A Cyber-Training & Education Model for Tug-barge Operators

The purpose of this study was to create a cyber-training & education program in response to the needs of skippers and crews operating tug-barges within Korean coastal waters and the rapid changers in this industry. Skippers and crews are inclined to operate tug-barges on the basis of experience rather than information. It is not easy to provide useful information whenever they want or to drill them in safety management skills, because of their passive attitude toward education and the few opportunities that exist. In order to increase educational opportunities, efficiency and motivation, the authors have developed this program which consists of a 'tug bridge resource management module, risk perception training module, accident case module, operating module and navigation module', and are hoping that this program will enhance and strengthen all tug-barge operations. We are also putting all our energies into designing up to date animation programs and developing new scenarios concerning the method of evaluation and certification distribution.

The Busan Metropolitan City was positioned, to lead the culture and industry around the various maritime fields such as marine logistics, offshore plants, shipbuilding, fishing, tourism, and leisure sports, Busan even calls itself Korea's 'Marine Capital'. However, recently the Sewol Ferry Disaster and smaller marine accidents that regularly occur in the Busan coastal area, have amplified the concern and interest in marine safety among citizens. In this study, marine safety issues such as maritime hazards and risks and marine accidents that occurred in the Busan coastal area arc evaluated on the basis of statistical and case analysis in order to design the local government based marine safety management system. The factors related to safety in maritime activities such as shipping, fisheries, tourism, leisure, and passenger transportation arc analyzed and seven key issues to be solved are suggested. Through reviewing and comparing local government disaster and safety organizations on land and at sea, it was found that Busan has not yet established a comprehensive marine safety organization. Based on this finding, we designed, a marine safety organization system far the Busan city government. This organization is based on the four guiding principles: prevention- preparation-response-recovery. The roles and functions of Busan city government personnel needed during a maritime disaster are listed and classified. On the basis of this study, it seems that the best course of action is to conduct a marine safety survey of the Busan coastal area and. then to crate a Marine Safety Master Plan. This plan will be customized for Busan, independent of, but in cooperation with, the marine incident planning performed by the central government. It is necessary to further research systematically for building a maritime disaster management system of Busan.

현대인의 심미적 욕구는 계속 증가하고 있고, 대도시의 개발정책은 디자인 도시만들기, 인공섬의 등장 등 그 욕구를 충족시키는데 많은 노력을 하고 있다. 이렇게 환경의 심미적 가치는 매우 중요한 가치로 부각되어가고 있다. 환경, 디자인 분야의 심미적 가치의 개념을 통 해 아직 그 개념이 모호한 해양의 심미적 가치를 정의하고, 특성을 파악한 후 해양개발정책에서 난개발을 막고, 해양의 심미적 가치를 보존 하기 위한 방법으로 본 연구에서는 심미적 가치가 다른 영향평가들과 같이 표준화, 객관화된 방법으로 평가할 수 있도록 시뮬레이션 기법을 이용하여 대중의 선호도를 정책에 반영할 수 있는 시스템을 설계하였다. 특히 정책에 반영할 수 있도록 인공물의 평가대상을 구분하고, 그 평가 요소를 객관적 차원의 요소인 색채, 형태, 질감으로 분류하여 시뮬레이션 할 수 있도록 하였고, 전문가뿐만 아닌 지역주민의 의견수렴이 이루어질 수 있도록 환경평가내에서 평가할 수 있는 방법을 제안한다. 해안인공물 뿐아니라 범위를 넓혀 구 체화하여 실제 정책에 반영될 수 있도록 검증하는 과제가 남아있다.
