Factors Affecting the Internal Use of Performance Information

        Tulsi Ram Bhusal, Ph.D(툴시 람 부살),Jae Duk Keum, Ph.D(금재덕) 한국공공관리학회 2017 한국공공관리학보 Vol.31 No.1

This paper examines empirically what factors affect the internal use of Performance Information (PI) in South Korean public agencies. In order to do this, this paper has identified dimensions of the internal use of PI and examined the role of institutional, individual, data quality, and external factors to be correlated with the internal use of PI. Data from 333 public managers from four different South Korean public agencies participating in the survey were used to test the relationship. The results show that public officials’ use of PI for managerial and organizational decision making is affected by several factors. Particularly, individual perception about Performance Management(PM) have significant relationships with the internal use of PI (both managerial and organizational use), suggesting that the individual-level factors may results in differences in the uses of PI. However, this study highlights that different factors have affect the different use of PI. On the one hand, institutional factors (the quality of PMS and gatekeeping), group and development culture, and role of stakeholder have significant relationship with managerial use. On the other hand, data quality, rational culture, and grade is significantly and positively related to organizational use of PI. This result implies that PMS should be carefully constructed and implemented, in order to enlarge the use of PI for the internal decision making. It is needless to say that purposes of PI use should be considered.

Examining Trekkers Environmental Friendly Behavior: New Ecological Paradigm and Theory of Planned Behavior Approach

        Tulsi Paudel,이문아,김영국 (사)한국관광레저학회 2019 관광레저연구 Vol.31 No.3

This study aims to investigate trekkers’ environmental attitudes along with environmental friendly trekking behavior. Study based on theoretical basis of two theories; The New Ecological Paradigm and Theory of Planned Behavior. This research analyzed 223 responses from online sources. Respondents were trekkers of Korean Mountains. Results concluded on the basis of statistical analysis using SPSS 24.0 and AMOS 22.0. Frequency analysis, exploratory factor analysis, reliability analysis, confirmatory factor analysis and statistical equation modeling were performed. The results show New Ecological Paradigm factors are significantly affecting subjective norms, attitude and perceived behavioral control. In addition, attitude and perceived behavioral control possess significant effect on behavioral intention. However, among elements of Theory of Planned Behavior, the subjective norm does not affect behavioral intention of environmental friendly trekking. According to the results, trekkers are aware of earths’ limitations and have willingness to do less harm in nature when trekking.

A Macro Analysis of Tourist Arrival in Nepal

Tulsi PAUDEL,DHAKAL THAKUR,Wen Ya LI,김영국 한국유통과학회 2021 The Journal of Asian Finance, Economics and Busine Vol.8 No.1

The number of tourists visiting Nepal has shown rapid growth in recent years, and Nepal is expecting more tourist arrivals in the future. This paper, thus, attempts to analyze the tourist arrivals in Nepal and predict the number of visitors until 2025. This paper has examined the international tourist arrival trend in Nepal using the Gompertz and Logistic growth model. The international tourist arrival data from 1991 to 2018 is used to investigate international tourist arrival trends. The result of the analysis found that the Gompertz model performs a better fit than the Logistic model. The study further forecast the expected tourist arrival below one million (844,319) by 2025. Nevertheless, the government of Nepal has the goal of two million tourists in a year. The present study also discusses system dynamics scenarios for the two million potential visitors within a year. Scenario analysis shows that proper advertisement and positive word-of-mouth will be key factors in achieving a higher number of tourists. The current study could fill the gap of theoretical and empirical forecasting of tourist arrivals in the Nepalese tourism industry. Also, the study findings would be beneficial for government officers, planners and investors, and policy-makers in the Nepalese tourism industry

Do Cultural Factors Really Affect the Implementation of a Performance Agreement System in South Korea?

Tulsi Ram Bhusal,Keum Jae Duk 한국정부학회 2013 한국행정논집 Vol.25 No.2

A performance agreement system (PAS) is a process related to improving individual performance and has become one of the most important elements of the performance management mechanism applied to the higher levels officials of the South Korean government. This study divides PAS implementation into three stages: planning, implementation, and feedback. The main objective of this study is to identify the relationship between determinant cultural factors and the implementation of P AS in South Korea. The research findings indicate that group culture and developmental culture positively affect PAS planning, implementation, and feedback, while the uncertainty avoidance feature has negative impact on all three aspects of P AS implementation, with a significance level of 5%. However, the study reveals that Korean bureaucratic cultural features are not statistically By identifying the cultural factors that positively or negatively affect PAS implementation; the results can help the South Korean government to analyze the organizational cultural factors before adopting a public management system.

A Conceptual Approach to Green Human Resource Management and Corporate Environmental Responsibility in the Hospitality Industry

TULSI, Paudel,JI, Yunho Korea Distribution Science Association 2020 The Journal of Asian Finance, Economics and Busine Vol.7 No.1

Substantial growth in the economy and extensive use of natural resources has become a major issue in the modern world. Organizations have started to worry about the environment and are beginning to invest in and practice green strategies. Companies should be responsible for the environment and use sustainable methods to run their businesses. The main purpose of this study is to explore the conceptual approach to Green Human Resource Management (GHRM) practices and Corporate Environmental Responsibility (CER) in the hospitality industry. The theoretical framework of GHRM practices such as green recruitment, green selection, green training and development, green performance appraisal, green reward and compensation, and corporate environmental responsibility have been comprehensively studied for this purpose. Green Human Resource Management in the hospitality sector is a less studied and rarely implemented phenomenon. The integration of GHRM and CER along with green competitive advantage and green supply chain management in hospitality is new concept in hospitality industry. Study suggests that Corporate environmental responsibility (CER) and Green Human Resource Management (GHRM) have a significant role in the hospitality industry. However, for sustainable development of tourism and hospitality, this concept should be capitalized with necessary research and development.

This experiment was carried nut to study palatability and digestibility of straw-manure silage with or without sugarcane molasses in three Corridale ram. Rice straw treated with 4% NaOH was supplemented with 0%, 7%, and 15% molasses on the DM basis instead of wheat bran and mixed with poultry manure and ensiled for 80 days. The results obtained are summarized as follows: 1. There was no significant chwge in proximate composition of silage between control and molasses supplemented silage group. 2. Lactic acid content of silage was increased according to substitute wheat bran for molasses. Butyric acid content of silage with 15% molasses at 80 days of ensiling was determined as less than 0.1 ㎎/㎖ but silage with 7% molasses was shown the lowest value of butyric acid through whole fermentation period. 3. No significant effect on the digestibility of proximate composition, nitrogen balance, and TDN value were observed. in the three treatment groups. The palatability of straw-manure silage containing molasses was significantly lower than that of control group (P $lt; 0.01).
