국별 발전단계를 고려한 맞춤형 ITS 수출 모델 수립 연구

글로벌 지능형교통시스템(ITS)시장은 급격한 성장률을 보이고 있으며, 국내 ITS기업들의해외진출노력이 지속적으로 증가하고 있다. 하지만 현지 진출에 수반되는 비용에 대한 부담과 진출 국가의 전략 부재로 국내 기업의 글로벌 ITS사업 수주는 국내 ITS기술력에 비하여 낮은 수준이다, 국가차원에서 민간기업과 해외 ITS사업 참여를 적극 추진하고 있지만, ITS특화전략의 부재로 한계성을 보이고 있다. 본 연구는 국내 기업이 진출을 희망하는 국가대상으로 맞춤형 ITS수출모델을 수립하여 현지 진출 전략을 수립 및 해외 ITS사업 수주에 기여하고자 국별 발전단계를 고려한 맞춤형 ITS수출 모델 수립 연구를 추진하였다. The global intelligent transport systems (ITS) market is experiencing rapid growth, and domestic ITS companies' efforts to extend its business abroad are steadily increasing. However, due to the burden of costs associated with the overseas expansion and the lack of strategy for local market, domestic companies' contracts for global businesses are far short of the technology. Although the government is actively promoting Korean enterprises’ participation to overseas business, it has obvious limits due to the lack of its specialized strategy. This study established a customized export model for the countries in which Korean companies want to enter, and developed a strategy to advance into the local market.

ITS 사업의 효과분석 방법론에 관한 연구(수원시를 중심으로)

날로 심각해지는 교통문제를 해결하기 위한 방안으로 첨단과학기술을 통해 정보수집, 정보처리, 정보제공 등을 수행하는 지능형교통시스템(Intelligent Transport Systems)의 중요성이 높아지고 있다. 하지만 많은 지자체 등에서 ITS 도입을 통해 교통문제를 해결하고자 하나 그에 따른 체계적인 효과분석이 부족한 실정이다. 본 연구에서는 ITS 도입에 따른 효과분석 방법론을 국내 외 사례를 참조하여 설정한 후 case study를 통한 직, 간접적인 효과분석을 목표로 하였다. 이를 통해 수원시 ITS 도입효과를 분석한 결과 통행속도는 TRC 모드로 운영시 사전에 비해 31%의 증가를 보였으며, 지체도는 43.9%로 감소하였다. 설문조사 결과에서도 ITS 시스템 운영으로 인한 개선효과가 있다고 느끼고 있었으며, 대다수가 시스템의 확장을 원하고 있었다. 경제성 분석 결과 B/C비는 5.12로 ITS사업에 대한 사업효과 및 경제적 타당성은 충분한 것으로 나타났다. In order to solve the traffic problem which comes to be serious at day, the impotance of Intelligent Transport Systems(ITS) that accomplish information gathering, information processing, information offering with up-to-date scientific techniques is coming to be high. But many local self-government group want to solve the traffic problems with introduction of ITS, however, it is a actual condition where the systematic effective analysis is insufficient. This study establishes the methodology of effective analysis as introduction of ITS, which refers to the inside and outside of the country instance. And then, this research accomplishes direct and indirect effective analysis with the case study. As a result of SUWON ITS introduction effect analysis, the travel speed of TRC mode is increased 31%, and the delay of TRC mode is diminished 43.9% than before introducing case. Most of the citizen felt the improvement effect of ITS system operation, and the majority wanted the expansion of the ITS system in survey. The analysis of economic result that B/C ratio is 5.12. So, The the effect and economic propriety of the ITS enterprise appeared with the fact that it is sufficient.

ITS 사업의 정성적 조사 및 분석 방법론 정립

1998년 과천시 ITS 시범사업을 시작으로 현재까지 ITS와 관련된 수많은 사업들이 시행되고 있으며, 시행되는 사업에 대한 타당성 평가를 위해 정량적 및 정성적인 효과분석이 시행되고 있다. 그러나, ITS와 관련된 업무의 공통적인 기준을 제시하기 만들어진 ITS 업무요령에서도 정성적인 조사 및 분석방법론에 대한 체계적인 내용이 부족하다. 정성적인 조사 및 분석결과는 편익화하기는 어려우나, 이용자 측면의 조사 및 분석은 ITS사업의 현실적인 효과 및 구축목표의 도달성을 직접적으로 판단할 수 있는 장점이 있다. 따라서, 본 논문에서는 정성적인 조사 및 분석 방법론 수립의 필요성 검토는 물론, 정성적인 조사계획 수립 및 실시, 데이터분석, 그리고 최종적으로 효과를 분석하고 개선방안을 도출하는, 전체적인 방법론을 정립하였다. 향후 이를 통해 ITS 사업의 평가에서 정량적인 측면과 정성적인 측면의 적절한 균형을 유지하게 되어, 보다 정확하고 효율적인 ITS 사업의 효과분석이 지속적이고 체계적으로 이루어질 것으로 보인다. Since the ITS project of Gwacheon city has been implemented in 1998, feasibility analysis for various ITS projects has been conducted in quantitative and qualitative aspects. However, ITS operation manual that describes the universal standards comprehensive methodology for survey and analysis for the qualitative effects of the ITS. Although it its difficult to measure the qualitative elements, the effectiveness and achievement of ITS project can be directly evaluated from the user survey. A comprehensive methodology proposed in this paper includes the design and implementation of the qualitative survey, the procedure of data analysis, the evaluation, and proposing the enhancements. The proposed methodology that take both quantitative and qualitative aspects into account, therefore, can lead the accurate and effective assessment of ITS projects.

다매체 무선통신 차량 단말 개발 및 성능평가

ITS 기반기술 분야인 통신기술이 DSRC, CDMA, 무선랜(Wireless LAN) 등으로 다양화됨에 따라 ITS 서비스의 종류 및 기능도 점차 확대될 것으로 예상되고 있다. 이에 다양한 ITS 서비스를 제공받기 위해 ITS 서비스 제공에 사용되고 있는 여러 통신기술이 하나의 통합단말기에서 운영될 수 있도록 지원할 수 있는 표준플랫폼에 대한 연구 및 개발이 진행되고 있고 최근 표준플랫폼 OBU(On Board Unit)이 최근 제작과 시현도 하였다. 하지만 개발된 표준플랫폼 OBU(On Board Unit)의 표준적합성에 대한 확인이 반드시 필요하며 이에 실제 ITS 시스템에서 효율적으로 동작되는 것을 보증하고 표준기술의 활용성을 높이기 위해서는 표준기술을 구현하여 충분한 기능 및 운영테스트를 거칠 필요가 있다. 이에 본 논문에서는 개발된 표준플랫폼 OBU(On Board Unit)의 표준적용을 위해 시험도로를 구성하고 테스트하였다. As communication technology, an enabling technology for ITS, becomes diversified with DSRC, CDMA, Wireless LAN, it is expected that type and function of ITS services will become gradually expanded. As a result, research and development of a standard platform that can provide support so that numerous communication technologies that are being used in various ITS services to receive various ITS services can be operated in one integrated terminal are being carried out. On Board Unit (OBU) for a recent standard platform was also built and tested recently. However, verification for standard suitability of the standard platform OBU that was developed must be carried out. Standard technology must be realized and sufficient functional and operational testing must be carried out in order to guarantee efficient operation in an actual ITS system and increase utilization of standard technology. Therefore, In this paper we had constructed test road and we had tested a standard platform OBU for a standard application.

아세안 대상 ITS 표준화 협력 서비스분야 연구

본 논문에서는 ITS 분야의 한국의 표준화 역량을 점검하였으며, 아시안 국가들의 ITS 표준화 참여 및 서비스 현황과 한국과의 협력 희망정도를 조사 분석하였다. 그 결과 한국은 ITS 표준화 분야에서 국제적인 역량을 인정받고 있으며, 싱가포르를 제외한 아세안 대부분의 국가들은 ITS 표준화 참여도와 서비스 도입이 미진한 것으로 파악되었다. 또한 아세안 대부분의 나라들이 한국과 ITS 표준화 협력을 희망하고 있으며, 우선적으로 ITS 표준화의 기반인 ITS 시스템 아키텍처 구축을 선호하는 것으로 파악되었다. 또한 표준화 도입 서비스분야로는 아세안 국가 간 물류운송 효율성 제고 등을 고려하여 화물 운송 분야가 우선 적용 서비스 분야로 제시되었다. In this paper, Korea's standardization capacity in the ITS field was examined, and the status of participation in ITS standardization and services of ASEAN countries, and the degree of hope for cooperation with Korea was investigated and analyzed. Korea is recognized for its international competency in the field of ITS standardization, and most ASEAN countries, excluding Singapore, are found to have insufficient participation in ITS standardization and service introduction. In addition, most ASEAN countries are strongly hoping for ITS standardization cooperation with Korea, and the preliminary establishment of the ITS system architecture as the basis for ITS standardization was derived as a project of hope for cooperation. In addition, as a service field for introducing standardization, Freight transport was suggested as a priority application service field in order to improve the efficiency of logistics transportation between ASEAN countries.
