디지털 학술회의자료의 현황분석 및 이용활성화 방안 : KISTI를 중심으로

본 고는 최신 연구성과를 수록하고 있는 정보자원인 학술회의자료의 현황을 분석한 것이다. 최근 디지털 형태로 출판 유통되고 있는 학술회의자료를 KISTI가 소장 또는 접근할 수 있는 자료 중심으로 분석함으로써 향후 장서개발정책 수립시 또는 정보자료 조직 및 정보서비스에 활용할 수 있는 방안을 검토하였다. This paper investigates the present state of organization and services of digital conference materials with the KISTI's collections. The results can be used in construction of collection development policy and information organization and services via local library automation systems.

국가 고유 정보자윈 생산 및 활용실태 연구

본 연구는 먼저 국내 과학기술정보의 효율적인 유통을 위하여 과학기술 분야의 국내 생산 정보자원에 대한 정의를 시도하고 포괄적인 조사를 통해 그 현황을 파악하고 분석하였다. 두 번째로는 과학기술분야 국내 정보자원의 데이터베이스화 현황 및 인터넷을 통한유통현황을 분석하였다. 마지막으로 국내 과학기술정보 유통상의 문제점을 보다 면밀히 분석하고 향후 발전방향 수립을 위한 고려사항을 논의하였다. In this study we made a try to define the concept of national information resources in science and technology fields and analyzed the current status through the comprehensive examination. And more detailed current status are investigated about building database for each type of national information resources and distribution through Internet services. To the end we described the problems and suggested the considerations for the future.

오픈액세스기반 지식정보저장소 구축에 관한 연구

This study is carried out as a precedent work for the implementation of an Open Access Initiative(OAI) compatible with Korean libraries. Institutional Repository is a new concept for collecting, managing, disseminating, and preserving scholarly works created in digital form by faculty and researchers in individual organizations according to open access paradigm. This study briefly outlines the need for Institutional Repository, their role, constitutional elements, benefits and drawbacks. This is followed by recent case studies of SHEPRA, Dspace, eDoc Server and dCollection. The conceptual model of Institutional Repository was suggested and the key considerations to be taken into account for the successful implementation of Institutional Repository at the beginning stage were proposed from a stakeholder's perspective. 본 연구는 국내 도서관에서의 오픈액세스 지식정보저장소 구축을 위한 기초연구를 목적으로 수행되었다. 기관에서 구축한 지식정보저장소는 개별기관 소속 교수나 연구자에 의해 생산된 지식정보자원을 오픈액세스 패러다임에 기초하여 수집, 관리, 배포, 보존하기 위한 새로운 개념이다. 이에 지식정보저장소의 필요성, 역할, 구성요소, 구축 장애요인 등을 고찰한 후 SHERPA, Dspace, eDoc Server, dCollection 등 국내외의 대표적인 사례를 살펴보았다. 또한 지식정보저장소 구축 모형 및 이를 성공적으로 구현하기 위한 고려사항을 참여집단별로 제안하였다.

학술지의 국제화를 위한 운영 및 발전방안 연구

이 연구는 국제학술지의 사례조사를 통하여 국제 학술지의 발간 초기 운영 및 발전방안을 제안하였다. 이를 위해 문헌정보학 분야의 국제학술지 중 짧은 발행 기간에도 불구하고 4.0 가까운 높은 impact factor를 유지하고 있는 Journal of Informetrics와 아시아의 저널로 SSCI에 등재되어 있는 MJLIS의 두 개 사례를 심층적으로 분석하였다. 분석 결과 발간 초기 강력한 지원을 해 줄 수 있는 기관이 필요함과 더불어, 게재논문의 수 증가, 다양한 국가의 저자 및 발간 근거를 두고 있는 지역 저자들의 도움, 편집진 구성에서 국가의 다양성 및 양질의 논문 생산성의 고려, 발간 초기 편집진의 투고, 발간 초기 적절한 자기 인용 등이 필요한 것으로 나타났다. This study suggests the operation method for the internationalization of journal during the beginning period of the first publishing, based on the in-depth analysis on two journals in the area of library and information science, Journal of Informetrics and MJLIS. It recommends that we need some kinds of operation methods for the successful internationalization of the journal; firstly, the necessity for the support organizations, the increase of the numbers of the articles, the support of the authors with various nationalities and in the area of published, the editorial board members with various nationalities having the ability to publish the high quality articles and to make the proper self-citation during the beginning periods of the first publishing of the journal.

데이터마이닝 기술을 이용한 한국과학기술인용색인DB 활용 방안 연구

Scholarly science citation data is typically of large volume and consists of a variety of data. Moreover, the volume of data is increasing more and more. Therefore, there are some requirements to store and manage the data efficiently and Korea Institute of Science and Technology Information (KISTI) develops Korea Science Citation Database (KSCD) which manage and serve very large-volume of korea science technique information including citation data. However, current services based on KSCD are not enough for various users. Thus, it is important issue to offer a variety of services using KSCD. For example, if a user searches articles described by a specific author, then a user may want to find not only the articles cited by a certain author but also those articles that study similar topics. However, it is not always easy to provide these services with citation data. Therefore, this paper surveys studies about services using citation data in order to find approaches for better utilizing KSCD. Especially, this paper considers data mining techniques, because data mining is one of the main techniques to extracting semantic information from big data. Therefore, this paper discusses methods for utilizing large volume of KSCD based on data mining technique. 한국과학기술정보연구원(KISTI)에서는 대량의 학술 정보들을 분류하여 저장하고 관리하기 위한 한국과학기술 인용색인 데이터베이스(KSCD)를 구축한 바 있다. 그러나 학술인용색인데이터들은 그 특성상 단순히 저장만을 위한 자료가 아니다. 즉, 저장된 데이터를 기반으로 사용자들에게 어떠한 서비스를 어떻게 제공할 것인지는 KSCD의 활용 측면에서 매우 중요한 문제이다. 예를 들어 사용자는 단순히 특정 저자가 기술한 학술 자료들을 검색하기를 원할 수도 있지만, 필요에 따라 해당 저자와 유사한 연구를 수행하는 저자들을 검색하기를 원할 것이다. 그러나 단순히 저장된 데이터만으로 이러한 서비스를 제공하기는 어렵다. 그러므로 본 논문에서는 한국과학기술인용색인 데이터베이스(KSCD)를 향후 어떻게 활용할 수 있는가에 대한 해답을 찾기 위해서는 국내외에서 현재 어떠한 서비스들을 제공하고 있는지 살펴보고 이와 관련하여 어떤 방향으로 연구가 진행해야 하는지를 모색한다. 특별히 데이터 마이닝 기술은 다양한 형태의 데이터로부터 데이터 속에 내포되어있는 특징(Feature)들을 추출하고 새로운 데이터 모델을 발견하여 의미 있는 정보를 추출해 내어 결국은 사용자의 의사 결정에 도움을 주는 것을 그 목적으로 한다. 즉 데이터에 숨겨진 패턴과 관계를 찾아내어 유용한 정보를 발견해 내는 것이다. 그러므로 본 논문에서는 이러한 데이터마이닝 기법을 학술인용색인데이터에 적용하여 제공할 수 있는 서비스들이 무엇이 있는지 논의한다.

협회 기술정보관리 및 유통 시스템 구축에 관한 연구

Science and technology association is producing huge amount of information through the academic activities related in industrial technology between the members and becoming major provider of industrial technology information. But the infrastructure in its individual institute of institution is very poor, which makes systematic management and service unavailable. So, KISTI developed the management and logistics system collecting and processing various technical information produced by institutes and managing as well as distributing through the web. We studied cases matched with requirements of institution and opted for the modeling, using web based application and information retrieval system. Finally, the members of the institution as well as unregistered users can access to the technical reports database easily and quickly. We are planning to extend the range of target institutes and make a progress the system to high functional level. 과학기술계 협회는 회원들의 산업기술활동 및 교류를 통해서 방대한 양의 정보를 생산하는 첨단 산업기술정보의 주요 생산집단이다. 현재 협회들의 정보화 현황을 살펴보면 정보 인프라 수준이 매우 열악하여 생산정보에 대한 체계적인 관리 및 서비스가 어려운 실정이다. 이에 한국과학기술정보연구원은 협회정보화지원사업의 일환으로 협회에서 발생하는 다양한 기술정보를 효과적으로 수집하여 가공하고 웹을 통하여 관리 및 유통할 수 있는 시스템을 개발하였다. 이를 위해 협회의 요구사항을 파악하고 모델이 될 수 있는 관련 사례들을 조사하였으며, 웹 기반 응용기술과 정보검색 시스템을 이용하였다. 결과적으로 협회 회원뿐 아니라 일반 정보이용자가 원하는 협회 기술정보를 인터넷으로 쉽고 빠르게 접근할 수 있게 되었다. 향후 대상 협회를 확대하고 시스템 기능을 고도화할 계획이다.

고객만족 및 서비스 품질에 관한 연구 - KOSEN 사례를 중심으로

본 논문에서는 고객추천지수(NPS : Net Promoter Score)를 이용하여 2019년도 이용 고객의 서비스 만족 및 품질에 대하여 모니터링하고 기관의 고객만족 개선 활동에 대한 고객의 의견을 분석하기 위함이다. 한국과학기술정보연구원의 한민족과학기술자네트워크(KOSEN : The Global Network of Korean Scientists & Engineers)는 전 세계 한인 과학기술자들을 하나로 연결하는 네트워크 서비스로 2019년 현재 70여개국 14만여 회원들로 이루어진 거대한 네트워크로 성장하였습니다. 1999년 이래 과학기술부, 교육과학기술부, 미래창조과학부, 과학기술정보통신부지원사업으로 한국과학기술정보연구원에서 운영해오고 있습니다. 네트워크를 통한 한인 과학기술자들의 지식 공유가 주목적이며, 연구자들을 위한 다양한 서비스를 무상으로 제공하고 있습니다. 이를 위해 서비스를 경험한 262여 명의 의사 결정자를 대상으로 한민족과학기술자네트워크에 대한 고객충성도를 분석하였다. 이와 같은 연구결과는 인터넷 둥 정보의 발달로 고객의 긍정적 또는 부정적인 구전이 급속도로 노출되는 환경에서 고객의 만족도를 관리함으로써 핵심고객을 확보하는데 사전 예측자료로 활용될 수 있다.
