        '나는 누구인가?' 나 '이뭐꼬'는 스님이 아닌 모두에게 보편적인 화두입니다. 그것을 알고자 함이 깨달음을 향한 길입니다. 우리 삶의 본질이라고 할 수 있는 영혼은 다른 차원의 존재로, 자기가 태어날 시간과 장소 그리고 부모를 선택해서, 그 부모의 DNA를 얻어 영혼을 담는 그릇인 육신의 몸을 갖는다고 봅니다 옛 금문(金文)에서 발견되는 사람 人의 형상은 하늘에 제를 지내는 모습이고 클 大, 하늘 天, 임금 王이 모두 사랑으로부터 비롯합니다. 이는 인간이 곧 하늘이라는 사실을 반영하고 있고, 이로써 주목할 것은 하늘의 모든 천체의 움직임으로부터 인간사 모든 좌표가 기준이 됨을 시사합니다. Stargram은 육신에 국한하지 않고 선천적인 영혼의 영향까지 알아볼 수 있도록 주역, 역학, 오운육기 동의 기존 지혜와 선천체질과 운기까지 알아볼 수 있게 18가지 동서양 다른 철학을 하나로 묶어서 만들어, 자신이 어떤 존재인지, 영혼의 목적이 무엇인지를 알아보는 프로그램입니다. 이 스타그램으로 체질과 질병의 진단사례를 보여줍니다.

        Public investment projects are related with mainly various social infrastructures closely related to citizens` life, and tend to require large-scale financial resources. Such social infrastructures would be provided basically by the public sectors. However, there is a limitation in public provision of those social infrastructures due to limited financial resources in public sector. In Seoul Metropolitan Government, public investment in SOC(Social Overhead Capital) projects has increased every year, and the city has faced with several problems of rational management of public investments. Especially, the proper management of Investment Screening System as a pre-evaluation and the inducement of private capital into public projects are the two main issues to solve those problems in this study. This study has figured out the problems and tried to provide solution to improve the current situation in organization, management process and system aspects for both the Investment Screening System and inducement of private capital into public projects. The suggestions of this study are as follows. For the Investment Screening System, in order to secure the credibility of the results of each and every feasibility studies which are required to provide to the investment screening process, the evaluation of such studies should be performed together with professionals and officers. Also, after the projects have passed the screening process and executed into the budget, the follow-up management of the projects should be strengthened to check, examine or evaluate them whether the initial conditions such as rate of return and others are met or the process are operated feasibly. The guidelines of the investment screening are to be revised periodically for proper screening so as to reflect the administrative environmental change. In addition, the provision of professional training and education to enhance the ability of the personnel who are in charge of investment screening should be considered. For the system of inducing private capital into public infrastructures, first of all, the manual or guideline which contains the process of decision to make, decision to private finance initiative, and suggestion of alternatives must be prepared to utilize for small projects that induce the private capital into and apply the individual laws. The data base the whole process of this system including major issues and remarks of the process should be built so as to improve the future management of these type of projects which induces private capital. The provision of professional training and education to enhance the ability of the personnel who are in charge of inducement of private capital should be considered. This study recommends that the roles of management of the projects that induce the private capital should be consolidated into the Financial Management Division. Finally, this study suggest that the city should consider to establish the new organization to support the city and related officials in public investment projects, especially, the area of investment screening system and inducement of private capital, so as to provide the necessary research and data base to promote the system.

        민주주의 가능 근거로서의 의사소통행위

        On the premise that reasonable life is possible and it can be realized only by democracy, this thesis has been developed with the following contentions. First, life can be reasonable as Habermas insists in his communicative action theory which informs the social actions can be controllable through the agreement between the members in society. Second, the reasonable life must be based on the autonomous principle in the philosophy of enlightenment. After all, the self-control by the self-legislation is the only principle to order the modem life reasonably and this principle can be systemized by democracy. In my thesis I tries to emphasize the political principle of enlightenment has been warped out for the liberal democracy in theory as well as in reality. Because the liberal democracy has justified the social inequality by way of underlining each individual's self-realization rather than the sense of solidarity in the social members. In fact two axles ordering our life are freedom and equality. The harmonious relationship between freedom and equality can build the foundation of reasonable society. And the balanced relationship of freedom and equality makes the political autonomy, the principle of self-control by self-legislation, possible. Under liberal democracy freedom relates to the human right and equality to the sovereignty. Nonetheless, liberal democracy holds human right as the endowed right while it depreciates the sovereignty as a preference for the totalitarianism. Habermas's communicative action theory promises one alternative to arbitrate social actions to the agreement of the social members. Besides I want to add the reasonable communitive action should be the basis for democracy. So it can be said Habermas's central theme, language has the inherent reasonableness, solidify the foundation of 'deliberative democracy' of western worlds these days. I anticipate that Habermas's discourse democracy can be the alternative for the liberal democracy, which re-establishes the relationship between freedom and equality, or human right and sovereignty. As a political thinker who advocates discourse democracy, he argues the institutive condition of resonable sovereignty, namely, the concept of political power and the theory of constitutional state which is reshaped by his communicative action theory. Following this, Habermas should be respected as a thinker of democracy, 'a liberally enlightened democrat', a democrat who does not ignore the freedom or human right. In his idea human right and sovereignty, freedom and equality are indissoluble one. He put the special stress on the deliberation as the ideal procedure of decision-making and understands it as the core of procedures in democracy. He considers the sound public opinion and opinion-formation process as something and emphasizes the activation of the informal public sphere. Habermas's democracy regards the right formation of sovereignty and its realization as the first considerations.
