        The Power of Building Parallel Institutions: How China’s New Strategy Advances Global Governance Reform

        China has been a proponent of global governance reform, but its reform strategy does not remain constant. In the wake of the Global Financial Crisis, its political opportunities were depleting when dominant states, especially the United States, were recovering from the crisis. As a result, the promised 2010 International Monetary Fund (IMF) reform package failed to materialize under Beijing’s old reform strategy of making overt proposals. We argue that Beijing’s goal of the IMF reform was achieved through the creation of the Asian Infrastructure Investment Bank. To advance reform, the newly-created institution needs to have sufficient governance capacity to ensure its effectiveness, produce policy outcomes close to Beijing’s preferences, and operate in an issue area competing for resources with the established institution, the IMF, but not necessarily in the same issue area as is required by the literature of contested multilateralism.

        Anatomical Study of the Accessory Tendon of the Extensor Hallucis Longus Muscle and Its Clinical Application

        Background: The accessory tendon of the extensor hallucis longus (ATEHL) muscle is a common abnormal structure, and its clinical significance remains debatable. In this study, we provide the incidence of the ATEHL and characterize its morphological types in Asian cadavers and investigate its clinical applications. Methods: The tendons from 50 adult cadaveric feet, fixed in 10% formalin, were analyzed. We measured the length and width of both the ATEHL and the extensor hallucis brevis (EHB). Results: All dissected specimens had an ATEHL. The first metatarsophalangeal joint was surrounded by an accessory tendon that inserted onto the joint capsule and the dorsal base of the proximal phalanx. We classified the ATEHL into 3 types based on their directions. Differences in ATEHL type based on sex were not statistically significant. Conclusions: We found an ATEHL in all cadaveric specimens in this study. We surmise that the ATEHL acts as an antagonist with the EHB when the toe is extending, which might help prevent the occurrence of hallux valgus deformity.

        Bombyx mori used as a fast detection model of liver melanization after a clinical drug – Acetaminophen exposure

        Acetaminophen (APAP) is an effective and widely used analgesic. However, APAP overdose is the principal cause of acute liver failure (ALF) in many countries. Here, we report the phenomenon of liver melanization which occurred before APAP-induced ALF in mice. A melanic surface induced by APAP which was time- and dosedependent in the silkworm invertebrate model was observed. In addition, an APAP-induced acute tissue failure model (ATF) was established using a metabolic detoxification tissue fat body which simulated mouse liver. An investigation of the anabolic mechanism of melanin in experimental animals showed that dopaquinone and dopamine which were synthesized from tyrosine via dopa in silkworms were further metabolized to melanin, while in mice, epinephrine was synthesized via the dopamine branch and melanin was only synthesized via the dopaquinone branch. On this basis, it is proposed that melanin-metabolic levels in plasma could be used as an early diagnostic marker of APAP overdose and the black spots on insect epidermis could be used as a fast detection model of toxicity.

        Performance Improvement and Sub-60 mV/Decade Swing in AlGaN/GaN FinFETs by Simultaneous Activation of 2DEG and Sidewall MOS Channels

        <P>This paper presents a new concept, supported by 3-D TCAD simulations, for improving the performance and subthreshold swing (SS) of enhancement-mode AlGaN/GaN fin-shaped field-effect transistors (FinFETs). By choosing appropriate device parameters, the formation of 2-D electron gas (2DEG) can be delayed such as to ensure simultaneous activation of 2DEG and sidewall MOS channels at positive threshold voltage for normally off operation. The 2DEG channel starts forming in the middle of the fin, whereas the edges are depleted by the lateral MOS gates. Not only increasing the gate voltage does the 2DEG charge increase, but also the effective width is enlarged being less depleted by the gates. This double-2DEG mechanism adds to the regular MOS channels on the sidewalls and enables enhanced performance. The 3-D TCAD simulations indicate that narrow FinFET (20 nm) can exhibit excellent switching characteristics: very low SS of 55 mV/decade, below the 60 mV/decade limit, high on/off current ratio of 10<SUP>10</SUP>, and good current driving capability due to the added 2DEG channel contribution. The maximum transconductance is 350 mS/mm, the drain current reaches 380 mA/mm, and the on resistance is as low as 0.018 <TEX>$\text{m}\Omega \cdot \text {cm}^{2}$</TEX>.</P>

        중국 경극 여성배역의 의상 특징을 활용한 패션디자인 연구

        본 연구에서는 중국 대표적 전통 극문화인 경극의 여성 배역의 이미지와 그의 경극 의상에 대한 분석을 바탕으로 경극의 여성 역할의 인물 특징과 의상 특징을 활용하여 현대적 감각으로 재해석한 패션디자인을 제시하였다. 경극 의상의 종류에는 크게 망(?), 피(披), 고(?), 습(褶), 의(衣), 회두(?頭) 있으며 경극 의상의 디자인 요소인 색상, 문양, 디테일로 디자인을 세분하여 분석하였다. 중국전통 철학 오행설(五行說)에 영향을 받아 상오색(上五色)인 흑색, 황색, 백색, 적색, 청색의 다섯 가지 색상이 사용되었다. 문양에는 동물 문양인 용과 봉황, 식물 문양인 당나라의 모란과 사군자, 문자 문양인 복(福), 수(壽), 만(?), 길상 문양인 전국(戰國)시기의 여의(如意), 주나라(周朝)의 상운 구름(祥云) 문양이 있다. 디자인 디테일에는 수수(水袖), 고기(?旗), 옥대(玉帶), 술(流蘇), 회두(?頭), 회두에 장식된 융구(絨球), 점취(點翠)가 있다. 경극 여성배역에는 단정한 정단, 용맹한 무단, 우아한 노단, 요염한 화단, 신분이 귀한 화삼이 있으며 이들 경극 여성의 이미지는 의상의 색채, 실루엣, 문양, 디테일로 표현되었다. 본 연구의 결과로 경극 여성 의상의 특징을 활용하여 여성복 5벌의 디자인 작품을 실물 제작하였다. 본 연구는 중국 고유의 독특한 표현방식을 가진 경극 의상을 현대 패션 디자인 개발의 아이디어 원천으로 활용하여 새로운 패션디자인을 제시함으로써 전통 문화적 모티프를 현대적으로 재해석하여 대중적 인식을 이끌어낼 수 있는 가능성을 제공하였다는 점에 의의가 있다. This study examined the Peking opera and its costumes. Based on this research, five sets of modern suit-dresses inspired by the female costumes of the Peking opera were designed. Six main types of costumes are found in the Peking opera, Mang (formal dress), Pi (informal dress), Kao (military uniform), Zhe (robe), Yi (general clothing), and Kuitou (various crests and hats). The costumes are distinguished by their colors, patterns, and design details. Chinese traditional philosophy has had a great influence on the Peking opera, so that the colors of the five metallic elements namely, black, white, yellow, red, and green are used in the costumes. Furthermore, the patterns of the Peking opera costumes are mainly based on traditional Chinese imagery, which is divided into animals, plants, characters such as the Chinese characters, and auspicious patterns. The design details of peking opera costumes include Shuixiu(long sleeves), Kaoqi (armor flags), Yudai (sashes), tassels as well as pompons and Diancui (feather decorations) on Kui Tou (hats). The Peking opera features five main types of female figures the modest Zhengdan, the intrepid female warrior Wudan, the elegant elderly female Laodan, the coquettish Huadan and the noble Huasha. Their personalities are reflected in the colors, silhouettes, patterns, and details of theirs costumes. This research on the female figures and costumes of the Peking opera, which is a uniquely Chinese mode of expression, was used to adapt the costumes in a modern way, thereby contributing to the revival of traditional costumes. In addition, this study found that inspiration from traditional arts may bring benefits to modern clothing design.

        Whitening and inhibiting NF- B-mediated infl ammation properties of the biotransformed green ginseng berry of new cultivar K1, ginsenoside Rg2 enriched, on B16 and LPS-stimulated RAW 264.7 cells

        Background: Main bioactive constituents and pharmacological functions of ripened red ginseng berry(Panax ginseng Meyer) have been frequently reported. Yet, the research gap targeting the beneficial activitiesof transformed green ginseng berries has not reported elsewhere. Methods: Ginsenosides of new green berry cultivar K-1 (GK-1) were identified by HPLC-QTOF/MS. Ginsenosidesbioconversion in GK-1 by bgp1 enzyme was confirmed with HPLC and TLC. Then, mechanismsof GK-1 and b-glucosidase (bgp1) biotransformed GK-1 (BGK-1) were determined by QuantitativeReverse Transcription-Polymerase Chain Reaction and Western blot. Results: GK-1 possesses highest ginsenosides especially ginsenoside-Re amongst seven ginseng cultivarsincluding (Chunpoong, Huangsuk, Kumpoong, K-1, Honkaejong, Gopoong, and Yunpoong). Ginseng root’sbiomass is not affected with the harvest of GK-1 at 3 weeks after flowering period. Then, Re is bioconvertedinto a promising pharmaceutical effect of Rg2 via bgp1. According to the results of cell assays,BGK-1 shows decrease of tyrosinase and melanin content in a-melanocyte-stimulating hormonechallenged-murine melanoma B16 cells. BGK-1 which is comparatively more effective than GK-1 extractshows significant suppression of the nuclear factor (NF)-kB activation and inflammatory target genes, inLPS-stimulated RAW 264.7 cells. Conclusion: These results reported effective whitening and anti-inflammatory of BGK-1 as compared toGK-1.

        Low beta superconducting cavity system design for HIAF iLinac

        A superconducting ion-Linac (iLinac), which is supposed to work as the injector in the High Intensity heavy-ion Accelerator Facility project, is under development at the Institute of Modern Physics (IMP), Chinese Academy of Sciences. The iLinac is a superconducting heavy ion linear accelerator approximately 100 meters long and contains 96 superconducting cavities in two types of 17 cyromodules. Two types of superconducting resonators (quarter-wave resonators with a frequency of 81.25 MHz and an optimal beta β = v/c = 0.07 called QWR007 and half-wave resonators with a frequency of 162.5 MHz and an optimal beta β = 0.15 called HWR015) have been investigated. The cavity design included extensive multi-parameter electromagnetic simulations and mechanical analysis, and its results are described in details. The fundamental power coupler and cavity dynamic tuner designs are also presented in this article. The prototypes are under manufacturing and expected to be ready in 2023.
