    The purpose of this study is to find a way to invigorate school life-long education. To meet this goal, 'social capital theory' and 'school life-long education theory for adults' were specially examined. Furthermore, the participants' recognition of promoting social capital through elementary school life-long education was also the object of the analysis.
    The contents of the study to attain these aims are as follows:
    First, what was the theoretical basis of elementary school life-long education, and how is elementary school life-long education managed? How has it developed? How has it been discussed?
    Second, how has the civil society been discussed as one of social capital's components? How do the participants affect the civil society?
    Third, how has trust been discussed as one of the social capital components? How does the school life-long education program affect the participants in establishing trust?
    Fourth, how has networking been discussed as one of the social capital components? How do the participants form networks through school life-long education programs?
    To carry out the tasks stated above, documentary research and survey research were done at the same time. Adult learner theories, social capital theories, and some documents about the status of school life-long education management were examined. Also, pieces of research, theses, and dissertations on the relation between school life-long education and social capital were explored. In addition, a survey was conducted, having elementary school life-long education program participants as my target, and the results were analyzed.
    The major findings of this study are as follows:
    First, elementary school life-long education is for all community members; however, most of the participants are the students' parents. Moreover, they participated because they thought it would be helpful in educating their own children. Men preferred heath and sports programs, while women and city dwellers preferred hobby, entertainment and leisure programs. The participants' satisfaction with the programs in small communities marked higher than in small, medium-sized, and large cities.
    Second, social capital is the sum of the attainable resources such as social engagement, network, and trust through the interaction of the individuals. Among them, civil society engagement allows the citizens to join formal or informal organizations, to collaborate in solving local problems, and to exchange information. The change of the civil society engagement through school life-long education was different according to the participant's gender, region, age, and income. In the gender aspect, the change of engagement occurred on micro level. In the local aspect, large cities had a lot of changes at micro and mid-range level, while small and medium-sized cities had many changes at macro level.
    Third, trust as a component of social capital was analyzed by dividing it into two parts: trust in behavior occurrence and expectation towards other's help. At the micro level, school life-long program participant's trust was in the highest level among those who had had higher education and higher incomes in larger cities. In the mid-range level of the trust, it was stronger among the participants who had had education of junior college or below it. In the institutional level of trust, the change of the trust degree was higher among the participants who had graduated from junior colleges.
    Fourth, networks in social capital includes all kinds networks among people, whether they are formal or informal networks. The change of networking among the participants of the school life-long education program was different according to the participant's region and gender, while there were no significant differences in the aspect of education level and incomes. In the aspect of social meetings, the engagement was more active in Seoul compared to any other city. In the change of family meetings, females were more actively engaged. In the aspect of neighborhood meetings, the engagement was the most active in large cities and small towns. At the mid-range level, females were more active in participating in school events. There were more people who had had education of junior colleges or below that, and people who were office workers or unemployed. In the local events, the change of the participation was the highest in small towns. At the micro level, it was much related to the region regardless of the genders, education, incomes, and school life-long education.
    The conclusion based on the results of the analysis are as follows:
    First, school life-long education system offers an open learning space for the community members. Therefore, we, education-related people, must revitalize it as a local education and culture center which leads the education and culture of the region through a positive manner and the systematic education system.
    Second, school life-long education is to lead the citizen's social participation. The participants of school life-long education create informal meetings with neighbors or other residents through educational activities. This solves the problems concerning themselves, their family, and their region. Plus, they are participating in self-regulatory meetings by exchanging information.
    Third, school life-long education is to build trust among the citizens. The participants of the school life-long education can have trust in individuals and systems by partaking in formal educational activities and having a good relationship with vital people.
    Fourth, school life-long education is to establish a network among the citizens. The participants of school life-long education can form a network with the friends of their children, as well as their children, homeroom teachers, other teachers, and other participants. This can be advantageous to solve familial and regional problems.
    A society of life-long learning offers opportunities to those who want to learn regardless of time and place. As Korea lacks infrastructure for a life-long learning society, expanding elementary school life-long education is the best way to secure national competitiveness in a sense that it could construct life-long learning society early.

    본 연구의 목적은 사회적자본과 성인대상 학교평생교육을 이론적으로 탐색하고, 초등학교 학교평생교육의 운영 실태를 파악하여, 학교평생교육에 참여한 학부모 및 지역주민들을 대상으로 사회적자본 형성에 관한 인식을 분석함으로써 학교평생교육의 활성화 방안을 모색하는 데 있다.
    이 연구의 목적을 달성하기 위해 연구문제를 다음과 같이 설정하였다.
    첫째, 학교평생교육의 이론적 기반은 무엇이고, 운영실태는 어떠한가? 초등학교평생교육이 어떻게 발전해왔고, 논의되고 있는가?
    둘째, 사회적자본 구성요소 중에서 시민사회는 어떻게 논의하고 있으며, 초등학교평생교육 참여자는 시민사회참여에 어떠한 영향을 미치는가?
    셋째, 사회적자본 구성요소 중에서 신뢰는 어떻게 논의되고 있으며, 학교평생교육 참여자는 신뢰형성에 얼마나 많은 변화를 가져오는가?
    넷째, 사회적자본 구성요소 중에서 네트워크는 어떻게 논의되고 있으며, 학교평생교육 참여자는 네트워크를 어느 정도 형성하였는가?
    위에 제시된 연구문제를 규명하기 위해 문헌연구와 조사연구를 병행하였다. 문헌연구를 통해서 성인학습자의 이론, 사회적자본, 학교평생교육 운영현황, 학교평생교육과 사회적자본과의 관계에 관한 연구물, 학위논문, 학술자료 등의 문헌을 분석하였고, 조사연구로는 학교평생교육 참여자를 연구대상으로 설문조사를 실시하여 사회적자본 형성에 대한 참여자의 인식을 분석하였다.
    이상의 연구과정을 통해 얻어진 연구 결과는 다음과 같다.
    첫째, 초등학교평생교육은 정규교육과정이외의 시간을 활용하여 모든 지역주민들을 대상으로 이루어지는 교육활동이다. 그럼에도 불구하고 이 교육활동에 참여자는 지역과 상관없이 대부분이 학부모이며, 이들은 자녀교육에 도움이 되기 때문에 참여하는 것으로 나타났다. 또한 남성은 건강보건, 스포츠 교육, 유익한 교육프로그램, 여성과 대도시 지역 주민들은 취미, 오락 여가활용 프로그램을 선호하였고, 프로그램 만족도의 차이는 읍면지역의 참여자가 대도시나 중소도시의 참여자들보다 높은 편이었다.
    둘째, 사회적자본은 물적자본과 인적자본과는 달리, 사회구조 내에서 개인 간의 상호작용을 통하여 사회 참여, 네트워크, 신뢰 등으로 획득 가능한 자원의 총합이다. 사회적자본 구성요소 중, 시민사회참여는 시민들이 공식적·비공식적 조직에 참여하고 합력함으로써 지역사회 문제를 해결하고, 정보유통의 경로로 이용하는 공간이다. 학교평생교육을 통해 시민사회 참여변화는 성별·지역별·연령별·수입별로 차이가 나타났다. 성별에서는 미시적 수준에서 참여변화가 많았고, 지역별로는 미시적·중범위적 수준에서 대도시 지역에서 많은 변화를 알 수 있었고, 거시적 수준에서는 중소도시가 높게 나타났다.
    셋째, 사회적자본 구성요소 중에서 신뢰는 행위발생에 대한 믿음, 타인의 협조에 대한 기대로써 사적·중범위적·제도적 신뢰로 구분하여 분석하였다. 학교평생교육 참여자들의 미시적 신뢰변화는 고학력, 고소득, 대도시일수록 신뢰도가 높았다. 중범위적 신뢰에서는 전문대졸 이하의 학력을 가진 참여자가 신뢰도가 높았고, 제도적 신뢰에서 정부기관 및 공직자 신뢰 정도의 변화는 전문대졸 참여자가 높은 것으로 나타났다
    넷째, 사회적자본 중에서 네트워크는 사람들 사이의 모든 종류의 그물망으로써 형식화·비형식화된 상호작용 체계이다. 학교평생교육 참여자들의 미시적 수준의 네트워크 변화는 지역과 성별에 따라 차이가 나타났고, 학력, 수입학교평생교육과의 관계에서는 유의미한 차이가 없는 것으로 나타났다. 사교모임 변화도에서 특별시가 높았으며, 가족모임참여도는 여성이 높았고, 반상회는 대도시와 읍면지역에서 높게 나타났다. 중범위적 수준에서 여성의 학교행사 참여도가 높았고, 학력은 전문대졸 이하, 직업은 사무직과 무직이 높았다. 지역축제 참여도 차이변화는 읍면지역이 가장 높게 나타났다. 거시적 수준에서는 지역과 많은 관계가 있으며, 성별, 학력, 수입, 학교평생교육과의 관계에서는 유의미한 차이가 없었다.
    이상의 연구결과를 바탕으로 도출된 연구의 결론은 다음과 같다.
    첫째, 평생학습사회에 지역주민을 위한 열린학습공간으로서의 학교평생교육제도는 교육관계자들의 적극적인 자세와 체계적인 교육 시스템 구축을 통해서 더욱 활성화되어야 하며, 지역교육·문화를 선도하는 주역으로 자리매김하여야 할 것이다.
    둘째, 학교평생교육은 시민사회참여 교육이다. 학교평생교육 참여자들은 교육활동 모임이외에도 이웃과 지역주민들과 비공적인 모임을 형성하여 개인과 가정, 자녀, 지역문제를 해결하고 정보를 교환하며 자율적 결사체에 적극적으로 참여하고 있었다.
    셋째, 학교평생교육은 신뢰형성을 위한 교육이다. 학교평생교육 참여자는 공식적인 교육활동으로 중요한 타인들과의 빈번한 접촉을 통하여 개인과 제도에 대한 신뢰를 형성할 수 있다.
    넷째, 학교평생교육은 네트워크 형성을 위한 교육이다. 학교평생교육 참여자들은 자기자녀 뿐만 아니라 자녀 친구들과의 관계망, 담임교사와 비담임교사와의 관계, 참여자들과의 관계 등을 형성할 수 있다. 이를 통해 가정 및 지역문제를 해결하는데 유리한 지점을 확보할 수 있다.
    평생학습사회는 누구나 어디서나, 언제나 학습할 수 있는 기회의 장이 제공되는 사회이다. 평생학습사회의 인프라가 매우 부족한 실정인 우리나라의 경우, 모두를 위한 평생학습 사회의 교육·학습체계를 조기에 구축하는 의미에서도 초등학교평생교육 활성화는 국가 경쟁력을 제고시킬 수 있는 지름길이라 하겠다.
