Combustion dynamics of a dry low NOx gas turbine have been measured by utilizing a dynamic pressure measurement system. The software part of the measurement system, implemented with a commercial general-purpose DASYLab version 5.6 code, basically acquires combustion dynamics signals, performs the FFT analysis, and displays the results. The gas turbine often experiences momentary combustion instability, especially when its combustion mode changes. It is found that the measurement system developed in the study may outperform the other commercial dynamic pressure measurement system. The developed system currently serves to monitor the combustion dynamics of the gas turbine.

$Eu^{2+}$-doped $\beta$-SiAlONs ($Si_{6-z}Al_zO_zN_{8-z}:Eu_y$) are recognized as promising phosphor materials to build an white LED for lighting application due to its excellent absorption/emission efficiency in the long wave length region. In this research, the fabrication of $\beta$-SiAlON:Eu plate phosphor by sintering was investigated with fixed Eu content(y) and varied composition of the host lattice(z). The addition of the activator $Eu_2O_3$ lead to enhanced densification by forming the transient liquid phase. The refinement of a composition by the calculated lattice parameter indicated that the measured composition of the fabricated specimens is nearly same to that of designed one. The single phase $\beta$-SiAlON:Eu plate with relative density of 96.4% was achieved by addition of 2 wt% CaO, which implies the possibility of full densification by adjusting the processing variables.

In modern society, governments pursue diversification of administrative functions. There have been apparent and notable changes in governments` method for benefit administration-from direct provision through administrative authorities in a superior position to indirect provision through assigning or consigning administrative functions to private person. Voucher system initially started to promote the effectiveness of social welfare and service industry. However, the applicable area of the voucher system has been gradually increased in recent years. Voucher providers offering social services through voucher system as a private person should understand the system from the perspective of public law. First of all, legal position of the voucher provider is an important factor in order to understand the legal relationship involving voucher providers. Also, voucher providers are granted to perform the public administrative functions of providing the social services or social welfare services which used to be the role of government or public authority. To the extent of performance of public administrative functions, voucher providers exercise the administrative authority and therefore should be considered as a person consigned to perform public work. However, in case where voucher provider provides services through a contract with a recipient, it is considered as a contractual relationship between private parties and any conflict related thereto should be resolved by civil proceedings. Lastly, in case where a recipient incurred in damages when voucher providers provide services, there will be an issue as to whether such damages should be compensated under the Civil Act or the State Tort Liability Act. If a voucher provider is considered as a person who is consigned of public service, the State Tort Liability Act should be applied.

The problems and reform on current Weather Act Wook Jang As the demand of meteorological service is gradually increased in these days, the government is trying to reorganize meteorological legislation for providing the data and service related to the weather and climate effectively. Nevertheless because Weather Act, the basic act in legislations related to meteorological phenomena, is not organized, the meteorological adminstration is not performing its affairs efficiently. Thus I analyzed the problems of weather act and suggested a revised bill in this study. Although weather act has both natures as the basic act for weather and the general service act for weather, the most important problem of weather act does not satisfy either of its natures and become incomplete act. So meteorological act should be revised to strengthen the nature of basic act and to regulate services of the meteorological administration more specifically. Especially the contents for meteorological service should be enacted in a separate chapter and concretely by the types of it(aeronautical meteorological service, marine meteorological service, hydro-meteorological service, space meteorological service). When the director of the meteorological adminstration requests meteorological information and disaster prevention measures to other administrative agencies, a current regulation should be revised into a compulsory to submit data to him. Because regulations related to weather are scattered in the acts of the competent authorities, there are the conflict of affairs among the relevant authorities. Thus it is necessary to be regulated systematically in weather act. Finally it is necessary for directives and guidelines in the meteorological adminstration to be reorganized systematically. Matters related to simple administration can be stipulated in the directives. On the other hand, important matters related with affairs of the meteorological adminstration should be stipulated in the statute.
