        미국의 지하수 제도와 국내 지하수 관리에의 시사점 -캘리포니아 및 텍사스 주를 중심으로-

        This study reviewed the groundwater policies of USA as a benchmarking for the purpose of improving groundwater polices, regulations, and plans in Korea. Each state of the USA has its own unique groundwater policies. Recently, severe drought in the western parts of the USA resulted in the launch of the California Statewide Groundwater Elevation Monitoring (CASGEM) program. CASGEM classified a total of 515 alluvial groundwater basins of the California State to four prior groups (high, medium, low, and very low prioritization). In Texas, a total of 101 Groundwater Conservation Districts (GCDs) over the state has controlled groundwater pumping amounts in their own management areas and 16 Groundwater Management Areas (GMAs) over the state have directly managed groundwater aquifer. Direct management for aquifers by GMAs would be the most scientific method for groundwater management, which expected to provide water consumers the more advavnced groundwater service. These groundwater management strategies of the USA can be possibly considered in groundwater plans for national and local governmental authorities, which possibly results in more optimal groundwater management in Korea.

        시설농업지역 지하수 인공함양 실증시험 연구

        This study was conducted to examine an artificial recharge system, which was considered to be an alternative for securing additional groundwater resources in a high-density greenhouse region. An injection well with a depth of 14.0 m was placed in an alluvial plain of the zone. Eight monitoring wells were placed in a shape of dual circles around the injection well. Aquifer tests showed that the aquifer was comprised with high-permeable layer with hydraulic conductivities of 1.5×10<sup>-3</sup>~2.4×10<sup>-2</sup> cm/sec and storage coefficients of 0.07~0.10. A step injection test resulted in a specific groundwater-level rising (Sr/Q) values of 0.013~0.018 day/㎡ with 64~92% injection efficiencies. Results of the constant-rate injection test with an optimal injection rate of 100 ㎥/day demonstrated an enormous storage capacity of the alluvial aquifer during ten experimental days. To design an optimal recharge system for an artificial recharge, the high-permeable layer should be isolated by dual packers and suitable pressure should be applied to the injection well in order to store water. An anisotropy ratio of the alluvial aquifer was evaluated to be approximately 1.25 : 1 with an anisotropy angle of 71 degrees, indicating intervals among injection wells are almost the same.

        IrMn 교환결합층을 갖는 스핀밸브막에서의 열적안정성과 자구구조 관찰

        We have investigated the magnetic domain structure and the thermal stability of magnetotransport properties of IrMn biased spin-valves containing Co, CoFe and NiFe. The magnetic domain structures were imaged using a magneto-optical indicator film(MOIF) technique. To investigate the thermal stability, magnetoresistance(MR) was measured at annealing temperature(TANN) and room temperature($T_{RT}$) followed by the annealing. Domain imaging reveal that the increase of annealing temperature led to changes in the exchange coupling between the two ferromagnet(FM) layers through nonmagnetic layer rather than between FM and antiferromagnet. unlike the NiFe biased IrMn spin valve with large domains, MOIF pictures of Co and CoFe biased IrMn spin valve structures show the formation of many small microdomains. The magnetic structure, as revealed by the domain images, appeared unchanged while the MR dropped dramatically. From the combined giant magnetoresistance(GMR) and MOIF results, it was apparent that the decrease of MR ratio was not related to the spin valve magnetic structure up to about $350^{\circ}C$($T_{RT}$ ).

        농어업용 공공관정 기능진단 표준화(안)을 이용한 최적 사후관리

        Rehabilitation for low-yielding wells resulting in improvement on groundwater quantity and quality is considered to be the most economic and ecofriendly method against the increasing demand to groundwater due to frequent drought and the increase in numbers of agricultural complex for growing horticultural crops. This study suggests standard, stepwise diagnostic fuctions consisting of four steps (Basic inspection, Specific inspection, Rehabilitation, and Management) for an optimal management to the wells. Basic inspection can provide information on current groundwater quantity and quality compared with those on its initial stage. Specific-inspection based on hydrogeology can scientifically demonstrate causes of deterioration on groundwater quantity and quality. Results of specific inspection can suggest an optimal rehabilitation method to solve deteriorating problems including clogging and corrosion for the wells. After rehabiliating the wells, an assessment on groundwater quantity and quality would be conducted to identify the suitability of the applied method and improvement of the wells. A short-term, periodic management to the wells is considered as the key to save a public management budget. Suggested diagnostic functions can possibly induce sustainable supply of agricultural groundwater to the farm land and finally contribute the increase on rural household income.

      • 다목적 실용위성 1호 관제시스템의 위성궤도 및 자세운용 기능에 대한 성능확인

        다목적 실용위성 1호는 한국전자통신연구원에서 개발한 관제시스템을 이용하여 성공적으로 운용되고 있다. 한국항공우주연구소에 설치된 관제시스템은 TTC 서브시스템, 위성운용 서브시스템, 임무분석 및 계획 서브시스템, 위성 시뮬레이터 서브시스템으로 구성되어 있다. 다목적 실용위성 관제시스템의 주요 기능들은 일년간의 성공적인 위성운용을 통해서 검증되었다. 본 논문에서는 임무분석 및 계획 서브시스템과 시뮬레이터 서브시스템에 대한 주요기능을 검증하였다. 발사초기 위성관제에 있어서 궤도결정 및 궤도조정에 대한 성능을 기술하였으며 위성의 원격측정 데이터를 이용한 지상 자세결정에 대한 결과도 기술하였다. The Korea Multi-Purpose SATellite(KOMPSAI)-l have been successfully operated by the Mission Control Element(MCE) developed by ETRI. The MCE, located in KARI, consists of four major subsystems such as the Tracking, Telemetry, and Command(TTC) subsystem, the Satellite Operations Subsystem(SOS), the Mission Analysis and Planning Subsystem(MAPS), and satellite SIMulator(SIM) subsystem. Most of all major functions in MCE have been demonstrated and verified during one year of the successful operation. The orbit and attitude related functions in MAPS and SIM were demonstrated in this paper. The orbit determinations and orbit maneuvers in Launch and Early Orbit Phase(LEOP) operations were verified. The ground based attitude determination is also performed using playback telemetry data.

        양식장 용수 추가 확보를 위한 수압파쇄 적용성 평가

        Feasibility tests for the hydraulic fracturing were conducted in order to secure additional saline groundwater for irrigating to the land-based aquaculture farm. Two boreholes were placed to the aquaculture farm A and B, respectively. A hydraulic fracturing using single packer was applied to major fracture zones within two boreholes. To identify effects of hydraulic fracturing on securing additional saline groundwater, some selective methods including well logging methods, pumping tests, and groundwater quality analysis were commonly applied to the boreholes before and after the hydraulic fracturing. Enlarging/creating fracture zones, increasing water contents in bedrock near boreholes, and increasing transmissivity were observed after the hydraulic fracturing. Even though the hydraulic fracturing could be an alternative to secure additional saline groundwater to the land-based aquaculture farm, salinity of the groundwater did not meet optimal thresholds for each fingerling in two farms: Fresh submarine groundwater discharge flowed the more into borehole of the farm A that resulted in decreasing a salinity value. Increased saline groundwater quantity in the borehole of the farm B rarely affect to the salinity. Although salinity problem of groundwater limited its direct use for the farms, the mixing with seawater could be effectively used for the fingerlings during the early stage. A horizontal radial collector well placed in the alluvial layer could be an alternative for the farms as well.

        사용종료매립지(使用終了埋立地) 폐기물(廢棄物)의 처리방법별(處理方法別) 온실(溫室)가스 저감량(低減量) 평가(評價)

        본 연구는 사용종료매립지 정비를 위한 폐기물 처리과정에서 가연성폐기물의 처리 방법별 온실가스 발생량을 IPCC에서 제시하고 있는 기본배출계수(default emission factor)를 활용하여 산정하고 그 결과 비교를 통해 온실가스 감축량을 산정하였다. 대상 매립지로부터 굴착한 폐기물의 성상을 조사한 결과 토사류가 64.96%로 가장 많은 비율을 차지하고 있었으며, 다음으로 비닐/플라스틱류가 19.18%의 비율을 차지하고 있어 전체 폐기물 중 토사류의 비율이 매우 높은 것으로 나타났다. 음식물류, 목초류, 종이류와 같이 생분해가 용이한 폐기물이 거의 발견되지 않은 점 등이 일반적인 비위생매립지의 굴착폐기물과 성상이 유사하였다. 전체 폐기물의 겉보기 밀도는 평균 $0.74t/m^3$으로 확인되었다. 폐기물을 매립으로 처리하는 경우 약 60,542 $tCO_2$, 소각을 통해 폐기물 처리 시 9,933 $tCO_2$의 온실가스가 배출되며 폐기물 고형연료 생산 시에는 33,738 $tCO_2$의 온실가스가 감축되는 것으로 산정되어 폐기물 고형연료 생산이 온실가스 감축에 도움이 되는 것으로 확인되었다. This study was carried out to estimate greenhouse gas reduction potentials under treatment methods of combustible wastes excavated from closed landfill. The treatment methods of solid wastes were landfilling, incineration, and production of solid recovery fuel. The greenhouse gas reduction potentials were calculated using the default emission factor presented by IPCC G/L method of IPCC (Intergovernmental Panel on Climate Change). The composition of excavated waste represented that screened soil was the highest (65.96%), followed by vinyl/plastic (19.18%). This means its own component is similar to the other excavated waste from unsanitary landfill sites. Additionally, its bulk density was 0.74 $t/m^3$. In case of landfilling of excavated waste, greenhouse gas emission quantity was 60,542 $tCO_2$. In case of incineration of excavated waste, greenhouse gas emission quantity was 9,933 $tCO_2$. However, solid recovery fuel from excavated waste reduced 33,738 $tCO_2$ of the greenhouse gas emission quantity. Therefore, solid recovery fuel production is helpful to reduce of greenhouse gas emission.

        Speaker Detection System for Video Conference

        본 논문에서는 여러 사람이 참여하는 영상 회의에서 입술 움직임 정보를 이용하여 화자를 검출하는 시스템을 구현하였다. 구현된 시스템은 얼굴색 정보와 형태 정보를 이용하여 각 사람의 얼굴 및 입술 영역을 검출한 후, 입술 영역에서 이전 프레임과의 변화량을 계산하여 화자를 검출한다. 검출된 화자를 클로즈업하기 위하여 두 대의 CCD카메라를 사용하였으며, RS-232C시리얼 포트를 이용하여 PTZ 카메라를 제어한다. 실험 결과 3인 이상의 입력 동영상에서 얼굴의 기울어짐에 무관하게 화자를 검출할 수 있었으며 최초 기준 영상에서 화자를 클로즈업하는데 약 4∼5초 정도의 시간이 소요되었다. 또한 320${\times}$240 크기의 얼굴 영역 화면과 전체적인 배경 화면을 동시에 제공하므로 영상회의 및 인터넷 방송 등과 같은 영상 전송 시스템에서 보다 효율적인 의사 전달이 가능하게 하였다. In this paper, we propose a system that detects the current speaker in multi-speaker video conference by using lip motion. First, the system detects the face and lip area of each of the speakers using face color and shape information. Then, to detect the current speaker, it calculates the change between the current frame and the previous frame. To accomplish this, we used two CCD cameras. One is a general CCD camera, the other is a PTZ camera controlled by RS-232C serial port. The result is a system capable of detecting the face of current speaker in a video feed with more than three people, regardless of orientation of the faces. With this system, it only takes 4 to 5 seconds to zoom in on the speaker from the initial image. Also, it is amore efficient image transmission system for such things as video conference and internet broadcasting because it offers a face area screen at a resolution of 320X240, while at the same time providing a whole background screen.
