지역축제의 서비스 질, 서비스만족, 지역이미지 그리고 축제충성도 간 구조적 관계 분석

본 연구에서는 화천산천어축제를 대상으로 지역축제의 서비스 질과 서비스만족, 지역이미지 그리고 축제충성도 간의 구조적 관계를 분석하여 시사점을 제시하고자 하였다. 실증분석 결과, 지역축제의 서비스 질(유형성, 대응성, 보증성, 감정이입)은 서비스 만족도 에 긍정적인 영향을 미치는 것으로 나타났다. 또한 지역축제의 서비스 질(유형성, 대응성, 감정이입 등)은 지역이미지에도 긍정적으로 관계가 있는 것으로 분석되었다. 그리고 서비스 만족도와 지역이미지는 축제충성도에 긍정적인 영향을 미치는 것으로 나타났다. 따라서 지역축제가 의도한 목적을 달성하기 위해서는 서비스 질의 개선이 필요하다. 첫째, 서비스 질의 유형성 확보를 위해 외형적인 시설기선과 방문객들의 호감 얻을 수 있는 자료의 제공이 필요하다. 둘째, 서비스 질의 대응성 확보를 위해 서비스 진행 프로그램에 대한 정보제공, 고객의 요구에 대한 철저한 준비 등이 요구된다. 셋째, 서비스 질의 감정이입의 향상을 위해 축제방문객들을 대상으로 한 조사 또는 잠재고객에 대한 수요조사 등에 대한 세밀한 검토가 필요하다. 넷째, 서비스 질의 보증성 확보를 위해 축제를 진행하는 담당자나 자원봉사자 또는 지역주민들에 대해 충분한 교육이 선행되어야 한다. 마지막으로 지역의 자연환경이나 문화적?역사적 자원 등 지역의 고유특성과 연계되고 방문객들이 친근하게 접근할 수 있는 축제브랜드의 개발 또한 중요하다. The basic purpose of this study, for the Hwacheon Sancheoneo Ice Festival, is analyzing the structural relationship between service quality and service satisfaction of local festival, local image and festival loyalty, and suggesting implications throughout the analysis results. As the results of empirical analysis, the quality of service-tangibility, responsiveness, assurance, empathy- has a positive effect on the service satisfaction. In addition, it is analyzed that the quality of service-tangibility, responsiveness, empathy- has also a positive relationship with the local image. And, service satisfaction and local image have positive effects on the festival loyalty. Therefore, in order to achieve the intended purpose of local festival, improving the quality of service is required. Firstly, to ensure the tangibility of service quality, presented festival infrastructure and festival information which can draw the visitor"s attention are needed. Secondly, to ensure the responsiveness of service quality, providing information about the program and thorough preparation for the visitor"s demand are required. Thirdly, to improve the empathy of the service quality, survey for the festival visitors and demand research for the potential visitors are required for detailed review. Fourthly, to ensure the assurance of service quality, proper education for the festival coordinators. volunteers and residents has to be preceded. Lastly, brand development, which is relating to the natural environment or cultural and historic resources of unique characteristics of local area and visitors can friendly accessible to the festival, is also important.

해양오염에 대한 국가책임 문제의 한계와 개선방안

As part of the post-management of marine pollution, international jurists insist on state responsibility and give terms such as result liability, fruitless liability and absolute responsibility to ensure the convergence of logical grounds to attribute responsibility to the polluting countries. The basic concept of this responsibility shall be that the causative state acknowledges its liability for damages caused by the act, rather than whether the act of marine pollution is an act of the State itself or an act of death. The fundamental background for acknowledging this responsibility is that there is a innocent victim who has suffered a loss, and that it is in equity to make the place of action responsible for the consequences caused by the innocent victim. The state, however, does not prefer to agree to any standard of state responsibility for maritime pollution across borders. The problem of solving the complex causal relationship caused by a number of pollutants in light of the specificity of the oceans is difficult to specify the contaminated country in question, so it is essential to form a group of potential polluting countries and raise funds as a way to overcome it. For potential polluters, it is preferred to introduce an absolute responsibility system in space-related treaties to attribute state responsibility on the basis of fruitless accountability for marine pollution. International norms recognize the need to apply state responsibility to maritime polluting countries but avoid setting specific standards. Among the various causes of human casualties caused by harmful pollutants, the country is also responsible for relatively weak international norms. The country, which presupposes predictable damage and is a potential polluter to it, should deal with marine pollutants from a proactive perspective. 2020. 11. 20. 인천에서 개최된 국제해양포럼에서 리우 닝(Liu Ning) 북서태평양보전실천계획 기획관은 주변국가 간 해양오염원의 통합관리시스템 구축의 필요성을 제안하였다. 이와 관련하여 해양오염에 대한 사후적 관리의 일환으로 국제법학자들은 국가책임을 주장하면서 오염원인국에 책임을 귀속시키기 위한 논리 근거의 정합성을 확보하기 위해 결과책임, 무과실책임, 절대책임 등의 용어를 부여하고 있다. 이러한 책임 문제는 해양오염 행위가 국가 스스로의 행위인가 혹은 사인에 의한 행위인가 보다는 당해 행위로 발생한 손해에 대하여는 원인국의 배상책임을 인정한다는 것을 기본 개념으로 하여야 한다. 이러한 책임을 인정하는 근본적 배경에는 손해를 입은 “선의의 피해자(innocent victim)”이 있다는 것, 그리고 행위 발생지국이 과실없는 피해자에게 야기된 결과를 책임지게 하는 것이 형평에 부합한다는 사실에 근거한다. 그러나 국가는 국경을 넘는 해양오염에 대한 국가책임의 어떠한 기준에도 동의하기를 선호하지 않는다. 해양의 특수성에 비추어 다수의 오염원으로 인한 복합적인 인과관계를 해결하는 문제는 당해 오염국가를 특정하는 것이 어렵기 때문에 이를 극복하는 방법으로 잠재적인 오염국가집단을 형성하고 기금조성을 하는 방법이 필수적이다. 잠재적인 오염국에 대해서는 우주 관련 조약에서의 절대책임제도를 도입하여 해양오염에 대한 무과실책임주의에 입각하여 국가책임을 귀속시키는 방법이 선호된다. 국제규범은 해양오염국에 대한 국가책임 적용의 필요성을 인식하면서도 구체적인 기준을 설정하는 것을 회피하고 있다. 유해한 오염물질로 인한 인명피해의 다양한 원인 중에서도 상대적으로 취약한 국제규범에도 책임이 있다. 예측가능한 피해를 상정하고 이에 대한 잠재적 오염자인 국가가 사전예방적 관점에서 해양오염물질을 다루어야 한다.

지역축제의 서비스 질과 만족도에 관한 연구

본 연구는 지역축제의 서비스 질이 서비스 만족도에 미치는 영향을 화천산천어 축제를 대상으로 서브퀼 5개요인(접근성, 대응성, 보증성, 동조성, 신뢰성)을 중심으로 분석하였다. 분석결과, 서비스 질과 서비스 만족은 체험 전에 비해 체험 후의 평가가 모든 항목에서 높게 나타났다. 그리고 서브퀄의 5가지 요인들은 모두 서비스 만족도에 정(+)의 영향이 있는 것으로 나타나 축제의 서비스 질은 서비스 만족도에 직접적으로 영향을 주는 것을 확인 할 수 있었다. 따라서 이와 같은 분석결과를 바탕으로 한 정책적 함의는 다음과 같다. 첫째, 서비스 접근성 확보를 위해 주관기관에 의한 축제관련 시설정비 및 행사 정보의 제공을 위한 노력이 요구된다. 둘째, 서비스 대응성 확보를 위해 고객의 요구를 충분히 파악한 프로그램의 개발이 필요하다. 셋째, 서비스 보증성과 동조성을 확보하기 위해서 서비스 진행요원에 대한 전문지식은 물론, 고객과의 관계에 대한 예절 및 대인관계 교육 등이 선행되어야 한다. 넷째, 서비스 신뢰성 확보를 위해 프로그램 운영에 대한 표준운영절차(SOP)가 개발되어 활용되어야 한다. 결론적으로 서비스 질의 개선은 축제를 찾는 방문객들의 축제에 대한 만족도를 높이는 결과로 나타나게 된다. This research analysed how to influence the local festival service quality on service satisfaction for HwaCheon Sancheoneo Ice Festival with five factors; accessibility, responsiveness, assurance, empathy, reliability. As a result of analysis, service quality and service satisfaction experienced after than before the experience rating was higher in all items. And, the service quality influences the service satisfaction directly because the five factors of SERVQUAL confirm that there are positive effect on the service satisfaction. Therefore, the political implications based on this analysis results is as follows. First, in order to ensure the accessibility, the efforts for building festival infrastructure, including festival-related facilities maintenance, and providing festival information by the competent authorities are required. Second, to increase the responsiveness, the program developments with including customer needs fully for the festival is needed. Third, to ensure assurance and empathy, not only the staffs of the festival has to be required proper manners regarding the relationship with customers and provided proper education of interpersonal relationships but also they should have expertise about the festival. Fourth, in order to increase reliability, a standard operating procedure for managing the festival program has to be developed and should be utilized. In conclusion, improving service quality shows the result of increasing the satisfaction of visitors of the festival.
