In this paper, parameter studies on the engine cooling performance using CFD tools, UH3D. are presented, Heat exchanger and fan modeling was considered in UH3D. Various conditions of a SUV engine was investigated at different operating points concerning air flow rate into radiator and top water inlet temperature difference. Parametric studies which are excluding engine components, fan shroud thickness and engine locations were studies and evaluate their effect for engine cooling performance.
공익적 목적의 국유지 유효활용 촉진을 위한 관리제도 개선방안

본 연구 목적은 한국과 일본의 국유지 관련 정책변화와 성과 비교를 통해 국유지 유효활용 촉진을 위한 정책방향과 제도개선 방안을 살펴보는 것이다. 분석결과 일본은 사회적·경제적 변화에 따른 도시에서의 토지부족 문제해결과 공익적 사회수요에 부응하고자 적극적인 국유지 활용정책을 추진하고 있는 것으로 나타났다. 이를 위해 일본은 사회적 요구를 반영한 국유지 행정정책을 수립하고, 계획체계 속에서 국유지 활용증진 노력을 해 나가는 동시에 정책지원을 위한 관련 법령과 제도개선 작업을 함께 해 나가는 것으로 분석되었다. 반면 우리나라에서는 국유지 확대·활용 정책을 표방하고 시범개발 사업 등을 추진하고 있으나 제한된 범위에 그치고 있다. 실태분석 결과 토지이용 측면에서 관리가 미흡한 것으로 나타났는데, 현재 저이용 되고 있거나 미이용 되고 있는 국유지가 많은 것으로 나타났다. 국유지 관련 법령과 계획 그리고 관리·운용체계 분석결과를 바탕으로 한 시사점은 다음과 같다. 먼저 중 장기적인 안목에서의 국유지 정책수립이 필요하다. 현재 국유재산종합계획이 가지고 있는 중 장기 정책계획 성격과 연간업무계획 성격을 분리하여 장기적인 계획 속에서 국유재산 행정정책이 수립되고 추진 될 수 있는 환경조성이 필요하다. 둘째, 사회적 수요에 부응하기 위해 상대적으로 양호한 입지를 가지고 있는 저이용·노후 행정재산에 대한 적극적인 활용이 필요하다. 이를 위해 국유재산법 에서의 사용허가 대상과 기간 확대가 필요하다. 셋째, 현실적인 민간참여 방안과 제도개선 노력이 필요하다. 현행 국유재산법 틀 속에서 적용 가능한 방안으로 ‘장기토지임대 방식’ 도입을 검토할 수 있다. 이를 위해 국유재산법 에서의 사용허가 기간과 대부기간 현실화가 필요하다. 효율적인 국유지 활용의 출발은 국유지를 국민공유 재산으로 생각하는 인식의 전환에서 시작되어야 할 것이다. The purpose of this study is to observe the improvement plans and policy orientation in regards to promoting the utilization of state-owned properties through the comparison of state-owned property related policy changes between Korea and Japan. The result shows that Japan is aggressively promoting the utilization policies on state-owned properties in order to resolve the issues of urban land shortage and to gratify the public social demand in regards to its social and economic changes. Japan had established administrative policies for state-owned properties which reflect the social demand and promoted the utilization of state-owned properties in its systematic plans, while improving the policies and legislations related to the national policy support. Korea also advocates the policy for expanding and utilizing state-owned properties and promotes the demonstration development business. However, they are bound to the limited extent. It has been found in the analysis that there are unprofessional measures in regards to the management on land use. There are a number of state-owned properties that are in its low utilization or not utilized at all. The conclusion based on the analysis report of the state-owned properties related legislations, plans and management and operation system can be described as below. First of all, the state-owned property related policy should be established in the aspect of the medium- and long-term plan. This requires an environment development which can promote and establish the administrative policy for state-owned properties in the long-term plan while separating the characteristics of medium- and long-term policy plan and annual operation plan held for state-owned properties integrated plan. Second, there should be more aggressive utilization on administrative properties which are low-usage or decrepit yet relatively favorable in terms of their location in order to meet the social needs. It would require the target for utilization approval and term expansion in the National Property Act. Third, practicable private participation plan and system improvement efforts are required. ‘The long-term property lease’ can be a possible solution within the bounds of the National Property Act, and it would still require utilization approval period and lease period realization in consideration of the National Property Act. The change on the current awareness that the state-owned properties are national common property would initiate the effective utilization on state-owned property.

Optically compensated splay (OCS) mode, where the liquid crystals (LCs) are almost homeotropically aligned with rubbed surfaces at parallel directions and a mid-director orients parallel to the substrate,was known to show a wide-viewing-angle due to self-compensation effect. The device requires a setting voltage and phase transition time in order for LC to have a transition from almost vertical alignment to the splay state. The setting voltage, transition time, and response time of the device as a function of surface pretilt angle were studied. The results indicate that with decreasing surface pretilt angle in the OCS cell, both phase transition time and setting voltage decrease and response time becomes faster.

Background/Aims: Obesity is associated with gastroesophageal reflux disease (GERD). Leptin is a hormone which controls appetite and energy homeostasis. Alterations of its level in humans have been linked with obesity and related carcinogenesis. We postulated that the leptin level in plasma or tissues might be different according to the phenotype of GERD. We evaluated this hormone in patients with non-erosive reflux disease (NERD) and reflux esophagitis (RE) with demographic characteristics to confirm the postulation. Methods: The patients with typical GERD symptoms such as acid regurgitation and heartburn were prospectively enrolled and evaluated. The demographic data included body mass index, waist circumference, smoking, and the consumption of coffee. Rapid urease test was done to evaluate the status of Helicobacter pylori infection. We measured plasma leptin level along with the tissue level, which was obtained from the fundus of stomach. Results: A total of 44 patients were evaluated (RE 20 cases, NERD 24 cases). No demographic data was different between the two groups, except waist circumference (mean 88.6 cm in RE, 80.9 cm in NERD, p=0.006), smoking (45% in RE, 12.5% in NERD, p=0.021) and coffee consumption (85% in RE, 50% in NERD, p=0.025). The level of plasma leptin was not different between the two groups. The level of tissue leptin was also not different between the two groups with an increasing tendency in RE (mean 32.5 ng/mL vs. 28.0 ng/mL in NERD). Conclusions: We could not find any association between plasma and tissue leptin levels and the phenotype of GERD. However, increasing tendency in RE could afford to further studies in near future.
