        국가균형발전특별회계와 지역경제활성화 간 관계분석: 경상권역을 중심으로

        The purpose of this research was to evaluate the effectiveness of some of the special accounts funds in terms of stimulating balanced national development specifically in regional economic development. The research question was about whether government expenditures for supporting toward balanced development achieved their stated objectives. The analysis was based upon a panel fixed regression model with using data from 2008 to 2016. The analytical evidence indicates that all else held equal, the special accounts funds successfully stimulated regional economic development in the city level of Kyongsang Provinces, South Korea two years after. Also, the positive impact of the expenditures occurred after one year may attributable to accelerated economic development at the township level of Kyongsang Provinces, South Korea. These results are consistent with the commonplace observation that effectiveness of the special accounts funds targeted balanced national development take time. This research suggest that funds in terms of stimulating balanced national development can provide a positive longerterm return vis-a-vis regional economic development. 본 논문에서는 2008년부터 2016년까지 장기간의 패널자료를 활용하여, 국가균형발전특별회계 배분액이 실제 기초지방자치단체 단위에서 지역경제 활성화 효과를 이끌어 냈는지를 경상권역 기초자치단체를 대상으로 실증적으로 분석하였다. 본 논문에서는 시간적 지연으로 인해 발생하는 국가균형발전특별회계의 효과에 주목하여 지역경제 활성화와의 인과성이 존재하는지의 여부를 집중적으로 분석하였으며 분석결과, 경상권역 내 18개 ‘시’ 지역에 배분된 국가균형발전특별회계는 예산이 지출된 2년 이후 시점에 지역경제 활성화에 긍정적인 영향을 주고 있음을 확인할 수 있었다. 또한 경상권역 내 23개 ‘군’ 지역에 배분된 국가균형발전특별회계 예산의 효과성은 1년의 시간적 지연을 두고 지역경제성장에 긍정적인 영향을 주고 있음을 확인할 수 있었다. 본 연구는 국가균형발전특별회계가 집행되는 t시점에 뚜렷한 경제적인 성과가 나타나지 않더라도, 성과로 도출되기까지의 시간적 지연효과가 있을 수 있기 때문에 중・장기적인 측면에서 지속적인 국가균형발전특별회계의 재정지출이 필수적일 수 있다는 정책적 함의를 실증적인 분석결과와 함께 제시했다는 점에서 연구의 의의를 찾을 수 있을 것이다.

        인도포장 공사의 자재배치 변화에 따른 근활성량 분석

        The study aims to measure and analyze changes in the amount of muscle activity of the workers in the footpath pavement construction in accordance with the change of the material arrangement to prevent musculoskeletal disorders of the construction laborers. Experiment methods are as follows. Subjects may install five cement blocks one by one with a squatted posture on a pre-built virtual workspace. The material positions are planned to be placed in the left (M1), middle (M2), and right (M3) outside the workspace. The rectus femoris of the leg portion, brachioradialis of the arm portion, the upper trapezius of the shoulder, and elector spinae of the waist are selected to measure the muscle activity. The experimental results are summarized as follows. The material position that may alleviate the physical workload in the right rectus femoris, the left and right brachioradialis, and left elector spinae is determined to be the left side (M1). For the right upper trapezius, it is determined that it is appropriate to place the material on the left side (M1) or the middle (M2). 본 연구는 건설노무자의 근골격계질환을 예방하기 위해 인도포장 공사에서 자재위치의 변화에 따라 작업자의 근활성량을 측정하고 분석하는 것을 목표로 한다. 실험방법은 다음과 같다. 피실험자는 미리 제작된 가상의 작업공간에 쪼그린 자세로 다섯 장의 시멘트 블록을 한 장씩 틀 안에 정해진 위치에 차례대로 설치한다. 자재의 위치는 틀밖에 좌측, 중간, 우측에 배치한다. 측정근육은 다리부위의 대퇴직근(Rectus femoris), 팔부위의 상완요골근(Brachioradialis), 어깨부위의 승모근(Upper trapezius), 그리고 허리부위의 척추기립근(Elector spinae)을 선정하였다. 실험결과는 다음과 같다. 우측 대퇴직근(R)과 좌/우 상완요골근(L/R) 그리고 좌측 척추기립근(L)의 작업부담을 경감할 수 있는 자재위치는 통계적으로 좌측(M1)이 적합한 것으로 판단된다. 우측 승모근의 경우, 자재를 좌측(M1) 혹은 중간(M2)에 배치하는 것이 적합한 것으로 판단된다.

        요소작업 기반 티어공법 철골조립 시뮬레이션 모델

        This paper presents a simulation model that facilitates to analyze and estimate both time and cost of the steel erection operation making use of tier construction method. By conducting motion and time study, resource processes of the operation and their tasks of the processes are defined. These atomic tasks are used as a building block to implement a simulation model that reflects the real world steel erection operation assembling the steel material in the job site. Task based operation simulation model deals with local variables or delay factors affecting productivity and improves the reusability of existing production models. Therefore, the proposed approach allows the model to adjust more easily to construction method change. The proposed steel erection model was verified by comparing with the Construction Standard Production Unit system (CSPU) and daily work report.

      • 시뮬레이션을 基盤으로 하는 투찰율 推定(대한주택공사 전자입찰 공시자료를 사용한 사례연구)

        This paper introduces a system called Simulation-based Stochastic Bidding Cost Estimation System (S2BC) that use simulation modeling and analysis technique. It better represents the real world system involved in construction bidding. The prediction accuracy was compromised because of the assumptions which existing models have adopted. However, The S2BC complements the lack of accuracy. Historical bidding data obtained from the Korea National Housing Corporation was used to validate the method. Bidding projects in the Historical DB were selected by random sampling. The ration of bidding let was calculated using the occurrence of participants who entered into a specific bidding. On the assumption that bidding pattern retained on the historical DB has reproducibility, the probability of winning was computed using the cumulative probability distribution that is obtained from the user defined numbe r of random sampling of bidding projects out of the Historical DB. The existing computation, which is handled by means of deterministic procedure, was converted into stochastic model using simulation modeling and analysis technique. The best fitted probability distribution function is estimated using the historical data. The reliability of estimating probability of winning on specified bidding let is improved using the S2BC.

        Control of positive and negative threshold voltage shifts using ultraviolet and ultraviolet-ozone irradiation

        The precise control of the threshold voltage (Vth) required to turn a metal-oxide semiconductor fieldeffect transistor on/off at the designed voltage was important to ensure that the Vth was constant for all the transistors in the circuit. In this study, Vth was adjusted in both the negative and positive directions by manipulating the number of O vacancies on the surface of an oxide nanowire channel using ultraviolet (UV) and UV-ozone (UVO) irradiation. UV irradiation shifted the Vth in the negative direction by an amount that increased with increasing exposure time (0.96 V at 1 min, 1.42 V at 2 min, and 1.70 V at 3 min), whereas UVO irradiation shifted the Vth in the positive direction by an amount that increased with increasing exposure time (þ0.37 V at 3 min, þ0.69 V at 5 min, and þ1.07 V at 10 min). The shifted values of Vth were maintained by passivating the channel region of the oxide nanowire with an octadecylphosphonic acid self-assembled monolayer.

        Integrated Carbon Emission Estimation Method for Construction Operation and Project Scheduling

        This paper presents a computational method that calculates the amount of carbon emission generated in a construction project. It is coded into carbon emission estimation system (CE2) that makes use of schedule information exported from Primavera P6, integrates either the deterministic amount of greenhouse gas (GHG) emissions generated by resources (i.e., material, equipment, and labor) on activities obtained from P6 database or the stochastic amount of GHG emissions obtained from discrete event simulation-based construction operation models, performs CPM calculations, and calculates the daily and cumulative amount of carbon emissions for each and every activity. This study is of value to researchers because it allows quantifying the total carbon generated in a construction project by considering all types of resources to be used in construction operations. The study is also of relevance to practitioners because it enables to establish engineering schedule that limits carbon emissions at construction phase expeditiously. A test case verifies the usability and validity of the computational methods implemented in the system. It is confirmed that CE2 effectively handles the variability of GHG using deterministic or stochastic data either jointly or independently.

        영상분석기법을 활용한 토공 장비 및 작업자간 아차사고식별 방법론

        본 연구는 토사운반작업이 실행되는 현장에 충돌위험구역을 설정하고 작업자의 불안전한 행동을 아차사고수준에서 식별하는 영상분석 방법론을 제시한다. 컴퓨터 비전기술을 건설안전관리에 활용하는 데 있어 큰 걸림돌이 되어 온 위험발생 이벤트를 연구자가 원하는 시나리오대로 재현하기 용이하도록 게임엔진을 활용하는 방법을 제시한다. 본 연구는 기존 연구들이 불안전한 조건을 결정론적으로 가정하는 접근방식과 달리, 현장여건에 따라 위험구역이 변화되는 상황을 현실적으로 반영하는 방법을 제시한다. 본 방법론은 선행연구들이 간과한 불안전한 조건과 행동을 구분하는 방법을 제시하고 사고가 발생되는 인과관계를 반영하였다. 사례연구는 덤프트럭에 의해 제공된 불안전한 조건하에서 작업자의 불안전한 행동을 아차사고 수준에서 관측하는 방법과 중점관리 대상이 되는 위험구역을 결정하는 방법을 규명하였다.

        품질기능전개 및 유전 알고리즘을 통합한 금속커튼월의 품질-비용 최적화 시스템 개발

        This paper presents a tool called Quality-Cost optimization system, which integrates Genetic Algorithm (GA) and Quality Function Deployment (QFD), for tradeoff between quality and cost of the unitized metal curtain-wall unit. A construction owner as the external customer pursues to maximize the quality of the curtain-wall unit. However, the contractor as the internal customer pursues to minimize the cost involved in designing, manufacturing and installing the curtain-wall unit. It is crucial for project manager to find the tradeoff point which satisfies the conflicting interests pursued by the both parties. The system would be beneficial to establish a quality plan satisfying the both parties. Survey questionnaires were administered to the external customer who have an experience of project installing curtain-wall, the architects who are the independent assessor to obtain, and the internal customer who were involved in curtain-wall design and installation. The Customer Requirements (CRs) and their importance weights, the relationship between Customer Requirements and Technical Attributes (TAs) consisting of a curtain-wall unit, and the cost ratios of each components consisting curtain-wall unit are obtained from the three groups mentioned previously. The data obtained from the surveys were used as the QFD input data to compute the Owner Satisfaction (OS) and Contractor Satisfaction(CS). Multi-objective optimization method using GA is applied to optimize resource allocation under limited budget when multi-objectives, OS and CS, are pursued at the same time. The deterministic multi-objective optimization method using GA and QFD is extended to stochastic model to better deal with the uncertainties of QFD input data and the variability of QFD output data. A case study demonstrates the system and verifies the system conformance.
