Climate change presents a significant global challenge, particularly impacting the economic development of developing countries. Since climate risk factors can adversely affect the adoption of new technologies in these countries, understanding the role of climate resilience is crucial for ensuring efficient national economic operations. Hence, this study seeks to investigate the impact of climate resilience on national technical efficiency by considering various production factors in developing nations. Employing stochastic frontier analysis, this study estimate national technical efficiency and assess the influence of climate resilience through a panel analysis of 55 developing countries. This study provides empirical evidence regarding the extent to which climate resilience affects national technical efficiency. It offers both academic insights and practical implications for promoting sustainable and adaptable technology adoption in response to the climate crisis.

This study examines the importance of acknowledging participant needs and desires when designing a workforce development program, using the case study of the Climate Technology Workforce Development Program (CTWDP). All participants are surveyed, and focus group interviews (FGI) with selected students are conducted to gain a deeper understanding of their responses. Afterward, keywords from the responses are extracted and categorized into themes to gain a better understanding of the participants’ needs. From the findings, two key insights surfaced: 1) participants aim to secure a competitive advantage in the job market, and 2) workforce development programs can amplify their interest in the respective sector. First, students are highly career-oriented and view the workforce development program as an opportunity to enhance their career prospects. Hence, they value practical experience, industry connections, and tangible achievements that can enhance their employability. However, if the program does not provide such opportunities with clear incentives, they tend to perceive the program as time-consuming and not helpful. Second, the program can stimulate student interest in the sector by enhancing their knowledge and providing new career options. Due to short engagement in the program, students were reluctant to report significant improvement in their capacity, but most students have reported increased interest and willingness to seek more opportunities within the sector. Therefore, the findings of this study underscore the importance of identifying participant desires when designing workforce development programs, which is the key to the program’s success.
Key to Success: Measures to Promote Climate Technology-Finance Linkage between South Korea and MDBs

As the climate crisis intensifies, the need to improve the climate resilience of developing countries is ever increasing. Hence, the international community is seeking ways to effectively conduct climate technology transfer by linking the projects with financial mechanisms. However, commercialization of climate technology in developing countries is no easy feat as comprehensive knowledge on the target country is a prerequisite for seeking a suitable technology-financial linkage measure. Hence, in-depth discussions on effective climate technology and financial linkage measures have become an important global agenda, and South Korea, as a country with long experience in climate technology transfer, and a strong ecosystem for public climate technology, should step forward to take up a leading role. Against this backdrop, this paper proposes strategies and implementation measures for linking funds from the Multilateral Development Banks (MDB) with Korea’s Public Climate Technology (PCT) by examining several key areas of R&D, international cooperation, and technology commercialization.

Solar control device design is an important factor of thermal control to reduce cooling load resulting from excessive heat gain during the overheated period. While disadvantageous to heat gain during underheated period, Solar control device should be designed on its yearly thermal performance, and in the relative balance its shading performance and heating efficiency. Also the solar control device have to satisfy the diametrically opposite functions daylighting performance, ventilation, cone of vision, shape and cost effectiveness. Therefore, this study aims to present the prescribed quantitative information to design optimum external shading devices and to select appropriate type of glass.
