평생학습체제를 위한 초등교육의 방향과 과제 = Directions and Tasks of Elementary School Education under The lifelong Educational System

국문 초록 (Abstract)

본 연구는 평생학습사회를 다시 생각하게 하는 학습관의 변천과 초등교육의 반성과 과제, 그리고 최근에 학교교육에 큰 시사점을 던져주는 '주5일 수업제'를 중점적으로 고찰해 봄으로써 오늘의 시점에서 초등교육을 반성해 보고, 그 과제에 대하여 탐색해 보고자 하였다.
이를 위하여 초등학교 교육활동은 교사와 학생, 학부모, 지역사회와의 긴밀한 협조 체제를 필요로 하고, 학교 실정에 따라 학생들이 지역사회의 문화 체험활동이나 탐구활동을 할 수 있는 공간 마련과 체험 프로그램의 확보 및 지도 방법이 우선 고려되어야 한다. 또한 지역의 교육 프로그램이나, 문화·체육시설, 문화 센터 같은 곳이 학교 교육과 연계될 수 있도록 종합적인 안내 시스템 구축 및 지역 차원의 지원과 상호 협조체제가 병행되어야 한다. 현재 진행되고 있는 주5일 수업제는 학부모와 교사가 각각 주5일 근무를 하지 않는 조건에서 운영되어지는 성격이 강하므로 완전한 「주5일 수업제」의 실시를 위해서는 교사는 희망에 따라 학교프로그램 지도교사나 지역프로그램 자원봉사자로 지역사회 프로그램을 지원하는 역할을 담당해야 할 것으로 판단된다.
그리고 주5일 근무제가 완전히 정착하지 않은 상태로, 학교에서 운영하는 프로그램을 담당하는 교사에 대한 휴무를 배려해야 하며 이를 위해 그 프로그램과 담당교사의 시간운영, 학교관리 및 예산 등 제반 사항을 체계적으로 고려해야 한다.

다국어 초록 (Multilingual Abstract)

It has been demanded to intensify the functions of elementary school education to build the society for lifelong education in parallel with rapidly changing and escalating view of learning. Such demand has been necessitated to respond to the needs to earn and utilize incessantly new information and knowledge for the whole period of life in this knowledge-based society of the 21st century. In the age of lifelong education, the object of education is not confined to young children and the youth with teachers having initiative in teaching but is expanded to the public with learners playing central role in self-directed learning with a view to improve their own living quality. In line with the shift to the lifelong educational system, emphasis is given to the functions of elementary school as community center providing educational resources and chances of learning to the residents in customer-oriented and self-initiated manner in addition to its essential role as institution providing basic and compulsory education.
As noted above, the role of elementary school in building a lifelong educational society should be newly found in its functions as cultural center of local community whose prototype was the local school (community school) in the past. Under the new system, the principal of each school should exert him- or herself to get facilities, resources and information for social education from communities in cooperation with school operation committees. Schools should take charge of teaching adults, not to speak of children, by opening doors to public for upbuilding education of community people and volunteers of various welfare institutions. Under the new educational system, there will no more be boundaries among school, family and society in exchanging and sharing information and physical and personal resources in close, organic and mutual cooperative way.
