본 논문에서는 조음 효과에 대처할 수 있는 새로운 음성인식 단위로 반음절, 반음절 +반음절 단위 HMM을 제안하여 연속 숫자 음성인식을 하였다. 반음절 단위는 무음과 안정 구간으로, 반음절+반음절 단위는 안정, 천이, 안정구간으로 구성되어 있고, 음성인식 단위 분 할시 비교적 스펙트럼의 변화가 안정한 모음구간에서 분할하므로 분할 위치가 약간 변하여 도 인식성능에는 큰 영향을 주지 않게 된다. 또한, 제안된 반음절, 반음절+반음절 인식단위 는 그 패턴 안에 다음 숫자열의 정보를 포함하고 있기 때문에 모든 HMM 패턴들과 비교하 는 것이 아니라, 다음 숫자열의 정보를 포함한 HMM 패턴들과 비교한다. 인식실험결과 제 안된 방법이 효율적임을 확인하였다.
주민과 지방행정간 협조체제에 의한 지역진흥정책의 제 과제

This paper examined the causes of the local policy failure after the world war II from the standpoint which the cause of the policy failure is the economic policy under the leadership of the state government whose highest priority is economic growth without reflecting the actual circumstances of each region. Since the first development plan in 1962, the development policy under the leadership of state government had been proceeded until the 5th plan in 1998. The common objective of the plans is located on balanced development. However, the development plan under the leadership of the state government focused on hardware in urban development paid no attention to build the unique software of each region. In consequence, the local residents could not have any satisfaction in everyday life although the stats is the largest county . In that reason, it has been proposed to debate about new objects and types for 'the Matchizukuri'. The Matchizukuri with the cooperation system between local government and the residents is requested on regional policies which has been under the leadership of the state government. This study is based on the case of Yuhuin village, Oita prefecture, Japan promoting the movement of local stimulation of the economy with the regional character, and making priority of objectives of Matchizukuri.

In this paper, we present a speech recognition game, "Voice Illust Magic". "Voice Illust Magic" is on-line windows game using speech recognition algorithm HMM. Because this game can be performed by not only the mouse and keyboard but also speech recognition, the users can use the computer easily. The speech recognition process of computer games detects the endpoint of input speech automatically which is received through the microphone and then extracts the feature parameter, Mel cepstrum. The VQ sequences of input speech are compared with the reference models of word unit and the optimal model is selected among reference HMMs. The puzzle games transfer the message of the recognized game command which performs the same operation as the keyboard and mouse into the windows interface. Since input speech is not compared with all reference patterns but the reference patterns of each state, this method can reduce the recognition time and can improve the recognition rate.
