발전소주변지역 지원사업의 비용효율성에 대한 분석: 울진을 중심으로

Since 1989, the Korean government has enacted the laws to support the surrounding areas of power plants for developing stable power sources upon the increasing power demand due to rapid economic development. Related previous studies show that the size of the project has been increasing year after year, but the recognition level and satisfaction level of residents' support projects are low, which leaves room for improvement. While previous studies have been mainly focused on identifying factors that affect project satisfaction and acceptability, an intensive study on the efficiencies of individual projects as specific measures to enhance them is limited. This study analyzes the operational efficiencies of Basic Support Project and Supplier Support Project implemented in Uljin district by using DEA (data envelopment analysis) technique and suggests methods to improve the operational efficiencies of each project based on adjustment of input and output of resources for each project. As a result, in the Basic Support Project, 7 out of 12 DMUs were analyzed efficiently and in the Supplier Support Project, 5 out of 12 DMUs were analyzed as efficient. It is expected that the results of this study can be applied immediately in practice for the efficiency improvements and will help to develop goals and evaluation indices of the support projects for follow-up management. 우리나라에서는 1989년부터 발전소주변지역 지원에 관한법률을 제정하여 경제발전에 따라 증가하는 수요에 대해 안정적인 전원(電源)의 개발을 도모하여왔다. 하지만 관련 연구결과 사업의 규모는 해마다 증가해 왔지만 주민들의 지원사업에 대한 인식수준과 만족도는 낮아 지원사업의 효율성에 개선의 여지가 큰 것으로 나타났다. 선행연구에서는 사업의 만족도와 수용성에 영향을 주는 요인을 밝혀내는 측면의 연구가 주로 이루어져 왔지만, 사업의 효율성을 높이기 위한 구체적인 방안으로 개별 사업의 효율성을 깊이 있게 분석한 연구는 제한적 이였다. 본 연구는 자료포락분석(DEA-data envelopment analysis)기법을 이용하여 울진군에서 시행된 기본지원사업과 사업자지원사업의 운영효율성을 분석하여 사업별로 자원의 투입과 산출에 기반을 둔 사업별 운영효율성 향상방안을 제시한다. 분석결과 기본지원사업은 12개의 DMU 중 7개가 효율적으로 분석되었고 사업자지원사업은 12개의 DMU 중 5개가 효율적인 사업으로 분석되었다. 본 연구를 통해 도출된 개별 사업의 효율성개선방향은 실무에 바로 적용이 가능하고, 지원사업의 사후 관리를 위하여 개별 사업의 성과목표 및 평가지표를 개발하는데 도움을 줄 것으로 기대된다.

한수원의 스포츠 CSR 활동 유형이 조직 및 공중관계성과 기업이미지에 미치는 영향 : 경주를 중심으로

Nuclear power plants are typically seen as dangerous and unwanted facilities, so it is necessary for facility operators to cooperate with residents for smooth operation. However, KHNP's (Korea Hydro & Nuclear Power Co., Ltd) corporate reputation and trust have been lowered by the government's energy conversion policy. Nuclear power plants are still one of the most important energy sources, so a strategy that can create a stable operating environment through forming a positive relationship with the residents is needed. In this context, this study analyzed the effects of sports CSR activities on organizational, public relation and corporate image factors, and presented strategies suitable for KHNP. Sports CSR activities are used by many companies because they have the advantage of forming a healthy image of a company and a sense of community. However, there are limited cases which study sports CSR activities for KHNP. The result of this study shows that voluntary type of sports CSR activities have a significant influence on all factors of organization and public relations, and a mutual control type plays a mediating role between volunteering and corporate image. Therefore, KHNP can expect a positive effect by forming a relationship with residents and enhancing corporate image through volunteer-type sports CSR strategy promotions. As a concrete sports CSR strategy, it is proposed that nurtures the athletic talent that represents the region and supports the marginalities sports game for the low-income class. 대표적인 기피시설인 원전은 원활한 운영을 위해 주민의 협조가 필수적이지만 최근 정부의 에너지 전환정책으로 한수원의 기업평판 및 신뢰가 낮아지고 있다. 원전은 현재도 가장 중요한 에너지원 중 하나이므로 주민과 긍정적인 관계형성을 통해 안정적인 운영환경을 조성할 수 있는 전략이 필요하다. 이런 맥락에서 본 연구는 스포츠 CSR 활동 유형이 조직 및 공중관계성과 기업이미지 요인에 어떠한 영향을 미치는지 다각도로 분석하였으며 한수원에 적합한 스포츠 CSR 활동유형과 전략을 제시하였다. 스포츠 CSR 활동은 기업의 건강한 이미지 형성 및 공동체 의식을 이끌어 낼 수 있는 장점이 있어 많은 기업에서 사용하고 있지만 한수원을 대상으로 스포츠 CSR활동을 연구한 사례는 제한적이다. 본 연구결과는 스포츠 CSR 활동의 자원봉사 유형은 조직 및 공중관계성의 모든 요인에 유의한 영향을 미치는 것으로 나타났으며 상호통제유형은 자원봉사와 기업이미지 사이에서 매개역할을 하는 것으로 나타났다. 따라서 한수원은 자원봉사 유형의 스포츠 CSR 전략 추진을 통해 주민과 관계를 형성하고 기업이미지를 높이는 효과를 기대할 수 있다. 구체적인 스포츠CSR 전략으로는 저소득층을 대상으로 지역을 대표하는 체육인재 육성이나 소외계층 경기관람 지원 사업이 제안된다.

기업 퇴직 예정 근로자의 고용가능성 제고를 위한 S사 재취업 교육프로그램 사례분석

본 연구의 목적은 기업 퇴직 예정 근로자들의 고용가능성을 제고하기 위해 운영되고 있는 S사의 재취업 교육프로그램의 운영 사례를 분석하고 시사점을 파악하는 것이다. 이를 위하여 고용가능성의 중요성을 재조명하고, 이를 체계적으로 지원하기 위한 한 방안으로 S사 경력컨설팅센터 재취업 교육프로그램의 목적, 내용, 운영방식을 탐색하였다. S사 경력컨설팅센터는 퇴직 예정 근로자의 재취업을 위해 회사 자체에서 설치한 전문적인 기관이다. 이 기관의 재취업 교육프로그램은 대상 퇴직자의 고용가능성을 제고하기 위하여 직무 측면의 전문성뿐만 아니라 연령을 고려한 생애설계 프로그램을 포함하여 운영하고 있고, 대기업과 중소기업 간의 문화 및 시스템 간의 차이를 극복할 수 있도록 실행 프로그램도 함께 운영하고 있다. 또한 직무별 잡마케팅 담당자가 해당 퇴직 예정 근로자들에 대한 구인수요 발굴과 적합한 인재 매칭작업을 실시하여 취업을 보다 활성화하고 있다. 본 연구결과를 토대로 기업의 퇴직 예정 근로자를 지원하기 위한 기업 차원의 제도개선 방안과 정부의 지원방안 등도 함께 제언하였다. The purpose of the study was to investigate the case of educational program for the retiring employees, especially focusing on S company’s career consulting center case. We conducted the analysis of the program purpose, process, operation, and management and developed some implications for supporting the retiring employees of companies. The S company career consulting center is operating a career and life design program for increasing the retiring employees’ job competencies as well as their employability for their lifetime. This program has been also designed for supporting their job flexibility and adaption as well as the understanding the cultural difference between big-sized companies and small/medium-sized companies as they retire and get new jobs. The managers of the center have been seeking new jobs for their employees and trying to match the needs of them. We finally suggested and emphasized the supports of company CEO and government.

급성백혈병의 유전적 이상 검출을 위한 형광제자리부합 프로필 검사의 임상적 유용성

Background : Cytogenetic abnormalities are one of the most reliable prognostic factors in acute leukemia. Combination of conventional chromosome analysis (CCA) and FISH provides higher sensitivity in detecting these genetic abnormalities, and it is effective to apply several FISH probes as a profile test. The objective of this study was to investigate the utility of FISH profile analyses in the initial diagnosis of acute leukemia. Methods : Two hundred and forty one de novo acute leukemia patients diagnosed from January, 2002 to November, 2007 were included. For acute lymphoblastic leukemia profile test, FISH probes for BCR/ABL, TEL/AML1, MLL gene rearrangement and CDKN2A deletion were used. For acute myeloid leukemia profile test, probes for AML1/ETO, MLL and CBFβgene rearrangement were used. The results of CCA and FISH profile tests were collected, and the positive rates were compared. Results : ALL FISH profile tests revealed additional genetic aberrations not detected by chromosome analysis in 48.6% (67/138) of cases, including those with normal karyotypes or no mitotic cells (37%, 51/138). Among these 51 cases, TEL/AML1 abnormalities were detected in 44.3%, followed by the abnormal CDKN2A signal (24.6%) and hyperdiploidy (18.0%). AML FISH profile tests revealed additional genetic abnormalities in 7.8% (8/103) of cases. Conclusions : FISH analysis as a profile test detected additional genetic aberrations in a significant proportion of acute leukemia, and was effective especially in detecting cryptic translocations, submicroscopic deletions and complex karyotypes. Our study supports the need to incorporate FISH profile test at initial work up in acute leukemia. 배경 : 급성백혈병에서 유전적 변이는 가장 중요한 예후인자 중 하나이다. 이를 검출하는 방법으로써 통상적인 염색체 검사 에 형광제자리부합 검사를 추가하는 것이 검출의 민감도를 높일 수 있으며, 이때 몇 가지 탐색자들을 프로필화하여 검사하는 것 이 효율적이다. 이에 본 연구는 급성백혈병 환자의 진단 시 시행 된 형광제자리부합 프로필 검사의 유용성에 대해 알아보고자 하였다. 방법 : 2002년 1월부터 2007년 11월까지 삼성서울병원에서 새로 진단된 241명의 급성백혈병 환자를 대상으로 하였다. 급성 림프모구백혈병 프로필에는 BCR/ABL, TEL/AML1, MLL 재배 열 및CDKN2A 유전자 이상을 검사하는 탐색자들이 포함되었으 며 급성 골수성백혈병 프로필로는 AML1/ETO, MLL 및 CBFβ 유전자 이상 검출용 탐색자들을 이용하였다. 환자들의 초진 시의 염색체 검사와 형광제자리부합 프로필 검사 결과를 비교하고, 각각의 검사를 통해 유전적 이상을 밝혀낸 빈도를 조사하였다. 결과 : 급성 림프모구백혈병 형광제자리부합 프로필 검사를 시행한 환자들 중 48.6% (67/138)에서 염색체검사로는 발견하 지 못한 유전적 이상을 발견할 수 있었으며 이 중 37.0% (51/138) 는 염색체 검사상 정상이거나 분열 중인 세포를 확인할 수 없어 핵형 분석이 불가능한 경우였다. 이들 51명의 환자에서 발견된 유전적 이상으로는 TEL/AML1 이상이 44.3%, CDKN2A 이상 이 24.6%를 차지하였고 18%에서 과배수성을 보였다. 급성 골 수성백혈병 형광제자리부합 프로필 검사를 통해서만 유전학적 이상을 발견할 수 있었던 환자들은 7.8% (8/103)이었다. 결론 : 본 연구에서, 급성백혈병의 진단 시 형광제자리부합 프로필 검사를 통해 추가 유전적 변이의 검출률이 유의하게 높 아짐을 확인하였고, 형광제자리부합 프로필 검사는 잠재적 유 전 이상, 복잡 핵형 및 드문 형태의 전위를 검출, 판독하는데 특 히 유용하였다. 따라서, 급성백혈병의 진단 시에는 초진 시에 형 광제자리부합 프로필 검사를 염색체 검사와 함께 시행해야 할 것으로 사료되었다.

한일의 회화에 나타나는 임포의 이미지

This paper is an examination of paintings depicting Lin Bu in past events in Korea and Japan. The story of Lin Bu, which emanatet from China was reproduced in paintings of old occasions and enjoyed for a long time throughout the Joseon Dynasty of Korea and the Edo Period of Japan. The initial pieces imitated Chinese works but since then both countries have created original images Korean depictions created landscapes that minimize the appearance of the figure of Lin Bu who admired people and highlight the image of Lin Bu as a classical scholar by capturing the surrounding environment on the entire canvas. This is because of Lin Bu’s hermitry which was accepted rather than his character. As a result, Korean painting features include old events that portray Lin Bu’s symbolic media complexly such as Gosanbanghakdo, where the artist’s emotions are incorporated into the work. On the other hand, in Japan, landscape and figure paintings that express the image of Gosan where Lin Bu stayed changed to portrait figure paintings that emphasize the appearance of Lin Bu’sperson as much as possible by omitting the surrounding environment and leaving only minimal medium symbols of him. At the time, historical figure paintings in Japanese society gave meaning to a place as decoration or played roles as an objects of worship and were used in places close to daily life.
