    The purpose of this study is to develop and validate the evaluation indicators for teaching competency of elementary teachers. Followings are research questions.

    Question 1: What indicators do consist of evaluation for teaching competency of elementary teachers?
    1) What is evaluation criteria and indicators of teaching competency of elementary teachers?
    2) Which evaluation indicators do we select for teaching competency of elementary teachers
    Question 2: Are evaluation indicators to examine teaching competency of elementary teachers validated?

    2) What is construct validity of evaluation indicators of teaching competency of elementary teachers?
    3) What is criterion-related validity of evaluation indicators of teaching competency of elementary teachers?
    4) What is evaluation indicators of teaching competency of elementary teachers?
    Searching for factors of evaluation indicators of teaching competency of elementary teachers, literature review, expert group interview, and delphi technique were done. Simple description of these methods is provided as follows.
    First, an extensive literature review was done on competency, competency modeling, instruction evaluation, teacher evaluation, development and validation of evaluation indicators. Included were theses and dissertations, journal articles, policy reviews, research papers, and so on. At the end of the review, constructs and factors of evaluation indicators of teaching competency of elementary teachers were listed up.
    Second, the expert group interview was done with five instruction experts, discussing results of previous literature reviews and developing tentative indicators of teaching competency of elementary teachers.
    Third, 17 panels of instruction experts participated in delphi technique, giving their opinions on tentative evaluation indicators of teaching competency of elementary teachers. Content validity was performed on those indicators.

    The next step was to examine construct validity, reliability, and criterion-related validity on evaluation indicators of teaching competency of elementary teachers, developed by the previous step. Factor analysis, reliability test, and logistics regression analysis were performed. A simple description was provided below.
    First, to examine construct validity of evaluation indicators of teaching competency of elementary teachers, whose contest validity was already confirmed by delphi technique, exploratory factor analysis and confirmatory factor analysis were done. A pilot survey and a main survey were carried out on elementary teachers in Gyeongsang Nam-do and Busan Metropolitan city.
    Second, indicators whose construct validity was confirmed were tested for reliability. Alpha coefficient was used.
    Third, after reliability and construct validity were confirmed, logistics regression analysis was done on evaluation indicators for criterion-related validity.

    Followings are results of the above-mentioned research steps.
    This study finally developed evaluation indicators of teaching competency of elementary teachers with 5 areas and 32 indicators through literature review, expert group interview and delphi technique. A research method is summarized as follows. First, an extensive literature review and expert group interview developed the tentative evaluation indicators of teaching competency of elementary teachers with 6 areas and 42 indicators. Next, the first trial of delphi technique selected and reconstructed evaluation indicators of teaching competency with 5 areas and 36 indicators, followed by the second trial with 5 areas and 34 indicators, and the final trial with 5 areas and 32 indicators.
    Through a series of validation processes, 5 areas and 30 indicators were finally confirmed. First of all, the factor analysis was done to examine construct validity of previously constructed evaluation indicators of teaching competency. As a result of exploratory factor analysis during the pilot survey, two indicators were deleted and left with 5 areas and 30 indicators. Another exploratory factor analysis and the confirmatory factor analysis during the main survey confirmed 5 areas and 30 indicators for teaching competency of elementary teachers(SRMR=.04,; TLI=.90; CFI=.91; RMSEA=.05).
    Second, for examining reliability of evaluation indicators of teaching competency, the alpha coefficient shows a high level of reliability of evaluation indicators of teaching competency.
    At last, logistics regression analysis was carried out to confirm criterion-related validity of evaluation indicators of teaching competency of elementary teachers, the final evaluation indicators developed by this study differentiated excellent teachers and non-excellent teacher by 68.82%.

    본 연구의 목적은 초등학교 교사의 교수역량을 평가하기 위한 평가지표를 개발하여 이를 타당화하는 것이다.
    본 연구의 목적을 달성하기 위하여 다음과 같은 연구문제를 설정하였다.
    첫째, 초등학교 교사의 교수역량 평가지표를 개발하는 것이다. 이를 위하여 초등학교 교사의 교수역량 평가준거와 평가지표가 어떠한지를 살펴본 후 이것을 바탕으로 초등학교 교사의 교수역량을 평가할 수 있는 평가지표를 개발하는 것이다.
    둘째, 초등학교 교사의 교수역량을 평가하기 위하여 개발된 평가지표들은 타당한 지를 밝혀보기 위하여 이들에 대한 구인타당도, 신뢰도, 준거관련 타당도 등을 살펴보는 것이다.
    위와 같은 연구문제를 해결하기 위하여 다음과 같은 연구방법들이 적용되었다.
    첫째, 초등학교 교사의 교수역량 평가준거를 구성하는 요소들을 탐색하기 위하여 문헌고찰, 전문가 협의, 델파이 조사 등들이 수행되었다. 다음은 이들에 대한 간략히 요약이다.
    1) 문헌고찰에서는 역량, 수업평가, 교사평가, 교수역량, 평가지표 개발 및 타당화 등에 관한 국내 ․ 외 학위논문, 학술지, 정책계획, 연구보고서 등을 탐독하여 초등학교 교사의 교수역량 평가준거의 구성요소와 관련된 내용들을 정리하였다.
    2) 전문가 협의에서는 문헌고찰을 통하여 정리된 내용들을 5명의 수업전문가들과 심의하여 잠정적인 초등학교 교사의 교수역량 평가지표를 개발하였다.
    3) 델파이 연구는 문헌고찰과 전문가 협의를 통하여 개발된 잠정적인 초등학교 교사의 교수역량 평가지표에 대한 17명의 수업전문가 패널들의 의견을 수렴하여 내용타당도가 검증된 평가지표를 개발하였다.
    둘째, 본 연구를 통하여 개발된 초등학교 교사의 교수역량 평가지표가 타당한 지를 확인하기 위하여 구인타당도, 신뢰도, 준거관련 타당도 등을 검증하였다. 이를 위하여 요인분석, 신뢰도 분석, 로지스틱 회귀분석 등이 실행되었다. 다음은 이들에 대한 간략한 요약이다.
    1) 델파이 연구를 통하여 내용타당도가 검증된 초등학교 교사의 교수역량 평가지표에 대한 구인타당도를 검증하기 위하여 탐색적 및 확인적 요인분석을 실시하였다. 이를 위하여 경상남도 또는 부산광역시에 근무하는 초등학교 교사들을 대상으로 2차례의 설문조사 즉 예비조사와 본 조사를 실행되었다.
    2) 구인타당도가 확인된 초등학교 교사의 교수역량 평가지표에 대한 신뢰도 분석을 하였다. 이를 위하여 신뢰도 계수 중 알파계수가 활용되었다.
    3) 신뢰도와 구인타당도가 확인된 초등학교 교사의 교수역량 평가지표에 대한 준거관련 타당도를 검증하기 위하여 로지스틱 회귀분석을 실시하였다.
    위에서 언급된 연구방법들을 적용한 본 연구의 결과들은 다음과 같다.
    첫째, 본 연구는 문헌고찰, 전문가 협의, 델파이 연구를 통하여 5개의 평가준거들과 32개의 평가지표들로 구성된 초등학교 교사의 교수역량 평가준거를 개발하였다. 다음은 그 과정에 대한 간략한 요약이다.
    1) 문헌고찰과 전문가 협의를 통하여 6개의 평가준거들과 42개의 평가지표들로 구성된 초등학교 교사의 교수역량 평가지표들에 대한 잠정적 초안이 개발되었다.
    2) 개발된 잠정적 초등학교 교사의 교수역량 평가지표들은 3차례의 델파이 연구를 통하여 정선된 평가준거로써 수정 또는 변경되었다. 1차 델파이 연구에서는 5개의 평가준거들에 36개의 평가지표들로 재구성되었다, 2차에서는 5개의 평가준거들에 34개의 평가지표로, 마지막 문항적합도 검사에서는 5개의 평가준거에 32개의 평가지표들로 재구성되었다.
    둘째, 델파이 연구를 통하여 내용타당도가 확인된 초등학교 교사의 교수역량 평가준거는 다음과 같은 타당화 과정을 거치면서 5개의 평가준거들에 30개의 평가지표들로 최종적으로 구성되었다. 다음은 그 과정에 대한 간략한 요약이다.
    1) 개발된 초등학교 교사의 교수역량 평가지표에 대한 구인타당도를 검증하기 위해 요인분석이 수행되었다. 예비조사에서는 수행된 탐색적 요인분석 결과, 델파이 연구에 의해 구성된 초등학교 교사의 교수역량 평가지표는 32개의 평가지표 중 2개가 삭제되어, 5개 평가준거에 30개의 평가지표로 재구성되었다. 이러한 요인구조를 가지고 본 조사에서 탐색적 요인분석과 확인적 요인분석을 실행한 결과, 최종적으로 초등학교 교사의 교수역량은 5개의 평가준거에 30개의 평가지표들로 구성되었다.
    2) 개발된 초등학교 교사의 교수역량 평가지표에 대한 신뢰도 분석을 위하여 신뢰도 계수 중 알파계수를 확인한 결과, 본 연구를 통하여 개발된 교수역량 평가지표는 신뢰도가 높은 것으로 확인되었다.
    3) 개발된 초등학교 교사의 교수역량 평가지표에 대한 준거관련 타당도를 확인하기 위하여 로지스틱 회귀분석을 실시한 결과, 본 연구를 통하여 개발된 교수역량 평가지표는 우수교사와 비우수교사를 적절히 판별해 주는 것으로 확인되었다.

    둘째, 델파이 연구를 통하여 내용타당도가 확인된 초등학교 교사의 교수역량 평가준거는 다음과 같은 타당화 과정을 거치면서 5개의 평가준거들에 30개의 평가지표들로 최종적으로 구성되었다. 다음은 그 과정에 대한 간략한 요약이다.
    1) 개발된 초등학교 교사의 교수역량 평가지표에 대한 구인타당도를 검증하기 위해 요인분석이 수행되었다. 예비조사에서는 수행된 탐색적 요인분석 결과, 델파이 연구에 의해 구성된 초등학교 교사의 교수역량 평가지표는 32개의 평가지표 중 2개가 삭제되어, 5개 평가준거에 30개의 평가지표로 재구성되었다. 이러한 요인구조를 가지고 본 조사에서 탐색적 요인분석과 확인적 요인분석을 실행한 결과, 최종적으로 초등학교 교사의 교수역량은 5개의 평가준거에 30개의 평가지표들로 구성되었다.
    2) 개발된 초등학교 교사의 교수역량 평가지표에 대한 신뢰도 분석을 위하여 신뢰도 계수 중 알파계수를 확인한 결과, 본 연구를 통하여 개발된 교수역량 평가지표는 신뢰도가 높은 것으로 확인되었다.
    3) 개발된 초등학교 교사의 교수역량 평가지표에 대한 준거관련 타당도를 확인하기 위하여 로지스틱 회귀분석을 실시한 결과, 본 연구를 통하여 개발된 교수역량 평가지표는 우수교사와 비우수교사를 적절히 판별해 주는 것으로 확인되었다.
