The advancement of science and the development of production technology have brought about many changes to mankind and the natural environment. Since the Industrial Revolution in the 18th century, mankind has enjoyed material and cultural abundance and convenience of life, but at the cost of sacrificing nature, serious problems such as environmental pollution and resource depletion have occurred that threaten human survival. In order to overcome this, the international community is spurring ‘sustainable development’ and ‘transition to a circular economy society.’ However, it is not easy to clearly answer the question of whether the new paradigm shift implemented with the desire to promote sustainability through a circular economy will be well-consistent with the existing intellectual property law principles and to what extent intellectual property rights will play a role in the global implementation plan currently in progress. Traditional trademark law was intended only to protect the trust of consumers and protect trademark infringement, and the adoption of ecological solutions after the sale of a product was left to the discretion of the producer. However, in a circular economy society, the main concerns are contributions to environmental protection and sustainable production and consumption structures, and companies are under legal pressure to develop new production systems to reduce their environmental footprints. This paper summarizes various issues in trademark law that may conflict with the development of the upcycling industry and trademark rights, such as the use of trademarks, loss of identity, exhaustion of rights, and post-sale confusion, and suggest several measures to avoid conflicts with trademark law and enhance legal certainty in the circular economy for the upcycling industry. First, a defense of reference use can be considered as a way to resolve legal uncertainty surrounding the use of non-distinctive products, Second, the method of disclosing that it is an additional labeling or upcycling product and using the accompanying information in combination with trademarks, Third, repairers can independently add functions and upgrade new products and jointly brand them with the original manufacturer.
Chemical Mechanical Planarization of Copper Bumps on Printed Circuit Board

This paper deals with the planarization of copper bumps to improve the bonding performance and reliability of printed circuit board (PCB) manufacturing to improve by using flip chip during the fabrication process of the PCB. Authors tried to develop a novel planarization process using polishing techniques before the continuous process at the PCB fabrication. An experiment was implemented by mechanical polishing (MP) using alumina abrasives mixed with deionizer water (DIW), and by chemical mechanical polishing (CMP) added with oxidizer of HF. CMP showed superior results to MP with mirror surface less than Ra 3nm and minimum step height deviation of 1um, resulting in high bonding performance and reliability. Therefore, CMP is a strong tool for reserving a sufficient margin in the PCB manufacture process.

As the knowledge-based economy has become a more important issue, numerous studies have investigated how to improve the economic capacity of diverse geographical scales responding to the current global competition and rapid change in information communication and technologies (ICTs). However, relatively little attention has been devoted to small- and medium-size communities to reveal what factors make them competitive and distinctive. To find real drivers of economic growth in the context of those communities, this study uses an asset-based community development (ABCD) approach focusing on associations, institutions, and amenities. The case analysis relies on in-depth interviews with selected key regional economic development participants in Montgomery County region, Virginia in the U.S. Interesting finding is that small town spirit (mutual trust and collaboration) were more important than formal government policies (running clawback clause) for accumulating creative and high-tech regional economic capacity. In addition, diversified industries worked a critical role in buffering the negative effects of economic recession and enhancing the regional economic growth. The other findings and implications of them are thoroughly discussed.

본 논문은 우리나라에서 적용되는 집단에너지 사업 타당성조사에 관한 연구를 수행한 것으로서 외국과 우리나라의 집단에너지 프로젝트를 비교 검토하고 여기에서 국내와 해외사례의 장단점을 분석하여 국내시장의 성장잠재력을 살펴보고 집단에너지 활성화를 위한 방향을 제시하고 이를 바 탕으로 최적 집단에너지추진방안에 대하여 도출하고자 하며 특히 경제성을 분석하여 집단에너지 사업의 발전형식을 제시하고자 한다. 특히 집단에너지사업 시스템 구성에서 대상지역 부하특성에 맞는 경제적 설비와 열병합발전방 식 등을 비교하고 지역에 맞는 발전방식과 열병합발전설비의 운전방식을 상호 검토해 우리에 맞 는 효율과 경제성을 비교연구해 보고자 한다. 본 연구에서 제안하는 집단에너지 타당성 조사는 우리나라 집단에너지 분야 에 있어서 미국, 일본 , 유럽 등 외국의 구역형 집단에너지 정책을 고찰하고 우리 실정에 맞게 받아들이고 제도화 할 것을 전제로 하여 연구를 전개한 것이다. 따라서 본 연구는 우리나라의 집단에너지 프로젝트 타당성 분석 결과에서 대상지역 현황과 열 부하 분석, 열병합발전 형식과 경제성을 고찰하고 중점적으로 연구 하고자하는 최적 집단에너지 프로젝트 추진 방안에 대해서 기준, 현황 및 문제점을 도출하고 실증분석을 기초로, 집단에너지 프로젝트 타당성 조사 절차를 내용별로 각각의 개선 방안을 제시하고자 한다.
서울시 행정체제개편의 탐색적 분석 : 자치구 통합에 관한 공무원의 인식을 중심으로

This study examines local boundary change in Seoul metropolitan area. We conducted survey for public official in autonomous districts(Gu)' to examine their perception on current debate on local boundary change, especially focusing on consolidation of 'Gu's. The findings suggest that even though local boundary issue is so significant, there has been no active discussions among them. Furthermore, local boundary change or consolidation may render complex issues regarding preferred 'Gu's.
