        Coproducing Quality Performance Information Through Institutional Design: Proposal for a Data Exchange Structure

        Quality performance information has been regarded as a significant step toward managing public performance. Although a correlation between the quality of information and its actual usage among managers in high-accountability policy areas has been found, quality performance information has not been properly provided to practitioners. This study takes an Institutional Analysis and Development approach to assess an appropriate institutional framework that facilitates state agencies and academics to coproduce this information. Based on a conceptual framework, we analyze a public information system of the Workforce Data Quality Initiative in Ohio and carry out a content analysis with NVIVO. It is found that arrangements that can manage the incentive dynamic in this process may help to align heterogeneous stakeholders in a mutually supportive fashion. Also, the research agenda and information resulted from being coproduced for management and academic purposes, simultaneously. This use of administrative data sheds light on how quality performance information can be coproduced under an appropriate institutional arrangement between administration and research communities. It is suggested that accessibility to the information system among various stakeholders should be improved.

        Research Trends on Literature Reviews in Scopus Journals by Authors from Indonesia, Japan, South Korea, Vietnam, Singapore, and Malaysia: A Bibliometric Analysis from 2003 to 2022

        Text data mining (‘big data methods’) is one of the most widely used approaches during the COVID-19 pandemic. In particular, text data mining on Scopus databases or Web of Science (WoS). Text data mining is widely used to collect literature for later bibliometric analysis, and in the end, it becomes a literature review article. Therefore, in this article, we reveal the trend of publication of literature reviews in Scopus journals from Indonesia, Japan, South Korea, Vietnam, Singapore, and Malaysia. This article describes two essential parts, namely 1) a comparison of international publication trends and subject area of literature review publications, and 2) a comparison of Top 5 for Authors, Affiliation, Source Title, and Collaboration Country.

        Policy Implementation Process of Korean Government’s Public Diplomacy on Climate Change

        In 2015, the State Council of South Korea finalized its goal to reduce greenhouse gas emissions by “37% from the business-as-usual (BAU) level” by 2030 across all the economic sectors. Of that reduction, 4.5% will be achieved overseas by leveraging Emission Trading Systems (ETS) aided by international cooperation. In line with this, considering both the demand for and supply of the carbon market increased after the Paris agreement, the importance of public diplomacy in negotiating climate change actions also rose. This study aimed to analyze the impact of international discussions such as the United Nations Framework Convention on Climate Change (UNFCCC) on domestic policies and the types of public diplomatic climate change policies pursued by different government agencies, and draw implications from them. This study attempted to find implications from the Korean government's public diplomacy on climate change for developing countries. Lessons learned regarding Korea’s public diplomacy would provide a practical guidance to the Asian developing countries, which are suffering from environmental crisis at a phase of rapid economic growth.

        Innovation Performance of Social Enterprises: An Empirical Study in India

        Social enterprises pursue innovation to create socio-economic impact for the marginalized communities. The founders of social enterprises drive goal-oriented innovation, whereas, interactions with ecosystem is crucial to create and diffuse innovation. However, studies are scant on creation as well as diffusion of innovation emerging from social enterprises. This paper attempts to understand innovation emerging from social enterprises through an exploration of innovation focus, interactions with ecosystem, and measurement of innovation performance. A cross-sectional study is performed to understand the relationship between founders’ orientation and innovation performance, and the mediating role of innovation focus and ecosystem interactions. A cluster sampling across four states in India - Karnataka, Telangana, Maharastra and Tamil Nadu - resulted in participation from 207 social enterprises. The results of partial least squared structural equation modeling (PLS-SEM) demonstrate the positive complementary mediating role of innovation focus in the relationship between founders' orientation and innovation performance. Moreover, this paper illustrates that founders’ persistent focus on innovation creates positive results for social enterprises as well as beneficiaries.

        Revision of Biotechnology Support Act for Accelerating the Bioeconomy

        The Biotechnology Support Act has provided a legal basis for promoting the biotechnology field as the highest legal authority in the biosciences since its enactment in 1983, and has contributed to enhancing Korea’s biotechnology research and development (R&D) capabilities and to revitalizing bioscience ecosystems by establishing policies for supporting biotechnology, expanding the government research and development, and promoting industrial applications. The revised bill of the Biotechnology Support Act is the law that reflects changes in the technological and social environment and that provides a legal basis for practical support of government policies such as total periodic research support, commercialization empowerment, and creation of an innovative research environment, and it will come into effect in November, 2020 after a six-month grace period. The main contents of the revised bill are 1) increasing status as a general norm in the biotechnology field, 2) establishing data evidence-based policies, 3) inducing biotechnology innovation, and 4) promoting regulatory science, especially research and development. This revision has been reorganized in a timely manner in accordance with the current technological advancements, changes in society and environment, and both quantitative and qualitative growth of the domestic bioscience ecosystems and its competitiveness are expected by systematic supports and promotions of the government during the whole period in terms of research and development (R&D) as well as business and industrialization.

        The Effects of Mobile Learning Factors and Training Transfer on the Effective Organisational Learning in Malaysian Oil and Gas Industry

        Adoption of mobile learning (m-learning) is not new in Malaysian oil and gas industry, with heavy investment into research and development to train the workers. Nevertheless, the low application of learnt skills on the job remains an emergent research area where there is a missing link on the effects of m-learning and effective organisational learning and implication on its training transfer. The result of this quantitative research revealed that all variables in m-learning were found to have a positive relationship with the effective organisational learning, and there is evidence of training transfer as a mediator of the relationship between self-directed learning, training design, work environment and effective organisational learning. However, there were some discrepancies in the extend of training transfer between trainee characteristics and organisational learning. As such, some important issues emerged which challenge the importance of evaluating workers’ readiness and transfer for a successful implementation of m-learning towards developing effective organisational learning.

        The Impact of Greenwashing on Green Brand Trust from an Indian Perspective

        Purpose: Companies in haste for higher consumers’ preference tend to appear as ‘green’ and mislead about environmental concerns, which are termed as “Greenwashing.” The purpose of the study is to investigate the consumer perception on greenwashing activities and analyze its impact on green brand image, green brand loyalty and green brand trust among Indian consumers. Design/methodology: The study makes use of a written questionnaire method to collect survey data from approximately 500 consumers all over India. The study uses Structural Equation Modeling (SEM) to study the hypothesized relationship between constructs affected by greenwashing based on consumer perspective in the Indian context. Findings: The study shows that Indian consumers are becoming aware of greenwashing activities, which have a negative impact on green brand trust and undermines green brand image and green brand loyalty. Implications: The study results are beneficial to policy-makers, researchers, practitioners, and managers to create awareness among Indian consumers on greenwashing activities.

        Suggestions for SME Policy for Sustainable Development

        This article is a suggestion for SME policy in Korea for the attention of the senior policy-experiencer of the whole nation, the Advisor to the President of Korea. This article is written from the perspective of technology policy experts, not SME experts. In spite of many SME policies, the issue of SMEs in Korea is worsening, not being resolved. Technology-oriented policies are effective for each company, but the role of SMEs is gradually decreasing in the Korean economy. Reflecting on this fact, I would like to suggest measures that include long-term, but social as well as educational. The solution I suggested is coexistence since sustainable growth through SMEs is not just an economic or social issue. It is a matter of survival. I propose four types of coexistence: corporate, local, human, and coexistence with nature. Getting coexistence works requires a change in social norms that mobilize even education.

        A Conceptual Approach to Evaluating the Reliability of a Climate Change Adaptation System

        Climate change is one of the most discussed issues in international for a today. Evaluating the effect of climate change at a regional level and setting up an appropriate policy to address the issues associated with climate change require a proper evaluation process on the climate change and adaptation projects already implemented. Although various evaluation approaches to climate change adaptation programs have been proposed, it is rare to find a proper systematic approach to evaluating the reliability of those climate change adaptation programs. In the current situation regarding the system to evaluate climate change adaptation programs, the purpose of this study is to suggest a theoretical and standardized evaluation system on the reliability of climate change adaptation schemes. The new approach suggested in this paper will be appropriate when requiring a confidence level for adaptation programs that are specially localized and categorized. Using various quantitative and qualitative evaluation methods with the inherent reality mechanism, we provide a conceptual framework to measure the reliability of climate change adaptation programs with a flexible adjustment process. With the proposed framework, it is possible to provide the level of confidence on the results collected from the evaluation systems and construct a standardized, system-wide assessment procedure toward climate change adaptation policies. By applying this approach based on scientific evidence on the reliability of climate change adaptation policies, appropriate and efficient climate change adaptation programs will be properly designed for and implemented in Korea.

        A Study on the Prioritization of Policy for Gendered Innovations

        Gendered innovation in Science, Technology and Innovation, which seeks better science for both men and women by integrating sex and gender analysis, has become an important issue in the entire process of STI, as initiated by the European Commission, Canadian Institutes of Health Research in Canada and the National Institutes of Health in the United States. Korea has also attempted to reflect gendered innovations in Science and Technology as a critical factor in the 3rd and 4th National Plan, followed by the Act on Women Scientists and Engineers (2002). Against this background, the aim of this study is to prioritize the policy instruments regarding gendered innovation in Research and Development. Through the Focus Group Interview (FGI) and the Analytic Hierarchy Process (AHP), this study attempts to set the priority among selected criteria, various types of policy instruments, and the applied research development area. As a result, this study shows the preparation of the relevant legal and institutional mechanisms for the full introduction of gendered innovation in S&T, and the importance of various policy instruments for S&T innovation in the fields of planning, budgeting, managing national R&D projects, evaluating and impact assessment, etc., being derived in a systematic way to ensure their effectiveness.
