The customs value of imported goods are a transaction value based on the WTO Customs Valuation agreement. There are adjustment factors in assessing the transaction value. Among them are license fees and royalties. The fees itself is deemed to be dutiable, if two factors are met. One is that the fees should be related to the imported goods and the other is that the payment of fees should be a condition of sale. During the Post-Clearance Audit, customs authorities impose the customs duties on imported goods by assessing the two factors and deciding whether or not the fees are dutiable. However, after a litigation of the issues, we have seen that there is one more factor needed: the buyer himself should pay the fees. This comes from the interpretation of the regulation in the Korea Customs Act, There are descriptive discrepancies between the WTO agreement and the Korea Customs Act. There might be an error of the localization of the WTO agreement. We have reviewed the principle of the fees and the rule of other major countries, such as USA, EU, etc. It would be a great opportunity for our Korea Customs Act to be modernized to a global standard.

Si기판상에 Ni 박막 저항체를 형성하여 hot wire anemometer형 흐름측정 소자를 제작하고 이의 특성을 평가하여 보안ㅆ다. 니켈 박박 저항체의 온도계수는 박막의 두께가 얇아짐에 따라 감소하였으며, 제작된 흐름센서의 감ㅁ도는 111.3${\mu}$W/(${\ell}$ pm$)^{1/2}$, 동적인 응답시간은 수 십초 정도로 평가되었다. Abstract The hot wire anemometer-type flow sensor, which consisted of Ni thin film resistors evaporated on Si substrates, was fabricated and characterized. It was known that the temperature coefficients of Ni resistors were decreased as the film thickness was thinned and the operating characteristics of the fabricated flow sensor were determined as a sensitivity of 111.3${\mu}$W/(${\ell}$ pm$)^{1/2}$ and a dynamic response time of several 10 seconds.
초음파 탐상법을 이용한 접착이음에 대한 계면 균열의 검출

In is well recognized that the ultrasonic method is one of the most common and reliable nondestructive testing(NDT) methods for the quantitative estimation of defects in welded structures. However, NDT techniques applying for adhesively bonded joints have not been clearly established yet. In this paper, the detection of interface crack by the ultrasonic method was applied for the measurement of interface crack length in the adhesively bonded joints of double-cantilever beam(DCB). The optimum condition of transmission coefficients and experimental accuracy by the ultrasonic method in the adhesively bonded joints have been investigated. The experimental values are in good agreement with the computed results by boundary element method(BEM) and Riplings equation.

PDLC 필름을 제작하는 데는 여러 방법들이 있으나 그중 하나로서 에멀젼 기술에 기반을 둔 NCAP필름 제 조방법이 있다. 이러한 에멀젼 기술은 물에 부분적으로 용해될 수 있는 PVA, PVP와 같은 고분자로 NCAP를 제조할 수 있고, 또한 안정제 없이도 안정한 액정 에멀젼을 형성할 수 있다. 본 연구에서는 물에 녹는 것과 물에 녹지 않는 부분을 가지고 있는 분자로 구성된 공중합체에 대하여 에멀젼의 안정성과 계면장력, 표면장력이 공중합체의 구성, 농 도, 소수성 체인 등에 의존한다는 것도 연구하였다. Acrylamide-styrene(AA-ST)계 공중합체는 같은 농도조건에서 사용 한 다른 공중합체보다 낮은 계면장력을 나타낸다. 낮은 계면장력 때문에 AA-ST 공중합체는 액정분자들과 좋은 친화 성을 갖는다. 또한 액정표면에 쉽게 흡수되는 분자들이 액정 에멀젼 시스템을 더 안정화하다는 것과 형태학적 분석을 통한 액정의 안정성도 논의하였다. There are several methods to fabricate Polymer Dispersed Liquid Crystal(PDLC) films. One of them, so-called Nematic Curvilinear Aligned Phase(NCAP) film, is based on emulsion technology. To produce NCAP systems various water soluble polymers, such as partially hydrolyzed polyvinylalcohol(PVA) and polyvinyl pyrrolidone(PVP), which can form stable emulsion of liquid crystal(LC) without any stabilizers were used. In this work, we studied the dependence of emulsion stability on nature and composition of copolymers composed of water-soluble and water-insoluble moiety. We found that interfacial surface tension depends on the composition of comonomer, the copolymer concentration in the water, and the nature of hydrophobic chain. The Acrylamide -styrene(AA-ST) copolymer showed the lowest interfacial surface tension among the tested copolymers at the same concentration. Since the interfacial surface tension decreases with increasing the compatibility of copolymer with LC phase the AA-ST copolymer has the best compatibility with LC molecules. It is believed that molecules adsorbing easily on the surface of LC droplets allows the LC emulsion system to be more stable.

The studies are conducted to investigate the fatigue and fracture behavior of pre flex girder. In this work, the fatigue tests using by constant amplitude fatigue loading and 4-point-loading to maintain pure bending condition in the mid-span of preflex girder will be performed. It is expected from the results of the studies to provide the fatigue strength and the S-N curve of preflex girders. In addition, it will be ensured that fracture initiation occurs in the welded part of horseshoe-type shear connector as well as in other welded joints.
