자료포락분석(DEA) 기법을 활용한 도로이동오염원 저감대책의 효율성 분석

본 연구는 자료포락분석(Data Envelopment Analysis: DEA) 기법을 활용하여 도로이동오염원 저감대책의 상대적 효율성 평가와 그에 기반하여 우선순위를 결정하였다. 현재 시행 중이거나 장래 계획 가능한 도로이동오염원 저감 대책들을 근거로 실효성높은 자동차 온실가스와 대기오염물질 저감 대책 10개를 선정하여 시나리오를 구성하였으며, 대기오염물질 4개(CO, HC, NOX,PM), 온실가스 3개(CO2, CH4, N2O)물질에 대해 장래 통행패턴을 고려한 교통수요예측모형과 가변적 복합배출계수를 활용하여2027년도를 최종 목표년도로 저감량을 산정하였다. 저감 대책들 간의 상대적 효율성을 평가하기 위해 DEA모형 중 초효율성 분석을 수행한 결과, 승용차 요일제 참여 확대 대책이 효율성 점수 1.879로 가장 우선순위가 높은 저감대책으로 선정되었으며, 버스전용차로 확대, CNG버스 보급 대책의 효율성이 높은 것으로 분석되었다. 본 연구의 결과는 자동차 온실가스와 대기오염물질 저감대책 우선순위 선정 결정 시 절대적인 자료로 활용될 수는 없지만 저감대책의 방향성을 제시하고 있으므로 향후 자동차 배출량 저감 정책방향 설정 및 체계적인 중장기 저감대책 수립에 기여할 수 있을 것으로 기대된다. This study evaluated the relative efficiency of mobile emission reduction countermeasures through a Data EnvelopmentAnalysis (DEA) approach and determined the priority of countermeasures based on the efficiency. Ten countermeasurescurrently applied for reducing greenhouse gases and air pollution materials were selected to make a scenario for evaluation. The reduction volumes of four air pollution materials(CO, HC, NOX, PM) and three greenhouse gases(CO2, CH4, N2O) forthe year 2027, which is the last target year, were calculated by utilizing both a travel demand forecasting model and variablecomposite emission factors with respect to future travel patterns. To estimate the relative effectiveness of reductioncountermeasures, this study performed a super-efficiency analysis among the Data Envelopment Analysis models. It was foundthat expanding the participation in self car-free day program was the most superior reduction measurement with 1.879efficiency points, followed by expansion of exclusive bus lanes and promotion of CNG hybrid bus diffusion. The results ofthis study do not represent the absolute data for prioritizing reduction countermeasures for mobile greenhouse gases and airpollution materials. However, in terms of presenting the direction for establishing reduction countermeasures, this study maycontribute to policy selection for mobile emission reduction measures and the establishment of systematic mid- and long-termreduction measures.

이 논문은 안락국태자전승의 문학적인 전개 양상을 종합적으로 살피는 것이 주된 목표이다. 이를 위해 이 전승의 원형작품을 추적하고 후대적으로 변화할 만한 동인이 무엇인지 찾아보았다. 이어서 그러한 변화의 실태를 각 문학장르별로 확인한 후 문학사적인 관점에서 그 의미를 짚어 보았다. 첫째, 안락국태자전승의 원형 서사의 내용과 변화의 동인을 살폈다. 이 전승의 원형서사는 불교서사로 볼 수 있다. 이 불교서사는 종교적인 목적성이 강하여 몇 가지 특성을 갖게 되었다. 성속을 교차한 서사, 수행의지를 강조한 서사, 인과가 미흡한 서사가 그것이다. 그래서 항시 보완이나 변화가 요구될 수 있었다. 그 변화된 내용이 장르적인 전개를 촉발한 것이다. 둘째, 서사의 변화와 장르적인 전개 양상을 살펴보았다. 무속에서는 주술성을 강화하면서 무속서사에 부응하도록 했다. 그 중 주목되는 것이 주인공 가계의 계통을 확립하거나 신성공간을 확장하면서 주술성을 확대한 것을 들 수 있다. 뿐만 아니라 서사적인 인과성을 강화한 것도 주목할 만하다. 통속서사인 고전소설에서는 세속 공간을 크게 확대하였으며, 등장인물의 성격이 불교적인 인물에서 유교적인 인물로 변화하였다. 유불도 삼교를 두루 활용하여 사상적인 확장을 모색하기도 했다. 공연텍스트인 그림서사에서는 서사내용 전반을 그림으로 그려서 서사화적인 특성을 갖게 했으며, 그림을 수월하게 이해할 수 있도록 서사내용을 한글로 병기하여 공연문학적인 특성이 드러나도록 했다. 셋째, 이 전승의 문예적 성격과 문학사적 의미를 검토하였다. 원형서사는 문예적인 속성이 다양하다. 음악과 미술, 그리고 무용을 아우른 불교의례, 무속의례에서 유통된 관계로 문화적인 다양성을 갖게 된 것이다. 문화예술의 상황과 호응하는 과정에서 문학적인 변용도 이루어졌다. 이 전승이 시가의 서정과 산문의 서사, 그리고 무속이나 그림연행을 통한 극문학적인 특성을 보이는 이유도 여기에 있다. 이를 감안하면 이 전승은 시가, 소설, 극문학사적인 측면에서 그 의의를 평가해야 마땅하다. The main goal of this paper is to comprehensively examine the literary genre development of the transmission of Anrackooktaeja. For this, the original work of this transmission was tracked down and motives for future changes were looked for. Subsequently, the reality of such change was confirmed for each literary genre, and the meaning of it was pointed out from the perspective of literary history. First, the original narratives and the motives for change of the tradition of Anrackooktaeja were studied. The original narrative of this transmission can be seen as a Buddhist narrative. This Buddhist narrative has a strong religious purpose and has several characteristics. These include narratives that intersect religious sentiment and carnality, narratives that emphasize the will to practice, and narratives that lack causality. Therefore, supplementation or change could always be required. The transformed content triggered a genre change. Second, the changes in narrative and genre development were examined. In shamanism, magical meaning was reinforced and shamanistic narratives were followed. Among them, the expansion of sorcery by establishing the lineage of the main character s household or expanding the sacred space was noticeable. In addition, it is noteworthy that the narrative causal effect has been strengthened. In classical novels which follows a popular narrative, the secular space was greatly expanded, and the character s character changed from Buddhist to Confucian. Ideological expansion was sought by utilizing the three religions, Confucianism, Buddhism, and Taoism. In the picture narratives which is as performance text, the overall narrative content was drawn to have narrating style, and the narrative content was written in Korean to facilitate understanding of the painting, revealing the literary characteristics of the performance. Third, the literary attribute and literary history meaning of this transmission were reviewed. Original narrative has a variety of literary attributes. It has cultural diversity as it was distributed from Buddhist rituals and shamanic rituals that encompass music, art, and dance. Literary transformation was also made in the process of responding to the situation of culture and arts. This is why this transmission shows the lyricism of poetry, the narrative of prose, and the dramatic literary characteristics through shamanism and painting performance. Considering this, the significance of this transmission should be evaluated in terms of poetry, novels, and dramatic literature history.

총 편익과 공 편익에 기반한 자동차 배출저감 정책의 통합관리 전략

This study aims to propose integrated management strategies based on the relationship between co-benefits and total benefits of greenhouse gases and air pollutant emissions for establishing a transport and environmental policy. The results show that the integrated management of the following policies: 'Car Free Day' and 'Early Scrapping of Decrepit Diesel Vehicle', which are used for reducing reduce gasoline and diesel, can together reduce both PM and CO2 emissions and increase total benefits. In addition, the integrated management of 'Car Free Day' with environment policies and 'Congestion Charge' with environment policies simultaneously controls the three factors which influence emissions, including travel volume, travel speed and emissions factor, and was found to be effective in terms of co-benefits. This study reduces both air pollutants, which are harmful to health, and greenhouse gas emissions, which influence climate change, and improves the efficiency of policy through the integrated management of policies. 현재의 자동차 배출관리 전략은 단일 배출물질 중심의 정책 접근법으로 인해 정책 효과의 상호 중복이 발생하므로 이를 방지하고 효율적 예산 활용을 위해 통합적 시각에서의 교통-환경 정책을 수립할 필요가 있다. 이에 본 연구에서는 정책들의 개별 또는 통합 추진에 따른 총 편익과 공 편익의 비교를 통해 교통-환경 통합관리 전략의 시사점 도출을 목적으로 한다. 연구 결과, 휘발유와 경유를 함께 절감할 수 있는 ‘승용차 요일제 & 노후 화물차 조기폐차’ 정책(MIX-4)의 통합관리가 PM과 CO2를 함께 저감하여 총 편익이 높은 것으로 나타났으며, 배출량 영향인자인 통행량, 통행속도, 배출계수의 3요소를 동시에 제어할 수 있는 ‘승용차 요일제 & 환경 정책’(MIX-1~4), ‘혼잡 통행료 부과제 & 환경 정책’(MIX-5~8)의 통합관리가 공 편익 측면에서 더 효과적인 것으로 나타났다. 이러한 결과로 볼 때, 교통-환경 정책의 통합관리는 건강에 유해한 대기오염물질과 기후 변화에 영향을 미치는 온실가스를 동시에 저감시킬 수 있으며, 정책 추진의 효율성을 제고하는데 기여할 것으로 기대된다.
