권력의 소수집중화는 중앙 영역에서 뿐만 아니라 지역 영역에서도 심각하다. 특히 최근까지의 지역분할적 정당체제 하에서 권력의 소수집중화는 매우 심각한 수준에 있다. 이같은 지역정당체제가 상대적으로 약화된 지역에서 조차도 나타나고 있다. 예를 들면, 대전지역의 경우 정당의 유권자 분할구조에서 특정 정당이 압도적으로 독점하고 있지 않음에도 불구하고 지역사회내 지배집단의 역할을 수행해 왔음을 볼 수 있다. 본 논문은 이상과 같은 문제의식 하에 대전지역사회의 정치지형의 형성 및 변화과정과 특징을 밝히고, 향후 권력분산의 방항과 과제를 모색하려는 데 목적이 있다. 이를 위해 먼저 지역주의 형성과 재생산 메카니즘을 정체성의 정치와 관련해서 검토한다. 그리고 대전지역의 정치지형의 특징과 변화과정을 분석한다. 끝으로 대전지역의 지역주의 정치지형의 과제를 모색한다. 1987년 민주화 이후 최근에 이르기까지 대전지역의 정치지형은 특정 정당이 지역권력구조를 독점적으로 지배하는 지역주의 정치지형을 특징으로 해왔다. 대전지역의 지역주의적 투표는 김종필(JP)이라는 충청지역 출신의 정치지도자에 대한 지지로 나타난 것이지만, 영ㆍ호남 지역주의의 강화에 대한 일종의 반작용으로 나타난 측면도 강하다. 대전지역의 지역주의적 투표는 2000년 제16대 총선을 계기로 현저하게 약화되고 있음을 볼 수 있다. 이같은 현상은 JP의 정치적 영향력의 감소와 지역문제에 대한 유권자의 의식변화에 따른 필연적인 결과라고 할 수 있다. 최근 두 차례의 선거를 거치면서 대전지역의 정치지형은 새로운 형태로 변화하고 있다. 이같은 변화는 유권자의 지역주의적 투표가 연고투표 행태에서 이익투표 행태로 바뀌면서 나타난 결과이다. 이러한 투표행태는 일종의 정책선거의 산물이지만 새로운 유형의 지역주의적 투표임에 틀림이 없다. 따라서 대전지역의 정치지형은 과거와는 이념적으로 다르지만 새로운 특정 정당이 지역권력구조를 지배하는 지역주의 정치지형으로 전환될 개연성이 높다. 이럴 경우 지역사회에서 권력의 분산과 다원화 문제는 여전히 과제로서 남게 된다. 대전지역의 정치지형의 특성과 동태에 대한 분석을 통해 대전지역을 포함한 지역정치의 분권화를 위한 과제들을 제시할 필요가 있다. 첫째, 현행 소선거구 다수대표제 선거제도를 개선할 필요가 있다. 둘째, 지방선거시 나타나는 이른바 ‘패키지’ 투표행태를 방지할 수 있는 방안이 마련되어야 할 것이다. 셋째, 지방의회 및 지방의원의 권한이 강화되어야 할 것이다. 마지막으로 시민단체들 간의 연대활동이 활성화되어야 할 것이다. 결론적으로 지역정치가 민주화되기 위해서는 무엇보다도 지역 내의 정치적 행위주체들 간의 권력분립 내지는 권력주체의 다원화가 이루어져야 한다. 그러나 이러한 과제는 과잉대표되고 있는 지역독점적 정당이 존재하는 한 실현되기가 어렵다. 따라서 과잉대표 문제라도 시급히 개선될 필요가 있다. Political power in Korea has been said to be exclusively concentrated on small groups at the local as well as central political arenas. This problem has been particularly serious in the Korean political party system that has been dominated by regional cleavages until recently. but it has also been a distinctive feature even where regional cleavages have played relatively a minor role within Korea. This is the case of Daejeon area where powerful local political actors played a power elite role who almost exclusively governs the local politics. but where the party system itself is not dominated by a specific political party that represents a specific regional interests. Ever since the democratization in 1987. the political terrian of Daejeon area has been typically a political terrian exclusively based on the regionalism. until recently, where a specific political party has dominated local political power exclusively. The Kim Jong-pil effect. a famous politician from this region strongly affected voting behavior. has been the primary cause of this regionalism, but it also has been a reaction to the regionalism in other regions. such as Youngnam and Honam regions. However, as Kim loses his political influence and as voters' awareness on the perils of regionalism increases, voting pattern of regional preference has significantly diminished from the 16th National Election in 2000. Voting pattern of Daejeon area in recent two elections clearly shows this change. This new trend can mean a change in voting behavior from clientalism to interest-based voting pattern. It might be of course the product of a new trend in elections that voters began to respond policy issues significantly, but at the same time, it can also be said as a new version of regionalism. In this context, the political terrian of Deajeon area can be possibly dominated by a specific party that might dominate local political power structure in the future. In this case, the question is how pluralistic power distribution should be made and how overall political terrian should be developed into a polycentric pattern.

SPICE를 사용한 다결정 실리콘 TFT-LCD 화소의 전기적 특성 시뮬레이션 방법의 체계화

복잡한 thin film transistor-liquid crystal display (TFT-LCD) array 회로의 전기적 특성을 분석하기 위해서는 PSPICE나 AIM-SPICE와 같은 회로 시뮬레이터를 사용하는 것이 필수적이다. 본 논문에서는 SPICE 시뮬레이션을 위한 다결정 실리콘 (poly-Si) TFT 소자의 입력 변수 추출을 체계화하는 방법을 도입한다. 이 방법을 excimer laser annealing 및 silicide mediated crystallization 방법으로 각각 제작된 다결정 실리콘 TFT 소자에 적용하여 실험 결과와 잘 일치하는 결과를 얻었다. SPICE 시뮬레이터 중에서 PSPICE는 graphic user interface(GUI) 방식의 편의성을 제공하므로 손쉽게 복잡한 회로를 구성할 수가 있다는 장점이 있으나, poly-Si TFT 소자 모델을 가지고 있지 않다. 이 연구에서는 PSPICE에 다결정 실리콘 TFT 소자 모델을 이식하고, TFT가 이식된 PSPICE를 사용하여 poly-Si TFT-LCD 단위 화소 및 라인 RC 지연을 고려한 화소에 대한 전기적 특성을 분석하였다. 이러한 결과는 TFT-LCD 어레이 특성 분석을 위한 시뮬레이션을 효율적으로 수행하는데 기여할 수 있을 것으로 기대된다. In order to analyze the electrical characteristics of complicated thin film transistor-liquid crystal display (TFT-LCD) array circuits, it is indispensible to use simulation programs such as PSPICE and AIM-SPICE. In this paper, we present a systematic method of extracting the input parameters of poly-Si TFT for SPICE simulations. This method was applied to two different types of poly-Si TFTs, fabricated by excimer laser annealing and silicide mediated crystallization methods, and yielded good fitting results to experimental data. Among the SPICE simulators, PSPICE has the graphic user interface feature making the composition of complicated circuits easier. We added successfully a poly-Si TFT device model to the PSPICE simulator, and analyzed easily the electrical characteristics of pixels considering the line RC delay. The results of this work would contribute to efficient simulations of poly-Si TFT-LCD arrays.

충청 지역은 비록 유권자의 비중이나 의석 수에서는 전체의 10%만을 차지하고 있지만, 민주화 이후 선거에서 충청 지역이 차지하는 정치적 비중은 그보다 훨씬 컸었다. 특히 대통령선거에서는 소위 캐스팅 보터(casting voter)로서의 역할을 자주 수행해 왔으며, 국회의원 선거에서도 전체적인 정당 간 승패에 결정적인 영향력을 행사해왔다. 다가오는 20대 총선에서도 충청 지역은 전반적인 선거 결과에 중대한 영향을 미치면서, 동시에 전체 선거를 가늠하는 바로미터(barometer)가 될 것으로 전망할 수 있다. 그런데 충청 지역 정치가 최근 중대한 변화를 경험하고 있다. 가장 커다란 변화는 자유선진당이라는 지역정당의 몰락과 그에 따른충청 지역 내 양당구도의 형성이다. 이와 함께 세종시 건설, 과학비지니스벨트 등 지역의 이해관계가 걸린 대형 이슈가 사라짐으로써, 충청 지역주의가 가지고 있던 특징 중의 하나였던 실리적 속성도 잘나타나지 않고 있다. 그에 따라 일부에서는 충청 지역의 고유의 특성이 사라지면서 충청 유권자가 점점 더 수도권 유권자와 유사한 모습을 띠어가고 있다고 주장한다. 이 글은 이러한 일부의 주장이 근거가 없다는 전제에서 출발하고있다. 충청 지역 정치와 충청 지역주의가 최근 변화를 경험하고 있는 것은 분명 사실이다. 그리고 그것이 일정한 정치적 의미를 가지고 있는 것 또한 사실이다. 그러나 이러한 변화에도 불구하고 충청 지역주의의 고유의 특성은 상당 부분 지속되고 있으며, 그에 따라 한국의 선거에서 충청 지역이 가지는 중요성 또한 여전하다는 것이 이 글의 기본 관점이다. 이러한 관점 하에서, 이 글의 목적은 최근 충청 지역정치의 변화와 성격을 고찰하고 이러한 변화가 충청 지역주의에 미치는 영향과 그 정치적 의미를 논의하는 데에 있다. Although Chungchung region occupies only 10% of the whole electorate, the region’s political weight in the post-democratization Korean elections has been far greater than that. Especially in Presidential elections, the region has often performed the role of a casting voter, while playing a decisive role in determining the overall results in National Assembly elections. In the upcoming National Assembly election in 2016, the Chungchung region is also likely to be a barometer for the overall election results. The regional politics in Chungchung is experiencing some significant changes in recent years. Most importantly, the regional party(Liberty Forward Party) has disappeared, thus creating a two party(instead of a three party) competition in the region. Also, in the absence of major issues regarding the region’s vital interests such as Sejong City and Science Business Belt, the utilitarian nature of Chungchung regionalism has not been manifested in the recent elections. Some even suggest that Chungchung voters are becoming more and more like voters in Seoul Metropolitan areas. This paper is based on the premise that such an argument has no empirical basis. There is no denying that Chungchung regional politics and Chungchung regionalism are going through politically significant changes. It is the main perspective of this paper, however, that despite those changes major characteristics of Chungchung regionalism are still preserved, and that the importance of the region in Korean elections is little affected. With this perspective, this paper examines recent changes in the regional politics and then discusses the effects of those changes on Chungchung regionalism as well as their political meanings.
