        자치단체의 독서진흥조례 내용분석

        The purpose of this study is to investigate and analyze present condition of enactment and enforcement of regulation for reading culture promotion which is a local statute of the autonomous community of Korea to suggest effective improvement methods for operation of ordinance and regulation. In this research, literature review and regulation analysis were conducted and investigated. The results of this study are as follows. 1) There were 77 ordinances of reading related local statutes of 245 metropolitan and primary local authority and 7 regulations. 2) Ordinances and ordinance regulation of the local government and local government of education are being named variously. 3) Composition of ordinances ordinance regulation were not systematic due to diverse contents of ordinance by local government according to the names of ordinance, and they overlapped with similar contents in general. 4) There were 10 ordinances and 2 official orders for the abolished reading related local statutes of the local government until today. This study suggested the following methods to vitalize the reading culture promotion policy. 1) It would be necessary to improve awareness by promoting the reading promotion policy. 2) Optimal name for local statute and ordinance that considered the environment of reading promotion of local statue need to be assigned, and contents of the ordinance regulation related to reading needs to be consistent. 3) Local statutes need to be established by collecting enough opinions of residents or specialists after thoroughly examining problems of the ordinance before abolition. 이 연구는 우리나라 지방자치단체의 자치법규인 독서문화진흥을 위한 조례의 제정과 시행에 대한 현황과 내용을 조사․분석한 후 조례와 규칙의 운영에 대한 효율적인 개선방안을 제시하는데 있다. 이를 위해 문헌고찰과 관련 조례를 조사․분석하였다. 연구의 결과는 1) 전국 245개 광역 및 기초자치단체가 운영 중인 독서관련 자치법규는 조례가 77건, 규칙이 7건으로 나타났다. 2) 지자체와 교육지자체의 조례와 규칙명칭이 다양하게 나타나고 있다. 3) 조례와 규칙의 명칭에 따라 내용의 구성요소가 다양하게 나타나고 있으며, 같은 조례 규칙의 명칭을 부여하고 있음에도 서로 다른 구성요소를 가지고 있다. 4) 현재까지 폐지된 지자체 독서관련 자치법규는 조례 10건, 훈령 2건으로 나타났다. 이에 독서문화진흥정책의 활성화를 위한 방안을 제시하면 1) 독서진흥정책 홍보를 통한 인지도를 개선해야 한다. 2) 지자체의 독서진흥의 환경을 고려한 최적의 자치법규 조례명칭을 부여해야 하며, 조례 규칙의 내용은 통일성을 가져야 한다. 3) 조례는 폐지하기에 앞서 폐지 후 나타난 문제점을 면밀히 살펴본 후, 주민들이나 전문가들의 의견을 충분히 수렴한 후 대체 자치법규를 제정하여야 한다.

        7000계 Al 합금의 확산접합에 관한 연구

        To investigate the properties of diffusion bonding of 7050 Al alloy, the diffusion bonding joints have been produced in self-made diffusion bonding hot-press which admits a defined application of the bonding pressure during the heating phase and also rapid cooling after the bonding process with various bonding condition. The strength of the bond increases with increasing the bonding time and temperature. Shear test at toom temperature showed that high strength up to 70% that of parent metal (320㎫), 220㎫ for the specimen bonded 14hr at 560℃, with 3㎫. In this case, however, there is large deformation more than 20% reduction in thickness. The results were correlated with joint characteristics found by optical microstructure and by fractography by SEM. When the strengths of the bonds are more than 50% that of parent metal, a great deal of dimples stretched along the direction of shear stress are observed over the fractured surface of the bond. On the microstructure of the bond line, initial mophology of the bond line disapeared for the grain boundary migration with increasing tire bonding time.

        Al-Li계 합금의 초소성에 관한 연구

        The effects of alloying elements on the superplastic properties of Al-Li based alloys had been investigated. The intermediate thermo-mechanical treated(ITMT) Al-2.0wt%Li, Al-2.0wt%Li-1.0wt%Mg, Al-2.0wt%Li-0.12wt%Zr and Al-2.0wt%Li-1.2wt%Cu-1.0wt%Mg-0.12wt%Zr alloys were tested in tension at various temperature (400, 450, 500 and 550℃) and strain rate(6.7×10^(-3), 1.0×10^(-2), 1.6×10^(-2) and 5.0×10^(-2)/sec). The results were as follows : The superplasticity in binary, ternary and pentanary alloys appeared at 500 to 550℃, and good strain rate for superplasticity, 1.6×10^(-2)/sec∼1.0×10^(-2)/sec for a binary alloy and 1.0×10(-2)/sec∼6.7×10^(-3)/sec for ternary and pentanary alloys. A Zr-added ternary alloy had best value of elongation (730%) in four alloys at 550℃ of tension temperature and 1.0×10^(-2)/sec of strain rate. The strain rate was greatly dependent on tension temperature and true strain rate was more than 1.0 at all test temperature and strain rate. In binary and Mg-added teranry alloys, the necks were slightly formed and their fracture surface had lips shape, but Zr-added ternary and pentanary alloy fractured along the grain boundary without necking. Their dislocations moved to grain boundary during superplasticity deformation and arranged perpendicular to grain boundary. Superplastic deformation was made by grain boundary slip of dislocation slip creep and model of core and mantle.

        This study has implemented to accomplish three goals that help for Gyeongnam Province’s decision making about the industrial policies in new & renewable energy area. The first goal is to find the promotion conditions through the analysis of global market trends of photovoltaic and wind energy industries. The second goal is to scrutinize the actual situations and to summarize the demand for policies of small and medium-sized business in Gyeongnam Province area. The final goal is to suggest some policy proposals to promote new & renewable energy industries in Gyeongnam province area. In the process of this study Ican find some facts as mentioned below. The global new & renewable energy industries had grown 28.2% annually during resent 5 years. Although the prices of polysillicon and solar cell were falling recently, global photovoltaic market has grown rapidly since 2008. Global wind energy market, like the photovoltaic market, has grown rapidly during 2005-2009 years, but the market size was reduced slightly in 2010. Also I can find that the Gyeongnam province area has many manufacturers in new & renewable energy industry and favorable environments such as the Gyeongnam province government’s policy direction, excellent national institutes (KIMS, KERI) and many universities. However, the results of research on the actual condition show some weaknesses of Gyeongnam province area as outlined below. First of all, almost the whole manufacturers are small-sized. They sales only 1.5 hundred million won on average in 2010, whereas medium-sized manufacturers sales 140 hundred million won on average in 2010. Almost every manufacturer has not exportexperiences and hasslightly ambiguous vision for the future global (and domestic) market, etc. My policy suggestions to promote new & renewable energy industries in Gyeongnam province area are as follows: Planning for photovoltaic industry, to draw up the TRM, to facilitate the construction companies’ subsidiaries in photovoltaic field, to set up technology forum for new & renewable energy industries, to survey the possibilities of marine photovoltaic industry in Gyeongnam province, to build zero-energy town, etc.
