본 연구는 우리의 안전을 위협하는 테러행위에 대하여 그 유형은 어떤 것이 있는지 테러에 대한 실태를 분석하고, 이러한 분석을 통하여 테러의 예방 및 테러 발생시 대응방안을 알아보고자 한다. 오늘날 테러는 우리의 일상생활에서 흔히 발생할 수 있는 범죄행위와 구분이 안 될 정도로 자주 발생하고 있으며, 그 형태에 있어서도 일반범죄에서 나타날 수 있는 우발성 테러 등, 원인에 있어서도 분명하지 않는 경우가 많다. 과거의 테러는 나름대로 목적이 있었고, 사회 저명인사를 주로 대상으로 하였지만, 현재의 테러는 뚜렷한 목적도 없이 단순한 금전을 위해 일반 시민을 대상으로 이루어지는 경우가 많으며, 누구나 할 것 없이 테러에 대비해야 하는 것이 현실이다. 따라서 현실적 테러에 대한 사례에 대하여 살펴봄으로서 이에 대한 이론적 연구와 함께 실제적 상황을 검토해 보고, 이에 대한 문제점과 대처 방안을 마련하여 안전에 대한 대안을 모색하고자 한다.

성인 지역사회 폐렴의 원인 미생물에 대한 전향적 다기관 연구 : 마이코플라즈마와 클라미디아의 역할

Background : The purpose of this study is to develop a rapid and sensitive method to detect M. pneumoniae and C. pneumoniae. In addition, we prospectively investigated the prevalence of M. pneumoniae and C. pneumoniae infections in community-acquired pneumonia. Methods : The nasopharyngeal aspirates were collected from truly 1997 to April 2000. PCR or nested PCR techniques were used to detect causative agents. RFLP and nucleotide sequence analysis were performed to study molecular epidemiology. Furthermore, feasibility of one-step technique to detect two microorganisms was tested by multiplex PCR. Results : Of 250 clinical specimens, 23 (9.2%) specimens were positive for M. pneumoniae and 33 (13.2%) for C. pneumoniae, including one dual-infected specimen. Most M. pneumoniae infection occurred during the colder months of the year. C. pneumoniae infection was predominantly found from December to February. Conclusion : The results indicate that M. pneumoniae and C. pneumoniae infections are frequently found from patients with community-acquired pneumonia. (Korean J Infect Dis 33: 15-23, 2001)

정보사회의 지역사회행정과 IT도입에 관한 문헌연구- Managing IT and e-Government:the Korean Case의 시각으로 -

본 문헌고찰은 지역사회의 트랜드의 변화를 IT도입의 배경과 거시적 행정의 변화과정을 통하여 살펴봄으로써 지역사회의 역동성의 나아갈 방향에 관하여 논의하고자 한다. 본 연구의 문헌고찰은 IT도입은 우리들의 지역사회에 관한 어떠한 대안을 내놓고 있는가? 우리는 어떠한 관점으로 이를 바라보아야 할 것인가?에 관하여 Managing IT and e-Government:the Korean Case, Moon Sinyong(2009)의 관점을 중심으로 하여 살펴보았다. 현대는 내부 및 외부적(internal & external) 개혁이 모두 필요한 시대이다. 따라서 현대의 지역사회 소비자는 단순소비자가 아니며 생산과 소비에 기여하는 프로슈머들이다. 이는 사회적비용(social cost)을 재배치하는 것이며 지역사회나 국가적 차원에서도 적극 도입되어야할 부분으로 평가받고 있는 부분이며 현대사회는 분권화(decentralization)가 중요한 사회이기도 하다. 이것은 과거의 표준화 전문화 중앙집권화에서 보다 발달된 형태로 시대의 욕구에 부응하는 것이라고 할 수 있다. 이제 현대사회는 탈집중화 탈대중화 되는 시기로써 더욱 개별화된 서비스가 늘어갈 것이며, 위탁의 효율성이 극대화 될 것으로 보인다. 그러므로 이러한 시대적 변화에 있어서 어떠한 점이 고려되어야 하며, 지역사회의 개발과 통합 및 관리적 차원에서는 어떠한 점에 관한 논의가 선행되어 필요할 것인가에 관한 보다 구체적인 지역사회 차원의 합의도출이 필요하리라 보여진다. 이와 같이 지역사회의 역동성은 우리사회의 변화과정을 설명하고 있는 것이며, 그것은 우리 자신에게 달려있기도 하다. 따라서 현대사회의 지역의 분권화와 정보화의 개념 속에서 상기와 같은 자원들이 어떻게 수렴되고 발전해 나갈 것인가는 바로 우리 지역사회 커뮤니티의 성숙도를 의미하기도 할 것이라 보여진다. 한 시점에서 우리나라의 지방분권의 출범이, 지역사회의 고유한 비젼을 통한 변모과정과 발전에 있어 행정의 변화과정과 시대적 조류 그리고 IT도입에 관한 문제에 관한 논의는 반드시 필요하며 그 안에 시사점이 있다고 할 수 있을 것이다. 우리는 정보화 사회의 한 가운데 있다. 본 연구에서는 이러한 과정에서 지역사회가 고려해야 할 사항에 관하여 개략적으로 다루어보았다. 따라서 향후 에는 다양한 후속연구를 통하여 이러한 시대적 역동성이 우리 지역사회에서 어떠한 모습으로 역동성을 지니고 발전하고 있는지에 관한 보다 세밀한 연구가 지속되어야 할 것이다. This study will discuss the focus of the dynamics of a local community and the change of the trend of the community by examining the background of the introduction of information technology and the long-term changes of government administration. This study will focus on the result of the study “Managing IT and e-Government:the Korean Case, Moon Sinyong” on the issues of “What alternatives does the introduction of IT offer to our community?” and “From which perspectives should we see this change?”. Contemporary society needs both internal and external reform. Thus, the consumers in a modern local community are not simply consumers but prosumers contributing to production and consumption. This is a rearrangement of social costs. It is encouraged to be actively introduced in a local community and at a national level and performs a crucial role for the decentralization of modern society. In its developed form, this is to meet the needs of the times compared with the past era of standardization, specialization, and centralization. As modern society is characterized by decentralization and de-popularization, more customized services will increase, and the efficiency of consignment will be maximized. Therefore, more specific social agreements on the level of a local community will be required to understand what needs to be considered in this change of our times and to discuss the focal points of the development, integration, and management of the local community. In this way, the dynamic features of a local community describe the process of change in our society and depend on the members of the society. Therefore, with the decentralization of contemporary society and the concept of information revolution, how the resources of a local community can converge and develop indicates the level of the maturity of our local community. From this perspective, with the emergence of decentralization of our local community, the discussion of the changing process of administration, the trend of our times, and introduction of information technology is definitely necessary and offers many insights for understanding the aspects of the change and development of a local community with its unique vision. We are at the center of information society. In this study, it is attempted to review the issues a local community faces in this process of change. Thus, a more detailed and further study is needed to understand how these dynamic features of our times have changed and developed our local community.

경호경비 관련 주요범죄에 대한 실태분석

본 연구는 한국의 경호경비에 있어 가장 기본이 되는 경호경비 관련범죄에 대한 기초적인 이해의 필요성을 위해 그동안 한국에서 발생한 경호경비 관련범죄를 분석하고 이들 범죄가 발생하게 된 원인과 범죄자의 교육정도, 범죄자 연령, 범죄자 직업 등 기초적인 범죄원인을 분석하여 이들 범죄가 어떻게 발생하는지 알아보고, 또한 이들 범죄자들이 어떻게 사법기관에서 처리 되었는지를 분석함으로서 경호경비에 대한 계획부터, 실행하고 종료하기까지 완벽한 경호경비를 위한 참고 자료를 갖기 위함이다. 이 연구는 경호경비에서 흔히 발생하는 긴급 상황에 대처하기 위해 그동안 발생되었던 범죄행위 중 경호경비 관련범죄에 대한 범죄원인, 범죄자의 성향 등을 미리 알아봄으로서, 의연한 경호경비를 수행하고자 하는데 그 목적이 있다.본 연구는 이를 위해, 수많은 범죄 중에서, 경호경비와 연관된 범죄에 대해서 어떻게 범죄행위가 일어나고 있는지 알아보기 위해, 기존의 범죄를 분석하여 경호경비 관련범죄를 살펴보도록 하였다. 이러한 범죄행위에 대하여 범죄의 환경, 범죄발생 년, 월, 주별 발생건수 등을 분석하여 범죄행위가 어떠한 경우에 발생되고 있는지 알아보고자 하였다. 경호경비 관련범죄에 대한 분석으로 효과적인 경호경비를 수행하기 위한 대처방안에 대하여 살펴봄으로서 경호경비 현장에서 각종 위해 상황에 효과적으로 대처하기 위해 이에 대한 대안을 모색하였다. This study started with the need to have a basic understanding of the crimes related to security guard in Korea. For this purpose, it attempted to analyze the crimes related to security guard occurring in Korea for the years, the cause for those crimes to occur, and the basic cause for those crimes such as criminals' educational level, age, occupation and so forth investigate how those crimes occurred. And ultimately it was intended to provide referential materials for perfect security guard from the stage of its planning to the stage of implementation and termination by analyzing how the machinery of law treated those criminals.This study aimed to help security guards to perform their role by investigating the cause and disposition of crimes related to security guard occurring for the years in order to cope with the emergency situation frequently occurring in the job of security guard.To attain the goal of study, this study attempted to do the following tasks: First, to analyze existing crimes and investigate the crimes related to security guard in order to investigate how the criminal act occurred in relation to the crime related to security guard, numerous kinds of crimes.Second, to investigate in what case the criminal act occurred by analyzing the criminal environment, the yearly, monthly and weekly frequency of those crimes and the like in relation to this criminal act.Third, to grope the alternative to cope effectively with all sorts of dangerous situations on the spot of security guard by analyzing the crimes related to security guard and investigating the effective scheme for coping with it.

시큐리티업체의 유비쿼터스 센서네트워크(USN) 응용전략

기계경비시스템은 대부분 전자․정보․통신기기로 구성되기 때문에 사회전반적인 환경, 범죄동향적인 환경적인 면에서 기계경비시스템 등에 영향을 미치게 되며 RFID의 무선인식과 추적기능은 사람 또는 차량의 출입통제나 반입, 감시, 통제 등을 위해 유용하게 쓰여질 부분으로 사회전반적인 환경 즉 고령화사회에 맞는 실버를 위한 케어 및 여성의 사회진출이 늘어가고 동시에 흉악범죄의 증가로 인한 첨단 도난방지기계시스템의 본격화 할 것으로 그 중요성은 더해가고 있다. 유비쿼터스 센서 네트워크의 이론적인 고찰을 알아보고, 기술 및 응용분야를 중점을 두고 향후 시큐리티업체의 발전적인 방향을 제시하는 것을 연구 목적으로 두고 있다. 시큐리티업체의 새로운 환경에 대응전략 제시를 한다면, 첫째, 시큐리티업체의 다각화 전략이 요구된다. 자율시장 경쟁의 원칙에 의하여 높은 수준의 시큐리티업체만 시장에 생존함으로써 시큐리티 시장의 질적 성장과 경쟁력을 가져올것이다. 둘째, 시큐리티업체의 적극적 홍보가 요구된다. 현대사회를 살아가는 우리의 광고와 선전의 홍수에 묻혀 살고 있다해도 과언이 아니다. 시큐리티업체에 대한 국민들의 의식전환을 위해 대중매체를 이용하여 시큐리티의 활동영역이나 중요성을 강조하는 홍보활동을 활발하게 전개 해야하며 최근에는 영화나 드라마에서도 시큐리티요원의 활동을 소재로 삼을 만큼 국민들에게 가깝게 부각되고 있는 점을 잘 활용하여 시큐리티의 공공적 측면을 함께 강조하는 홍보활동을 병행하는 방안을 강구해야한다. 셋째, 유비쿼터스 센서네트워크와 전자태그의 기술적 보안적 구축이 요구된다. U-Home, U-Health Care 등 모바일 전자태그서비스를 이용하기 때문에 모바일 전자태그 단말기의 상용화 지원, 통신요금 및 정보이용료 인하, 지속적인 기술개발 및 프라이버시 보호 강화하기 위해 기존 프라이버시 가이드라인을 기반으로 안전한 유비쿼터스 센서네트워크 안에 전자태그 환경을 조성하여 우리 생활 전반에 이용되며, 이러한 부분은 학계, 민간 연구소 등 산․학․연 협력체계를 구축해야 할 것이다. Since mechanical security systems are mostly composed of electronic, information and communication devices, they have effects in the aspects of overall social environment and crime-oriented environment. Also, the importance is increasing for wireless recognition of RFID and tracing function, which will be usefully utilized in controlling the incomings and outgoings of people/vehicles or allowance, surveillance and control. This is resulting from the increase in the care for the elderly according to the overall social environment, namely, the aging society, and the number of women entering, as well as the increase in the number of heinous crimes. The purpose of this study is to examine the theoretical considerations on ubiquitous sensor network and present a direction for securities companies for their development by focusing on the technological and application areas. To present strategies of response to a new environment for security companies, First, a diversification strategy is needed for security companies. The survival of only high level of security companies in accordance with the principle of liberal market competition will bring forth qualitative growth and competitiveness of security market. Second, active promotion by security companies is needed. It is no exaggeration to say that we are living in the modern society in the sea of advertisements and propaganda. The promotional activities that emphasize the areas of activity or importance of security need to be actively carried out using the mass media to change the aware of people regarding security companies, and they need to come up with a plan to simultaneously carry out the promotional activities that emphasize the public aspect of security by well utilizing the recent trend that the activities of security agents are being used as a topic in movies or TV dramas. Third, technically complementary establishment of ubiquitous sensor network and electronic tag is needed. Since they are used in mobile electronic tag services such as U-Home and U-Health Care, they are used throughout our lives by forming electronic tag environment within safe ubiquitous sensor network based on the existing privacy guideline for the support of mobile electronic tag terminal commercialization, reduction in communication and information usage costs, continuous technical development and strengthening of privacy protection, and the system of cooperation of academic-industrial-research needs to be established among the academic world and private research institutes for these parts.
