A Comparative Study of Family-Friendly Policies and Benefits in Public Organizations: South Korea and the United States

This paper analyzes the family-friendly policies and benefits currentlyoffered by public organizations in South Korea and the United States. This studyfound that leaves of absence are the first types of family-friendly policy thatreflect an acknowledgment on the part of government agencies in South Koreaand the United States that both men and women must face work/family conflictsin their lives. The South Korean government provides more generous leave poli-cies than those of the American public sector. However, several family-friendlybenefits provided by federal agencies in the United States, including flexibleworkplace and telecommuting programs, job sharing, and dependent care coun-seling and referral services were rarely offered by the South Korean govern-ment. Finally, the paper discusses policy implications and emphasizes manageri-al leadership affecting the implementation process behind these policies in pub-lic agencies.

응급구조학과 학생의 도덕적 민감성이 생명의료윤리의식에 미치는 영향에 관한 연구

The reserch was aimed to investigate emergency medical technology students’ moral sensitivity and biomedical ethics was conducted in the effect of moral sensitivity, which is an essential element in making the right ethical decisions to ensure self-determination and best interests of emergency patients, it was attempted to provide basic data for the development of educational programs to establish the correct biomedical ethics. Data collection from April 1, 2015 June 30 were enrolled in four university emergency department 444 students, based in Busan, Gyung-nam Province. Data were analyzed using descriptive stastics, Pearson's correlation coefficients with SPSS WIN Ver.21.0. Results moral sensitivity score of emergency department students was 3.56 ± 0.40 out of 5 points and biomedical ethics was 2.84 ± 0.30 out of 4 points. Emergency medical technology students' moral sensitivity and biomedical ethics statistically significant correlation. Moral sensitivity, religion, and clinical practice experience the explanatory power of these variables was 17.8%. Therefore, this training is necessary to improve the emergency department students of moral sensitivity and biomedical ethics. 본 연구는 응급환자의 자기결정권과 최선의 이익을 보장할 수 있도록 올바른 윤리적 의사결정을 내리는데 필수적인 요소인 도덕적 민감성, 생명의료윤리의식의 수준을 알고, 도적적 민감성이 생명의료윤리의식에 미치는 영향을 파악하여 올바른 생명의료윤리관을 확립할 수 있는 교육 프로그램 개발을 위한 기초자료를 제공하기 위하여 시도되었다. 자료수집은 2015년 4월 1일부터 6월 30일까지 부산광역시, 경상남도에 소재한 4개 대학교 응급구조학과 444명을 대상으로 하였다. 수집된 자료 분석은 SPSS WIN Ver. 21.0프로그램을 이용하여, 도덕적 민감성과 생명의료윤리의식 점수는 기술통계로 하였고, 측정한 변수간의 값의 상관관계를 분석하였다. 연구결과 응급구조학과 학생의 도덕적 민감성 점수는 5점 만점에 3.56±0.40점이었고, 생명의료윤리의식은 4점 만점에 2.84±0.30점이었다. 응급구조학과 학생의 도덕적 민감성과 생명의료윤리의식은 유의한 순상관이 있었다. 도덕적 민감성, 종교, 임상실습 경험 유무이었으며(F=25.18, p<.001), 변수간의 설명력은 17.8%이었다. 따라서, 응급구조학과 학생들의 도적적 민감성과 생명의료윤리의식을 향상시키기 위한 교육이 필요하다.

下廬 黃德吉의 『日用輯要』 考察

This is a study of “Ilwongjipyo” compiled edited by Hareou Hwang Duckgil who was one of the best book compiler and writer in the late Chosun Dynasty. As a typical Confucian scholar Hwang Duckgil was interested in compiling and publishing of books. He edited “Ilwongjipyo” and the idea of this was from the “Hahockjinam” for academic learners compiled by his teacher, Ahn JungBock. “Ilwongjipyo” is an educational textbook for academic learners. It was selected and edited with certain standards of etiquettes, manners and learning attitudes that people have to follow in daily life commented by former scholars. With “Ilwongjipyo” “Chohockgago” is also a representative educational textbook edited by Hwang Duckgil. “Ilwongjipyo” was earlier compiled than “Chohockgago”. The reason for this seems because there was the need for a book for academic starters. “Ilwongjipyo” was focused on standards of behaviour in our life while “Chohockgago” put more emphasis on ethics and morality. “Ilwongjipyo” is a compilation of all of Hwang Duckgil’s philosophy and studies. It is also enough to confirm that he was the best compiler. 이 연구는 조선 후기의 중요한 도서편찬자 및 저술가인 下廬 黃德吉의 『日用輯要』에 관한 연구이다. 황덕길은 도서의 편찬과 간행에도 깊은 관심을 보였는데, 스승인 안정복이 초학자들을 가르치기 위하여 정리한 『下學指南』의 영향을 받아 『日用輯要』를 편찬했다. 『日用輯要』는 儒學을 처음 배우는 童蒙들을 대상으로 일상생활에서 반드시 알고 지켜야할 여러 예절과 마음가짐, 학문을 대하는 자세 등에 대해 이전의 학자들이 언급한 내용을 일정한 기준에 의하여 선별․편집하여 완성한 교육 교재이다. 『日用輯要』와 『初學可考』는 황덕길이 편찬․저술한, 초학자들을 대상으로 하는 교육 교재의 대표적인 책이다. 『初學可考』보다 『日用輯要』가 먼저 편찬되었는데,『日用輯要』의 편찬을 마치고 나서 더욱 기초적인 초학자 교육 교재를 편집․저술해야 할 필요성을 느꼈으므로 『初學可考』를 편찬했을 것이다. 『日用輯要』가 유학자로서 올바른 마음을 유지하고 일상에서의 행동규범을 제시하는 내용으로 되어 있는 반면, 『初學可考』는 한 시대를 살아가는 한 인간으로서 반드시 알아야 할 내용을 정리한 것이다. 황덕길의 『日用輯要』는 그의 사상과 학문의 정수가 담긴 결정체라고 할 수 있다. 그리고 엄밀하고 적극적인 도사편찬자로서의 황덕길의 면모를 다시 한 번 확인할 수 있는 도서이다.

黃泌秀 校正本 『增刪濂洛風雅』 考察

This paper compared and analyzed Jeungsan Yeomrakpunga(增刪濂洛風雅), edited and proofread by late Joseon’s book compiler Sinchon(愼村) Hwang Pil-Su(黃泌秀, 1842-1914) with two other versions of Jeungsan Yeomrakpunga by Park Sea-Chae(朴世采) and Jeon Yi-Chae(田以采). By analyzing these books, it revealed importance of Hwang Pil-Su as a book compiler in the publication history. From late Joseon period to early Japanese colonial period, Hwang Pil-Su was an active book compiler who compiled multiple books himself and have part in publishing other books. Among those books he took a part in for publication, Jeungsan Yeomrakpunga, the book written to teach other scholars the poetry, shows significant meaning of Hwang Pil-Su as a book compiler in the publication history. Yeomrakpunga(濂洛風雅) is a book that put together important poems written by scholars from Song dynasty. It was edited by Kim Li-Sang(金履祥) and reorganized by Dang Yang-Seo(唐良瑞) before publication in the end of Song dynasty and early of Yuan dynasty. When Yeomrakpunga came down to early Joseon period, it became important book to read for scholars. During mid Joseon period, Park Sea-Chae edited Yeomrakpunga with his own perspective and published Jeungsan Yeomrakpunga. After Park Sea-Chae’s Jeungsan Yeomrakpunga, it was republished several times in different edition. Jeon Yi-Chae’s edition of Jeungsan Yeomrakpunga shows difference with Park Sea-Chae’s, and it is important since Whang Pil-Su referred to Jeon Yi-Chae’s edition when he was editing and proofreading his. There is high possibility that Ji Song-Uk(池松旭) asked Whang Pil-Su to edit Jeungsan Yeomrakpunga to publish it. Looking at it with perspective of publication history, relationship between Ji Song-Uk and Whang Pil-Su is important. Whang Pil-Su’s edition of Jeungsan Yeomrakpunga shows one section of late Joseon’s publication culture and shows Whang Pil-Su’s compability as a book compiler. 본고는 조선 말기의 도서편찬자였던 愼村 黃泌秀(1842-1914)가 교정․편찬한 『增刪濂洛風雅』 校正本의 실상을 밝히기 위한 목적으로 시도한 것으로, 이 작업은 황필수라는 중요 도서편찬자의 출판문화사적 의의를 규명하는 일련의 과정 중의 하나이다. 황필수는 조선 말기에서 일제강점기 초기에 활약한 도서편찬자로서 직접 편찬한 도서와 간행에 관계한 도서가 다수 있다. 그 중에서 그가 학동들에게 詩를 가르치기 위해 교정․편찬한 『增刪濂洛風雅』 교정본을 통해 주선후기 중요 도서편찬자의 출판문화사적 의의를 규명하였다. 『濂洛風雅』는 송대의 성리학자들이 지은 시문 중에서 중요하다고 판단되는 내용을 송말원초의 金履祥이 편집하고 唐良瑞가 재정리한 책으로, 조선조에 전래된 이래 유학자들의 중요 독서 대상이 되었다. 조선 중기의 朴世采가 『염락풍아』의 내용을 독자적인 관점에서 첨삭한 『증산염락풍아』를 편간한 후 여러 차례에 걸쳐 출판을 거듭하였다. 그중 중요한 판본이 田以采가 간행한 것인데, 박세채의 증산본과 약간의 차이가 있다. 황필수의 교정본은 전이채본을 저본으로 삼아 교정하였다. 『증산염락풍아』는 지송욱이 출판 목적으로 황필수에게 『增刪濂洛風雅』의 교정을 부탁하였을 가능성이 크다. 이 시기의 출판문화사적 관점에서 볼 때, 지송욱과 황필수의 관계는 매우 중요하다. 황필수가 교정한 『濂洛風雅』는 조선 말기 출판문화의 한 단면을 보여주고, 황필수라는 특출한 도서편찬자의 의식과 역량을 확인할 수 있다는 점에서 의의가 있다.
