Radio astronomy, on its part, requires 'quiet zones' to be able to receive incoming cosmic signals unaffected by interference to enable astronomers and others learn about universe. The agenda item 1.16 of WRC-2000 contains a number of issues relevant for radio astronomy, but some of them are more important than others. The preparations for WRC-2000 have reached a close-to-final stages, with a number of proposals to this agenda item submitted to the ITU by many countries and groups of countries, like APT, CEPT and CITEL. There is no clear preference to anyone of these proposals since their differences are only minor. However, several points remain to be solved in the APT and CITEL. Fortunately, the preparation went very well, and consensus was reached on allocations above 71 GHz and three resolutions. The radio astronomy has obtained about 100 GHz of new spectrum allocations in bands above 71 GHz. In addition, a new resolution was approved by plenary meeting of WRC-2000. It deals with the consideration by a future WRC of sharing and compatibility issues between passive and active services in adjacent bands particularly with the space services (downlinks) into radio astronomy above 71 GHz. Therefore, in future, there should be a need for studies to be made to determine if and under what conditions sharing is possible, given that modifications were made on the basis of requirements known now and that little was known of requirements and implementation plans for active services in bands above 71 GHz.

We have analyzed the frequency sharing in the range of 71-275 GHz, which was adopted as a main topic of the WARC-2000 at the previous conference WARC-97. Though the technology of the active services has not been fully developed in this frequncy range, the heavy usage of this technology is expected in foreseeable future. To protect the passive services from spurious and out-of-band emissions of active services, realignment of the spectrum between 71 GHz and 275 GHz is strongly required. In addition, some effort should be made to allocate special bands for the radio astronomy service.

In the past, radio astronomers have sought isolation from man-made signals by placing their telescopes in remote locations. These measures may no longer safeguard scientific observations, since NGSO satellite systems, particularly low-Earth orbit (LEO) systems, are usually designed to provide global or wide regional coverage. Further, radio astronomers have historically made their observations in the frequency bands allocated for their use by the member countries of the International Telecommunication Union (ITU). The science of radio astronomy could be adversely impacted by the deployment of large constellations of new non-geostationary orbiting (NGSO) satellites for telecommunications, navigation and Earth observation, and the proliferation of new, high-power broadcasting and telecommunication satellites in geostationary (GSO) orbits. Radio telescopes are extremely sensitive, and, in certain situations, signals from satellites can overwhelm the signals from astronomical sources. This paper describes the problem in detail and identifies ways to mitigate it without adversely affecting the continued vigorous growth of commercial space-based telecommunications.

WRC-03 was held between 9 June and 4 July 2003 in Geneva, Switzerland. Over 2,200 delegates from 138 ITU Member States attended the Conference. The delegates considered some 2,500 proposals, and over 900 numbered documents related to 50 agenda items. The final output of the Conference consists of 527 pages of new and revised text of the Radio Regulations. This paper provides some details about the outcome of the radio astronomy related issues at the WRC-03 Conference. It is divided into two part: a) Agenda item1.8.2 and b) Agenda item 1.32, related to radio astronomy. Relevant extracts from the Final Acts of WRC-03 are given in the Appendix. Agenda item 1.8.2 was one of the most controversial Agenda Items at WRC-03. Studies were carried out within ITU-R TG 1/7 for the last three years; the results of these studies are summarized in Recommendation ITU-R SM.1633. The Conference adopted a new footnote (5.347A), that calls for the application of Resolution 739 (WRC-03) in the 1452-1492 MHz, 1525-1559 MHz, 1613.8-1626.5 MHz, 2655-2670 MHz, 2670-2690 MHz and 21.4-22.0 GHz bands. Agenda item 1.32 is to consider technical and reglatory provisions concerning the band 37.5-43.5 GHz, in accordance with Resolutions 128 (Rev.WRC-2000) and 84 (WRC-2000). WRC-03 reviewed and adjusted the New footnotes 5.551H and 5.551I cover the protection of radio astronomy observations in the 42.5-43.5 GHz band from unwanted emissions by non-geostationary (5.551H) and geostationary (5.551I) FSS and BSS systems, respectively.
내열성 폴리이미드 박막의 Curing 온도에 따른 Residual Stress 거동

The object of this study is to demonstrate that residual stress behaviors in poly(4,4`-oxydiphenylene pyromellitimide) (PMDA-ODA) films which depend on the degree of chain rigidity, thickness change during the curing process and the degree of imidization according to the polyimide morphology transition and solvent evaporation. The comparison of the residual stress in PMDA-ODA thin film formed from different precursor (amic acid and amic ester type) indicates that the residual stress of a polyimide thin film is primarily dependent on the polymer chain rigidity due to thermal expansion properties. And the higher curing temperature of polyimide thin films shows the higher residual stress in tension on the Si wafer substrate.

전자거래는 비대면적, 비서면적, 무형의 상품, 탈 국경화의 성격을 갖게 됨에 따라 전자거래의 활성화를 위해서는 서면거래에서와 같은 가치 인정을 위한 법적 마련이 필요하다. 또한, 시스템 측면에서도 정보 및 정보통신기반들이 적시에 적절한 방법으로 접근될 수 있고 이용될 수 있는 유용성, 정보의 프라이버시 보호를 유지하거나 선택된 수신자만이 정보에 접근하도록 허락하는 기밀성, 정보가 전송중에 변경되지 않았음을 보장하는 무결성, 정보의 원천지를 보장하는 진정성, 정보가 송신자에 의해 전송되었음을 보장하는 부인봉쇄 등의 기능구현이 필요하다. 이에 따라 전자거래로 발생할 수 있는 문제들과 전자상거래 유형, 전자거래시스템의 구성요소 및 기능, 전자거래기본법과 전자서명법의 특징 그리고 법 제정으로 발생한 법적 효과들을 제시하였다.

Health insurance big data not only provide real-world evidence of unmet needs in actual clinical practice but also of breakthroughs in the medical industry which will shape the future of health care. Big data are also expected to transform the existing medical paradigm and provide a truly personalized medical age. However, questions about research through the collection and utilization of various big data in various fields have also been raised because quality limitations cannot be overlooked. Therefore, many challenges remain to be overcome in the use of big data research as a basis for changing medical practice. Intervention and interpretation by clinical medical experts are required in judging the scientific trustworthiness of the big data analysis process and the validity of the results. Therefore, healthcare big data research cannot achieve its goal by the efforts of researchers alone. Teams of data analysis scientists, epidemiologists, statistics experts, and clinical researchers are required to collaborate closely with team members, from the design phase to expert consultation, through regular meetings. In addition, it is necessary, in the creation of a healthier community, to cooperate with government agencies that provide data based on the whole nation or the world’s population, as well as interest groups representing the people, and policy-making organizations. In this paper, we describe the knowledge, practical clinical applications, and future research directions and prospects for the next phase of health care, from the design of clinical research using health insurance big data to report writing.
