과학자가 되려면 다른 학문에 비해 어렵고 특히 기초과학연구를 하는 과학자의 경우는 더욱 어려운 공부를 계속하여야 한다. 그러나 이것은 과학자 스스로 택한 고난의 길이기에 이들은 한결같이 과학자가 된 것을 만족하게 생각하고 있다. 과학자가 되기위해 험난한 인생의 가시밭길을 무수히 헤치고 살아온 박동길박사. 박동길박사는 약관 20세에 도일, 과학자가 되기 위해 살을 여의는 듯한 고생을 무릅쓰고 오직 학업에만 열중했다. 박동길박사가 과학기술에 관심을 갖고 지금까지 걸어온 배경과 지질학을 연구하게 된 동기를 알아보는데는 까마득한 박박사의 어린시절로 돌아가야 할 것 같다. 이래서 본지는 이번호부터 박동길박사를 모셨다. <편집자주>

This article reexamines Jeong In-bo’s lifelong studies and achievements from the perspective of understanding him as a statesman. Keenly empathizing the pain of the people who lost their nation, he recognizes that it was the task of the times to reclaim national sovereignty and relieve the people from suffering. He finds the cause of the collapse of Joseon inside Joseon, and diagnoses that all problems originated from ‘thinking of promoting one’s own interests (自私念)’. What he suggested to resolve these problems is ‘to awaken the sincere mind’. He believes that separation can be turned into oneness, conflict into love, and slaughter into revitalization only when ‘thinking of promotion of one’s own interest’ is overcome by awakening the sincere mind of all Joseon people. While studying Yangming studies, Jeong In-bo realized that the sincere mind has the ability to empathize, and verified this realization by his own experience. Through this experience, he submitted ‘empathy of the sincere mind’ as a statecraft principle that can save the world. All of his activities including educational, academic, media and political activities, aim at ‘governing a nation and saving the people’ according to the statecraft principle of ‘empathy of the sincere mind’. Jeong In-bo paved the way for advancing Korean Studies by awakening the importance of Korean Studies to his colleagues and students who worked at Yonhee College. Furthermore, with a deep understanding of Joseon’s reality after liberation, he adopted ‘strengthening and raising the national spirit’, which was the spirit of the times, as his educational ideology, and suggested a way for the nation to move forward by seeking detailed practical plans. He also brought the thoughts and works of Silhak scholars in the late Joseon dynasty into light; from his view, these scholars related to the nation and its people through the sincere mind and academically explored the way to save the nation and its people. He inspired the sense of subjectivity of the people by exploring Joseon’s spirit of 5,000 years in his research on Joseon history, enhancing the sense of identity of our nation. He struggled to solve the problems of the times by spreading his academic achievements through the media and carrying out an enlightenment movement to awaken the sincere mind of the people. Even in his short political term in Syngman Rhee’s government, he tried to correct the bureaucracy. All these academic works and activities of Jeong In-bo were motivated by the determination to save the world. 이 글은 정인보를 경세가로 파악하는 관점에서 그의 평생 학술과 사업을 재조명한 것이다. 정인보는 나라 잃은 민족의 아픔을 통렬히 느끼고 국권을 회복하고 민생을 구제하는 것을 시대적 과제로 인식했다. 그는 조선이 국권을 상실하게 된 원인을 조선 내부에서 찾는다. 그리고 ‘자기만의 이익을 도모하려는 생각[自私念]’에서 일체의 병이 비롯된 것으로 진단한다. 그에 따른 처방이 바로 ‘실심 환성’이다. 전조선인의 실심을 불러 깨워서 자사념을 극복해야 분열이 일체로, 투쟁이 사랑으로, 살육이 살림으로 전환될 수 있다고 본 것이다. 양명학을 연구하는 과정에서 정인보는 실심에 감통 능력이 있음을 알게 되고, 그것을 자기 안에서 체험적으로 확인한다. 그리고 ‘실심 감통’을 세상을 구제할 수 있는 경세 원리로 제출한다. 그의 일체 활동, 즉 교육 학술 언론 정치 활동은 모두 ‘실심 감통’이라는 경세 원리를 실천하는 경세제민의 활동이었다. 정인보는 교육 활동을 통하여 연희전문에 재직하던 동료들과 제자들에게 국학의 중요성을 일깨움으로써 국학진흥의 길을 열었다. 그리고 해방 이후 조선의 현실에 감통하여 당대가 요구하는 ‘민족정신의 강화진작’이라는 시대정신을 교육 이념으로 삼고, 그 구제적 실천 방안을 모색함으로써 우리 민족이 나아갈 길을 제시하였다. 그는 또 조선 근세에 실심으로 국가와 백성에 감통하여 그 구세 방안을 학문적으로 탐구했던 실학자들의 사상과 사업을 세상에 드러냈으며, 조선사연구를 통하여 ‘오천년간 조선의 얼’을 탐색함으로써 우리 민족의 주체의식을 고취시켰다. 그리고 이러한 학술 성과를 언론을 통하여 세상에 널리 알리고, 조선 민중의 실심을 불러 깨우는 계몽운동을 함으로써 민족이 직면한 시대적 과제를 해결하고자 했다. 이승만 정부에 참여했던 짧은 기간의 정치 활동에서도 관료의 기강을 바로잡고자 하였다. 정인보의 이 모든 학술과 사업은 세상을 구제하고자 하는 구세 정신의 산물이었다.

입체영상의 3D 증강을 위한 입체영상 변환

Recently, 3DTV and 3D displays have been released in the market. Accordingly, the production of stereoscopic images has gained much interest. Stereoscopic image being composed of left and right images are currently delivered to viewers without any modifications. The researches on the enhancement of depth perception using high-frequency components and the re-production of natural color by color compensation have been carried out for 2D images. The application of such 2D technologies to 3D stereoscopic images is an aim of this paper. This paper proposes the enhancement of 3D perception by color transformation. For this, we propose a stereo matching method for obtaining a depth map and two color transformation methods such as contrast transformation and background darkening. The effectiveness of the proposed method was verified through experiments. 최근 3DTV 및 3D 디스플레이가 공급되면서 입체영상 제작도 활발히 진행되고 있다. 입체영상은 좌영상과 우영상으로 만들어지는데, 제작된 입체영상은 수정 없이 그대로 시청자에게 공급되고 있다. 2D 영상도 고주파 성분을 이용하여 깊이감을 높이고, 색보정을 거처 자연색과 유사한 색을 재현하는 등의 연구는 오랫동안 진행되어 왔다. 이 기술을 입체영상에 적용하고자 하는 것이 본 논문의 목적이다. 기 제작된 입체영상의 컬러를 변환함으로써 3D 입체감을 개선하는 방법을 제안한다. 이를 위해서 본 논문에서는 스테레오 영상으로부터 깊이맵을 획득하고, 기존 컬러 변환을 통한 2D 영상의 지각 깊이감 개선을 입체영상에 적용하여, 3D 입체감을 향상시키는 방법을 제안한다. 이를 위해 스테레오 정합 방법과 컬러 변환 방법으로 대조 변환 및 배경 다크닝 방법을 제안하고, 실험을 통해 제안 방법이 상기 목적을 얻을 수 있는 것을 검증하였다.

프랑스의 동거정부안에서 대통령과 수상의 권한배분에 관한 연구

프랑스의 이원정부제는 대통령제와 의원내각제의 혼합물이다. 그래서 야당이 의회의 총선거에서 승리할 경우 대통령과 의회가 정면으로 충돌할 가능성이 있다. 이러한 경우에 대통령은 몇 가지 길 중에서 하나를 선택하여 해결하는 수밖에 없게되었다. 첫째는 의회의 다수파에 대한 대통령의 굴복이고, 둘째는 대통령이 의회해산권을 통해 대항하는 길이며, 마지막으로 생각할 수 있는 길이 좌․우파의 정치적 협력에 근거한 ‘동거정부(cohabitation)’ 이다. 본고에서는 이러한 동거정 부형태 안에서 대통령과 수상의 권한배분의 문제를 다루었다. 헌법 제19조가 열거하고 있는 대통령의 고유권한(pouvoirs propres), 혹은 개인적 권한 (compétances personnels)으로 중요한 것은 수상의 임명권(제8조 제1항), 국민투표부의권(제11조), 의회해산권(제12조), 비상대권(제16조), 의회에의 교서권(제18조) 등으로서 행정권의 차원이 아니라 통치권에 해당하는 것이라 볼 것이다. 한편 헌법 제21조의 규정은 수상에게 명령제정권(pouvoir réglementaire)과 법률의 집행을 보장할 의무를 부여하였다. 동규정의 적용으로부터 수상은 의회에 의해서 의결된 법률의 집행을 보장하기 위하여 불가피한 명령(décret)을 제정할 뿐만 아니라, 헌법 제37조의 적용에 있어 제34조가 규정하지 않은 내용에 관하여 명령을 제정할 수 있다. 또한 헌법은 여러 경우에 수상이 의견을 제시할 것을 예정하고 있다. 헌법 제16조의 적용에 의해 비상대권이 발동되려면 수상의 의견을 들어야 한다. 대통령이 국민의회의 해산을 선언할 때에도 마찬가지라고 할 것이다. 정부의 수반으로서 수상은 그 위헌의 핵심이 되는 법률안과 국제협정을 헌법위원회에 제소할 수 있다. 상원에 대해서 일반적인 정책선언의 승인을 요구할 수 있는 권한도 수상에게 속한다. 또한 그는 양원 사이에 불화가 존재하는 경우에 동수로 구성된 양원합동위원회의 소집을 요구할 수 있으며, 특별회기의 소집을 대통령에게 요구할 수 있다. Le plus grand caractère du régime politique de la Ve République est la structure dualiste de l'exécutif. Le Président de la République a les pouvoirs propres importants comme le droit de message, le droit de dissolution, le droit du recours au référendum, etc. Bien que le Premier ministre et les ministres aient les pouvoirs propres, l'influence de ces pouvoirs est faible en comparaison de celui des pouvoirs présidentiels. Le pouvoire partagés, don't l'exercice nécessite le contreseing du chef du gouvernement et des ministres concernés par l'application, demandent la collaboration entre le Président de République et le gouvernement. La 'cohabitation' suggère une autre possibilité du régime politique de la Ve République. Le régime politique de la Ve République peut être estimé réussi au moins pour raison de la durée, malgré beaucoup d'objections. En conséquence, il est douteux que l'évolution du révisionnism aboutisse à la réforme du régime politique.

지금 여기 인간으로서 "살아있음"의 의미: 화이트헤드의 생명 이해와 몸학의 관점에서

이 글은 화이트헤드 철학의 생명 이해와 몸학의 관점에서 현재 몸삶의 층위를 진단하고, 지금 여기의 인간으로서 살아있음의 의미에 대해 고찰해본 글이다. 21세기에서 보는 진단은 화이트헤드 이후에 새롭게 제기된 시대의 흐름들도 함께 반영해야 할 것이고, 또한 몸학에서 말하는 몸삶의 층위에 대해선 물리적인 신체형성, 생활관계, 세계사회, 형이상학 그리고 신과의 관계라는 순서로 현재에 대한 진단을 시도하고 있다. 이 현재에 대한 진단을 통해 피로로 떨어지는 쇠퇴의 길과 활력을 주는 진보의 길을 모색해 보고자 한 것이다. 그리고서 살아있음을 저해하는 피로한 쇠퇴의 길을 극복하기 위하여 필자가 구상한 몇 가지 대안적인 제안들도 함께 시도하고 있다. 무의식과 의식간의 상호 관계 제시, 기본사회 개념, 현재에 대한 관찰로서의 몸 수행 정도가 바로 그것이다. 그리고 최종적으로는 화이트헤드 형이상학이 진화하는 문명사회에 활력을 줄 수 있는 건설적인 철학이 될 수 있다고 보면서도 이에 대한 창조적 응용으로서의 다양한 모험이 우리의 몸삶 속에 실현되어야 한다는 점을 강조하고 있다. In the articles, I would like to discusses the levels of human-life with Whitehead’s Metaphysics and Mommics`` view. [Mommics is the study of Momm, which is the nexus of all the relations existing in the universe. ‘Momm’ is a Korean word, which can best be translated as ‘a human body’ in English. However, the two are different from each other in that Momm includes both the physical and the mental aspects of human being, directly denying the dualistic understanding of existence.] And purpose of this study is to think about the meaning of ‘aliveness’ as human being of here and now. Consideration of 21th century’s perspective ought to apply after Whitehead happens new issues. Also I try to diagnose about the levels of Momm-life; it is sequentially body-making, daily-life relationship, world-society, metaphysics, and relations with God. I will suggest from the way of fatigue to the way of vigorous progress through Whitehead’s philosophy and Mommics’s view. I propose several alternatives ; the advisable relationship between consciousness and unconsciousness, notion of basic society, Momm-meditation through present observing. Consequently, I think so that Whitehead’s metaphysics made important statements on the social progress of ‘aliveness.’ In the sense of I think that Whitehead’s philosophy is alternative thought. And this paper emphasize art and adventure of creative applications for the our Momm-life. In this case, we feel alive.

일본 지방자치단체 아웃소싱(Outsourcing)과 주민참여

1990년대 이후 일본은 지속되는 경기침체와 재정적자의 상황에서 시민사회 또는 민간과의 협력을 강조하고 있다. 특히 지방자치단체에서는 삼위일체개혁의 여파로 재정수입은 감소하고 있는 가운데 고령화, 경기 침체, 복지 수요 증가 등으로 담당업무는 증가하고 있다. 재정제약하에서 보다 효율적인 공공서비스를 제공하기 위한 방안으로 일본의 지자체는 업무위탁, 지정관리자제도, PFI제도 등 다양한 형태의 아웃소싱제도를 적극적으로 추진하고 있다. 본 논문은 일본 지자체 아웃소싱 유형의 변화양상을 검토하는 한편 주요 아웃소싱제도의 현황 및 쟁점을 분석하였다. 특히 일본 지자체 아웃소싱에서 주민참여의 활용에 주목하여 공공서비스 민영화 제안제도를 중심으로 그 의의와 함께 정책적 시사점을 제시하였다.
