        Development of rail station area has been considered one of the most efficient strategies to regenerate inner city area because it provides opportunity to transform an under-used area ofthe city by building a new mixed-use space and increasing the accessibility of transport. However, station area development has many difficulties and risks such as excessive initial investment cost, lack of land collateral, increasing land rent by buying private land, and so on. This is the reason why it is important for public institutions participate in development of rail station area for financing. On this background, this study intends to identify key issues associated with public``s awareness for rail station area, and to analyze weights of Importance of the Decision Criteria in rail station area development finance based on the surveys.

        실리콘 보형물을 이용한 즉시 유방재건 후 발생한 Mondor's Disease 치험례

        Purpose: Mondor's disease is commonly known as a benign breast condition after augmentation mammaplasty, and some authors have also reported its association with other breast surgeries such as reduction mammaplasty or axillary lymph node biopsy. Here we report two cases of Mondor's disease after immediate breast reconstruction with silicone implant. Methods: Two women, 51-year-old and 36-year-old, underwent immediate breast reconstruction with silicone implants after nipple-areolar skin-sparing mastectomy. Results: Subcutaneous cord-like firm lesion appeared on upper abdomen, axillary area following surgery. The lesion was painless and spontaneously subsided with no medications. Conclusion: To our knowledge, this is the first report of Mondor's disease developed after immediate breast reconstruction using silicone implant.

        In the past station-area development projects were proceeded for modernizing the station facilities and improving the customer's convenience facilities by attracting private financing. But the site of station-are a development has a limitation that limits of benefits comparing with initial cost and absence of collateral by constructed the national property. For the advancing business value merchandising facilities were adopted. There were many problems like coming the loss of city development opportunities. Now station-area developments are considered the station and city plan. so they are rapidly rised up the life in the station need of making cultural space improvement efficiency combination and connectivity of transportation system and need of journey to Work Distance. Accordingly this study suggests the station-area development projects by analysis of market conditions and forecast about housing and office that meets the trend of station-area development and secures feasible business value.

        역세권 개발프로세스의 효율화 방안 연구

        1. CONTENTS (1) RESEARCH OBJECTIVES KORAIL needs a specific process of the development projects for maximizing its profit and activation transportation that can contribute the public but it has not yet been set up to actively propel its projects. There are lots of problems to solve before the launch of the developments around the stations that it distinguished to the general. So this study focuses on presenting proper processes through researching the development around the railroad station that can improve the function of railroad, supply convenience with the public, give them improvements of circumstances around the stations, provide a source of revenue of railroad improvement and form a better city life in order to make a theoretical foundation and base on the future developments around the railroad stations. (2) RESEARCH METHOD This study presents the consolidated interest type of the 3rd sector method as a efficient scheme of developments around the railroad stations. We used the questionnaire method to find the solutions as a secondary method. (3) RESEARCH RESULTS As the questionnaire ansewered, the developments around the railroad stations are complicated development for recreating cities. Though KOREA, and the private go partners to establish SPC with comprehensive propulsion, it is suggested that the projects of developments around the railroad stations should be propeled by the consolidated interest type to ensure development profit. 2. RESULTS This study suggested presenting proper processes the development around the railroad station. Therefore, future development around the railroad station is progress of proper processes to achieve maximizing earings, minimizing business risks.

        철도역세권 개발에서 자금조달 방안의 중요도 분석

        본 연구는 철도역세권 개발 필요성과 방향, 사업주체와 자금조달 등에 대한 일반 국민의 인식을 파악하고, 성공적인 개발을 위한 핵심 사안으로 판단되는 자금조달 방안의 최적화를 위해 고려해야 할 다양한 의사결정 요소들의 중요도를 객관적으로 도출하는데 목적이 있다. 연구목적에 따라 철도역세권 개발의 직접적 이해관계자가 아닌 일반 시민과 전문가 등을 대상으로 인식조사를 시행하였으며, 인식조사에서 분석된 주요 요소에 대하여 전문가를 대상으로 AHP 기법을 통해 상대 비교와 중요도 도출을 병행하였다. 분석 결과 성공적인 사업 추진을 위해 공공사업인 철도역세권 개발의 사업방식은 코레일 주도의 제3섹터 방식, 도입시설은 지역주민과 관광객을 위한 상업 및 문화시설, 전체 사업비 대비 자금조달 규모, 공공기관의 토지대금에 대한 전략적 투자, TIF(조세 담보금융)와 같은 공공자금조달 기법 활용 등이 중요한 것으로 파악되었다. 철도역세권 개발의 자금조달은 기존에 검토되지 못 했던 TIF 방식의 타당성을 비롯하여, 공공기관이 전략적 투자자로 참여하는 방식 등 공공성을 확보할 수 있는 다양한 자금조달 방식에 대한 검토가 필요한 것으로 분석되었으며, 철도역세권 개발 사례에 가상적으로 적용한 결과 개선 효과가 있었다. 1. CONTENTS (1) RESEARCH OBJECTIVES This study intends to identify key issues associated with public's awareness for railway station area development, and to analyze weights of Importance of the decision criteria in rail station area development finance based on the surveys. Furthermore, development financing alternatives in railway area are offered in this research. (2) RESEARCH METHOD For this research, citizen and expert perception surveys were conducted on railway station area development issues. In addition, relative importance index of decision-making factors in development financing are deduced based on the AHP (Analytic Hierarchy Process) analysis. (3) RESEARCH FINDINGS The results of surveys show that respondents prefer public agency led development, land use planning including commercial, cultural, and amenity services. In respect of financing plan, a strategic investment over the land cost by the public sectors and the introduction of TIF (Tax Increment Financing) by local governments were preferred. 2. RESULTS Results of this research imply that participants' perceptions on critical issues in railway station area development are various and different so that it is needed to draw optimal development strategies including the business structure, land use planning, equity investment of the public sector to proceed the projects successfully.

      • 전략적투자자로서 공공기관 참여와 TIF를 활용한 철도역세권개발사업 자금조달 방안

        The development of a railway station area has been done to modernize facilities for station work and to serve the convenience of customers though the private capital inducement which is aimed at upgrading the old system because of the rapid growth of a city. This development of a railway station area has only progressed favorably in the area which is qualified business conditions. However, the area which has nothing has in trouble to do the work. The important reason is that it is hard to secure business value. The development of a railway station area has difficulties in promoting its business because of the excess initial investment cost, the lack of site security, the increase of land price, the relation of gain and loss, and the licensing problem. It is important that the development of a railway station area includes public field. The reason is why it pursues public concern to recover function of city. A public participation has several merits such as gaining its reliability and supporting its administration field. These can make success its business. Therefore the expansion of fiances in public area is the most effective method in resolving the problems until now. This study presents R-PDF(Rail Public Development Financing) as a new measure to raise fund in the development of a railway station area. Also, this study has a significance to introduce and improve the policy and the law system through presenting the baseline data which is able to choose the technique of raising funds.

        전략적 투자자로서 공공기관의 참여와 TIF를 활용한 철도 역세권 개발 자금 조달 방안

        Development of railway station area has been considered one of the most efficient tools to regenerate inner city area. It provides opportunity to transform under-used area of the city into mixed-use space and to increase the accessibility of transport. However, difficulty of financing in private sector is the main reason why it cannot be carried out widely in practice. On this background, various financing alternatives which consist of equity investment of public sector, Tax Increment Financing (TIF) for the development of railway station area are analyzed. The results of empirical studies show that financing alternative using only TIF is insufficient for development of railway station area even in small-scale development project. On the Contrary, public financing alternative using both equity investment and TIF improve the potential of proposed projects. The results of this study suggest a new approach which is public institutions participation as a strategic investor in development of railway station area for financing.

        How to get the Best Results in Transaxillary Breast Augmentation with Anatomic form Stable Implants: Pocket Shapes, Insertion, and Maintenance

        Although IMF incision is known the best way for anatomic implant, most Korean doctors and patients hesitate IMF incision. Anatomic form stable implants have some benefits such as less prominent upper pole,less wrinkles and ripples, and less rupture rate than round cohesive type I implants. However more concern is necessory for placing the anatomic implants. The Korean Academic Association of Breast Surgery(KAABS)planned to support some tips for using anatomic form stable implants through axillary incision. The KAABS gathered and analyzed the concepts of Korean plastic surgeons who have experienced transaxillary breast augmentation with anatomic form stable implants. The KAABS requested them of their concepts of 9 basic categories: entrance dissection, pocket dissection, lubricant, inserting aids, skin protector, inserting direction,suction drainage, dressing, compression garment, and their key considerations. Eight expert surgeons suggested their own cutting edge methods of transaxillary breast augmentation with the anatomic form stable implant, however each surgeon should find his or her own method. Authors and KAABS hope that these developing and incomplete concepts help beginners to find their own concepts.

      • 교통편익증진 및 도심재창출을 위한 역세권개발 전략에 관한 연구

        The station area development planed to improve the old and narrowed station and to enhance the train passenger"s convenience through private capital attraction in the past. But it has been faced with difficulty for the creative of transfer demand. Because of lean upon building facilities were caused by shortage of business profitability as to development of the upside a railway line, and lack of public utilities. The station area development requires that it"s trend to large scale development of station areas, korail"s direct development, deputation of specialty company to development, collaboration between local government and korail in development, diversification of process & installed facility, building multi-transfer center and one-stop transfer system. This trend caused by low profitability in development of the upside a railway line. The purposes of study are to make the system and law reflected to the property of station area development, investment in kind of needed land, and change railroad areas to high-rise and complex development, and make a forum between government and korail, etc.
