      • Violation of Bans on Tobacco Advertising and Promotion at Points of Sale in Viet Nam: Trend from 2009 - 2015

        Comprehensive bans on tobacco advertising and promotion were introduced through tobacco control legislation in Viet Nam, but it has been established that violations of the bans are very common. This study was conducted to explore the trend in violations of bans on tobacco advertising and promotion at points of sale in Viet Nam in the past six years and to explore any differences in the violation situations before and after the Law on Tobacco Control came into effect on 1st May 2013. Quantitative data were collected through observation of violations of the bans on tobacco advertising and promotion at points of sale in 10 provinces throughout Viet Nam in four survey rounds (2009, 2010, 2011, and 2015). Variation in violation prevalence over time was examined by chi-square test using a Bonferini method. Binary logistic regression was employed to identify the factors that may have influences on different types of violation. A level of significance of p<0.05 was used for all tests in this article. The most common form of violation was the display of more than one pack/one carton of a cigarette brand. Violation of bans on tobacco advertising increased while violations on promotion ban and on displaying tobacco decreased through time. Some factors associated with the tobacco advertising and promotion bans included surveyed years, types of points of sale, regions and areas where the points of sale were located. The enforcement of the bans did not improve even after the issuance and the enactment of the Law on Tobacco Control. This suggests that the monitoring and enforcement of bans on tobacco advertising and promotion at points of sale should be strengthened. Penalties should be strictly applied for violators as indicated in the current tobacco control legislation.

        Coexistence and Conversion of Phases in Ti-Doped Manganite Observed by Magnetization and Transport Measurements

        The La0.7Sr0.3Mn₁-xTixO₃ (x = 0 ~ 0.3) compounds were studied by using magnetic and transport measurements. The substitution of Ti⁴+ for Mn⁴+ reduces the transition temperature Tc and the saturation magnetization (Ms). By analyzing the M(H) curves in high-field regions, a coexistence of two separate phases (a ferromagnetic and a non-ferromagnetic one) is revealed in all the compounds. Moreover, a conversion between the two phases with temperature was observed; the volume fraction of the ferromagnetic phase decreases while that of non-ferromagnetic phase increases with increasing temperature. The results also suggest that the non-ferromagnetic phase develops with increasing Ti content.         Production of high purity rare earth mixture from iron-rich spent fluid catalytic cracking (FCC) catalyst using acid leaching and two-step solvent extraction process

        Acid leaching and a two-step solvent extraction procedure were developed to produce high purity mixture of La and Ce from iron-rich spent FCC catalyst discharged from Dzung Quat refinery (Vietnam). Acid leaching of the spent catalyst with 2M HNO3 and a solid-to-liquid ratio of 1/3 at 80 oC in 1 h dissolved almost 90% of La while 12% of Al and 25% of Fe were transferred to the leachate. The extraction of RE metals and main impurities such as Al and Fe by a mixture of di-2-ethylhexyl phosphoric acid (D2EHPA) and tributyl phosphate (TBP) was investigated. Experiments showed that it was necessary to remove Fe before extracting RE and the optimum extraction conditions for a high recovery of RE while 0% of Al extraction were pH1, contact time=10min, and D2EHPA/TBP volume ratio= 4 : 1. At these conditions, the extraction yields of La(III) and Ce(III) were 72% and 89%, respectively. A two-step solvent extraction was developed to achieve a high purity of RE mixture, which included (1) the removal of impurity Fe by 25% (v/v) diisooctyl phosphinic acid (DiOPA) in n-octane for 140 min, (2) the extraction of rare earths by a mixture of di-2-ethylhexyl phosphoric acid (D2EHPA) and tributyl phosphate (TBP) in n-octane for 10 min without the need for adjusting the pH of the leaching solution.

        The Effect of Two-Dimensional Factor on Municipal Civil Servants’ Job Satisfaction and Public Policy Implications

        The purpose of this study was to examine the effect of two-dimensional factor of motivators and hygiene on civil servants’ job satisfaction using the partial least square structural equation modeling (PLS-SEM) as a technique employed to analyze the measurement and structural models. Exploratory study was deployed to evaluate the relationship among variables. By using multistage stratified sampling, statistical data was collected from a survey of 441 public municipal civil servants who have employed in various levels (municipal government, districts and communes) in Vietnam. The findings provided evidence that hygiene factors (relationship with leader, salary, relationship with coworker and working environment) directly impact on civil servants’ job satisfaction. Meanwhile, only career development factor from motivators significantly influenced on public employee’s job satisfaction. Based on the empirical results, the hygiene factors of job satisfaction are more dominated that the motivators one. This finding suggests that municipal governments should focus policies on improving the hygiene factors which lead to higher job satisfaction on civil servants. Gaining a thorough understanding of the determinants of job satisfaction toward municipal public servants will enable policy makers to grasp the factors that results in retaining employees. Finally, the policy makers can use this knowledge to promote civil servants’ job satisfaction.

Each item was measured using a 5-point Likert scale. Exploratory study was identified to evaluate the relationship among variables. By using multistage stratified sampling, statistical data was collected from a survey of 441 public municipal civil servants who have employed in various levels (municipal government, districts and communes) in Vietnam. The findings provided evidence that hygiene factors (relationship with leader, salary, relationship with coworker and working environment) directly impact on civil servants’ job satisfaction. Meanwhile, only career development factor from motivators significantly influenced on public employee’s job satisfaction. The theoretical and practical significances of the study were discussed and public policy implications were suggested to the provincial government.

        Magnetoresistance Effect in La0.7Sr0.3MnO3 Thin Films Fabricated by Using Pulsed Laser Deposition

        La0:7Sr0.₃MnO₃ thin films were fabricated onto (100) n-Si substrates by using pulsed laser deposition (PLD). The thickness of the lms was controlled from 30 nm to 100 nm by varying deposition time. The deposited lms were then annealed at 600℃ for 5 h. Room-temperature X-ray patterns verifed that the lms had a La0:7Sr0:3MnO3 single phase as did the target. The crystalline orientation of the lms was in uenced by the lms thickness. Thinner lms were more oriented in the (104) direction. The Magnetoresistance (MR) measured at 300 K for all the lms exhibited a pure DE behavior that depended on the films thickness. A nonlinear eld dependence of the magnetoresistance was observed in the temperature region far below TC. This obtained result could not be explained by the DE mechanism. Fitting experimental data to the spin polarized tunneling model, we attributed the dominated low-field MR below TC to spin polarized tunneling between grain boundaries.         Competency Gap in the Labor Market: Evidence from Vietnam

        The relationship between education and work is of the greatest concern to individuals and society because they are the key drivers of growth and development. In the context of Industry 4.0, labor and educators are facing the challenges of big changes in the workplace. How to prepare undergraduate students for the world of employment has become the most important mission of higher education providers. This paper explored the competency gap in the labor market in Vietnam from the perspective of employees who have been dissatisfied with the current status. First, a qualitative method with the Delphi technique was applied to confirm this consensus in an employees' competency model. Then, the satisfaction level for each competency criterion was explored by applying the advance quantitative method, namely, best non-fuzzy performance approach. Lifelong learning was ranked first, followed by creativity and innovation, foreign languages, expertise and digitalization, adaptability, and finally, organizing and managing ability. Critical thinking and problem-solving were perceived to have the biggest gap. The order of competency satisfaction is useful in explaining the mismatch between education quality and labor market demand. The findings provide valuable guidelines for education managers who seek to bridge the competency gap and improve education quality.

        Mental Health Among Healthcare Workers During the COVID-19 Pandemic in Vietnam

        Objectives: The objective of this study was to characterize mental health issues among Vietnamese healthcare workers (HCWs) and to identify related factors.Methods: A cross-sectional study was conducted with 990 HCWs in 2021. Their mental health status was measured using the Depression, Anxiety, and Stress Scale.Results: In total, 49.9%, 52.3%, and 29.8% of respondents were found to have depression, anxiety, and stress, respectively. The multivariable linear regression model revealed that factors associated with increased anxiety scores included depression scores (β, 0.45; 95% confidence interval [CI], 0.39 to 0.51) and stress scores (β, 0.46; 95% CI, 0.41 to 0.52). Factors associated with increased depression scores included being frontline HCWs (β, 0.57; 95% CI, 0.10 to 1.10), stress scores (β, 0.50; 95% CI, 0.45 to 0.56), and anxiety scores (β, 0.41; 95% CI, 0.36 to 0.47), while working experience was associated with reduced depression scores (β, -0.08; 95% CI, -0.16 to -0.01). Factors associated with increased stress scores included working experience (β, 0.08; 95% CI, 0.00 to 0.16), personal protective equipment interference with daily activities (β, 0.55; 95% CI, 0.07 to 1.00), depression scores (β, 0.54; 95% CI, 0.48 to 0.59), and anxiety scores (β, 0.45; 95% CI, 0.39 to 0.50), while age was associated with reduced stress scores (β, -0.12; 95% CI, -0.20 to -0.05).Conclusions: Specific interventions are necessary to enhance and promote the mental health of HCWs so they can successfully cope with the circumstances of the pandemic.
