    As an institution of higher education, the university is responsible for researching and putting into practice academic theories necessary for the development of the nation and human society (Higher Education Act, 2011). To do this, a college education should help students become morally mature and act as responsible citizens (Chae, 2013a; Higher Education Act, 2011). In other words, universities should reflect the globalization trends of modern human society and motivate students to contribute to the making of a harmonious society (Ernst, 2008) and to cooperate with members of the global community. Global citizens are defined as responsible and ethical citizens, who engage, embrace and solve worldwide problems from a more comprehensive point of view (Sung, 2010; Jelinek & Formerand, 2015), and participate in and contribute to local and global communities alike to create a harmonious and sustainable society (Oxfam, 2015; UNESCO, 2013). Hence, one of the responsibilities of university education in the 21st century is to cultivate such global citizens.
    Even though most university students in Korea are acknowledged as independent members of society, for their age, many are not socially mature because their development has been severely constrained by the ultracompetitive university entrance exam system (Son, 2014). Therefore, efforts should be made to enable them to play a role as citizens whose opinions and voices count. While universities around the world are making efforts with recognition of the need for global citizenship education in international organizations and councils to meet these needs (AACU, n.d.; The Tallories Network, n.d.; UNAI, 2016), discussion and practice in Korea are lacking in this respect. The essential competency of global citizens that universities should educate is global citizenship (UNAI, 2016). Global citizenship is a personal competency that is needed to increase the worth of universal values such as multiculturalism, social justice and sustainability (Cogan, 2000; Reysen & Katzarska-Miller, 2013; Snider, Reysen & Katzarska-Miller, 2013).
    Global citizenship is a multi-dimensional concept composed of the four dimensions of knowledge, skills, attitudes, and behavioral intention in perspectives of competency (Kim & Nam, 2003; Oxfam, 2015; World Vision, 2015). In terms of knowledge, global citizenship is to know about the wider world (Cogan, 2000) and understand the interdependent relationship between humans and the world that transcends national identity (Song, 2014). Skills for global citizenship are those required in local and global participation such as critical and creative thinking, empathy, self-awareness and reflection, and communication and networking ability (Oxfam, 2015). Global citizenship in the dimension of attitudes means those attitudes dedicated to universal values such as human dignity and rights, diversity, and respect for other people’s opinions and feelings (Cogan, 2000; Oxfam, 2015). Lastly, behavioral intention involves participating in community activities positively and actively based on the three dimensions described above (World Vision, 2015).
    Such global citizenship is one of the competencies that a university education must provide to cultivate substantial individuals who contribute to human society (Chae, 2013a; Higher Education Act, 2011). Global citizenship is, therefore, a specific objective and outcome indicator of global citizenship education in the university. Developing a valid indicator for measuring global citizenship is significant in the following ways. First, identifying the concept and specific constructs of global citizenship can provide direction on how to design and implement an educational program. In addition, the indicator makes it possible to measure outcomes of global citizenship education, reveals the effectiveness of educational programs, and suggests revisions and additions to the program (Han et al., 2008; Hopkins, 1998). Second, an indicator, as a prerequisite for scientific research methods (DeVellis, 2012), not only broadens theoretical understanding of global citizenship but also facilitates theoretical progress as the basis for subsequent applied research. Furthermore, this may help direct innovation in higher education by drawing to global citizenship that is one of the competencies required for the qualitative improvement of university education.
    Thus, the author aims to develop a valid indicator for university students in Korea, investigating the concept of global citizenship, and securing a foundation for content validity, construct validity, and criterion-related validity. The purpose of this study is to determine how the design and implementation of a global citizenship education program can impact university students. Specific research questions are: What are the constructs of a global citizenship indicator? What are the items of a global citizenship indicator? Does the global citizenship indicator show evidence of validity and reliability?
    To answer the above research questions, first, the definition, construct, and initial items of global citizenship were deduced through literature review, and then content validity was identified by conducting a Delphi survey. For the Delphi survey, 13 experts experienced in practice and research on global citizenship education, and 6 experts on higher education and liberal education were selected as panelists. By conducting 2 rounds of a Delphi survey, a total of 46 initial items that were composed of 13 items for knowledge, 9 items for skills, 13 items for attitudes, and 11 items for behavioral intention were developed.
    To validate the initial items of global citizenship selected through the Delphi survey, the author surveyed 1,099 university students across the country. The collected data were analyzed through exploratory factor analysis and confirmatory factor analysis. The results of exploratory factor analysis showed that indicators of global citizenship were composed of 6 constructs; and a total of 31 items were confirmed. Also, internal consistency reliability was acceptable. The author conducted confirmatory factor analysis of the hierarchical model that 6 constructs deduced through exploratory factor analysis are explained by second constructs deduced theoretically which are knowledge, skills, attitudes, and behavioral intention. The results of confirmatory factor analysis showed that the hierarchical model fits the data well. Also, evidence of construct validity shows suitable convergent validity and discriminant validity. Lastly, the author identified the correlation between global citizenship measured through the scale developed in this study and multicultural attitudes, 21st century skills, and period of stay abroad, thereby confirming the evidence of criterion-related validity.
    The discussion about the constructs of global citizenship to be drawn from the study is as follows. First, knowledge was composed of one factor without sub-factors, for a total of 7 items. This construct is the cognitive dimension of the competency that global citizens should have. It is an understanding of the interdependent global system beyond the national community, including the meaning and importance of social justice, multiculturalism, and sustainable development. Second, according to the results of this study, skills were divided into two sub-factors that the author named analytical skills and social skills. Analytical skills refer to the inner-personal skills needed for global and local participation, including critical and rational thinking about global society issues, creative problem solving, and identifying one’s own strengths and weaknesses. On the other hand, social skills refer to the competency of communicating and networking with other members as a member of the community.
    Third, attitudes, composed of 7 items of one factor, reflect pursuing and committing to human universal values. It includes attitudes committed to the values of human dignity, rights, other people’s opinions and feelings, and diversity. Fourth, behavioral intention is divided into two sub-factors through factor analysis. The author named these sub-factors empathic behavior and synsemantic behavior. Empathic behavior expresses the intention to help community members who need care based on the ability to understand being in others’ shoes and sympathy. Meanwhile, synsemantic behavior means the intention to contribute to the global and local system to protect the value of multiculturalism and sustainable development.
    This study is significant in the following ways. First, the results of this study support constructs of global citizenship that can be explained from a competency perspective. The competency of global citizenship is unlikely to change over time rather than domain; and students who have the competencies can apply them to a variety of issues. The study showed that the competency perspective composed of knowledge, skills, attitudes, and behavioral intention are empirically valid through exploratory and confirmatory factor analysis. Second, in this study, initial items were developed through literature review and Delphi survey, and validated with 1,099 university students in Korea. The scale deduced through this process, as an appropriate scale for university students in Korea, is expected to be highly applicable. Third, this study differs from previous studies (Chi, 2007; Kim & Nam, 2003; Yoon, Park, & Song, 2014) because it showed evidence of criterion-related validation. Global citizenship as measured by the scale developed in this study showed significant correlation with multicultural attitudes (Kim & Heo, 2013), 21st century skills (Yoon & Kang, 2016), and period of stay abroad (Kim & Nam, 2003).
    The global citizenship indicator for university students developed in this study can be used from both a practical and theoretical approach as follows. First, the four constructs of global citizenship in this study, knowledge, skills, attitudes, and behavioral intention can be the aim of global citizenship education. In other words, when designing and implementing global citizenship education for university students, the goal that students must achieve needs to be specified with these constructs. Second, the indicator developed and validated in this study is a useful tool to assess the current level of students’ global citizenship. It can also be used to evaluate the effectiveness of a global citizenship education program and provide suggestions to modify it (Hopkins, 1998). Third, the indicator developed in this study can be used as the basis of various applied studies such as design research, experimental research, and survey research.
    Based on the significance and limitations of this study, we propose the following directions for further research. First, because the indicator developed in this study is measured by self-report, its ability to interpret the measured results unconditionally is limited. Therefore, for a more precise interpretation, social desirability can be measured and used as a control variable. Second, the author suggests using various measurement tools including an assessment rubric as another way to overcome the limitations of self-report. Third, a manual can be developed for practical use of the scale developed in this study (McCoach, Gable, & Madura, 2013). If the user manual including the measurement procedure, validity, reliability, and interpretation guidelines for scores are developed through a follow-up study, it could be a more useful measurement tool. Fourth, the author identified construct validity using factor analysis based on Classical Test Theory (CTT). The CTT is a valid theory that has been widely applied to the development of scales until now, but the possibility of applying the Item Response Theory (IRT) has recently emerged. Therefore, the author proposes a revalidation using the IRT in subsequent research. Fifth, classical EFA was conducted to secure evidence of factor structure. However, more recently, Exploratory Structural Equation Modeling (ESEM) has been suggested, as its use could help researchers come up with more precise results. Sixth, as the author developed and validated a global citizenship scale with university students in Korea, differences in factor structure regarding demographic characteristics were not considered. A further study, therefore, can identify whether there are significant differences associated with such specific characteristics.
    Finally, this study aimed to raise awareness of the need for global citizenship education for university students by developing a global citizenship scale for them. For global citizenship education to become more rooted in the field, further studies that contribute to the practice and theory of global citizenship education such as design research, experimental research, and survey research should be conducted.

    고등교육기관으로서 대학의 책무는 인격을 도야(陶冶)하고, 국가와 인류사회의 발전에 필요한 학술이론을 가르치고 연구하며, 국가와 인류사회에 이바지하는 것이다(고등교육법, 2011). 이를 위해서는 대학에서 양성하는 학생들이 대학교육을 통해 인격적으로 성숙하고 건강한 시민의식을 가지게 되어야 한다(고등교육법, 2011; 채진원, 2013a). 즉 대학은 현대의 인류사회가 처한 세계화(globalization)의 흐름을 반영하여 학생들이 조화로운 사회를 만드는 데 기여할 수 있도록 지원하고(Ernst, 2008), 세계화된 사회에서 지구촌 구성원들과의 협력과 연대를 이루어 갈 세계시민(global citizen)으로서의 역량을 갖도록 해야 한다. 세계시민이란 전 세계의 문제점을 보다 광범위하고 포괄적인 관점에서 접근, 포용, 해결하려는 책임감 있고 윤리적인 시민으로(성열관, 2010; Jelinek & Formerand, 2015), 조화롭고 지속가능한 사회를 만들기 위하여 지역적․세계적 공동체에 참여하고 기여하는 시민을 의미하며(Oxfam, 2015; UNESCO, 2013), 이러한 세계시민을 길러내는 것이 21세기 대학교육의 책무 중 하나인 것이다.
    그러나 우리나라 대학생들은 사회의 독립적 구성원으로 인정받는 시기임에도 불구하고 경쟁적 입시로 인해 사회적 성숙을 충분히 이루지 못하고 있어(손승남, 2014), 이들이 건전한 시민으로서 제 역할을 할 수 있도록 하는 교육이 요구된다. 세계 각국의 대학에서는 이러한 요구에 부응하기 위해 국제기구와 협의회를 중심으로 세계시민 양성에 대한 필요성을 인지하고 이를 실천하고자 노력을 기울이고 있으나(AACU, n.d.; The Tallories Network, n.d.; UNAI, 2016), 우리나라 대학교육 현장에서는 이에 대한 논의와 실천이 미진한 실정이다.
    세계시민이 가져야 할 핵심역량은 세계시민의식(global citizenship)으로(UNAI, 2016), 이는 지역 및 국가정체성을 넘어서 세계적 수준에서 사회정의, 다양성, 지속가능성 등의 인류 보편 가치를 향상시키기 위해 필요한 개인의 역량이라고 정의된다(Cogan, 2000; Reysen & Katzarska-Miller, 2013; Snider, Reysen, & Katzarska-Miller, 2013).
    세계시민의식은 여러 가지 속성이 포함된 개념으로서, 역량 관점에서 볼 때 지식, 스킬, 태도, 실천의지라는 하위 요소로 구성된다(김선미, 남경희, 2003; 월드비전, 2015; Oxfam, 2015). 지식 차원에서 세계시민의식은 국가사회를 넘어서 더 넓은 세계가 있다는 것을 알고(Cogan, 2000), 국가정체성(national identity)을 넘어서 인류와 세계의 상호의존적 관계를 이해하는 것을 말한다(송민경, 2014). 또한 스킬 측면에서 세계시민의식은 세계적․지역적 참여 행동에 필요한 스킬로, 비판적․창의적 사고, 공감, 자기인식과 반성, 의사소통과 네트워킹 능력 등을 포함한다(Oxfam, 2015). 태도 요소는 인간의 존엄성과 권리, 다른 사람의 견해와 감정, 다양성 등에 대한 가치를 중요하게 생각하고, 이에 헌신하는 태도이다(Cogan, 2000; Oxfam, 2015). 나아가 앞의 세 가지 요소를 바탕으로 능동적이고 적극적으로 공동체 활동에 참여하고자 하는 의지가 마지막 요소인 실천의지이다(월드비전, 2015).
    이러한 개념으로 구성된 세계시민의식은 인류사회에 이바지할 수 있는 건전한 시민을 양성해야 하는 대학교육(고등교육법, 2011; 채진원, 2013a)이 함양시켜주어야 할 핵심적인 역량 중 하나가 되어야 한다. 즉 세계시민의식의 함양은 대학에서 이루어져야 할 세계시민교육의 구체적인 목표이자, 교육의 성과를 가늠하는 지표로서, 이를 측정하는 타당한 척도를 개발하는 것은 다음과 같은 의의를 가진다. 첫째, 실천 차원에서 세계시민교육 프로그램을 어떻게 설계하고 실행해야 하는지에 대한 구체적인 지향점을 제공할 수 있다. 뿐만 아니라 교육의 성과를 측정할 수 있게 함으로써 교육 프로그램의 효과를 확인할 수 있게 하며, 교육 프로그램의 수정과 보완의 지침이 될 수 있다(한정선 외, 2008; Hopkins, 1998). 둘째, 연구 관점에서 타당한 척도의 개발은 과학적 연구 방법의 필요조건으로서(DeVellis, 2012), 세계시민의식에 대한 이해를 심화시킬 뿐만 아니라, 여러 후속 응용연구의 기반으로서 이론적 발전을 촉발시킬 수 있다. 이는 한 걸음 더 나아가 대학교육의 질적 제고를 위해 고려해야 할 중요한 역량 중 하나인 세계시민의식에 대한 관심을 환기시킴으로써 대학교육의 혁신 방향을 수립하는 데 시사점을 제공해줄 수 있다.
    이에 본 연구는 대학생에게 요구되는 세계시민의식의 개념을 규명하고, 이를 측정할 수 있는 척도를 개발하여 내용타당도, 구인타당도, 준거관련타당도 등의 근거를 확보함으로써 우리나라 대학생들의 세계시민의식을 가늠할 수 있는 타당화된 측정도구를 제안하고자 하였다. 본 연구를 통해 개발될 측정도구는 대학생을 대상으로 한 세계시민교육 프로그램의 설계와 실행에 대한 지침이 될 것으로 사료된다. 본 연구가 상정한 구체적인 연구문제는 다음과 같다.
    첫째, 세계시민의식은 어떤 구성요인을 가지는가?
    둘째, 세계시민의식을 측정하기 위한 타당한 문항은 무엇인가?
    셋째, 세계시민의식 척도는 타당도와 신뢰도를 확보하였는가?
    위와 같은 연구문제를 달성하기 위하여, 먼저 문헌연구를 통해 세계시민의식의 정의, 구성요인, 초기 문항을 도출하고, 이에 대하여 델파이 조사를 실시하여 내용타당도를 확인하였다. 델파이 조사를 위한 패널은 세계시민교육 관련 전문가 13인과, 고등교육 및 교양교육 전문가 6인이 선정되었다. 이들을 대상으로 한 두 차례에 걸친 델파이 조사 결과, 지식 13문항, 스킬 9문항, 태도 13문항, 실천의지 11문항의 총 46문항의 초기 문항이 개발되었다.
    다음으로 델파이 조사를 통해 선정된 세계시민의식 초기 문항을 타당화하기 위하여 전국의 4년제 대학에 재학 중인 대학생 1,099명을 대상으로 설문조사를 실시하였다. 수집된 자료는 탐색적 및 확인적 요인분석을 통해 분석되었다. 탐색적 요인분석 결과 세계시민의식은 지식, 분석적 스킬, 사회적 스킬, 태도, 공감적 실천, 공의적 실천의 6요인으로 구성된 것으로 나타났으며, 총 31문항이 확정되었다. 또한 문항내적일관성 신뢰도를 분석하여 수용할 만한 수준임을 확인하였다. 다음으로 확인적 요인분석 결과, 탐색적 요인분석을 통해 도출된 6개의 요인이 이론적으로 도출된 지식, 스킬, 태도, 실천의지의 2차 요인으로 설명되는 위계적 모형이 적합한 것으로 확인되었다. 또한 수렴타당도 및 판별타당도가 적절한 수준으로 나타나, 세계시민의식 척도의 구인타당도 근거가 확보되었다.
    마지막으로 본 연구에서 개발된 척도로 측정된 세계시민의식과 다문화 태도, 생애핵심역량, 해외 체류 기간과의 유의한 상관관계를 확인하였으며, 이에 따라 준거관련타당도 근거를 확보하였다.
    이와 같이 도출된 세계시민의식 척도의 각 요인은 다음과 같이 논의될 수 있다.
    첫째, 지식 요인은 하위 요인 없이 하나의 요인으로 나타났으며, 총 7문항으로 구성되었다. 지식은 국가사회를 넘어선 세계의 상호의존적 체제를 이해하는 것으로, 세계시민으로서 갖추어야 하는 인지적 차원의 역량이며, 사회정의, 다문화, 지속가능발전 등에 대한 의미와 중요성을 이해하는 것을 포함한다.
    둘째, 스킬 요인은 두 개의 하위 요인으로 구분되었다. 본 연구에서는 이를 각각 분석적 스킬과 사회적 스킬로 명명하였다. 분석적 스킬은 세계적․지역적 참여 행동에 필요한 개인적인 스킬로, 지구촌 사회 이슈에 대해 비판적․합리적으로 사고하고, 창의적으로 문제를 해결할 수 있으며, 그러한 자신의 강점과 약점을 파악하는 것을 포함한다. 반면 사회적 스킬은 지구촌 공동체 구성원으로서 다른 구성원들과 원만하게 의사소통하고 네트워킹 할 수 있는 역량을 말한다.
    셋째, 태도 요인은 단요인의 7문항으로 도출되었으며, 세계화된 사회에서 인류가 보편적으로 추구해야 하는 가치에 헌신하는 태도를 반영한다. 이는 인간의 존엄성과 권리, 다른 사람의 견해와 감정, 다양성 등에 대한 가치를 중요하게 생각하고 이를 존중하려는 태도를 포함한다.
    넷째, 실천의지는 요인분석 결과 2개의 하위 요인으로 구분되었다. 본 연구는 이들 하위 요인을 각각 공감적 실천과 공의적 실천으로 명명하였다. 공감적 실천은 배려가 필요한 공동체 구성원들을 돕고자 하는 의지를 나타내며, 다른 사람의 입장에서 타인의 감정을 이해할 수 있는 역량과 연민에 기반한다. 한편 공의적 실천은 다문화, 지속가능발전의 가치를 수호하기 위해 세계적․지역적 체제에 기여하고자 하는 의지를 나타낸다.
    이상을 토대로 볼 때, 본 연구는 다음과 같은 의의를 가진다.
    첫째, 본 연구의 결과는 세계시민의식의 구성 요소가 역량 관점에서 설명될 수 있음을 지지하였다. 역량은 영역 관점의 구분보다 비교적 변화 가능성이 적은 안정적인 특질이며, 다양한 영역 이슈에 적용이 가능하다. 본 연구는 탐색적 요인분석과 확인적 요인분석을 통해 지식, 스킬, 태도, 실천의지로 구분한 역량 관점의 기준이 실증적으로도 타당한 구성 요인임을 제시하였다.
    둘째, 본 연구는 문헌연구와 델파이 조사를 통해 초기 문항을 개발하였으며, 이는 국내 4년제 대학에 재학 중인 1,099명의 대학생을 대상으로 타당화되었다. 이렇게 도출된 세계시민의식 척도는 우리나라 대학생들에게 적합한 척도로서 높은 활용성을 기대해볼 수 있다.
    셋째, 본 연구는 준거관련 타당도 근거를 제시했다는 점에서 선행 척도(김선미, 남경희, 2003; 지은림, 선광식, 2007; 윤철경, 박선영, 송민경, 2014)와 차별성이 있다. 본 연구에서 개발된 척도를 사용하여 측정된 세계시민의식은 선행연구를 통해 유의한 관계가 있다고 밝혀진 다문화 태도(김진희, 허영식, 2013), 생애핵심역량(윤성혜, 강명희, 2016), 해외 체류 기간(김선미, 남경희, 2003)과 유의한 관계를 보여, 준거관련 타당도가 확인되었다.
    본 연구를 통해 개발되고 타당화된 대학생용 세계시민의식 척도는 실천적․연구적 측면에서 다음과 같이 활용될 수 있다.
    첫째, 본 연구에서 대학생에게 필요한 세계시민의식의 구성 요소가 지식, 스킬, 태도, 실천의지로 나타난 바, 세계시민교육을 실시함에 있어 이러한 네 가지 하위 요소가 지향점이 될 수 있다. 즉 대학생을 대상으로 한 세계시민교육 프로그램을 설계하고 실행함에 있어 학습자가 달성해야 하는 목표는 본 연구에서 규명된 네 가지 하위 역량을 중심으로 명세화되어야 할 것이다.
    둘째, 본 연구에서 개발되고 타당화된 척도는 대학생들의 세계시민의식의 현 수준을 진단하는 유용한 도구이다. 이는 세계시민교육의 효과성을 진단하는 데에도 활용될 수 있으며, 나아가 교육 프로그램의 수정 및 보완, 개별화된 교육적 처방을 위한 실질적 시사점을 제공할 수 있다(Hopkins, 1998).
    셋째, 본 연구에서 개발된 세계시민의식 척도는 설계연구, 실험연구, 조사연구 등 다양한 응용연구에서 활용될 수 있다.
    본 연구의 제한점과 의의를 바탕으로 후속연구를 다음과 같이 제안한다.
    첫째, 본 연구에서 개발한 척도는 자기보고식 척도로서 측정 결과를 절대적으로 해석하는 데에는 한계가 있다. 이에 보다 엄밀한 해석을 위해서는 사회적 바람직성(social desirability)을 함께 측정하여 통제변인으로 활용할 수 있을 것이다.
    둘째, 자기보고식 척도의 한계를 극복하기 위한 또 다른 방안으로서 루브릭(rubric) 등 다양한 측정 방법을 복합적으로 고려할 것을 제안한다.
    셋째, 본 연구에서 개발된 척도의 실제적인 활용을 위하여 검사 매뉴얼이 개발될 수 있다. 후속연구를 통해 측정 절차, 타당도, 신뢰도, 점수의 해석 지침 등이 포함된 사용자 매뉴얼이 개발된다면 보다 활용도 높은 측정도구가 될 수 있을 것이다(McCoach, Gable, & Madura, 2013).
    넷째, 본 연구는 요인분석을 활용한 고전검사이론(Classical Test Theory, CTT)에 근거하여 세계시민의식 척도의 구인타당도를 확인하였다. 이는 지금까지 척도 개발에 폭넓게 적용되어 온 타당한 이론이나 최근 들어 문항반응이론(Item Response Theory, IRT)의 적용가능성이 대두되는 바, 후속 연구에서는 이를 적용하여 재타당화 해볼 것을 제안한다.
    다섯째, 본 연구에서는 요인구조에 대한 근거를 마련하기 위하여 고전적 EFA를 실시하였으나, 최근에는 탐색적 구조방정식 모형(Exploratory Structural Equation Modeling, ESEM)이 제안되고 있는 바, 이를 적용한다면 보다 엄밀한 분석결과를 얻을 수 있을 것이다.
    여섯째, 본 연구는 국내 4년제 대학생을 대상으로 세계시민의식 척도를 개발하고 타당화하였으며, 이 과정에서 연구대상의 인구통계학적 특성에 따른 요인구조의 차이는 가정하지 않았다. 이에 후속연구를 통해 응답대상의 구체적인 특성에 따라 요인구조에 차이가 있는지 검증할 것을 제안한다.
    마지막으로, 본 연구는 대학생용 세계시민의식 척도를 개발함으로써 대학생을 대상으로 한 세계시민교육의 필요성에 대한 관심을 촉구하였다. 대학교육 현장에서 세계시민교육이 보다 굳건히 뿌리를 내리기 위해서는 설계연구, 실험연구, 조사연구 등 세계시민교육의 실천과 이론에 기여할 수 있는 다양한 후속연구가 이어져야 할 것이다.

    고등교육기관으로서 대학의 책무는 인격을 도야(陶冶)하고, 국가와 인류사회의 발전에 필요한 학술이론을 가르치고 연구하며, 국가와 인류사회에 이바지하는 것이다(고등교육법, 2011). 이를 위해서는 대학에서 양성하는 학생들이 대학교육을 통해 인격적으로 성숙하고 건강한 시민의식을 가지게 되어야 한다(고등교육법, 2011; 채진원, 2013a). 즉 대학은 현대의 인류사회가 처한 세계화(globalization)의 흐름을 반영하여 학생들이 조화로운 사회를 만드는 데 기여할 수 있도록 지원하고(Ernst, 2008), 세계화된 사회에서 지구촌 구성원들과의 협력과 연대를 이루어 갈 세계시민(global citizen)으로서의 역량을 갖도록 해야 한다. 세계시민이란 전 세계의 문제점을 보다 광범위하고 포괄적인 관점에서 접근, 포용, 해결하려는 책임감 있고 윤리적인 시민으로(성열관, 2010; Jelinek & Formerand, 2015), 조화롭고 지속가능한 사회를 만들기 위하여 지역적․세계적 공동체에 참여하고 기여하는 시민을 의미하며(Oxfam, 2015; UNESCO, 2013), 이러한 세계시민을 길러내는 것이 21세기 대학교육의 책무 중 하나인 것이다.
    그러나 우리나라 대학생들은 사회의 독립적 구성원으로 인정받는 시기임에도 불구하고 경쟁적 입시로 인해 사회적 성숙을 충분히 이루지 못하고 있어(손승남, 2014), 이들이 건전한 시민으로서 제 역할을 할 수 있도록 하는 교육이 요구된다. 세계 각국의 대학에서는 이러한 요구에 부응하기 위해 국제기구와 협의회를 중심으로 세계시민 양성에 대한 필요성을 인지하고 이를 실천하고자 노력을 기울이고 있으나(AACU, n.d.; The Tallories Network, n.d.; UNAI, 2016), 우리나라 대학교육 현장에서는 이에 대한 논의와 실천이 미진한 실정이다.
    세계시민이 가져야 할 핵심역량은 세계시민의식(global citizenship)으로(UNAI, 2016), 이는 지역 및 국가정체성을 넘어서 세계적 수준에서 사회정의, 다양성, 지속가능성 등의 인류 보편 가치를 향상시키기 위해 필요한 개인의 역량이라고 정의된다(Cogan, 2000; Reysen & Katzarska-Miller, 2013; Snider, Reysen, & Katzarska-Miller, 2013).
    세계시민의식은 여러 가지 속성이 포함된 개념으로서, 역량 관점에서 볼 때 지식, 스킬, 태도, 실천의지라는 하위 요소로 구성된다(김선미, 남경희, 2003; 월드비전, 2015; Oxfam, 2015). 지식 차원에서 세계시민의식은 국가사회를 넘어서 더 넓은 세계가 있다는 것을 알고(Cogan, 2000), 국가정체성(national identity)을 넘어서 인류와 세계의 상호의존적 관계를 이해하는 것을 말한다(송민경, 2014). 또한 스킬 측면에서 세계시민의식은 세계적․지역적 참여 행동에 필요한 스킬로, 비판적․창의적 사고, 공감, 자기인식과 반성, 의사소통과 네트워킹 능력 등을 포함한다(Oxfam, 2015). 태도 요소는 인간의 존엄성과 권리, 다른 사람의 견해와 감정, 다양성 등에 대한 가치를 중요하게 생각하고, 이에 헌신하는 태도이다(Cogan, 2000; Oxfam, 2015). 나아가 앞의 세 가지 요소를 바탕으로 능동적이고 적극적으로 공동체 활동에 참여하고자 하는 의지가 마지막 요소인 실천의지이다(월드비전, 2015).

    마지막으로 본 연구에서 개발된 척도로 측정된 세계시민의식과 다문화 태도, 생애핵심역량, 해외 체류 기간과의 유의한 상관관계를 확인하였으며, 이에 따라 준거관련타당도 근거를 확보하였다.

    둘째, 본 연구에서 개발되고 타당화된 척도는 대학생들의 세계시민의식의 현 수준을 진단하는 유용한 도구이다. 이는 세계시민교육의 효과성을 진단하는 데에도 활용될 수 있으며, 나아가 교육 프로그램의 수정 및 보완, 개별화된 교육적 처방을 위한 실질적 시사점을 제공할 수 있다(Hopkins, 1998).
    셋째, 본 연구에서 개발된 세계시민의식 척도는 설계연구, 실험연구, 조사연구 등 다양한 응용연구에서 활용될 수 있다.
    본 연구의 제한점과 의의를 바탕으로 후속연구를 다음과 같이 제안한다.
    첫째, 본 연구에서 개발한 척도는 자기보고식 척도로서 측정 결과를 절대적으로 해석하는 데에는 한계가 있다. 이에 보다 엄밀한 해석을 위해서는 사회적 바람직성(social desirability)을 함께 측정하여 통제변인으로 활용할 수 있을 것이다.
    둘째, 자기보고식 척도의 한계를 극복하기 위한 또 다른 방안으로서 루브릭(rubric) 등 다양한 측정 방법을 복합적으로 고려할 것을 제안한다.
    셋째, 본 연구에서 개발된 척도의 실제적인 활용을 위하여 검사 매뉴얼이 개발될 수 있다. 후속연구를 통해 측정 절차, 타당도, 신뢰도, 점수의 해석 지침 등이 포함된 사용자 매뉴얼이 개발된다면 보다 활용도 높은 측정도구가 될 수 있을 것이다(McCoach, Gable, & Madura, 2013).
    넷째, 본 연구는 요인분석을 활용한 고전검사이론(Classical Test Theory, CTT)에 근거하여 세계시민의식 척도의 구인타당도를 확인하였다. 이는 지금까지 척도 개발에 폭넓게 적용되어 온 타당한 이론이나 최근 들어 문항반응이론(Item Response Theory, IRT)의 적용가능성이 대두되는 바, 후속 연구에서는 이를 적용하여 재타당화 해볼 것을 제안한다.
    다섯째, 본 연구에서는 요인구조에 대한 근거를 마련하기 위하여 고전적 EFA를 실시하였으나, 최근에는 탐색적 구조방정식 모형(Exploratory Structural Equation Modeling, ESEM)이 제안되고 있는 바, 이를 적용한다면 보다 엄밀한 분석결과를 얻을 수 있을 것이다.
    여섯째, 본 연구는 국내 4년제 대학생을 대상으로 세계시민의식 척도를 개발하고 타당화하였으며, 이 과정에서 연구대상의 인구통계학적 특성에 따른 요인구조의 차이는 가정하지 않았다. 이에 후속연구를 통해 응답대상의 구체적인 특성에 따라 요인구조에 차이가 있는지 검증할 것을 제안한다.
    마지막으로, 본 연구는 대학생용 세계시민의식 척도를 개발함으로써 대학생을 대상으로 한 세계시민교육의 필요성에 대한 관심을 촉구하였다. 대학교육 현장에서 세계시민교육이 보다 굳건히 뿌리를 내리기 위해서는 설계연구, 실험연구, 조사연구 등 세계시민교육의 실천과 이론에 기여할 수 있는 다양한 후속연구가 이어져야 할 것이다.
