        AHP 기법을 활용한 우리나라 항만개발사업 중요 요인분석 연구

        Port development in Korea is carried out according to the procedures established by various laws. Basically, port development projects are carried out based on the ‘Master Plan of National Port’, which is established every 10 years and revised every 5 years in accordance with the Port Act. The criteria for selecting projects in the master plan are based on the estimated cargo or passenger volumes transported and the demand survey of local governments and port authorities. Therefore, problems in the legal and institutional aspects such as legal restrictions and project processes, problems in the economic aspect related to investment and its preservation, problems in the social aspect such as local harmonization, and the environment are occurring. In this study, for the purpose of identifying and improving the difficulties and problems of port development projects, a survey was conducted using a group of experts in the port industry, and the importance was analyzed through AHP analysis. As a result, the following implications are presented. First, it is necessary to establish a policy to expand and revitalize Public-Private Partnership (PPP) projects in order to solve the problem of financing and investment preservation. Second, it is necessary to improve the development circumstance by reorganizing the laws and systems for each type of port development project to prevent conflicts and unnecessary waste. Third, as shown in the analysis results, port experts and stakeholders still consider the quantitative growth of ports more important than the qualitative growth, and it is urgent to change their perception of ports for the development of advanced ports.

        우리나라 항만산업 분야 적정인력 산정 연구: 평택당진항 항만배후단지 사례

        The primary purpose of this study is to clarify the scope of the responsibilities and tasks and to evaluate the appropriate manpower at the port hinterland in Pyeongtaek-Dangjin Port, South Korea. It is expected that this will not only lead to the stabilization and sophistication of the operation and management of the port hinterland and strengthen competitiveness, but also contribute to the improvement of the business expertise of the practitioners in charge of this and the improvement of the work environment. Above all, the methodology and analysis results of this research have a greater significance since there are no studies of application in the existing port industry.

        비계작업의 추락재해예방을 위한 선행 안전난간 공법의 도입 타당성 분석

        In the construction sector, there were 99 fatalities from falls associated with steel tube and system scaffolds for three years from 2016 to 2018 and out of which 27.3 percent (27 workers) were found to have occurred during installing and dismantling procedure. To erect scaffolding which is installed for the work at height, the work platforms are generally installed first and the safety guardrails are installed and vice versa to dismantle. As a result, workers are exposed to the risk of falling because they erect and dismantle scaffolding without guardrails. To minimize the risk of falling, it is necessary to study a new construction method that can erect or dismantle scaffolding while guardrails are installed (called advanced guardrail system). This study analyzed advanced guardrail system in terms of safety regulation, workability and economic efficiency by investigating the domestic situation on the use of scaffolding, reviewing domestic and foreign standards for guardrails and conducting economic feasibility study. The results of this study is expected to greatly contribute to preventing falls in scaffolding installation and dismantlement procedure. As a follow-up study, empirical research is required including physical test of scaffolding with advanced guardrail system and effectiveness analysis after trial applications.

        운영주체의 변화에 따른 수도권 소재 문화예술회관의 성과분석

        In this paper, the performance of the Culture and Arts Centers in the Seoul metropolitan area, which are known to operate relatively efficiently compared to those in the provinces, was examined For this purpose, the performance data from 2003 to 2016 of the Culture and Arts Centers in the Seoul metropolitan area were used for the DID method to measure how the performance variables changed when the operator changed from direct management to consignment in comparison with those when the operator stayed in direct management As a result, it was found that the increases in the number of total users and the revenue were statistically significant as the direct management changed to consignment, especially consignment(foundation). This suggests that it is necessary for direct management to examine how the consignment(foundation) operates the culture and arts center and to examine its introduction or utilization. This paper statistically verified the changes of the performance variables before and after the change in operators, excluding the effect of the history factor or the maturity factor. In this respect, it can be said that it has a value different from the previous research. 본 연구에서는 지방에 비해 상대적으로 효율적으로 운영되고 있다고 알려진 수도권의 문화예술회관을 대상으로 운영주체에 따른 성과변화를 살펴보고자 한다. 이를 위하여 수도권 소재 문예회관의 2003년도부터 2016년까지의 성과자료를 대상으로 DID 기법을 적용하여 운영주체가 직영에서 위탁으로 변경됨에 따른 성과변수가 직영에 머무를 경우에 비해 어떻게 변화하는지를 측정하였다. 그 결과 직영에서 위탁, 특히 위탁(재단)으로 변경됨에 따라 총이용자수와 공연 및 대관수입이 통계적으로 유의하게 증가함을 발견하였다. 이는 직영하는 경우, 위탁(재단)이 어떠한 방식으로 문화예술회관을 운영하고 있는지를 살펴보고, 이의 도입 내지는 활용을 검토해볼 필요가 있음을 시사한다. 본 연구는 역사요인이나 성숙요인의 효과를 배제하면서 운영주체의 변동전과 변동후의 성과변수의 변화를 통계적으로 검증하였다. 이러한 점에서 기존연구와 차별화되는 가치를 갖는다고 할 수 있다.

        교차가새형 선행 안전난간을 적용한 시스템비계의 구조 성능 평가

        In domestic construction sites, when installing steel pipe scaffolding and system scaffolding, the guardrails are installed after the installation of the work platforms. This conventional guardrail system (CGS) is always exposed to the risk of falls because the safety railing is installed later. In order to prevent fall disasters during erecting and dismantling scaffolds, it is necessary to introduce the advanced guardrail system (AGS) which installs railings in advance of climbing onto a work platform. For the introduction of the AGS, the structural performance of the system scaffolding applying the CGS and the AGS was compared and evaluated. The structural analysis of the system scaffold (height: 31 m and width: 27.4 m) with AGS confirmed that structural safety was ensured because the maximum stress of each element of the system scaffolding satisfies the allowable stress of each element. As a result of performance comparison of CGS and AGS for each element, the combined stress ratio of vertical posts in AGS was 6.4% lower than that of CGS. In addition, in the case of ledger and transom, the combined stress ratios of AGS and CGS were almost the same. The compression test of the assembled system scaffolding (three-storied, 1 bay) showed that the AGS had better performance than the CGS by 9.7% (8.91 kN). The cross bracing exceeds the limit on slenderness ratio of codes for structural steel design. But the safety factor for the compressive load of the cross bracing was evaluated as meeting the design criteria by securing 3 or more. In actual experiments, it was confirmed that brace buckling did not occur even though the overall scaffold was buckled. Therefore, in the case of temporary structures, it was proposed to revise the standards for limiting on slenderness ratio of secondary or auxiliary elements to recommendations. This study can be used as basic data for the introduction of AGS for installing guardrails in advance at domestic construction sites.
