰리즘 정당의 성공 요인, 기성 정당과의 전략적 관계, 연정 참여의 양면적 효과, 그리고 향후 북유럽 민주주의와 정당체제의 변화 전망 등에 중요한 정보와 통찰을 제공한다. This paper provides a systematic analysis of the far-right populist party in Finland, which consolidated its position after its breakthrough success in the 2011 general election, garnering high vote shares in four consecutive elections in 2011, 2015, 2019 and 2023. Unlike the Danish and Norwegian cases, which began as a neo-liberal right-wing populism centred on the urban middle class with an anti-taxation and anti-welfare state agenda, Finnish right-wing populism began as a post-war rural and small farmer-based right-wing populist party (SMP, Rural Party of Finland). Its transformation into a modern right-wing populist party began with the founding of the Finns Party (PS) in 1995. Through a leadership change and a shift of political and policy line in 2017, it has become closer to a far-right populist party. After joining a coalition government in 2015, it suffered a decline in popularity and a deadly split of the party, but it succeeded in mobilising public discontent and anxiety in the wake of rapid social changes, including deepening inequality and the European Refugee Crisis. It takes part in a coalition government again after the 2023 general election. As a significant version of Nordic right-wing populism, the Finnish case provides useful information and insights into the success factors of far-right or right-wing populist parties, their strategic relationships with established parties, ambivalent effects of coalition participation, and the prospects for future changes in Nordic democracy and party systems.
A Study on Pitch Period Detection AlgorithmBased on Rotation Transform of AMDF and Threshold

As a lot of researches on the speech signal processing are performed due to the recent rapid development of the information-communication technology, the pitch period is used as an important element to various speech signal application fields such as the speech recognition, speaker identification, speech analysis, or speech synthesis. A variety of algorithms for the time and the frequency domains related with such pitch period detection have been suggested. One of the pitch detection algorithms for the time domain, AMDF (average magnitude difference function) uses distance between two valley points as the calculated pitch period. However, it has a problem that the algorithm becomes complex in selecting the valley points for the pitch period detection. Therefore, in this paper we proposed the modified AMDF(M-AMDF) algorithm which recognizes the entire minimum valley points as the pitch period of the speech signal by using the rotation transform of AMDF. In addition, a threshold is set to the beginning portion of speech so that it can be used as the selection criteria for the pitch period. Moreover the proposed algorithm is compared with the conventional ones by means of the simulation, and presents better properties than others.

Conventional slinding genioplsty has the risk of mental nerve injury after operation and difficult to correct vertical asymmetry of chin. So, authors propose a new genioplasty to correct asymmetry of chin. Switching genioplasty is a modification method of conventional genioplasty. Between mandibular right and left canine, osteotomy line of triangular shape make until mandibular lower border. In large side, osteotome line of wedge shape is added to reduction. After osteotomy, segment of wedge shape was separated from chin. Distal segment was rotated to reduction side. Because of rotation of distal segment, space is made in opposite side. Seperated segement of wedge shape from large side is switched this space to fill. So, stability of distal segment is achieved. Authors applied to swiching genioplasty the patients who was remained the chin asymmetry after both sagittal split ramus osteotome was done because mandible asymmetry. After operation, patient and operator were satisfied with excellent esthetic results without any other complication. The switching genioplasty is effective surgical technique for chin asymmetry because it has more advantages than conventional sliding genioplasty. First, other donor side does not need for bone graft. Second, the switching genioplasty can reduce infection, bone resroption, dehiscence, capsular contraction after allograft. Third, have little mental nerve damage. Forth, anteroposterior correction is possible. Fifth, operation time is less than other genioplasty for chin asymmetry.

In the study, tensile, compression and in-plane tests about longitudinal direction of glass fiber were performed. Also, to obtain the material properties of GFRP fabric composite, tensile test was performed. All test were performed by the test method of ASTM. Maximum compressive strength was smaller than the maximum tensile strength at the longitudinal direction test results. Elastic modulus of the tensile and compressive was almost similar at the compression test results in the longitudinal direction. Based on the GFRP fabric composite test results, GF91 was showed good performance at maximum compressive, maximum strain and elastic modulus.
