사전규제의 폐지 및 사후규제로의 전환 법리 연구

Currently, the National Assembly has submitted laws such as the Regulation Sandbox Act, which is a set of regulations reform bills, but it has not yet been passed. Moon Jae-in, the president 'Regulatory reform meeting' Regulatory Reform, chaired by the policy of the enhanced through efficient, but the quality enhancement, etc in the regulations and to empower.Major national goals by pushing ahead with the regulatory reforms and a practical agenda. If the first stage of regulation reform, which has been focused on the number of regulatory reforms in Korea for nearly a year since March 2014, has focused on quantitative reform, the recent second stage of regulation reform will have great impact. The existing regulatory reform was to keep the regulations centered on entry regulations, change the licensing rights from strong regulations to weak reporting, or simplify the legal requirements and procedures of regulations. However, the government is allowed to change the licensing system to a report system, or to mitigate regulations that simplify the legal requirements and procedures of regulations, to be regulated by the administrative authorities before starting or operating the business. Therefore, the government should not be regulated in advance in order to guarantee the freedom of business, which is guaranteed as the fundamental right of the Constitution by allowing venture start-ups and businesses to be started up freely. In the course of such free operation, the government changed the method of administrative fines that served as an entry barrier to business, and the free operation of the people without prior regulation. 현재 국회에는 규제개혁을 위한 법률안들인 규제샌드박스법률안 등이 제출되어 있으나 아 직 통과가 되지 않은 상태이다. 문재인 대통령은 '규제혁신회의'를 직접 주재하면서 규제개혁 의 정책 체감도를 높여나가는데 역량을 강화하기로 하고 규제품질의 선진화 등의 실천의제를 선정하여 규제개혁을 주요 국정과제로 하여 추진하고 있다. 2014년 3월부터 1년 여간 추진해온 1단계 규제개혁이 전체적인 규제개혁의 숫자에 중심 을 두는 '양적 개혁'에 초점을 맞췄다면 최근의 2단계 규제개혁은 파급력이 큰 규제 혁파에 중심을 두는 '질적 개혁'에 규제개혁의 중심을 두고 있는 것이 특징이다. 기존의 규제개혁은 진입규제를 중심으로 하는 규제 자체는 존치시킨 상태에서 강한 규제 인 인·허가를 약한 규제인 신고제로 변경하거나, 규제의 법정 요건이나 절차를 간소화하는데 그치는 규제완화가 주된 것이었다는 한계가 있었다. 그런데 인허가제를 신고제로 변경한다든가 규제의 법정 요건이나 절차를 간소화하는 규제 완화는 여전히 창업이나 영업을 하기 전에 사전에 행정당국에 의해 규제를 받도록 하고 있기 때문에 일종의 진입장벽으로 기능할 여지가 있어서 자유롭게 창업이나 영업을 하는데 장애로 작용하고 있다. 따라서 스타트 업 등 벤처 창업이나 영업을 자유롭게 할 수 있도록 하여 헌 법에서 기본권으로 보장하고 있는 영업의 자유를 보장하기 위해서는 사전에 행정당국으로부 터 규제를 받지 않게 하는 것이 중요하다. 이처럼 창업이나 영업을 하는데 진입장벽 수단으로 기능하고 있는 사전규제방식을 전환하 여 사전에 규제를 하지 않는 자유영업을 원칙으로 하면서, 이러한 자유 영업을 하는 과정에 서 국민이나 경제에 유해한 결과를 발생시키면 그 때에 과태료, 과징금, 영업정지 등의 행정 적 제재를 가하는 사후규제방식으로 전환하는 것이 중요하다.

RF통신을 이용한 전광판 시스템의 구현

최근 많은 분야에서 사용되고 있는 RF(Radio Frequency)를 이용하여 원거리에서 무선으로 소형전광판에 문자 데이터를 보낼 수 있도록 하여 손쉽게 문구를 바꿀 수 있는 광고용 전광판을 구현하였다.구현된 전광판은 소프트웨어 부분과 하드웨어 부분으로 나누어서 살펴보면, 사용자로부터 전광판에 표시하려는 문장을 IBM PC에 입력받아서 전광판으로 송신하도록 하는 윈도우용 프로그램과 전광판에 표시될 데이터를 무선으로 수신 받아서 전광판에 표시하도록 해주는 프로그램이 전광판에 사용되는 소프트웨어가 되겠다.IBM PC에서 전광판으로 데이터를 보내고 전광판에서 그 데이터를 받기 위해서 RF모듈을 사용하였고, 전광판에 수신된 데이터를 전광판에 표시하기 위해서 마이크로컨트롤러를 사용하였다.구현된 전광판은 16×16크기의 도트 매트릭스를 각각 12개씩 사용하여 문자열 2줄을 표시할 수 있도록 제작하였다 한 문자를 표현하는데 한 개의 도트매트릭스가 사용되므로 표시될 문자는 16×16도트에 맞는 문자 폰트를 가지며, 문자 폰트를 나타내는 방법은 완성형과 조합형이 있으나 프로그램을 간단히 하기 위해서 완성형을 사용하였다.

분얼형 옥수수의 식물학적 특성과 RAPD 분석에 의한 근연관계

분얼형 옥수수 자석계통의 식물학적 특징, 유전적 거리를 조사하여 새로운 교잡종 육성을 위한 기초자료를 얻고자 실험 한 결과를 요약하면 다음과 같다. 1. 개화기에 있어서 조사된 20계통 중 K15가 가장 빨랐고 K07이 가장 늦은 개화소요일수를 보였다. 2. 간장과 착수고는 비슷한 경향으로 보며 K04가 가장 컸고, K15가 가장 작은 것으로 나타났다. 3. 상관 분석 결과 분열수는 개화기 및 출사기와 고도의 정의 상관을 보였으며, 100립중은 개화기, 이삭높이와 고도의 부의 상관을 가지고 있다. 4. RAPD 분석결과 17개의 BAND가 나타났고 이중 1개만이 monomolpic band를 보였으며, primer 당 평균 4개의 loci를 보였다. 5. 유전적 거리와 식물학적 특성간에는 개화기, 분얼수, 엽장과 100립중에서 관련이 있었다. This study was carried out to obtain a basic information for the development of a new corn hybrid with tillers. Materials used in this study were 20 lines having three to four tillers per plant including the PI213749 U S line with non-tillers. These 20 lines were compared for the botanical characteristics and genetic distances were measured using RAPD analysis. Flowering date of the K15 was very earlier. while the K07 was very late in flowering date. Stem height and ear height were similar except for KO4 and the K15. K06, K13 and K19 lines were appeared to be resistant to lodging due to decreased ear height. Number of tillers per plant of lines used were shown three to five on average. KO9 showed the highest kernel yield, while the K08 was low. Among characteristics measured tiller per plant and flowering dates, and silking dates showed a positive correlation, while 100 kernels weight, flowering date and ear height were shown a negative with tillers per plant. A total of 17 bands by RAPD analysis using four per primer were appeared and these lines were classified into three groups, especially the third group could be classified into of four sub-groups.

GOOSE 메시지를 이용한 거리계전 IED의 성능 향상

IEC 61850 is the worldwide protocol for the substation automation system. IEG 61850 transports the information which consists of a different format what the information is. If the Information needs real time transmission, GOOSE will be used. And, if the remote current information can transport from a local differential IED to a local distance IED using GOOSE, the distance IED can eliminate the reactance effect. This method improve reliability of the transmission line protection.

Under Matrimonial Causes Act, 1973, ancillary relief in connection with divorce proceedings are maintenance pending suit, financial provision orders, property adjustment, and orders for sale of property. In contrast to the lack of guidance in relation to maintenance pending suit, there are complex provisions which the court must follow in exercising its powers to make other orders. The scheme of the legislation is, in outline, as follows : (a) It is the duty of the court in deciding whether to exercise its powers and, if so, in what manner to have regard to all the circumtances of the case, first consideration being given to the welfare while a minor of any child of the family who has not attained the age of 18 : MCA 1973,s.25(1) (b) As regards the exercise of the powers to make financial provision orders, property adjustment orders, or orders for the sale of property in relation to a party to the marriage it is provided that the court shall 'in particular have regard to' certain specified matters : s. 25(2) (c) The Act also directs the court 'in particular' to have regard to certain specified matters as regards the exercise of its powers to make such orders in relation to a child of the family : s. 25 (3),(4). (d) Finally, the Act contains a number of provisions designed to direct the court's attention to the principle of self-sufficiency, and to facilitate, in appropriate cases the making of a 'clean break' between the parties to the marriage : s. 25A.

空氣小銃射擊의 命中率에 關한 硏究(II)

空氣小銃射擊의 命中率에 關한 要因을 把握하고자 前報에 이어 1980年에서 1981年까지 各射擊大會에 參加했던 咸德中學校 10m 空氣小銃射擊選手 男子 4名을 對象으로 命中率과 精神條件 및 Biorhythm을 調査 分析한 結果 다음과 같은 結論을 얻었다. 各大會別 命中率과 꼭 一致하지는 않지만 精神條件의 成績이 優秀할수록 命中率도 높았으며 個人選手別로는 B가 命中率 369.5点(92.38%)에 精神條件 43.83点으로 가장 높았고, C는 命中率 360.33点(90.08%)로 가장 낮았으며 精神條件에서도 36.5点으로 劣等한 成績을 나타내고 있다. 이와는 달리 D의 경우는 命中率 364.17点(91.04%)인데 精神條件은 35.83点으로 가장 낮은 成績을 보이고 있어 精神條件만 安定시켜준다면 좋은 成績이 期待되리라 본다. Study was made to investigate the factors affecting the hit ratio of air rifle during the six National Shooting Contests. Four marksmen from Ham-duk middle school boys were participated in this survey. The mental stability before shooting was examined and classifed as A (40.83 point), B (43.83 point), C (36.50 point) and D (35.83 point). A core-lationship between the hit ratio and mental stability, biorhythm were analized. The hit ratio was not consiant with the mental stability before shooting but there were tendency toward the higher hit ratio in the marksmen with stable mental condition than unstable marksmen. Hit ratio was recorded in A 90.29%, B 92.28%, C 90.08%, D and 91.04%. It was suggested that the hit ratio can be improved by making stable mental condition of marksmen before shooting.

Air quality monitoring is a primary activity for industrial and social environment. The government push for pollutants that must be monitored. Especially, the VOCs(Volatile Organic Compounds), which are very harmful for human and environment, should be controlled under the government policy. We have been developed a VOCs measurement system which recognize various kinds and quantities of VOCs, such as benzene, toluene, and xylene(BTX). Especially, we designed sensor array with various kinds of gas sensor and ANN(Artificial Neural Network) algorithm. The measured values for BTX have errors of 1~4ppm.
