        민간공원특례사업의 추진에 따른 사업특성에 관한 연구

        본 연구는 도시공원 일몰의 대응수단으로 추진 중인 전국의 민간공원특례사업을 대상으로 지자체 및 공원현황, 사업특성과 시행 등에 관련된 내용을 세부적으로 분류 후 비교·분석하여 제도시행 후 진행되어진 지자체별 사업을 점검하고, 그 가운데 제도의 의미와 보완점을 구축하고자 실시하였다. 분석결과로서 첫째, 전국에서 시행 중인 민간공원특례사업은 주로 인구 10만명 이상의 도시에서 시행되어 군 지역이나 지방소도시의 적용에는 한계성이 있었다. 이에 특례제도를 일괄적으로 적용하기보다 지자체의 특성과 규모를 고려한 제도 적용의 유연성이 필요할 것으로 판단되어졌다. 둘째, 공원조성 기부채납 방식에 의한 현재의 특례사업은 공동주택 위주의 단조로운 개발유형을 나타내고 있어, 이의 개선을 위해 공원부지만 매입하여 기부 채납하는 공원 보전형 방식 등을 도입하여 개발의 다양화를 도모할 필요가 있는 것으로 나타났다. 셋째, 공원의 유형과 면적이 한정되어 사업대상에 한계를 보이고 있어, 대도시 도심지내 이용도가 높고 접근성이 좋은 공원들까지 포함할 수 있도록 면적기준을 5만m<sup>2</sup> 이하까지 완화할 필요가 있는 것으로 나타났다. 넷째, 특례사업의 대상지가 대부분 산지형 공원으로 자연지형 및 스카이라인의 훼손 우려가 있어 공원별 입지특성을 고려한 건폐율과 용적률을 별도 조례를 설정하여 적용하는 것과 비공원시설 유형별 건축 가이드라인을 세부적으로 설정하여 공원과 공존할 수 있는 개발접근이 이루어져야 할 것이다. 향후 과제로는 첫째, 전국의 민간공원특례사업이 완료된 후, 각 사업별 수익률을 데이터화 하여 향후 유사사업의 적정수익률에 대한 기준을 설정하고, 초과이익분의 환수 등 제도적 기준을 마련하며, 둘째, 사업기간의 단축을 위해 지자체별 TF팀 구성, 통합심의 전환, 제안단계에서 환경성 검토 도입 등이 검토되어야 할 것이다. 셋째, 지자체는 민간협의체를 구성을 제도화하여 협치시스템을 통한 사업의 효율적 관리를 도모하고, 넷째, 특례공원의 기부채납 이후 유지관리에 대한 로드맵을 수립하여, 시민이 함께 하는 시민 참여형 공원 운영·관리방안 모델의 도입을 검토하여야 할 것으로 나타났다. This study was conducted to examine and analyze local governments, park status, project characteristics, and the implementation in detail for private park special projects across the country as a means of responding to the sunsetting of urban parks. As a result of the analysis, first, the private park special project, was found to be mainly implemented in cities with a population of more than 100,000, so there was a limit to the application on military installations or in local small cities. Therefore, rather than applying the special system collectively, it was judged that institutional flexibility, considering the characteristics and size of local government, was needed. Second, the current special projects by the park creation donation collection method shows monotonous development centered on apartment houses, so it is necessary to diversify the development by introducing a park preservation method that purchases and donates park sites. Third, it was found that the area standard needs to be eased to less than 50,000m<sup>2</sup> to include parks with high utilization and good accessibility in urban areas of large cities, as the type and area of parks are limited. Fourth, most special projects are mountain parks, which are feared to damage the natural terrain and skyline, so separate ordinances should be established and applied, and development approaches should be made to allow nature and parks to coexist with the setting of detailed building guidelines for each type of facility. The guidelines should include, first, after the nationwide private park special projects are completed, standards for appropriate returns for similar projects should be established, institutional standards such as the recovery of excess profits should be established, and environmental reviews should be conducted. Second, it was found that local governments should institutionalize the composition of private consultations to promote the efficient management of projects through a cooperative system, and third, a roadmap for maintenance after the donation of special parks should be established.

        The primary purpose of this study is to investigate user's recreation experience satisfication and user's evaluation of forest landscape in Uam natural park. Another purpose of this study is to suggest directions for enhancing forest scenic beauty for every seasons. The data were collected by self- administered questionnaires from 182 users is SAM- IL park where main entrance of the Uam park. This study primarily consists of two phases : 1. The presentation of users' characterics. 2. The analysis of forest landscape in natural park. The majority of the respondents(68.3%) Prefered to reforestation. They also perceived that the scenic beauty of the park was satisfactiory. There were differences in users' satisfaction levels of scenic beauty for the park due to their socio-economic background.

        IDIS그룹의 창조와 혁신 성장 메커니즘-사람, 기술, 그리고 M&A가 만들어 가는 글로벌 넘버원

        본 사례연구는 보안장비분야 세계 정상에 오른 창업가의 끊임없는 창조와 혁신의 경영철학과 사업성장의 역정을 살펴보는 데 목적이 있다. 그룹의 모태가 되는 IDIS는 김영달 대표이사가 KAIST 전산학과 박사과정 중 창업하여 세계 최초로 DVR(Digital Video Recorder)제품을 개발하는 등 보안 분야 디지털 기술을 선도하고 있다. 특히 미국항공우주국(NASA) 등 하이엔드 시장에 진출하는 과정에서 기술력을 인정받아 2000년 시드니 올림픽 주경기장과 오페라하우스 전역에 최첨단 보안장비를 설치함으로써 전 세계에 IDIS의 기술력을 알렸다. 그리고 디지털 전환(Digital Transformation) 시대로 패러다임이 급속히 변화하는 환경에서 보안 분야를 주도함으로써 마침내 세계 정상에 올랐다. 무엇보다 보안 분야 세계 정상에 오른 기업의 최고경영자로서 김영달 대표가 새롭게 도전하고 있는 그의 ‘철학이 있는 경영’, 바로 혁신을 꿈꾸는 엔지니어에서 ‘사회적 부’를 창출해 가는데 기여하는 기업가가 되려는 노력은 IDIS그룹의 경영성과에 의해 증명되었다. 성과분석에 있어서도 “기업의 규모가 성장하면 사회적 책임과 역할도 확대되어야 하므로 좋은 일자리를 만들고 구성원의 행복과 지역사회의 발전을 지속적으로 견인해야 한다”는 그의 ‘안정기반 성장전략’에 초점을 두었다. 정상에 오른 기업으로서 IDIS그룹이 보여준 성장전략과 경영성과는 다음의 세 가지로 요약된다. 첫째, 문어발식으로 규모를 확대하는 것이 아니라 일자리 창출과 고용안정 등 사회적 부를 창출하기 위한 전략으로 관련 다각화 M&A를 신중하게 진행했다. 둘째, 창업을 결심했을 때처럼 ‘국내 기술로 글로벌 넘버원이 될 수 있는 기업’을 찾아 M&A를 추진한 결과, 산업용 디스플레이를 개발하는 ㈜코텍, 프린터 관련 기업 ㈜빅솔론과 IDIS의 사내벤처로 창업한 아이디피(주)를 결합하여 사업의 포트폴리오를 성공적으로 구축했다. 셋째, ㈜코텍, ㈜빅솔론의 창업주들이 직접 김영달 대표를 찾아와 인수합병을 제안했고 M&A 이후 R&D 기술력 기반으로 성장시켜가고 있다. 본 사례연구를 위해 다섯 번의 인터뷰와 20시간이 넘는 질문과 토의 중에서도 밝은 미소와 사업에 대한 열정을 잠시도 잃지 않는 그의 인간적 매력 또한 이를 증명해 주었다. The purpose of this case study is to examine the mechanism of successful business growth of an entrepreneur with his philosophy in creativity and innovation. IDIS was founded by CEO Young-dal Kim and its founding members while attending the Ph.D. in Computer Science at KAIST Graduate School. They developed the worlds first DVR product, and are currently leading digital technology in the field of security. In particular, in the process of advancing to high-end markets such as NASA, technological prowess was recognized, and state-of-the-art security equipment was installed throughout the Opera House from the main stadium of the ‘2000 Sydney Olympics’. Since then, the world has begun to be interested in IDIS technology. IDIS finally reached the top of the world by leading the security field in an environment in which the paradigm to the era of digital transformation is rapidly changing. The core of this case is to look at his “management with philosophy” that CEO Kim is taking on a new challenge as the CEO of a company that has reached the top of the world. He now wants to become an entrepreneur who contributes to creating ‘social wealth’ from an engineer who dreamed of innovation. In other words, his philosophy is that social responsibilities and roles should be expanded as the size of a company grows, and companies should continuously create quality jobs and lead the happiness of members and the development of local communities. The strategy and achievements of IDIS Holdings as a top-rated company are summarized in the followings. First, CEO Kim transformed IDIS into a holding company as a strategy to continuously create social wealth, such as job creation and security, rather than just expanding the scale. Second, as a result of finding “a company that can become the global number one with domestic technology,” KORTEK, BIXOLON, and IDP have successfully formed a business portfolio. Third, unusually, the founders personally visited CEO Kim and proposed M&A, and actually all growing successfully after M&As.

      • 2-Acetylaminofluorene으로 유발된 실험적 간암의 TGF-a 및 EGF발혈에 관한 연구

        Transforming growth factor-α(TgF-α) and epidermal growth factor (EGF) are growth factors acting on proliferation and differentiation of cells and expressed in various types of cancer. TGF-αmay be a physiological regulaor during liver development and liver regeneration in injured liver and known as increased in hepatocellular carcinoma. To investigate the role of TGF-αand EGF in hapatocarcinogenesis, author had undertaken an experimental study of hepatic carcinogenesis induced in 50 rats by feeding 2-acetylaminofluorene(2-AAF) in diet. The animals were sacrificed periodically after 2-AAF administration, and each liver was examined grossly and microscopically and immunostained with monoclonal antibody for TGF-αpolyclonal antibody for EGF. 1. At the third week of the experiment, the oval cells were markedly proli ferated and extended from the periphery to central areas of hepatic lobules. The altered hepatic foci, including acidophilic cell area on the fourth week and clear cell area on the second month were noted. At the third month, hype rplastic nodules developed. At the seventh month, one case of hepatocellular carcinoma and angiosarcoma were noted. At the eighth month, four cases of hepatocellular carcinoma of trabecular type were noted. Among these, three cases of squamous cell carcinoma on the neck skin occurred. 2. The control livers expressed only a few scattered hepatocytes positive for TGF-αin hepatic lobule. At the third week after 2-AAF administration, the hepatocytes exihibiting positive reaction were more widely distributed along the portal areas and around central veins. At the third month, several of the hyperplastic nodules showed strong to moderate positive reaction for TGF-α. The relationship between the TGF-αexpression and cytomorphologic changes in nodular hepatocytes was not present. All of the hepatocellular carcinoma cells and cells in the neighboring nodules at the seventh and eighth months expressed TGF-α. Oval cells were negative for TGF-αand bile ductular cells showed only focal positivity. 3. EGF was negative in cells of the centrol livers and most experimental livers. At the eighth month, one case of hepatocellular carcinoma and tree cases of squamous cell carconoma showed positive reaction for EGF. Above results suggest that TGF-α, may play a role in hepatocarcinogenesis by the mechanism that TGF-αacts as promotor for the transformation of initiated hepatocytes by 2-AAF in multistep of hepatocarcinogenesis.

      • VOD를 위한 적응적 버퍼 감시 알고리즘의 설계 및 평가

        VOD 서비스는 연속적인 전송과 클라이언터에서의 중단 없는 재생이 요구된다. 그러나 서버에서 주기적으로 미디어 스트림을 전송하더라도 통신망의 상태에 따라 각 클라이언트가 불일정한 시간 간격으로 스트림을 수신하게 된다. 본 논문에서는 통신망의 상태에 따라 클라이언트 버퍼가 오버런 임계구역을 벗어날 경우 제어 요구신호를 서버에 보내고, 서버의 제어가 이루어지기 전까지 버퍼 상태를 체계적으로 감시하여, 그 상태에 따라 feedback을 보내 네트웍의 상태에 적응적으로 처리하는 알고리즘을 제안하며, 시물레이션을 통해 제안 알고리즘이 기존 알고리즘에 비해 overload가 적으며 feedback의 횟수도 줄어듬을 보인다. VOD service requires continuous transmission and noninterrupted playback for clients. Although a server transfers information streams at fixed intervals, the client may not be able to receive the streams as they were sent due to network traffic or other states. In this paper, we attempt to resolve this problem by checking the client buffer systematically. Suggested algorithm sends the control request signal to server in the case of overrun according to the status of network, and monitor the buffer status systematically before make a server control. And the feedback can deal adaptively according to the status of buffer. We will also show that the suggested algorithm has less overload and less feedback than existing algorithms through simulation.

      • 血栓症과 打撲性 充血 및 高脂血症에 順氣導痰湯 및 化瘀湯 미치는 影響

        To see both Shunqidaotantang(dissipate phlegm and promote vital energy circulation) and Huayutang(blood circulation and disperse blood stasis) influencing on thrombosis, contusion-hyperemia, and hyperlipidemia, at first we measured the density of FDP, the quantity of fibrinogen, prothrombin time, and the number of platelet of rat taken thrombosis by endotoxin. Secondly we measured the increase-rate of "paw swelling", the number of platelet, the quantity of fibrinogen, and prothrombin time of rat taken contusion-hyperemia. And then we measured the quantity of total cholesterol in serum and of H.D.L-cholesterol and of triglyceride and of phospholipid arid of P-lipoprotein, its weight, and the variation of the quantity of electrolyte of rat taken hyperlipidemia by the oral-injection of choleserol. As a result, we can conclude as follows : 1. Out of the test of thrombosis, we can recognize not only the noticeable increae of the number of platelet and the quantity of fibrinogen, but also the noticeable decrease of prothrornbin tirne and the density of FDP in case of Shunqidaotantang-injected rat and Huayutang-injected rat. 2. Out of the test of contusion-hyperemia, we can recognize not only the noticeable increase of the number of platelet and the quantity of fibrinogen, but also the noticeable decrease of prothrombin time and "increase-rate of paw swelling" in case of Shunqidaotantang-injected rat and Huayutang-injected rat. 3. Out of the test of hyperlipidemia, at first we can recognize that test rat s weight increased as close as that of normal rat. And we can recognize the noticeable decrease of the triglyceride and phospholipid and P-lipoprotein. Also, in case of the variation of electrolyte we can recognize the decrease of calcium and potassium in Shunqidaotantang-injected rat, and of sodium and magnesium in Huayutang-injected rat. Thus, as the above-mentioned, in covering thrombosis, contusion-hypermia, and hyperlipidemia, the effect of Shunqidaotantang and Huayutang can be recognized. Granting that Huayutang reveals its effectiveness in thrombosis and contusion-hyperemia, and Shunqidaotantang in hyperlipidemia, it can be inferred that contusion-hyperemia is like model of blood stasis form as thrombosis and hyperlipidemia "phlegm-retention diseases form", and both phlegm-retention and blood stasis have correlation each other.

        積聚에 關한 文獻的 考察

        惡性腫瘍이란 생체조직의 일부가 끊임없이 비정상적이고 계속적으로 과잉발육하는 것으로 1988년부터 전체 사망원인 제 1위를 차지하게 되어 국민보건문제중 중요문제로 대두하게 되었으며, 最近 韓醫學에서도 腫瘍에 대한 硏究가 活潑히 進行되고 있으나 아직 確實한 治療法이나 治療藥物에 대한 硏究는 未備한 實情이다. 따라서 著者는 腫瘍治療에 대한 韓方臨床活用에 도움이 되고자 腫瘍이 積聚의 範疇에서 取扱된다는 점에 着眠하여 積聚의 病因, 病機 및 治法에 關하여 歷代文獻을 中心으로 硏究考察하였다. 1. According to my study, because of Uh-Hyeol(瘀血; blood stasis), Dam-Yin(痰飮; phelgm-retention diseases), Yin-Sik-Bu-Jei(飮食不節; irregular diet), Chil-jeng-Son-Sang(七情損傷; seven modes of emotions), Gi-Ge-BUl-SI(起居不時; irregular life style), miss treatment of Nae-Sang-Oih-Gam-Ki-Wol(內傷外感氣鬱; disorder of internal organs, disease of cause by exogenous pathogenic factor, depressed vital energy), Oh-Jeok(五積) is produced. 2. The pathogenical mechanisms of Juk-Chui(積聚) is the accumalation of phegm, which is caused by the jam of Ki function, and blood stasis, caused by bad circulation. 3. Oh-Jeok(五積) connected with Oh-Jang(五臟; five viscera) can be divided as Gan-Jeok(肝積-肥氣; lump located at the left hypochondrium), Sini-Jeok(心積-伏粱), Bi-Jeok(脾積-비기; feeling of fullness in the chest or upper abdomen), Pyei-jeok(肺積-息實; lump located in the right hypochondrium), Sin-Jeok(賢積-奔豚; a syndrome characterized by a feeling of gas rushing up though the thorax to the thoat from lower) and they have characteristic position and symptom as follows. Gan-Jeok(肝積) is located in left hypochondrium, Sim-Jeok(心積) in upper umbilicus, Bi-Jeok(肝積) in umbillicus, Pyei-Jeok(肺積) in right hypochondrium. 4. Summarising the method of Juk-Chui(積聚) treatments, the methods are Bwo-Jeong-Beob(扶正法; supporting normal body energy) and Geo-Sa-Beob(祛邪法; eliminating the evil factors) and it is acknowledged that I-gi(理氣; the methods of regulating vital energy), Hoal-Hyeol(活血; promoting blood circulation), So-Jeok(消積; dispersing), Hoa-Eo(化瘀), Hoa-Dam(化痰; dissipating phlegm), Hae-Wol(解鬱) are used in Geo-Sa-Beob(祛邪法; eliminating the evil factors). 5. To treat Juk-Chui(積聚), I used Bwo-Jeong-Beob(扶正法; supporting normal body energy) including Dae-Bo-Ki-Hyel(大補氣血 ; invigorating premodial energy), Bo-Bi-Ik-Ki(補脾益氣; invigorating the spleen and benefit vital energy), On-Bo-Bi-Sin(溫補脾腎; warming and invigorating spleen, kidney), but the focus must be put on Bo-Ik-Bi-Ui( 補益脾胃; promoting normal energy of spleen and stomach.

        In this paper, I have studied basic theory about the operation of single phase four-quadrant converter using MOSFET and theoretical study and efficient operation domain about each mode which is the operation of DC power mode and AC power mode. Especially I have done computer simulation about harmonic problems in conversion AC power and analysed this problem through the experiment. MOSFET in the converter has been used to make switching speed so fast for the purpose of decreasing lower harmonics in PWM. On the other hand, I have studied power-regeneration by experiment to convert 60Hz AC.
