      • Development of the Assessment Indicators for Railway Safety

        This study proposes a model for railway safety assessment with which the safety of whole railway system can be evaluated. The purpose of the assessment model is to generate safety indicators which quantitatively represent the degree of railway safety. Safety indicators were proposed as three indicators according to their functions; accident indicators, safety management indicators, and safety culture indicators. This paper describes the first result on the safety target which will be a key starting point toward the development of safety assessment model. It is recommended that the safety target to be composed of several sub-targets are apportioned to constituent components. It is concluded that the classification of safety target has influence on deciding components or attributes that constitute each sub-indicators; accident indicators, safety management indicators, and safety culture indicators. Based on this study, a railway safety assessment model will be developed in the following study.

        한국 어린이 식생활 안전지수의 평가 지표 개발

        This study was performed to develop a children’s dietary life safety index required by the Special Act on Safety Management of Children’s Dietary Life enacted in 2009. An analytical hierarchy process was used to obtain initial weights of dietary life safety evaluation indicators. The Delphi method was applied to develop the weights along with 98 food and nutrition professionals. Three representative policy indicators, nine strategy indicators, 11 main evaluation indicators, and 20 detailed evaluation indicators were selected for the children’s dietary life safety assessment. Three policy indicators and nine strategy indicators were the following: children’s food safety indicator (support level of children’ safety, safety management level of children’s favorite foods, and safety management level of institutional food service), children’s nutrition safety indicator (management level of missing meals and obesity, nutrition management level of children’s favorite foods, and nutrition management level of institutional food service), and children’s perception and practice level indicator (“Dietary Life Law” perception level, perception, and practice level for dietary life safety management, perception, and practice level for nutrition management). Weights of 40%, 40%, and 20% were given for the three representative policy indicators. The relative importance of nine strategic indicators, which were determined by the Delphi method is as follows: For children’s food safety, support level of children’s safety, safety management level of children’s favorite foods, and safety management level of institutional food service were given weights of 12%, 9%, and 19%, respectively. For children’s nutrition safety, the missing meals and obesity management level, nutrition management level of children’s favorite foods, and the nutrition management level of institutional food service were given weights of 13%, 11%, and 16%, respectively. The “Dietary Life Law” perception level, perception and practice level of dietary life safety management, and perception and practice level of nutrition management were given weights of 4%, 7%, and 9%, respectively.       • Development of Evaluative Indicator of SAFETY Education for KOREA Army

        Purpose; This paper intends to develop evaluation indicators of safety education for the Republic of Kore Army(ROKA) personnel. In Korea, there are a lot of accidents and disasters that Korean people had never been experienced including earthquakes, fire casualties, and marine accidents. There are many physical and psychological risk factors including explosion, injury, fire, traffic accident, and psychological violence, etc. Researchers suggest that ROKA soldiers are vulnerable to daily risk factors but do not receive enough safety education due to the lack of appropriate manual, instructor, and time. This study thoroughly reviewed the literature including the US Army field manual on the safety education and studies of industrial safety. Seventeen areas of safety management in the military bases were described in the field manual and counter-measures of each area were reviewed. Thirty evaluative indicators were presented based on the literature review and the value of each indicator was suggested as a milestone for designing and conducting the safety education. The 30 indicators are composed based on the CIPP(context-input-process-product) model and each of the indicator implies theoretical meanings and practical suggestions. The indicators begin with analyzing the hazard of the workplace and they contain : (1)collecting and analyzing the hazards in the workplace, (2)collecting and analyzing the information about the health management system, (3)making the safety management plan in the workplace, (4)reflecting the opinions of military personnel in making the safety management plan, (5) investigating the implementation of health education and evaluation for military personnel, (6)reflect- ing the military personnel’s need for health and safety education, (7)evaluating the leader’s interest in the safety and health promotion, (8)investigating the military personnel s consciousness of safety, (9) employment of officer in charge of safety management, (10)percentage of the officers in charge of the safety management, (11)employment of the officers in charge of safety and health education, (12) qualification of the officers in charge of the safety and health education, (13)presence of department of safety and health management and education, (14)volume of contents of the safety and health education, (15)Percentage of budget for safety and health education, (16)implementation of regulations on safety and health, (17)specification of educational objectives on safety, (18)review of the appropriateness of the safety education objectives, (19)diversity of educational method for the safety education, (20)specification of the safety education contents, (21)implementation of the educational plan, (22)checking the military personnel s awareness of the safety objectives, (23)the military personnel s satisfaction in the safety education, (24)participation of the military personnel in the safety education, (25)availability of resources for the safety education, (26)communication about the contents of the safety education, (27)changes in the consciousness of the safety, (28)changes in the knowledge of the safety, (29)changes in the attitude toward the safety, (30)changes in the real actions in the safety management and implementation.

The indicators are itemized by size of enterprise (large, medium and small size) due to the difference of their system and management capability of product safety. To get the indicators reasonably, the opinions of experts and VOC of the industrial field are considered. And the indicators are also divided by job position and level(an executive vs. worker). The items of indicators are 20 and the score is 200, that are the same whichever the case may be. The indicators are useful tools for selecting a person who serves the development of product safety in his industry. 본 연구의 주요 목표는 업계에서 제품 안전에 기여하는 조직을 평가하고 선정하기 위한 적절한 지표를 개발하는 것이다. 제품 안전 지표는 제품 안전 활동 및 시스템의 순서에 입력, 프로세스 및 출력을 포함하며, 그 지표들은 측정 가능하고 측정 불가능한 지수의 측면에서 제안된다. 세부 지표는 제품 안전 관리, 제품 안전을 위한 노력, 제품 안전성능 등 3가지 부분으로 구성된다. 이 지표들은 시스템 및 제품 안전의 관리 능력의 차이로 인해 기업 규모(대, 중, 소)별로 항목별로 구분된다. 지표를 합리적으로 얻기 위해 산업분야의 전문가 의견과 VOC를 검토한다. 그리고 직급과 수준(간부 대 노동자)에 따라 구분한다. 지표의 항목은 20개, 점수는 200개로 어느 경우든 동일하다. 지표들은 그의 산업에서 제품 안전의 발전에 기여하는 인력을 선택하는데 유용한 도구로 사용할 수 있다.

        디지털 교통안전표지판의 사용성평가 지표 개발 연구

        본 연구는 보행자보호구역을 통과하는 운전자와 보행자를 대상으로 지능형 차량과속경보시스템을 쉽게 인지하고 표출된 정보를 이해하는지, 능동적으로 속도를 줄이는데 도움을 주는지 등 사용자 편의에 영향을 주는 요인이 무엇인지를 분석하고자 사용성평가 지표를 개발하는데 목적이 있다. 사용자 관점에서 실증적이고 과학적인 사용성평가를 위해 평가 항목 정의 및 13개의 평가 지표를 개발하고, 전문가 델파이 분석 및 세부 지표 평가를 통해 사용자 설문평가를 위한 조사 설문지를 설계하였다. 사용성평가 지표는 유용성(Usefulness)과 만족성(Satisfaction)으로 구분되어 각각 4개의 평가 영역으로 도출되었고, 세부 평가항목은 지각성(Perceptibility) 3문항, 기능성(Functionality) 5문항, 감성(Sensibility) 2문항, 신뢰성(Trust) 3문항 등으로 세분화하여 도출되었다. 이러한 지표 분석 및 개발 결과는 스마트 교통안전표지판의 사용성 평가를 위한 보편적인 평가 기준으로 유용하게 활용되고, 이를 기반으로 한 시스템인터페이스 개선을 통해 향후 시민들의 쾌적한 보행환경 지원 및 안전 운전 인식 확산에 기여 할 것으로 기대한다. The aim of this study is to develop usability evaluation indicators to analyze factors that affect user convenience, such as easily recognizing intelligent vehicle speed warning systems for drivers and pedestrians passing through the pedestrian safety zones, understanding expressed information, and actively reducing speed. For empirical and scientific usability evaluation from a user's point of view, this research defines evaluation items and establishs 13 evaluation indicators and a survey questionnaire was designed for user survey evaluation through the expert Delphi analysis and detailed indicator evaluation. The usability evaluation indicator was categorized into Usefulness and Satisfaction, each derived into four evaluation areas, and the detailed evaluation items were derived into 3 Perceptibility, 5 Functionality, 2 Sensibility, and 3 Trust. The outcomes of this indicator analysis and development are anticipated to be useful as a universal evaluation criterion for the usability evaluation of smart traffic safety signs, and by improving the system interface based on this, it is expected to contribute to supporting citizens' pleasant walking environment and spreading awareness of safe driving in the future.

        In recent years, there have been a number of concerns and measures surrounding ``Traffic Safety`` for children. But, actually, safety measurements of ``School Zone`` lack. This research thesis was designed to quantify risk degrees of ``School Zone``, in a simple way, with the development of evaluation indicators to evaluate risk degrees of ``School Zone``. This is deems to be used for a guideline necessary for devising improvements or safety measures against ``School Zone`` in the future.         혼재교통상황에서 자율주행 운전능력 평가를 위한 시뮬레이션 기반 ODD 및 평가지표 분석

        본 연구는 autonomous vehicle(AV)의 운전능력을 평가하기 위해 operation design domain (ODD)의 특성을 고려한 적정 평가지표를 도출하고 평가 중요도 우선순위를 도출하였다. 교차로, 불법주정차, 버스 정류장, 자전거 도로 및 mid-block 횡단보도 등에 해당하는 ODD를 교통 시뮬레이션 환경에 구축하였으며, 실제 AV 주행 데이터 분석을 통해 시뮬레이션 환경에서 차량 거동을 구현하였다. 종방향 평가지표와 차량간 상호작용 평가지표를 활용하여 주행안전성 분석을 수행하였으며, 분석 결과를 기반으로 ODD별 요인분석을 통한 적정 평가지표를 도출하였다. 본 연구에서 도출한 적정 평가지표는 ODD별 AV의 운전능력을 평가하는데 있어 중요하게 작용된다. 특히, 교차로 유형과 관계된 ODD의 경우 속도의 변화량과 관계된 평가지표가 AV의 운전능력 평가에 효과적인 것으로 확인되었다. 불법주정차, 버스정류장과 같이 다른 차량으로 인해 AV가 정상적인 주행을 방해받는 구간의 경우, 차두시간과 차간거리와 같은 차량간 상호작용 측면의 평가지표가 AV의 운전능력을 평가하는데 적합한 평가지표로 도출되었다. 추가로 본 연구에서는 도출된 운전능력 평가지표를 활용하여 ODD의 평가 중요도 우선순위를 결정하였다. 교차로 횡단보도, 불법주정차, mid-block 횡단보도 ODD가 높은 평가 우선순위로 도출되었으며, 교차로 및 mid-block 횡단보도의 경우 보행자와의 상충이 빈번하게 발생하는 구간인 것에 영향을 받은 결과로 판단된다. 본 연구의 결과는 향후 AV의 운전능력 평가 방법론 개발에 중요한 기준을 제공하며, 교통 안전 및 관련 정책 결정에 있어 중요한 기초자료로 활용될 것으로 기대된다. This study derived effective driving behavior indicators to assess the driving performance of autonomous vehicles (AV). A variety of operation design domains (ODD) in urban road networks, which include intersections, illegal parking, bus stop, bicycle lanes, and pedestrian crossings, were taken into consideration in traffic simulation analyses. Both longitudinal and lateral driving indicators were investigated to identify the driving performance of AVs in terms of traffic safety in mixed traffic stream based on simulation experiments. With regard to ODDs related to intersection types, it was found that indicators based on vehicles speed is useful for the evaluation. On the other hand, spacing and headway representing the vehicle interactions were found to be effective in identifying the deterioration of driving safety of AV in situations where AV maneuvering was disturbed by illegal parking and bus stops. In addition, this study prioritized the importance of ODDs based on derived evaluation indicators. The results of this study would be valuable in establishing a guideline for driving performance evaluation of AVs.

        지역경찰의 범죄예방 성과지표 개발에 관한 연구

        Despite the need to generate new indicators according to changes in crime phenomena and policies, the existing crime prevention performance indicators have not improved and are showing limitations. Therefore, the purpose of this study is to develop objective and systematic crime prevention performance indicators, focusing on exploratory research on crime prevention performance indicators. To this end, while reviewing the previously discussed domestic and foreign performance indicators, a comprehensive indicator system was investigated that can easily represent the changing crime phenomena and crime prevention performance. This study proposes performance indicators consisting of a total of 17 performance indicators (6 sincerity indicators and 11 quantitative indicators) in 7 areas, including crime prevention, report reception and response by the police, community security activities, internal capabilities, crime prevention diagnosis, crime reduction, and public safety. Through this, long-term and practical activity-oriented evaluation can be conducted. In addition, effectiveness is secured by using daily crime prevention activities as a quantitative indicator of prevention activities, and evidence can be provided to provide the most reasonable policy alternatives by utilizing limited resources from an environmental criminal perspective in the future.
