「괴롭힘」의 현황과 대책에 관한 연구 : 초등학교를 중심으로 Focused on Elementary Schools

Igime, a phenomenon in which one person is shunned by all the others, appeared in the early 1980s in Japan and in the early 1990s in Korea. This phenomenon has gone so far since then. As time goes on, igime has been diversified and systematized, and become younger, barbarous, criminal, and clandestine. This research has been carried out with a misson that we should inquire closely into the reason of igime, analyzing the present situation, and take some countermeasures against it. As the method of study, a statistical analysis was applied to the survey. Japanese and Korean references on this subject were also studied. The following are the countermeasures against igime I propose: A. Countermeasures by schools and the institutions of educational administration 1. Establishment of an information network on igime 2. Establishment of sisterhood between a school and a social welfare facility and service 3. Management of after-school academy 4. Elimination of oversized schools and overcrowded classes 5. Appointment of enough counsellors and regularization of school counseling 6. Making the most use of nurse teacher help at guidence 7. Pressing demands and special instruction on the elimination of igime issued by the Ministry of Education 8. Strengthening the education for personality B. Cooperative countermeasures by the education-related organizations 1. Spread of monitoring system 2. Making the most use of volunteer counselors 3. Ensuring sound mass media 4. Reinforcement of curfew for the youths 5. Reinforcement of neighborhood watch by the police appointed to each school 6. Intensification of the countermeasures for purifying the environment harmful to the youths 7. Establishment of so-called 'Youth Culture Center,' a space for the youths' sound entertainment
청소년 행동에 영향을 주는 환경변화요인 및 복지 발전방향

The purpose of this study is to analyse various environmental factors that can affect the behaviour of adolescents and present ways in which the development of their welfare can be directed. This study was carried out through the review of books containing family, school and social environmental factors, the results of which showed that adolescents must be able to adapt to their ever changing environment caused by diverse social changing trends and this ability to adapt needs to be provided with the implementation of structural and comprehensive government policies. As problems with adolescents begin from the family, which is the foundation of society and which then spread to the school and then their own social negative environment, it can be concluded that only a comprehensive approach will resolve the problems facing adolescents, one which is related to their own environment and system. As a result, social skills such as programs encouraging the assumption of personal roles and adoption of cooperative social roles (e.g. interpersonal relationship skills and parent-child dialogue skills) should be practiced in homes and schools. The policies, adminstration, law and service providers of adolescence welfare must show coherence, integrity and professionalism in accordance with the changing environmental trends that are associated with adolescence welfare. More importantly, the conclusion of this study is to highlight the fact that adolescence welfare must take the direction that will allow adolescents to participate in their own environment.
